			 prevention and services program, and for other purposes.</official-title></form>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
 title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Advancing FASD Research, Prevention, and Services Act</short-title></quote>.</text>
 </section><section id="IDd59fce7cb00b4d4b853d43b7c1a84a44"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following findings:</text>
 <paragraph id="IDcc54e63553da4e85934b4ff9223cf859"><enum>(1)</enum><text>Fetal Alcohol Spectrum Disorders (FASD) are the spectrum of serious, life-long disorders caused by prenatal exposure to alcohol, which include Fetal Alcohol Syndrome, Alcohol-Related Neurodevelopmental Disorder, and Alcohol-Related Birth Defects.</text>
 </paragraph><paragraph id="IDdda6e963fa5b4eee94ddab9ca50abdd5"><enum>(2)</enum><text>In the decades that have passed since Fetal Alcohol Syndrome was first recognized in the United States, this fully preventable condition has continued to affect American children and families.</text>
 </paragraph><paragraph id="IDb7846a048de04a31b913fef8c4e06354"><enum>(3)</enum><text>Prenatal alcohol exposure can cause brain damage that produces cognitive and behavioral impairments. Prenatal alcohol exposure can cause intellectual disabilities or low IQ and difficulties with learning, memory, attention, and problem solving. It can also create problems with executive functioning and adaptive behavior that impairs mental health and social interaction. Prenatal alcohol exposure does not always result in below average IQ or visible birth defects, which makes Fetal Alcohol Spectrum Disorders difficult to identify, leading to improper treatment or denial of support services.</text>
 </paragraph><paragraph id="IDdf63e127286d4edbacdcf2b377d1c51c"><enum>(4)</enum><text>Prenatal alcohol exposure can cause growth retardation, birth defects involving the heart, kidney, vision and hearing, and a characteristic pattern of facial abnormalities. Prenatal alcohol exposure also can result in secondary behavioral characteristics that may include mental health disorders and learning and behavioral problems, resulting in disrupted school experience, trouble with the law, incarceration, inappropriate sexual behavior, alcohol or drug problems, dependent living, and problems with employment.</text>
 </paragraph><paragraph id="ID138aa8869805411dbba57c4243f80bd6"><enum>(5)</enum><text>According to the Substance Abuse and Mental Health Services Administration, more than 1 in 5 women report drinking alcohol in the first trimester of pregnancy, 1 in 14 in the second trimester, and 1 in 20 in the third trimester, even though there is no known safe level of alcohol consumption during pregnancy.</text>
 </paragraph><paragraph id="ID9dc8ae4618c049afaafd0d55caf18ad9"><enum>(6)</enum><text>The incidence rate for all Fetal Alcohol Spectrum Disorders is estimated in a publication of the National Institute on Alcohol Abuse and Alcoholism to be about 10 out of 1,000 births (1 percent of births) or 40,000 newborns each year. It is estimated that as many as 2 per 1,000, or 20 percent of alcohol exposed newborns, have Fetal Alcohol Syndrome, the most serious and identifiable of the Fetal Alcohol Spectrum Disorders.</text>
 </paragraph><paragraph id="ID87a81675184d4bafa57b6ed985932fe4"><enum>(7)</enum><text>As measured by the Fetal Alcohol Syndrome Surveillance Network, a partnership between the Centers for Disease Control and Prevention and 5 different States, prevalence of Fetal Alcohol Spectrum Disorders can be even higher in certain populations, such as American Indians and Alaska Natives, foster care children, adoptive children from the United States and from countries where alcohol consumption is more prevalent, and in certain areas, such as those characterized by low socioeconomic status.</text>
 </paragraph><paragraph id="IDf58518f9699e4abeb8cb6187287912bc"><enum>(8)</enum><text>Fetal Alcohol Spectrum Disorders pose extraordinary financial costs to the Nation, including the cost of specialized health care, education, foster care, incarceration, job training, and general support services for individuals affected by Fetal Alcohol Spectrum Disorders.</text>
 </paragraph><paragraph id="IDbc028eac0703469685b4de65bba46ac3"><enum>(9)</enum><text>Lifetime health costs for an individual with Fetal Alcohol Syndrome ranges from $860,000 to $4,000,000. The cost of Fetal Alcohol Syndrome in the United States is estimated to be at least $6,000,000,000 in 2007. Total economic costs would be even higher for all Fetal Alcohol Spectrum Disorders.</text>
 </paragraph><paragraph id="ID00b05fad3ee042f5867ae1f5d0e59741"><enum>(10)</enum><text>There is a great need for research, surveillance, prevention, treatment, and support services for individuals with Fetal Alcohol Spectrum Disorders and their families.</text>
 </paragraph><paragraph id="id7F1429D59C584ED9AFEA9C729BC457A0"><enum>(11)</enum><text>The National Institutes of Health, in coordination with other Federal agencies, the Interagency Coordinating Committee on Fetal Alcohol Syndrome, and the National Task Force on Fetal Alcohol Syndrome and Fetal Alcohol Effect, has an opportunity to advance research on Fetal Alcohol Spectrum Disorders in many areas, including the following:</text>
 <subparagraph id="id8D9E009938F044438C346D09D31F27F2"><enum>(A)</enum><text>The identification of the mechanisms that produce the cognitive and behavioral problems associated with fetal alcohol exposure.</text>
 </subparagraph><subparagraph id="idB084A97BA06540E5A262952F759CF541"><enum>(B)</enum><text>The identification of a neurocognitive and neurobehavioral phenotype for prenatal alcohol-related conditions other than Fetal Alcohol Syndrome.</text>
 </subparagraph><subparagraph id="id3AE8A3F56D5F448A8621A00D0F847BAC"><enum>(C)</enum><text>The identification of biological markers that can be used to indicate fetal alcohol exposure.</text>
 </subparagraph><subparagraph id="idD1E91AFA1C5442C99436CD36BFD175A9"><enum>(D)</enum><text>The identification of fetal and maternal risk factors that increase susceptibility to Fetal Alcohol Spectrum Disorders.</text>
 </subparagraph><subparagraph id="idFC98D9941AD94470839F896499D4BC88"><enum>(E)</enum><text>The investigation of behavioral and pharmacotherapies for alcohol-dependent wom­en to determine new approaches for sustaining recovery.</text>
 </subparagraph><subparagraph id="id66ECA7B3C9AA492C98F56B33AEAACBB7"><enum>(F)</enum><text>The development of scientific-based pharmacologic and nutrient augmentation-based pre- and post-natal interventions to antagonize or mitigate the effects of prenatal alcohol exposure.</text>
 </subparagraph><subparagraph id="id7609E918DF394D1D8B5DB554ED426B26"><enum>(G)</enum><text>The development of neurocognitive interventions to address deficits in neu­ro­cog­ni­tive function for individuals with Fetal Alcohol Spectrum Disorders.</text>
