 <section changed="deleted" committee-id="SSCM00" id="S1" reported-display-style="strikethrough" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Seasonal Forecasting Improvement Act</short-title></quote>.</text>
 </section><section changed="deleted" committee-id="SSCM00" id="idBDF182EA6D874124B87A16003BCAD18A" reported-display-style="strikethrough"><enum>2.</enum><header>Improving seasonal forecasts for agriculture and commerce</header><text display-inline="no-display-inline">Section 1762 of title XVII of <external-xref legal-doc="public-law" parsable-cite="pl/99/198">Public Law 99–198</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/15/313">15 U.S.C. 313</external-xref> note) is amended—</text> <paragraph id="idBD13916834C1415BB4332510AF8CCD23"><enum>(1)</enum><text>in subsection (a), by striking <quote>(a)</quote> and inserting <quote>(a) <header-in-text level="subsection" style="OLC">Findings</header-in-text>.—</quote>;</text>
 </paragraph><paragraph id="idAD8AA35FFF0E4FD5AD7EB07EAD26336A"><enum>(2)</enum><text>in subsection (b), by striking <quote>(b)</quote> and inserting <quote>(b) <header-in-text level="subsection" style="OLC">Policy</header-in-text>.—</quote>; and</text> </paragraph><paragraph id="id5CEA538810824B8AB8F7AA38AA22D34A"><enum>(3)</enum><text>by adding at the end the following:</text>
				<quoted-block changed="deleted" committee-id="SSCM00" display-inline="no-display-inline" id="id99CCC9802D91447795483020B8420F17" reported-display-style="strikethrough" style="OLC">
 <subsection id="idBA2D06DDC561481CA4FC0364C80862AA"><enum>(c)</enum><header>Functions</header><text>The Under Secretary, through the National Weather Service and other appropriate programs in the National Oceanic and Atmospheric Administration, shall—</text>
 <paragraph id="id6E39396F66924D95B0F1B1A6651AE63A"><enum>(1)</enum><text>collect and utilize information in order to make usable, reliable, and timely forecasts of seasonal temperature and precipitation;</text>
 </paragraph><paragraph id="id9A759FD310DD4F3B80605D08822C327D"><enum>(2)</enum><text>leverage existing research and models from the academic sector to improve the forecasts under paragraph (1);</text>
 </paragraph><paragraph id="idD1A0C1FDDC8A484AAC41DA4D3926E405"><enum>(3)</enum><text>determine and provide information on how the forecasted conditions under paragraph (1) may impact—</text>
 <subparagraph id="idC935E1EE84F344B4B410038B70388F07"><enum>(A)</enum><text>the number and severity of droughts, tornadoes, hurricanes, floods, heatwaves, or other relevant natural disasters;</text>
 </subparagraph><subparagraph id="id4BFEC4E953AB4A6EB1504D64FE31146E"><enum>(B)</enum><text>snowpack; and</text> </subparagraph><subparagraph id="id72B98848DEDA4964BC074B047517F370"><enum>(C)</enum><text>sea ice conditions;</text>
 </subparagraph></paragraph><paragraph id="idD88D107216D44C8A8B0FBDF5E2DA8A90"><enum>(4)</enum><text>provide the forecasts under paragraph (1) and the information under paragraphs (1) and (3) on both national and regional levels; and</text>
 </paragraph><paragraph id="idD7FC4D76902A437A81AF3D09BCB7709B"><enum>(5)</enum><text>develop an Internet clearinghouse with the forecasts of seasonal temperature and precipitation and other relevant seasonal forecasts and products produced by the National Oceanic and Atmospheric Administration, other Federal and State departments and agencies, and the academic sector.</text>
 </paragraph></subsection><subsection id="id3D1C79DFF9B74C55A8E8ADC0E52FF98B"><enum>(d)</enum><header>Communication</header><text>The Under Secretary shall provide the forecasts and the information on their impacts under subsection (c) to the public, including public and private entities engaged in planning and preparedness, including—</text>
 <paragraph id="idC2394ADC8DB94BA5B24B9674620990ED"><enum>(1)</enum><text>decisionmakers at the Federal, regional, State, tribal, and local levels of government;</text> </paragraph><paragraph id="idB888483B2E3345BAA7766415D6DF793A"><enum>(2)</enum><text>the private sector; and</text>
