			 collaborative learning and capacity building models  to improve programs
			 of the
			 Department of Health and Human Services, and for other purposes. </official-title></form>
	<legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC">
 <section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Expanding Capacity for Health Outcomes Act</short-title></quote> or the <quote><short-title>ECHO Act</short-title></quote>.</text>
 </section><section commented="no" display-inline="no-display-inline" id="idf0895b8e793c4b2b886684292998d55f" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph commented="no" display-inline="no-display-inline" id="id8d5c875d4b154351887c4417ec6221e7"><enum>(1)</enum><header display-inline="yes-display-inline">Health professional shortage area</header><text display-inline="yes-display-inline">The term <term>health professional shortage area</term> means a health professional shortage area designated under section 332 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254e">42 U.S.C. 254e</external-xref>).</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB496E3CE27A54CDAA11EBEF57365CFF9"><enum>(2)</enum><header display-inline="yes-display-inline">Indian tribe</header><text display-inline="yes-display-inline">The term <term>Indian tribe</term> has the meaning given the term in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>).</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id61b5cad55fd241f7971ac8b0631c2416"><enum>(3)</enum><header display-inline="yes-display-inline">Medically underserved area</header><text display-inline="yes-display-inline">The term <term>medically underserved area</term> has the meaning given the term <term>medically underserved community</term> in section 799B of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/295p">42 U.S.C. 295p</external-xref>).</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4db1de66a40b482d8255d4330c408ce0"><enum>(4)</enum><header display-inline="yes-display-inline">Medically underserved population</header><text display-inline="yes-display-inline">The term <term>medically underserved population</term> has the meaning given the term in section 330(b) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b(b)</external-xref>).</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA6364ED248884F58A1E0DB3E89D52C81"><enum>(5)</enum><header display-inline="yes-display-inline">Native Americans</header><text display-inline="yes-display-inline">The term <term>Native Americans</term> has the meaning given the term in section 736 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/293">42 U.S.C. 293</external-xref>) and includes Indian tribes and tribal organizations.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb7aeca9a5d144d78bb24be5adb8ca61c"><enum>(6)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of Health and Human Services.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf9c564c353c64aefb9297a7a58b64aa3"><enum>(7)</enum><header display-inline="yes-display-inline">Technology-enabled collaborative learning and capacity building model</header><text display-inline="yes-display-inline">The term <term>technology-enabled collaborative learning and capacity building model</term> means a distance health education model that connects specialists with multiple other health care professionals through simultaneous interactive videoconferencing for the purpose of facilitating case-based learning, disseminating best practices, and evaluating outcomes.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id64DB38BA83AC4F35845FA7E124A16FCA"><enum>(8)</enum><header display-inline="yes-display-inline">Tribal organization</header><text display-inline="yes-display-inline">The term <term>tribal organization</term> has the meaning given the term in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>).</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="id0241cc81ff3a4e7aacf10d70690c5579" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Examination and report on technology-enabled collaborative learning and capacity building models</header>
			<subsection commented="no" display-inline="no-display-inline" id="ide4decf11644040a3ab5630fea99b7933"><enum>(a)</enum><header display-inline="yes-display-inline">Examination</header>
 <paragraph commented="no" display-inline="no-display-inline" id="id5016a6b81235457b903e27e2bea1907b"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall examine technology-enabled collaborative learning and capacity building models and their impact on—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="id91794a42733347b8ae22ab9250cfe224"><enum>(A)</enum><text display-inline="yes-display-inline">addressing mental and substance use disorders, chronic diseases and conditions, prenatal and maternal health, pediatric care, pain management, and palliative care;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id634b4018af3a4f048cabf512ebef02b8"><enum>(B)</enum><text display-inline="yes-display-inline">addressing health care workforce issues, such as specialty care shortages and primary care workforce recruitment, retention, and support for lifelong learning;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3e83cf7f3c944e7ba53f2e958350d6f3"><enum>(C)</enum><text display-inline="yes-display-inline">the implementation of public health programs, including those related to disease prevention, infectious disease outbreaks, and public health surveillance;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="iddd4ff82396f74cc7a6467695936d33ee"><enum>(D)</enum><text display-inline="yes-display-inline">the delivery of health care services in rural areas, frontier areas, health professional shortage areas, and medically underserved areas, and to medically underserved populations and Native Americans; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id005d39fca5124b669c9b89a5d1e8f7af"><enum>(E)</enum><text display-inline="yes-display-inline">addressing other issues the Secretary determines appropriate.