 </subparagraph><subparagraph id="id3C6EB20FD4C44B06B63A4B580F8539CF"><enum>(H)</enum><text>The development of standards for measuring, reporting, and analyzing alcohol consumption patterns in pregnant women.</text>
 </subparagraph><subparagraph id="id78855DF39F9841F2BCE88050D8B5ADF3"><enum>(I)</enum><text>The development of enhanced technological approaches for the diagnosis of Fetal Alcohol Spectrum Disorders, including investigation of prenatal ultrasound, non-invasive imaging, three-dimensional facial feature imaging and their application in telemedicine to aid in remote diagnosis.</text>
 </subparagraph><subparagraph id="id858B5AEBF0304ED7A9139D2B0426F5C5"><enum>(J)</enum><text>The evaluation of the role of alcohol in Sudden Infant Death Syndrome (SIDS), unexplained stillbirth, and premature birth.</text>
 </subparagraph><subparagraph id="id4A33F063905A49EDBBB29CE731A799A0"><enum>(K)</enum><text>The collection and banking of biomaterials for future analyses to aid in the identification of genetic and other biological and environmental risk factors contributing to the development of Fetal Alcohol Spectrum Disorders.</text>
 </subparagraph><subparagraph id="ID2a3efc2573164cd08663530b167a2ffc"><enum>(L)</enum><text>The identification of barriers to implementing alcohol screening in primary care and obstetric practice, and exploration of the acceptability of new screening technologies, such as computer assisted interviewing.</text>
 </subparagraph><subparagraph id="ID40fafef152b046f3913c8b9dbc9c819b"><enum>(M)</enum><text>The development of approaches for selected and indicated prevention, to decrease the potential for FASD births among the women at greatest risk for these disorders.</text>
				</subparagraph></paragraph></section><section id="ID0da779c9248f47568fdc7e193e2ece0f"><enum>3.</enum><header>Programs for
 fetal alcohol spectrum disorders</header><text display-inline="no-display-inline">Section 399H of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280f">42 U.S.C. 280f</external-xref>) is amended—</text>
 <paragraph id="ID3eb92f5ab45e4ef28a1876c9e9ef9961"><enum>(1)</enum><text>by striking the section heading and inserting the following: <quote><header-in-text level="section" style="OLC">PROGRAMS FOR FETAL ALCOHOL SPECTRUM DISORDERS.</header-in-text></quote>;</text>
 </paragraph><paragraph id="IDeedff8b28e1546b89c1505b6521392ce"><enum>(2)</enum><text>by redesignating subsections (a) through (d) as subsections (h) through (k), respectively;</text>
 </paragraph><paragraph id="ID22685d236360411e8496601116529194"><enum>(3)</enum><text>by inserting after the section heading, the following:</text>
				<quoted-block display-inline="no-display-inline" id="idAE6BA0B9221D48C9B797156E1A1FB532" style="OLC">
					<subsection id="ID2b6f3ce79179478aa50d9f2732d4dd4f"><enum>(a)</enum><header>Research on FAS
				and related disorders</header>
						<paragraph id="ID09a8cd12c27e4c59abb2e3b96661685b"><enum>(1)</enum><header>In
 general</header><text>The Secretary, acting through the Director of the National Institutes of Health and in coordination with the Interagency Coordinating Committee on Fetal Alcohol Syndrome, shall—</text>
 <subparagraph id="IDa4a8d74379b0492c92a6bb5348663e6a"><enum>(A)</enum><text>establish a research agenda for Fetal Alcohol Spectrum Disorders; and</text>
 </subparagraph><subparagraph id="IDdaafc2529895402a9226e218b39b5b80"><enum>(B)</enum><text>award grants, contracts, or cooperative agreements to public or private nonprofit entities to pay all or part of carrying out research under such agenda.</text>
							</subparagraph></paragraph><paragraph id="ID778248fa341849959264c7b829480eaf"><enum>(2)</enum><header>Types of
 research</header><text>In carrying out paragraph (1), the Secretary, acting through the Director of the National Institute of Alcohol Abuse and Alcoholism, shall continue to conduct and expand national and international research in coordination with other Federal agencies that includes—</text>
 <subparagraph id="idF5F7310F390C46C2A5DC18ACC7FBEFF1"><enum>(A)</enum><text>the most promising avenues of research in Fetal Alcohol Spectrum Disorder diagnosis, intervention, and prevention;</text>
 </subparagraph><subparagraph id="idD16FCC37059842CA8C9E982CC307B94B"><enum>(B)</enum><text>factors that may mitigate the effects of fetal alcohol exposure; and</text>
 </subparagraph><subparagraph id="idE5CAF6E63B724E47A5FC3C4034C930E7"><enum>(C)</enum><text>other research that the Director determines to be appropriate.</text>
							</subparagraph></paragraph><paragraph id="ID9d58ba0206294679bc3a2f1b4f7d782c"><enum>(3)</enum><header>Authorization
 of appropriations</header><text>There are authorized to be appropriated to carry out this subsection, such sums as may be necessary for each of fiscal years 2016 through 2020.</text>
						</paragraph></subsection><subsection id="ID7048b61035874bd188b2cea21189ae18"><enum>(b)</enum><header>Surveillance,
				public health research, and prevention activities</header>
						<paragraph id="IDfc67e4fdb3314d8f912d64efb1ae74dd"><enum>(1)</enum><header>In
 general</header><text>The Secretary, acting through the Director of the National Center on Birth Defects and Developmental Disabilities, shall facilitate surveillance, public health research, and prevention of Fetal Alcohol Spectrum Disorders as provided for in this subsection.</text>
						</paragraph><paragraph id="IDf499bb2bb00c4c21beb8831b1b07254e"><enum>(2)</enum><header>Surveillance,
 public health research, and prevention</header><text>In carrying out this subsection, the Secretary shall—</text>
 <subparagraph id="ID72c3f5ed0eb744db85994535fdbd946a"><enum>(A)</enum><text>integrate into clinical practice the standard case definition for diagnosis of Fetal Alcohol Syndrome and, in collaboration with the National Institute on Alcohol Abuse and Alcoholism, the Centers for Disease Control and Prevention, researchers, and experts in the field, develop a standard clinical case definition for diagnostic guidelines and criteria for prenatal alcohol-related conditions other than Fetal Alcohol Syndrome;</text>
 </subparagraph><subparagraph id="ID8f45454b97f245beb03a5dd83109892e"><enum>(B)</enum><text>conduct applied public health prevention research to identify evidence-based strategies for reducing alcohol-exposed pregnancies in women at high risk for alcohol-exposed pregnancies;</text>
 </subparagraph><subparagraph id="ID67195361e2724181a7828967c8aa0561"><enum>(C)</enum><text>disseminate and provide the necessary training and support to implement evidence-based strategies developed under subparagraph (A) to—</text>
 <clause id="IDbee49bacbc3c41b99e86a743fbd268be"><enum>(i)</enum><text>hospitals, federally qualified health centers, outpatient programs, and other appropriate health care providers;</text>
 </clause><clause id="ID8d11e294538a4cf38e9c0a19bc800d97"><enum>(ii)</enum><text>incarceration, detainment facilities, and other judicial systems for juveniles and adults;</text>