 </paragraph><paragraph id="id87B5442E427641359B0011707912BBFC"><enum>(3)</enum><text>the public.</text> </paragraph></subsection><subsection id="idFF7878CB7D54469099DF03DA02067020"><enum>(e)</enum><header>Cooperation</header><text>The Under Secretary shall build upon existing forecasting and assessment programs and partnerships, including—</text>
 <paragraph id="id79A171FEB00840729FA3D5570A1671A4"><enum>(1)</enum><text>by designating research and monitoring activities related to seasonal forecasts as a priority in 1 or more Cooperative Institute solicitations;</text>
 </paragraph><paragraph id="idB3E47133B1244D8A8114DC5D7FB31AE4"><enum>(2)</enum><text>by contributing to the interagency Earth System Prediction Capability; and</text> </paragraph><paragraph id="id9ACAF709B10C427AAD04A5CA03F37A2C"><enum>(3)</enum><text>by consulting with the Secretary of Defense and the Secretary of Homeland Security to determine the highest priority seasonal forecast needs to enhance national security.</text>
						</paragraph></subsection><subsection id="idBC1BE572BA3842C98F822A025595CA82"><enum>(f)</enum><header>Forecast communication coordinators</header>
 <paragraph id="id1FC9A2A1A703476BB7F8FEC08E9F1158"><enum>(1)</enum><header>In general</header><text>The Under Secretary shall provide grants to States, including territories, for each State to have a forecast communication coordinator to receive and disseminate the forecasts and information under subsection (c). Applications for grants under this subsection shall be submitted in such form and manner, and contain such information, as the Under Secretary prescribes.</text>
 </paragraph><paragraph id="idFD5FBBF276A2445280EDEA0D64450C7D"><enum>(2)</enum><header>Requirements</header><text>For each State that requests assistance under this subsection, the Under Secretary shall—</text> <subparagraph id="id0E7152D3E90A4C3DA90A567C1BB7EE94"><enum>(A)</enum><text>provide funds to support an individual in that State to—</text>
 <clause id="id936D28F35D1F4623B27344A4C5CB02DC"><enum>(i)</enum><text>serve as a liaison among the National Oceanic and Atmospheric Administration, other Federal departments and agencies, the academic sector, the State, and relevant interests within that State; and</text>
 </clause><clause id="idAE18CB8F4424484EBC4F18C47B2BCF7A"><enum>(ii)</enum><text>receive the forecasts and information under subsection (c) and disseminate the forecasts and information throughout the State, including county and tribal governments;</text>
 </clause></subparagraph><subparagraph id="id4577BA1369E341A19315C47A10C82D64"><enum>(B)</enum><text>provide 1 grant for the purpose described in paragraph (1); and</text> </subparagraph><subparagraph id="id77EB86246BF24C95A66AFF977E4233B4"><enum>(C)</enum><text>require matching funds from the State, a university, a non-governmental organization, trade association, or the private sector.</text>
 </subparagraph></paragraph><paragraph id="id81AA8699DDCA431BA366DE9B9516FDB4"><enum>(3)</enum><header>Limitation</header><text>Each grant under this subsection shall not exceed $100,000.</text> </paragraph></subsection><subsection id="id8FE9859B5ED14D63AFE3390A9C81C3FF"><enum>(g)</enum><header>Cooperation from other Federal agencies</header><text>Each Federal department and agency shall cooperate as appropriate with the Under Secretary in carrying out this section.</text>
					</subsection><subsection id="id6A79168750B341009C19030308E5087E"><enum>(h)</enum><header>Reports</header>
 <paragraph id="idE9B8A99F122647289EF9EE3F372CBEBB"><enum>(1)</enum><header>In general</header><text>Not later than 18 months after the date of enactment of the <short-title>Seasonal Forecasting Improvement Act</short-title>, the Under Secretary shall transmit to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Science, Space, and Technology of the House of Representatives a report, including—</text>
 <subparagraph id="idDEEC7086A2484E2EB23AB5F404CD4650"><enum>(A)</enum><text>an analysis of the how information from the National Oceanic and Atmospheric Administration on seasonal forecasts, as provided under subsection (c), is utilized in public planning and preparedness;</text>
 </subparagraph><subparagraph id="id5FE6A7BE17CC42E5983361D9E98BA912"><enum>(B)</enum><text>specific plans and goals for the continued development of the seasonal forecasts and related products described in subsection (c); and</text>