</text> </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id08fb2c3b9bd648449fa9dbabab3b0d12"><enum>(2)</enum><header display-inline="yes-display-inline">Consultation</header><text display-inline="yes-display-inline">In the examination required under paragraph (1), the Secretary shall consult public and private stakeholders with expertise in using technology-enabled collaborative learning and capacity building models in health care settings.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id5d3cc2bbbad5432191131a701c2fe463"><enum>(b)</enum><header display-inline="yes-display-inline">Report</header>
 <paragraph commented="no" display-inline="no-display-inline" id="id8010D381760A4B90BA08EB6B081391FD"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of this Act, the Secretary shall submit to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives, and post on the appropriate website of the Department of Health and Human Services, a report based on the examination under subsection (a).</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6FEC3AD647D347BD9F662E26423E1027"><enum>(2)</enum><header display-inline="yes-display-inline">Contents</header><text display-inline="yes-display-inline">The report required under paragraph (1) shall include findings from the examination under subsection (a) and each of the following:</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="id1ee0df15e76740c2b82462a8cdfbf4ba"><enum>(A)</enum><text display-inline="yes-display-inline">An analysis of—</text> <clause commented="no" display-inline="no-display-inline" id="id19e94b65fea8450f90fccad30a52cb98"><enum>(i)</enum><text display-inline="yes-display-inline">the use and integration of technology-enabled collaborative learning and capacity building models by health care providers;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="idc9abe499e34c42daada79f9b2620c746"><enum>(ii)</enum><text display-inline="yes-display-inline">the impact of such models on health care provider retention, including in health professional shortage areas in the States and communities in which such models have been adopted;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="idc6f3be09a7764cddabda412d8113401f"><enum>(iii)</enum><text display-inline="yes-display-inline">the impact of such models on the quality of, and access to, care for patients in the States and communities in which such models have been adopted;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="idf9dd1d4ef8cc4abd91afae9153b33ddd"><enum>(iv)</enum><text display-inline="yes-display-inline">the barriers faced by health care providers, States, and communities in adopting such models;</text> </clause><clause commented="no" display-inline="no-display-inline" id="id358690f9b0f545208c41f3d6a877717d"><enum>(v)</enum><text display-inline="yes-display-inline">the impact of such models on the ability of local health care providers and specialists to practice to the full extent of their education, training, and licensure, including the effects on patient wait times for specialty care; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id2af5e844b1904d5b845ba5ffe2409c7d"><enum>(vi)</enum><text display-inline="yes-display-inline">efficient and effective practices used by States and communities that have adopted such models, including potential cost-effectiveness of such models.</text>
 </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8f0060c8524346f3ada33192150b4250"><enum>(B)</enum><text display-inline="yes-display-inline">A list of such models that have been funded by the Secretary in the 5 years immediately preceding such report, including the Federal programs that have provided funding for such models.</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id96ec5c86dc6b4bdf99dec4613c5efddf"><enum>(C)</enum><text display-inline="yes-display-inline">Recommendations to reduce barriers for using and integrating such models, and opportunities to improve adoption of, and support for, such models as appropriate.</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9a6e555f369443acb2f388c1690aee14"><enum>(D)</enum><text display-inline="yes-display-inline">Opportunities for increased adoption of such models into programs of the Department of Health and Human Services that are in existence as of the report.</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idbc4f4c69900b4ce8aa646e0870432da5"><enum>(E)</enum><text display-inline="yes-display-inline">Recommendations regarding the role of such models in continuing medical education and lifelong learning, including the role of academic medical centers, provider organizations, and community providers in such education and lifelong learning.</text></subparagraph></paragraph></subsection></section></legis-body><attestation><attestation-group><attestor display="no"></attestor><role>Speaker of the House of Representatives</role></attestation-group><attestation-group><attestor display="no"></attestor><role>Vice President of the United States and President of the Senate</role></attestation-group></attestation></bill>