 </clause><clause id="IDefca82a5f78146b7814e9ccddb4938ac"><enum>(iii)</enum><text>educational settings;</text>
 </clause><clause id="ID4cf487d151fd4016bcf8e845e6fb8d21"><enum>(iv)</enum><text>social work and child welfare offices;</text>
 </clause><clause id="ID7b073f56af7549798b3f3cbd285337a2"><enum>(v)</enum><text>foster care providers and adoption agencies;</text>
 </clause><clause id="ID58f0782022b94c1bb837f2c83d06587e"><enum>(vi)</enum><text>State offices and others providing services to individuals with disabilities;</text>
 </clause><clause id="IDd8604957b58d46899c128ef4f2452cc3"><enum>(vii)</enum><text>alcoholism treatment facilities; and</text>
 </clause><clause id="IDb278c8be95104ff3a6be5ef82048ac9c"><enum>(viii)</enum><text>other entities that the Secretary determines to be appropriate;</text>
 </clause></subparagraph><subparagraph id="IDbd11e67223a749bf85f3c182483860d3"><enum>(D)</enum><text>conduct activities related to risk factor surveillance including the biannual monitoring and reporting of alcohol consumption among pregnant women and women of childbearing age; and</text>
 </subparagraph><subparagraph id="IDf5fcc7e2167848cabd0e41571a9abf9f"><enum>(E)</enum><text>disseminate and evaluate brief behavioral intervention strategies aimed at preventing alcohol-exposed pregnancies among women of childbearing age in special settings, including clinical primary health centers, outpatient clinics, and jail and recovery campuses.</text>
							</subparagraph></paragraph><paragraph id="ID993c27f7350b4c95af888d8b566a0e5f"><enum>(3)</enum><header>Authorization
 of appropriations</header><text>There are authorized to be appropriated to carry out this subsection, such sums as may be necessary for each of fiscal years 2016 through 2020.</text>
						</paragraph></subsection><subsection id="IDed807033667944e3ac3dda2ea92c5aa1"><enum>(c)</enum><header>Building State
				FASD systems</header>
						<paragraph id="ID9ea6b400b48b4f8f84d89c3c3ff153f2"><enum>(1)</enum><header>In
 general</header><text>The Secretary, acting through the Administrator of the Substance Abuse and Mental Health Services Administration, shall award grants, contracts, or cooperative agreements to States for the purpose of establishing or expanding statewide programs of surveillance, prevention, and clinical intervention for individuals with Fetal Alcohol Spectrum Disorders.</text>
 </paragraph><paragraph id="IDda0942f184094f2ba39dca64ae402407"><enum>(2)</enum><header>Eligibility</header><text>To be eligible to receive a grant, contract, or cooperative agreement under paragraph (1) a State shall—</text>
 <subparagraph id="ID89a23dbed11747328cace3260383ac84"><enum>(A)</enum><text>prepare and submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may reasonably require;</text>
 </subparagraph><subparagraph id="ID61d4b4340a274e2eb79be9ca1ba07f4c"><enum>(B)</enum><text>develop and implement a statewide strategic plan for preventing Fetal Alcohol Spectrum Disorders and clinical intervention for individuals with Fetal Alcohol Spectrum Disorders;</text>
 </subparagraph><subparagraph id="ID1a487c4653734630b40bdf5ac971c2ef"><enum>(C)</enum><text>consult with public and private non-profit entities with relevant expertise on Fetal Alcohol Spectrum Disorders within the State, including—</text>
 <clause id="IDe0b1d4853e604929887ad066d4c890d1"><enum>(i)</enum><text>parent-led groups and other organizations that support and advocate for individuals with Fetal Alcohol Spectrum Disorders; and</text>
 </clause><clause id="ID24cd7ceb7c0643f090139dd56bfc50a8"><enum>(ii)</enum><text>Indian tribes and tribal organizations; and</text>
 </clause></subparagraph><subparagraph id="ID6266db401388492fa98730d5ea5bcc79"><enum>(D)</enum><text>designate an individual to serve as the coordinator of the State's Fetal Alcohol Spectrum Disorders program.</text>
							</subparagraph></paragraph><paragraph id="ID5455fc587f9942648ff7e780d9460952"><enum>(3)</enum><header>Strategic
 plan</header><text>The statewide strategic plan prepared under paragraph (2)(B) shall include—</text>
 <subparagraph id="IDf2798435e6f64935b372d1109729b8b9"><enum>(A)</enum><text>the identification of existing State programs and systems that could be used to identify and assist individuals with Fetal Alcohol Spectrum Disorders and prevent alcohol consumption during pregnancy, such as—</text>
 <clause id="IDdc6bf115f6124412b19a59153bff8253"><enum>(i)</enum><text>programs for the developmentally disabled, the mentally ill, and individuals with alcohol dependency;</text>
 </clause><clause id="ID84eeea1476b248d6a7bc61a00130acdd"><enum>(ii)</enum><text>educational settings;</text>
 </clause><clause id="IDdd82805a10d14ed9adedaa92795c774a"><enum>(iii)</enum><text>incarceration, detention centers, and judicial systems for juveniles and adults;</text>
 </clause><clause id="IDf2e532732bf644e7b9e0746ec8a78bcf"><enum>(iv)</enum><text>child welfare programs and social service programs; and</text>
 </clause><clause id="ID9f518fe0f2a649c09c2d05b35302a56a"><enum>(v)</enum><text>other programs or systems the State determines to be appropriate;</text>
 </clause></subparagraph><subparagraph id="IDe439bc98f2ff485e84a0088970976a90"><enum>(B)</enum><text>the identification of any barriers for individuals with Fetal Alcohol Spectrum Disorders or women at risk for alcohol consumption during pregnancy to access the programs identified under subparagraph (A); and</text>
 </subparagraph><subparagraph id="IDb8e0b59fff3346f8abe960af8111b7d6"><enum>(C)</enum><text>proposals to eliminate barriers to prevention and treatment programs and coordinate the activities of such programs.</text>
							</subparagraph></paragraph><paragraph id="ID21f1179292b1466089a8df752ad3a6a2"><enum>(4)</enum><header>Use of
 funds</header><text>Amounts received under a grant, contract, or cooperative agreement under paragraph (1) shall be used for 1 or more of the following activities:</text>
 <subparagraph id="ID88dd0c858093493f98534c57170112b8"><enum>(A)</enum><text>Establishing a statewide surveillance system.</text>
 </subparagraph><subparagraph id="IDb62b56d47aa04715806fd75713ee104f"><enum>(B)</enum><text>Collecting, analyzing, and interpreting data.</text>
 </subparagraph><subparagraph id="ID2fa7235e2845448bafed60674c47e6cd"><enum>(C)</enum><text>Establishing a diagnostic center.</text>
 </subparagraph><subparagraph id="ID193e1a6693e84687b721482555277e57"><enum>(D)</enum><text>Developing, implementing, and evaluating population-based and targeted prevention programs for Fetal Alcohol Spectrum Disorders, including public awareness campaigns.</text>
 </subparagraph><subparagraph id="ID511fc243e21b4e0daeb15da6a4e01c3a"><enum>(E)</enum><text>Referring individuals with Fetal Alcohol Spectrum Disorders to appropriate support services.</text>
 </subparagraph><subparagraph id="ID932693b6ceae470bbe91fddd08dfff98"><enum>(F)</enum><text>Implementing recommendations from relevant agencies and organizations on the identification and prevention of Fetal Alcohol Spectrum Disorders, and clinical intervention for individuals with Fetal Alcohol Spectrum Disorders.</text>