 </subparagraph><subparagraph id="id604DE4DC464A4DD68FEF17C6370C0D79"><enum>(C)</enum><text>an identification of research, monitoring, observing, and forecasting requirements to meet the goals described in subparagraph (B).</text>
 </subparagraph></paragraph><paragraph id="idB2AC849A91134980A7EF00A8719C02D7"><enum>(2)</enum><header>Consultation</header><text>In developing the report under paragraph (1), the Under Secretary shall consult with relevant Federal, regional, State, tribal, and local government agencies, research institutions, and the private sector.</text>
 </paragraph></subsection><subsection id="id121DA72EBA4542A0BA94496D5D500D56"><enum>(i)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $26,500,000 for each of fiscal years 2015 through 2020.</text>
 </subsection><subsection id="idB9EC76E1EA4840B4ABEACFBEDFD6DF93"><enum>(j)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="id851DB232A758499BBB173A1C9034239D"><enum>(1)</enum><header>Seasonal</header><text>The term <term>seasonal</term> means the time range between 2 weeks and 2 years.</text>
 </paragraph><paragraph id="idF4CDC1EF62C34095B9631F55C7A14D3D"><enum>(2)</enum><header>Under Secretary</header><text>The term <term>Under Secretary</term> means the Under Secretary of Commerce for Oceans and Atmosphere.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section><section changed="deleted" committee-id="SSCM00" id="id268399AEC80B4E86B1A91ED333351305" reported-display-style="strikethrough"><enum>3.</enum><header>United States Weather Research Program</header> <subsection id="id9EB55EF88E7B4C7B925249ADD0E3DDB9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 108 of the Oceanic and Atmospheric Administration Authorization Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/15/313">15 U.S.C. 313</external-xref> note) is amended—</text>
 <paragraph id="id53E3558E45A142E6803373E3C5C656CE"><enum>(1)</enum><text>in subsection (a)—</text> <subparagraph id="idC82CBFE185C3499980D756B2F552B2C2"><enum>(A)</enum><text>in paragraph (3), by striking <quote>; and</quote> and inserting a semicolon;</text>
 </subparagraph><subparagraph id="id6E0B9F3914CE46439C6D34E133DE944F"><enum>(B)</enum><text>in paragraph (4), by striking the period at the end and inserting a semicolon; and</text> </subparagraph><subparagraph id="idB771160C6353486E91DEB1916DFBE604"><enum>(C)</enum><text>by inserting after paragraph (4) the following:</text>
						<quoted-block changed="deleted" committee-id="SSCM00" display-inline="no-display-inline" id="id423E37B3DE06471CA6832E87FE5B50D7" reported-display-style="strikethrough" style="OLC">
 <paragraph id="id553387A6C6D5497090F8EB274D31D972"><enum>(5)</enum><text>provide to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Science, Space, and Technology of the House of Representatives an annual report, including—</text>
 <subparagraph id="id2DA63895C6B249CEB9993971A3F62331"><enum>(A)</enum><text>a list of on-going research projects, including project goals and a point of contact for each project; and</text>
 </subparagraph><subparagraph id="id35D5CAE2A49F4BA99C90B8F0676BF7DE"><enum>(B)</enum><text>the 5 projects related to observations, weather, or seasonal-scale forecasts within the Office of Oceanic and Atmospheric Research that are closest to operationalization, including for each project—</text>
 <clause id="id6C1DA92759844A53BC376812AB2253AA"><enum>(i)</enum><text>the potential benefit;</text> </clause><clause id="idD2FCC00495014E0A9F4A2F183265739B"><enum>(ii)</enum><text>any barrier to operationalization; and</text>
 </clause><clause id="idA828DF61082B43348487C29AD6CE7636"><enum>(iii)</enum><text>the plan for operationalization, including which line office will financially support the project and how much the line office intends to spend;</text>
 </clause></subparagraph></paragraph><paragraph id="idC49E1618998449FDAA3FFA36BBDFFC76"><enum>(6)</enum><text>establish teams with staff from the Office of Oceanic and Atmospheric Research and the National Weather Service to oversee the operationalization of research products developed by the Office of Oceanic and Atmospheric Research within the National Weather Service;</text>