 </subparagraph><subparagraph id="ID1e30bbd4eafe47d7bf7ad5a9edb43374"><enum>(G)</enum><text>Providing training to health care providers on the prevention, identification, and treatment of Fetal Alcohol Spectrum Disorders.</text>
 </subparagraph><subparagraph id="IDb47ec90fdca04994abdaf8ea61449025"><enum>(H)</enum><text>Disseminating information about Fetal Alcohol Spectrum Disorders and the availability of support services to families of individuals with Fetal Alcohol Spectrum Disorders.</text>
 </subparagraph><subparagraph id="ID5a9f505a88f44fe896f78c983651e704"><enum>(I)</enum><text>Other activities determined appropriate by the Secretary.</text>
							</subparagraph></paragraph><paragraph id="IDeaefb9eed63e4c8180b6de15285aa4c2"><enum>(5)</enum><header>Multi-State
 programs</header><text>The Secretary shall permit the formation of multi-State Fetal Alcohol Spectrum Disorders programs under this subsection.</text>
						</paragraph><paragraph id="IDabc8161d820e4880964dac33197cba30"><enum>(6)</enum><header>Other contracts
 and agreements</header><text>A State may carry out activities under paragraph (4) through contracts or cooperative agreements with public and private non-profit entities with a demonstrated expertise in Fetal Alcohol Spectrum Disorders.</text>
						</paragraph><paragraph id="IDe3a8e7a9e5e841379f0184f3f5d38369"><enum>(7)</enum><header>Authorization
 of appropriations</header><text>There are authorized to be appropriated to carry out this subsection, such sums as may be necessary for fiscal years 2016 through 2020.</text>
						</paragraph></subsection><subsection id="ID55a46fe787cb4c3b82bf9380f5a0ac2f"><enum>(d)</enum><header>Promoting
				community partnerships</header>
						<paragraph id="IDa6a59389fbec47948d7bd1b332944771"><enum>(1)</enum><header>In
 general</header><text>The Secretary shall award grants, contracts, or cooperative agreements to eligible entities to enable such entities to establish, enhance, or improve community partnerships for the purpose of collaborating on common objectives and integrating the services available to individuals with Fetal Alcohol Spectrum Disorders, such as surveillance, prevention, treatment, and provision of support services.</text>
						</paragraph><paragraph id="ID8e8623726e4343a7b4832ad8e84b0217"><enum>(2)</enum><header>Eligible
 entities</header><text>To be eligible to receive a grant, contract, or cooperative agreement under paragraph (1), an entity shall—</text>
 <subparagraph id="ID20a6abf87a944ab7862ce34479474835"><enum>(A)</enum><text>be a public or private nonprofit entity, including—</text>
 <clause id="ID1322787867314fb681146599b0169708"><enum>(i)</enum><text>a health care provider or health professional;</text>
 </clause><clause id="IDc62bcab0293743c183703b1d715962e8"><enum>(ii)</enum><text>a primary or secondary school;</text>
 </clause><clause id="ID4b7e692caa9b40849f02da22eb59f38d"><enum>(iii)</enum><text>a social work or child welfare office;</text>
 </clause><clause id="ID7a0943710f614861ba53724dce2d95e0"><enum>(iv)</enum><text>an incarceration, detainment facility, or judicial systems for juveniles and adults;</text>
 </clause><clause id="IDf14bf40312174b38ace8709a84f9f69e"><enum>(v)</enum><text>a parent-led group or other organization that supports and advocates for individuals with Fetal Alcohol Spectrum Disorders;</text>
 </clause><clause id="ID96d5b4e78dc04efeb51d236ca7c16c5a"><enum>(vi)</enum><text>an Indian tribe or tribal organization;</text>
 </clause><clause id="ID94cf560000a04f06aedbd87f72a8402a"><enum>(vii)</enum><text>any other entity the Secretary determines to be appropriate; or</text>
 </clause><clause id="ID1e6f6f46c82047d58b379c07014e478e"><enum>(viii)</enum><text>a consortium of any of the entities described in clauses (i) through (vii); and</text>
 </clause></subparagraph><subparagraph id="IDe427965394ce42b1a43aa41e0a594f7a"><enum>(B)</enum><text>prepare and submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may reasonably require, including assurances that the entity submitting the application does, at the time of application, or will, within a reasonable amount of time from the date of application, include substantive participation of a broad range of entities that work with or provide services for individuals with Fetal Alcohol Spectrum Disorders.</text>
 </subparagraph></paragraph><paragraph id="IDc403c3d5625e46b089acd63c5230fe85"><enum>(3)</enum><header>Activities</header><text>An eligible entity shall use amounts received under a grant, contract, or cooperative agreement under this subsection shall carry out 1 or more of the following activities:</text>
 <subparagraph id="ID3fa85ef2810149c18ff5f42dd384c491"><enum>(A)</enum><text>Integrating Fetal Alcohol Spectrum Disorders services into existing programs and services available in the community.</text>
 </subparagraph><subparagraph id="ID2d605a37a0db41dcae04a5009b88527e"><enum>(B)</enum><text>Conducting a needs assessment to identify services that are not available in a community.</text>
 </subparagraph><subparagraph id="ID0e6042ffa0274d3095cae5e1ee810af2"><enum>(C)</enum><text>Developing and implementing community-based initiatives to prevent, diagnose, treat, and provide support services to individuals with Fetal Alcohol Spectrum Disorders.</text>
 </subparagraph><subparagraph id="ID6ac7a50b9a524c63b4209f962816c3dd"><enum>(D)</enum><text>Disseminating information about Fetal Alcohol Spectrum Disorders and the availability of support services.</text>
 </subparagraph><subparagraph id="ID6b08dfc47919492b9a5bb701400c7883"><enum>(E)</enum><text>Developing and implementing a community-wide public awareness and outreach campaign focusing on the dangers of drinking alcohol while pregnant.</text>
 </subparagraph><subparagraph id="ID6a1d541ff2b145858f7327bbb13b38e3"><enum>(F)</enum><text>Providing mentoring or other support to families of individuals with Fetal Alcohol Spectrum Disorders.</text>
 </subparagraph><subparagraph id="ID91cd55d557ca466e864fd0cc095125ab"><enum>(G)</enum><text>Other activities determined appropriate by the Secretary.</text>
							</subparagraph></paragraph><paragraph id="ID665e51c2144340c6a8a7e005d080d471"><enum>(4)</enum><header>Authorization
 of appropriations</header><text>There are authorized to be appropriated to carry out this subsection, such sums as may be necessary for each of fiscal years 2016 through 2020.</text>
						</paragraph></subsection><subsection id="ID450c735bacfa43fcb6ca777bf4032b8b"><enum>(e)</enum><header>Development of
				best practices</header>
						<paragraph id="ID845497e460644271be3e2add87138a22"><enum>(1)</enum><header>In
 general</header><text>The Secretary, in coordination with the Administrator of the Substance Abuse and Mental Health Services Administration, shall award grants to States, Indian tribes and tribal organizations, and nongovernmental organizations for the establishment of pilot projects to identify and implement best practices for—</text>
 <subparagraph id="IDeace41063e824772a0f9f8c37884ef0e"><enum>(A)</enum><text>educating children with fetal alcohol spectrum disorders, including—</text>
 <clause id="ID89107754e67f4c07bc697f55fb09505e"><enum>(i)</enum><text>activities and programs designed specifically for the identification, treatment, and education of such children; and</text>
 </clause><clause id="ID2798e69e98d4438b99984f62b66ca743"><enum>(ii)</enum><text>curricula development and credentialing of teachers, administrators, and social workers who implement such programs;</text>
 </clause></subparagraph><subparagraph id="ID91d6015fe1bf481cbd22aff99696c656"><enum>(B)</enum><text>educating judges, attorneys, probation officers, child advocates, law enforcement officers, prison wardens, alternative incarceration administrators, and incarceration officials on how to treat and support individuals suffering from Fetal Alcohol Spectrum Disorders within the criminal justice system, including—</text>
 <clause id="ID8f9e32ee04794a639ee1c2031398c3bf"><enum>(i)</enum><text>programs designed specifically for the identification, treatment, and education of individuals with Fetal Alcohol Spectrum Disorders; and</text>
 </clause><clause id="ID6d74197640e04d84a3b6426146c798df"><enum>(ii)</enum><text>curricula development and credentialing within the justice system for individuals who implement such programs; and</text>
 </clause></subparagraph><subparagraph id="ID649e322d9e0644ce80219e1edf38a29d"><enum>(C)</enum><text>educating adoption or foster care agency officials about available and necessary services for children with Fetal Alcohol Spectrum Disorders, including—</text>
 <clause id="ID4b45b32668e34fef965fe7483a4cd206"><enum>(i)</enum><text>programs designed specifically for the identification, treatment, and education of individuals with Fetal Alcohol Spectrum Disorders; and</text>
 </clause><clause id="IDfdd67955d209451cbf205a4439e0c35d"><enum>(ii)</enum><text>education and training for potential parents of an adopted child with Fetal Alcohol Spectrum Disorders.</text>
 </clause></subparagraph></paragraph><paragraph id="IDc8d23f8714dd4f7195d3a072f295b3bd"><enum>(2)</enum><header>Application</header><text>To be eligible for a grant under paragraph (1), an entity shall prepare and submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may reasonably require.</text>
						</paragraph><paragraph id="ID6f2933b709cb49a4a9191bd0b7f820ba"><enum>(3)</enum><header>Authorization
 of appropriations</header><text>There are authorized to be appropriated to carry out this subsection, such sums as may be necessary for each of fiscal years 2016 through 2020.</text>
						</paragraph></subsection><subsection id="ID942f13a630944606968823790def997e"><enum>(f)</enum><header>Transitional
				services</header>
						<paragraph id="ID7bc4ec14feb94de895087e01a2540d00"><enum>(1)</enum><header>In
 general</header><text>The Secretary shall award demonstration grants, contracts, and cooperative agreements to States, Indian tribes and tribal organizations, and nongovernmental organizations for the purpose of establishing integrated systems for providing transitional services for those affected by prenatal alcohol exposure and evaluating their effectiveness.</text>
 </paragraph><paragraph id="ID8bcbffec9e494f60b265df83d25fe4c8"><enum>(2)</enum><header>Application</header><text>To be eligible for a grant, contract, or cooperative agreement under paragraph (1), an entity shall prepare and submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may reasonably require, including specific credentials relating to education, skills, training, and continuing educational requirements relating to Fetal Alcohol Spectrum Disorders.</text>
						</paragraph><paragraph id="ID35b5563eaa77435bb597b11b560222b6"><enum>(3)</enum><header>Allowable
 uses</header><text>An entity shall use amounts received under a grant, contract, or cooperative agreement under paragraph (1) to—</text>
 <subparagraph id="IDeef5a87be70e407f82f4138431c8b26f"><enum>(A)</enum><text>provide housing assistance to, or specialized housing for, adults with Fetal Alcohol Spectrum Disorders;</text>
 </subparagraph><subparagraph id="ID4a3b9933c5f6405cb09a9c0fb4318c1c"><enum>(B)</enum><text>provide vocational training and placement services for adults with Fetal Alcohol Spectrum Disorders;</text>
 </subparagraph><subparagraph id="ID2da87285b39a4be58c2460a5e7b95317"><enum>(C)</enum><text>provide medication monitoring services for adults with Fetal Alcohol Spectrum Disorders;</text>
 </subparagraph><subparagraph id="ID1f291ea6778543758b6dd80366f24ac4"><enum>(D)</enum><text>provide training and support to organizations providing family services or mental health programs and other organizations that work with adults with Fetal Alcohol Spectrum Disorders; and</text>
 </subparagraph><subparagraph id="idB132129763C344A5959EBDF763BF05BC"><enum>(E)</enum><text>establish and evaluate housing models specially designed for adults with Fetal Alcohol Spectrum Disorders.</text>
							</subparagraph></paragraph><paragraph id="ID69d949eb151c4d7ea3f352671bcec6a8"><enum>(4)</enum><header>Authorization
 of appropriations</header><text>There are authorized to be appropriated to carry out this subsection, such sums as may be necessary for each of fiscal years 2016 through 2020.</text>
						</paragraph></subsection><subsection id="ID3c1dcc75d9a64aee995b6ec431b23512"><enum>(g)</enum><header>Federally
				qualified health center initiative</header>
						<paragraph id="ID790a370bd6784ab6a3c99409480e6258"><enum>(1)</enum><header>In
 general</header><text>The Secretary, acting through the Administrator of the Health Resources and Services Administration, shall award grants to federally qualified health centers acting in collaboration with States, Indian tribes, tribal organizations, and nongovernmental organizations, for the establishment of a 5-year demonstration program to implement and evaluate a program to increase the awareness and identification of Fetal Alcohol Spectrum Disorders in federally qualified health centers and to refer affected individuals to appropriate support services.</text>
 </paragraph><paragraph id="IDba8cd758f82246c1ad8c333cbca9ed12"><enum>(2)</enum><header>Application</header><text>To be eligible to receive a grant under paragraph (1), a federally qualified health center, or a State, Indian tribe, tribal organization, or nongovernmental organization with a demonstrated record of implementing Fetal Alcohol Spectrum Disorders programming in federally qualified health centers, shall prepare and submit to the Administrator an application at such time, in such manner, and containing such information as the Administrator may reasonably require.</text>