 </paragraph><paragraph id="idAF165CAD99FD435F87D1F2D734EB7644"><enum>(7)</enum><text>develop mechanisms for the Office of Oceanic and Atmospheric Research’s research priorities to be informed by both the relevant line offices within the National Oceanic and Atmospheric Administration, the relevant user community, and the weather enterprise, including by exchanging detailees between the Office of Oceanic and Atmospheric Research and the line offices;</text>
 </paragraph><paragraph id="id9A48FF3D4EF94A089DC6AE95063089D5"><enum>(8)</enum><text>develop an internal mechanism to track the progress of each research project within the Office of Oceanic and Atmospheric Research and mechanisms to terminate a project that is not adequately progressing;</text>
 </paragraph><paragraph id="id444C769D984A4689B3D2079824613B0A"><enum>(9)</enum><text>for extramural research funded, the Office of Oceanic and Atmospheric Research shall develop and implement a system to track whether the grant’s goals were accomplished;</text>
 </paragraph><paragraph id="idB435633DAB9D49B18EF08EE3EB74742F"><enum>(10)</enum><text>provide facilities for products developed by the Office of Oceanic and Atmospheric Research to be tested in operational simulations, such as test beds; and</text>
 </paragraph><paragraph id="id641FBD61065D4D16974FE5A24C4A32AD"><enum>(11)</enum><text>encourage academic collaboration with the Office of Oceanic and Atmospheric Research and the National Weather Service by facilitating visiting scholars.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="id398E64E0DE9140B7B7FB787FC0F0D406"><enum>(2)</enum><text>in subsection (b), in the matter preceding paragraph (1), by striking <quote>Not later than 90 days after the date of enactment of this Act, the</quote> and inserting <quote>The</quote>.</text> </paragraph></subsection><subsection id="id90FFF57AE68B4D4496DB03CDDAB264F4"><enum>(b)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the National Oceanic and Atmospheric Administration to carry out section 108 of the Oceanic and Atmospheric Administration Authorization Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/15/313">15 U.S.C. 313</external-xref> note), as amended by subsection (a) of this section, $10,000,000 for each of fiscal years 2015 through 2020.</text>
			</subsection></section><section changed="deleted" committee-id="SSCM00" id="id6ffea9a4e27847d099fe30d627eac022" reported-display-style="strikethrough"><enum>4.</enum><header>National Oceanic and Atmospheric Administration satellite design and management</header>
			<subsection id="id192476644a7743b7a3fae8d4ca7746c4"><enum>(a)</enum><header>Short-Term management of environmental observations</header>
 <paragraph id="id93C464A9EE894F44B070DE27F2280298"><enum>(1)</enum><header>In general</header><text>The Administrator of the National Oceanic and Atmospheric Administration shall take immediate action to manage the expense of environmental observations—</text>
 <subparagraph id="idB606FD3231F045BC977E79ED5B08427B"><enum>(A)</enum><text>by improving the procurement practices of the Administration with respect to polar and geostationary satellites; and</text>
 </subparagraph><subparagraph id="id770907141D294466B9563E8AD5D38754"><enum>(B)</enum><text>by assessing the operational viability of alternate observation platforms, such as microsatellite constellations and ocean observing systems.</text>
					</subparagraph></paragraph><paragraph id="id74345dffb9994d9ba3c4660a6da31e04"><enum>(2)</enum><header>Procurement and acquisition of polar and geostationary satellites</header>
					<subparagraph id="idB827C5BA24EB4676B31A3781FFF9511F"><enum>(A)</enum><header>Use of established competitive processes</header>
 <clause id="id6850A83B4BCD45D0BFD9FAB8394C338F"><enum>(i)</enum><header>In general</header><text>Except as provided in clause (ii) and notwithstanding any other provision of law, the Administrator of the National Oceanic and Atmospheric Administration and the Administrator of the National Aeronautics and Space Administration shall use the process established under section 3306 of title 41, United States Code, to acquire all the polar and geostationary weather satellites for use by the National Oceanic and Atmospheric Administration in a program phase via a single procurement action.</text>