 </paragraph><paragraph id="ID1275b9fd3d0d4ca4ac466e49f8469b36"><enum>(3)</enum><header>Activities</header><text>A federally qualified health center, or other eligible entity, shall use amounts received under a grant under paragraph (1) to—</text>
 <subparagraph id="ID765fa042c5b04f8890964c8db21ca080"><enum>(A)</enum><text>provide training for health care providers on identifying and educating women who are at risk for alcohol consumption during pregnancy;</text>
 </subparagraph><subparagraph id="IDc4f7f38839de4a0d95b577de581ed5c4"><enum>(B)</enum><text>provide training for health care providers on screening children for Fetal Alcohol Spectrum Disorders;</text>
 </subparagraph><subparagraph id="ID3533c171d0404cb890f6b1cf6fed42b0"><enum>(C)</enum><text>educate health care providers and other relevant federally qualified health center workers on the support services available for those with Fetal Alcohol Spectrum Disorders and treatment services available for women at risk for alcohol consumption during pregnancy; and</text>
 </subparagraph><subparagraph id="ID0898bc024a484b1cb3531e3c720ebb82"><enum>(D)</enum><text>implement a tracking system that can identify the rates of Fetal Alcohol Spectrum Disorders by racial, ethnic, and economic backgrounds.</text>
							</subparagraph></paragraph><paragraph id="IDe6b7eb6a9607429a9ea6a857509a6bd7"><enum>(4)</enum><header>Selection of
 participants</header><text>The Administrator shall determine the number of federally qualified health centers that will participate in the demonstration program under this subsection and shall select participants, to the extent practicable, that are located in different regions of the United States and that serve a racially and ethnically diverse population.</text>
						</paragraph><paragraph id="ID778a8d5a11434566bb63e06d5a84cabb"><enum>(5)</enum><header>Authorization
 of appropriations</header><text>There are authorized to be appropriated to carry out this subsection, such sums as may be necessary for each of fiscal years 2016 through 2020.</text>
						</paragraph><paragraph id="IDeb0c6bee505f4269a15c17efe0323cc5"><enum>(6)</enum><header>Report to
 congress</header><text>Not later than 1 year after completion of the demonstration program under this subsection, the Administrator shall prepare and submit to Congress a report on the results of the demonstration program, including—</text>
 <subparagraph id="IDc6ebb2ea4f474286b56209aa35b4aeb3"><enum>(A)</enum><text>changes in the number of women screened for and identified as at risk for alcohol consumption during pregnancy;</text>
 </subparagraph><subparagraph id="ID1316118549604d6bb99dde14ffea56d5"><enum>(B)</enum><text>changes in the number of individuals identified as having a Fetal Alcohol Spectrum Disorder; and</text>
 </subparagraph><subparagraph id="IDfa335cf0f8074fb896823d6f4a2bfa35"><enum>(C)</enum><text>changes in the number of alcohol-consuming pregnant women and individuals with Fetal Alcohol Spectrum Disorders who were referred to appropriate services.</text></subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
 </paragraph><paragraph id="IDe99ea4195ef84cd3844431b16cdc1506"><enum>(4)</enum><text>in subsection (h)(1) (as so redesignated)—</text>
 <subparagraph id="ID33c9cd016995402fb8d38ca82f657515"><enum>(A)</enum><text>in subparagraph (C), by striking <quote>and</quote> after the semicolon;</text>
 </subparagraph><subparagraph id="ID8e386a51680c4c1780fa1e6308c341b1"><enum>(B)</enum><text>in subparagraph (D), by adding <quote>and</quote> after the semicolon; and</text>
 </subparagraph><subparagraph id="ID5a55bac1662c4fbb8e557e524c819524"><enum>(C)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="id23A0DCEF3F894A99A5E5D40D23C26CF3" style="OLC">
 <subparagraph id="IDbec6698ba3d34ad4a7e1d65f83d18500"><enum>(E)</enum><text>national public service announcements to raise public awareness of the risks associated with alcohol consumption during pregnancy with the purpose of reducing the prevalence of Fetal Alcohol Spectrum Disorders, that shall—</text>
 <clause id="ID496157ca5f774a76868cc92e33a163df"><enum>(i)</enum><text>be developed, conducted, and evaluated prior to broadcast by relevant Federal agencies with the advice of the Interagency Coordinating Committee on Fetal Alcohol Syndrome taking into consideration the expertise and experience of other relevant Federal agencies;</text>
 </clause><clause id="ID191154b1ddd94b7eaee93103c5bce2f1"><enum>(ii)</enum><text>be broadcast through appropriate media outlets, including the Internet, television or radio, in a manner intended to reach women at risk of alcohol consumption during pregnancy; and</text>
 </clause><clause id="ID32ce858b109d49feaae686b4130ccb59"><enum>(iii)</enum><text>be measured prior to broadcast of the national public service announcements to provide baseline data that will be used to evaluate the effectiveness of the announcements.</text></clause></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="IDcd12cab2617b4da5b38e6ebb03e183d5"><enum>(5)</enum><text>in subsection (k) (as so redesignated)—</text>
 <subparagraph id="ID7094f7f7ab0d4629994ee47f081c0dc1"><enum>(A)</enum><text>in paragraph (1), by striking <quote>National Task Force on Fetal Alcohol Syndrome and Fetal Alcohol Effect</quote> and inserting <quote>National Task Force on Fetal Alcohol Spectrum Disorders</quote>;</text>
 </subparagraph><subparagraph id="IDbbbefb13d44d42599338f2845c72e8ee"><enum>(B)</enum><text>in paragraph (3)—</text>
 <clause id="ID2e43316dd71f419f96194dfa812f56a3"><enum>(i)</enum><text>in subparagraph (B), by striking <quote>and</quote> after the semicolon;</text>
 </clause><clause id="ID2897e7dcbcbf4f90ba60035b6a1546f6"><enum>(ii)</enum><text>in subparagraph (C), by striking the period and inserting a semicolon; and</text>
 </clause><clause id="IDc43d58e829c5489e9a271a3b62482814"><enum>(iii)</enum><text>by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="id8B3866C7FE054C418E79231CAE3E937B" style="OLC">
 <subparagraph id="ID15b8f5c64004457288f254b342f6f987"><enum>(D)</enum><text>explore the feasibility of whether Fetal Alcohol Syndrome and other prenatal alcohol disorders, or a subset of these disorders, should be included in the Diagnostic and Statistic Manual of Mental Disorders; and</text>
 </subparagraph><subparagraph id="ID29dd8ac897bd4018a5d3d517da778ddb"><enum>(E)</enum><text>in collaboration with the National Institute on Alcohol Abuse and Alcoholism, the Centers for Disease Control and Prevention, researchers, and experts in the field, develop a standard clinical case definition for diagnostic guideline and criteria for prenatal alcohol-related conditions other than Fetal Alcohol Syndrome.</text></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
 </clause></subparagraph><subparagraph id="ID6be97dcda70a42c3962086ccdb767fd8"><enum>(C)</enum><text>by striking <quote>Fetal Alcohol Syndrome and Fetal Alcohol Effect</quote> each place that such appears and inserting <quote>Fetal Alcohol Spectrum Disorders</quote>.</text>