 </clause><clause id="id7A250A3C8B654F2CA889AD39CCD5440C"><enum>(ii)</enum><header>Applicability</header><text>Clause (i) shall apply to procurement and acquisition occurring in program phases beginning after the date of enactment of this Act.</text>
 </clause><clause id="idFB767AA3D7454985804FB72CB99C822A"><enum>(iii)</enum><header>Definition of program phase</header><text>In this subparagraph, the term <term>program phase</term> means the planned acquisition of a series of satellites sharing a common architecture.</text> </clause></subparagraph><subparagraph id="id74042DA4F7B34DC5B8AC9EF5CD2A1B0E"><enum>(B)</enum><header>Assessment of procurement and acquisition opportunities</header> <clause id="idB3734A2598C64409A49FDDE53D95937E"><enum>(i)</enum><header>In general</header><text>The Administrator of the National Oceanic and Atmospheric Administration shall ensure that in procuring or acquiring polar and geostationary weather satellites that the Administrator only procures or acquires such satellites in a manner that secures the best value for each polar and geostationary program of the Administration.</text>
 </clause><clause id="id7EFE4FE38795429EA29686DE832162B6"><enum>(ii)</enum><header>Best value</header><text>In determining whether a procurement or acquisition secures the best value for a program, the Administrator shall consider—</text>
 <subclause id="id0f0d695f40be4757acbbc63313aef236"><enum>(I)</enum><text>integration with current ground systems for receiving, processing, and disseminating data;</text> </subclause><subclause id="ideed741b5e17148d2bf722ad653d221f2"><enum>(II)</enum><text>integration of spacecraft and sensing instruments;</text>
 </subclause><subclause id="id5f4d48440a184c388388caebb1e49916"><enum>(III)</enum><text>capacity to respond to changes in requirements and credibility of risk management; and</text> </subclause><subclause id="id1A43FEEB8CE74D0FAAFE2B0CE269F301"><enum>(IV)</enum><text>continuity and consistency of capability.</text>
							</subclause></clause></subparagraph></paragraph><paragraph id="id8c99bb18592a446f858c335ee1346b13"><enum>(3)</enum><header>Microsatellite constellations</header>
 <subparagraph id="idE6441E0C6F7642B0B740248E6B51CEFA"><enum>(A)</enum><header>In general</header><text>The Administrator shall complete and operationalize the radio occultation program of record in effect on the day before the date of the enactment of this Act—</text>
 <clause id="id5FB372A97F294229B4769BEBF95E4D63"><enum>(i)</enum><text>by deploying constellations of microsatellites in both the equatorial and polar orbits;</text> </clause><clause id="id3FF41353D3644B7F98987DB3056F3D26"><enum>(ii)</enum><text>by integrating the resulting data and research into all national operational weather forecast models; and</text>
 </clause><clause id="idFB3ABC578C4A41CD9FCE4D17FA3F9005"><enum>(iii)</enum><text>by ensuring that the resulting data is free and open to all communities.</text> </clause></subparagraph><subparagraph id="id92BEE6CC23C24FDC99CDA81FCCBB4CE4"><enum>(B)</enum><header>Annual reports</header><text>Not less frequently than once each year until the Administrator has completed and operationalized the program described in subparagraph (A) pursuant to such subparagraph, the Administrator shall submit to Congress a report on the status of the efforts of the Administrator to carry out such subparagraph.</text>
					</subparagraph></paragraph><paragraph id="id7e37a0fbb03845b0ba3dfc1288e4ef99"><enum>(4)</enum><header>Integration of data and research from Integrated Ocean Observing System into operational forecast
 models</header><text>As soon as practicable, the Administrator shall integrate data and research from the Integrated Ocean Observing System (IOOS) of the Administration into such operational forecast models as the Administrator considers appropriate.</text>
				</paragraph><paragraph id="id38ca12a18d284faa88411d41faef78dc"><enum>(5)</enum><header>Limitation on procurement of additional polar orbiting satellites</header>