				</subparagraph></paragraph></section><section id="ID1279a47fe42c40dda51464f29f9b621e"><enum>4.</enum><header>Coordination
 among Federal entities</header><text display-inline="no-display-inline">Part O of title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280f">42 U.S.C. 280f et seq.</external-xref>) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="id8E5A5D7BDE684D0687FFC80FCA077F21" style="OLC">
				<section id="IDa6e1db3a938c46cd8de95a0de7d8cffd"><enum>399K–1.</enum><header>Coordination
				among Federal entities</header>
					<subsection id="ID76c89b67dbe14b2b870c2e8369272a8f"><enum>(a)</enum><header>Interagency
 Coordinating Committee on Fetal Alcohol Syndrome</header><text>The Secretary, acting through the Director of the National Institute on Alcohol Abuse and Alcoholism, shall provide for the continuation of the Interagency Coordinating Committee on Fetal Alcohol Syndrome so that such Committee may—</text>
 <paragraph id="IDb0bb88f65de24689bd5e994abc3c6832"><enum>(1)</enum><text>coordinate activities conducted by the Federal Government on Fetal Alcohol Spectrum Disorders, including convening meetings, establishing work groups, sharing information, and facilitating and promoting collaborative projects among Federal agencies; and</text>
 </paragraph><paragraph id="IDc8e15ad3332044d4a034c0bebe95edff"><enum>(2)</enum><text>develop, in consultation with the National Task Force on Fetal Alcohol Spectrum Disorders, priority areas for years 2016 through 2020 to guide Federal programs and activities related to Fetal Alcohol Spectrum Disorders.</text>
						</paragraph></subsection><subsection id="IDf3538d07b37d453184a62575f7e4aa54"><enum>(b)</enum><header>Coordination
				among Federal entities</header>
						<paragraph id="ID91167205f4ff4085a3c54b78355922f6"><enum>(1)</enum><header>In
 general</header><text>The Comptroller General of the United States shall evaluate and make recommendations regarding the appropriate roles and responsibilities of Federal entities with respect to programs and activities related to Fetal Alcohol Spectrum Disorders.</text>
						</paragraph><paragraph id="IDa3e4f75537a84167a47496c903ce2e7a"><enum>(2)</enum><header>Covered
 entities</header><text>The Federal entities under paragraph (1) shall include entities within the National Institutes of Health, the Centers for Disease Control and Prevention, the Substance Abuse and Mental Health Services Administration, the Health Resources and Services Administration, the Indian Health Service, the Agency for Healthcare Research and Quality, the Interagency Coordinating Committee on Fetal Alcohol Syndrome, the National Task Force on Fetal Alcohol Spectrum Disorders, as well as the Office of Special Education and Rehabilitative Services in the Department of Education and the Office of Juvenile Justice and Delinquency Prevention in the Department of Justice.</text>
 </paragraph><paragraph id="IDef6c851732fc4e24af6d3d3d1442506c"><enum>(3)</enum><header>Evaluation</header><text>The evaluation conducted by the Comptroller General under paragraph (1) shall include—</text>
 <subparagraph id="IDd25c3695dbb942fca19bd0d7058b7491"><enum>(A)</enum><text>an assessment of the current roles and responsibilities of Federal entities with programs and activities related to Fetal Alcohol Spectrum Disorders; and</text>
 </subparagraph><subparagraph id="IDabf4d922fda14adfa3c459a6843299b8"><enum>(B)</enum><text>an assessment of whether there is duplication in programs and activities, conflicting roles and responsibilities, or lack of coordination among Federal entities.</text>
 </subparagraph></paragraph><paragraph id="ID4af2ba3a4a04432682d232990b8f435a"><enum>(4)</enum><header>Recommendation</header><text>The Comptroller General shall provide recommendations on the appropriate roles and responsibilities of the Federal entities described in paragraph (2) in order to maximize the effectiveness of Federal programs and activities related to Fetal Alcohol Spectrum Disorders.</text>
 </paragraph><paragraph id="ID60fa4f732ec94cf69fd1034eb3418610"><enum>(5)</enum><header>Completion</header><text>Not later than 1 year after the date of enactment of the <short-title>Advancing FASD Research, Prevention, and Services Act</short-title>, the Comptroller General shall complete the evaluation and submit to Congress a report on the findings and recommendations made as a result of the evaluation.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="ID46c66418a6c544bb905e0da86080d9bd"><enum>5.</enum><header>Services for
 individuals with Fetal Alcohol Spectrum Disorders</header><text display-inline="no-display-inline">Section 519C(b) of the Public Health Service Act (42 U.S.C. 290bb–25c(b)) is amended—</text>
 <paragraph id="IDe3b57a8155a04242a5d62e94b3b469e9"><enum>(1)</enum><text>in paragraph (11), by striking <quote>and</quote> after the semicolon;</text>
 </paragraph><paragraph id="ID570740ee34f14bff8966f41cfb0f46df"><enum>(2)</enum><text>by redesignating paragraph (12) as paragraph (15); and</text>
 </paragraph><paragraph id="IDbd73ee2432af4dc1bf5c489d04e324db"><enum>(3)</enum><text>by inserting after paragraph (11), the following:</text>
				<quoted-block display-inline="no-display-inline" id="idDE018307A87A4BAF9FF7C27E628F0ED9" style="OLC">
 <paragraph id="ID485ef2e2b3bc43e08e7dd881a9ca217b"><enum>(12)</enum><text>provide respite care for caretakers of individuals with Fetal Alcohol Syndrome and other prenatal alcohol-related disorders;</text>
 </paragraph><paragraph id="ID423a34fccc234850a8f3ba2e8790d407"><enum>(13)</enum><text>recruit and train mentors for individuals with Fetal Alcohol Syndrome and other prenatal alcohol-related disorders;</text>
 </paragraph><paragraph id="IDdf88365abfbf48e4bc2ed24dd60641db"><enum>(14)</enum><text>provide educational and supportive services to families of individuals with Fetal Alcohol Spectrum Disorders; and</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="ID78440c08eb4545a2a952bb5b9fdc137d"><enum>6.</enum><header>Prevention,
			 intervention, and services in the education system</header>
			<subsection id="id2A402CF8D5854EECB821E185368C2482"><enum>(a)</enum><header>General
 Rule</header><text display-inline="yes-display-inline">The Secretary of Education shall be the lead Federal official with responsibility over education-related issues with respect to children with Fetal Alcohol Spectrum Disorders.</text>
			</subsection><subsection id="id2C672E4BE0DA48CB9D22A0A0412EDB7C"><enum>(b)</enum><header>Specific
 responsibilities</header><text display-inline="yes-display-inline">The Secretary of Education shall direct the Office of Special Education and Rehabilitative Services to—</text>
 <paragraph id="ID8cefaf82d02c4fb89b064a85cf54bfa5"><enum>(1)</enum><text>conduct and disseminate training on a nationwide Fetal Alcohol Spectrum Disorders surveillance campaign to local education agencies and early childhood education providers in collaboration with the National Center on Birth Defects and Developmental Disabilities under section 399H(b) of the Public Health Service Act (as added by this Act);</text>
 </paragraph><paragraph id="ID9f9372b190564fe79404f51590318a5e"><enum>(2)</enum><text>collect, collate, and disseminate (through the Internet Web site of the Department of Education, at teacher-to-teacher workshops, and through other means) evidence-based practices that are effective in the education and support of children with Fetal Alcohol Syndrome Disorders, including any special techniques on how to assist children with Fetal Alcohol Spectrum Disorders, in both special and traditional educational settings, such practices to incorporate information concerning the identification, behavioral supports, teaching, and learning associated with Fetal Alcohol Spectrum Disorders, to—</text>
 <subparagraph id="id850DA810B6C243C58499CB2A25E5A7CD"><enum>(A)</enum><text>education groups such as the National Association of School Boards, the National Education Association, the American Federation of Teachers, the National Association of Elementary School Principals, and the National Association of Secondary School Principals;</text>
 </subparagraph><subparagraph id="id2581758F419C44EF8A8BC00DAB44D394"><enum>(B)</enum><text>21st Century Community Learning Center program grantees and other after school program personnel; and</text>
 </subparagraph><subparagraph id="id5839DED858E9474EA5997250ACCD5BD6"><enum>(C)</enum><text>Parent Teacher Associations, Parent Information and Training Centers, family aid programs, and other appropriate education organizations;</text>
 </subparagraph></paragraph><paragraph id="idC07DA4F44F13494AAA678A0013DC7D2D"><enum>(3)</enum><text>ensure that, in administering the Individuals with Disabilities Education Act, parents, educators, and advocates for children with disabilities are aware that children with Fetal Alcohol Spectrum Disorders have the right to access general curriculum under the least restrictive environment;</text>
 </paragraph><paragraph id="id9EFA7C785AA244369F74BAB0EE57EDAD"><enum>(4)</enum><text>collaborate with other Federal agencies to include Fetal Alcohol Spectrum Disorders-related information or activities in programs related to maternal health, health education, and sex education;</text>
 </paragraph><paragraph id="IDdbbfa378871743b8ba3b405342ca1031"><enum>(5)</enum><text>collaborate with the Secretary of Health and Human Services to ensure that Fetal Alcohol Spectrum Disorders prevention grants under section 399H of the Public Health Service Act include education concerning Fetal Alcohol Spectrum Disorders in the sexual and health education curricula of schools; and</text>
 </paragraph><paragraph id="ID7e123e827d2343f594bc1335bcd1e752"><enum>(6)</enum><text>support efforts by peer advisory networks of adolescents in schools organized to discourage the use of alcohol while pregnant or considering getting pregnant.</text>
				</paragraph></subsection></section><section id="IDe78f37587236445fb3bb3b7b7ddb0b2a"><enum>7.</enum><header>Prevention,
 intervention, and services in the justice system</header><text display-inline="no-display-inline">The Attorney General shall direct the Office of Juvenile Justice and Delinquency Prevention to—</text>
 <paragraph id="ID3533605863384d6ebb0dc445b8edee8d"><enum>(1)</enum><text>implement screening procedures and conduct training on a nationwide Fetal Alcohol Spectrum Disorders surveillance campaign for the Department of Justice in collaboration with the efforts of the National Center on Birth Defects and Developmental Disabilities under section 399H(b) of the Public Health Service Act (as added by this Act);</text>
 </paragraph><paragraph id="ID37eb8d2aac4c41d689df685871359b9e"><enum>(2)</enum><text>introduce training curricula on how to most effectively identify and interact with individuals with Fetal Alcohol Spectrum Disorders in both the juvenile and adult justice systems, and investigate incorporating information about the identification, prevention, and treatment of the disorders into justice professionals' credentialing requirements;</text>
 </paragraph><paragraph id="IDd7676d5f275f4bfaa1ca2e7ba702015b"><enum>(3)</enum><text>promote the tracking of individuals entering the juvenile justice system with at-risk backgrounds that indicates them as high probability for having a Fetal Alcohol Spectrum Disorder, especially those individuals whose mothers have a record of heavy or binge drinking during pregnancy as reported by the appropriate child protection agency;</text>
 </paragraph><paragraph id="ID24fce5bd0a4f473bbaad48d95bd8349a"><enum>(4)</enum><text>educate judges, attorneys, probation officers, child advocates, law enforcement officers, prison wardens, alternative incarceration administrators, and incarceration officials on how to treat and support individuals suffering from Fetal Alcohol Spectrum Disorders within the juvenile and adult justice systems, including—</text>
 <subparagraph id="ID57822a1df7ef44309c1dc46e8be19406"><enum>(A)</enum><text>programs designed specifically for the identification, treatment, and education of such children; and</text>
 </subparagraph><subparagraph id="IDd0950309bc844d149a76f41100924777"><enum>(B)</enum><text>curricula development and credentialing of teachers, administrators, and social workers who implement such programs;</text>
 </subparagraph></paragraph><paragraph id="ID98237ccc001343fab981ae7312959da8"><enum>(5)</enum><text>conduct a study on the inadequacies of how the current system processes children with certain developmental delays and subsequently implement alternative methods of incarceration and treatment that are more effective for youth offenders identified to have a Fetal Alcohol Spectrum Disorder; and</text>
 </paragraph><paragraph id="ID1658c0f6871c4ffa9ffa90279bdd50ec"><enum>(6)</enum><text>collaborate with Fetal Alcohol Spectrum Disorders professionals and implement transition programs for juveniles and adults with Fetal Alcohol Spectrum Disorders who are released from incarceration.</text>
			</paragraph></section><section id="ID4aeda79554aa48e3bb140d541c883b85"><enum>8.</enum><header>Miscellaneous
			 provisions</header>
			<subsection id="IDe1d61927bb0f453682fadc12c2ecf71b"><enum>(a)</enum><header>Authorization
 of appropriations</header><text>Section 399J of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280f-2">42 U.S.C. 280f–2</external-xref>) is amended by striking <quote>this part</quote> and all that follows through the period and inserting <quote>subsections (h) through (k) of section 399H, $27,000,000 for each of fiscal years 2016 through 2020</quote>.</text>
			</subsection><subsection id="IDf3e6cd343ee84525a43f7e286edd5fcd"><enum>(b)</enum><header>Repeal of
 sunset</header><text>Section 399K of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280f-3">42 U.S.C. 280f–3</external-xref>) is repealed.</text></subsection></section></legis-body></bill>