 <subparagraph id="id09E396F666A2478C851E28D142B43FC1"><enum>(A)</enum><header>In general</header><text>The Administrator may not procure any future program phase of the Joint Polar Satellite System program of record if the aggregate cost for such future program phase that would be incurred by the Administration exceeds the aggregate cost that was incurred by the Administration in procuring the Joint Polar Satellite System 1 and 2.</text>
 </subparagraph><subparagraph id="idCBAE66783A6E4DB09CEEB3EE769F307E"><enum>(B)</enum><header>Adjustment for inflation</header><text>In determining aggregate costs under subparagraph (A), the Administrator may adjust the aggregate costs for inflation.</text>
 </subparagraph></paragraph><paragraph id="id8875734649a94392b543f1c884758b0e"><enum>(6)</enum><header>Specifications for new satellite systems determined by operational needs</header><text>In developing specifications for any satellite systems of the Administration to follow after the Joint Polar Satellite System, Geostationary Operational Environmental Satellites, and any other satellites of the Administration in effect on the day before the date of enactment of this Act, the Administrator shall ensure the specifications are determined to the extent practicable by the recommendations of the reports under subsection (b) of this section and section 6(d).</text>
				</paragraph></subsection><subsection id="ide4b7a516c551417aa9b762ece36198a8"><enum>(b)</enum><header>Independent study on future of National Oceanic and Atmospheric Administration satellite systems</header>
				<paragraph id="id0E29A264A2B24DB99F2E3F1BC218EB61"><enum>(1)</enum><header>Agreement</header>
 <subparagraph id="id2C41942B7BE5447693E856112CEBB763"><enum>(A)</enum><header>In general</header><text>The Administrator shall enter into an agreement with the National Academy of Sciences to perform the services covered by this subsection.</text>
 </subparagraph><subparagraph id="idF4221FE622DD4C9997A22A45850F4CF1"><enum>(B)</enum><header>Timing</header><text>The Administrator shall enter into the agreement described in subparagraph (A) before September 30, 2018.</text>
					</subparagraph></paragraph><paragraph id="id11F44E2975FF449C886770314A5EB539"><enum>(2)</enum><header>Study</header>
 <subparagraph id="idDEBD19E886D74581868821852707A455"><enum>(A)</enum><header>In general</header><text>Under an agreement between the Administrator and the National Academy of Sciences under this subsection, the National Academy of Sciences shall conduct a study on matters concerning the future of the satellite systems of the Administration.</text>
 </subparagraph><subparagraph id="id61C395A8D3704083ACAAAD618DF9BF97"><enum>(B)</enum><header>Elements</header><text>In conducting the study under subparagraph (A), the National Academy of Sciences shall—</text> <clause id="idBA5505E29C5342B8BA5DAF619F5EBB09"><enum>(i)</enum><text>review the report of the Weather Commission described in section 6(d), and the 2017 update to the 2007 report by the National Research Council entitled <quote>Earth Science and Applications From Space</quote>;</text>
 </clause><clause id="id68d5b4da239e40579254daba99935151"><enum>(ii)</enum><text>develop recommendations on how to make the satellite portfolio of the Administration more robust and cost-effective;</text>
 </clause><clause id="id233bb3635428428e983bb0647070cc2d"><enum>(iii)</enum><text>assess the costs and benefits of moving toward a constellation of many small satellites, standardizing satellite bus design, relying more on the purchasing of data, or acquiring data from other sources or methods;</text>
 </clause><clause id="id24e77d6382bf47beb5de37d36a64b7cd"><enum>(iv)</enum><text>identify the environmental observations that are essential to the performance of weather models, based on an assessment of Federal, academic, and private sector weather research, and the cost of obtaining the environmental data;</text>
 </clause><clause id="idc99416bb2ecc475f85215f0316cf2167"><enum>(v)</enum><text>identify environmental observations that improve the quality of weather forecasts, but are not essential for the generation of weather models in effect on the day before the date of enactment of this Act; and</text>
 </clause><clause id="idde72bf2ef1a64e08a5e506c9a39f3278"><enum>(vi)</enum><text>develop recommendations on a portfolio of environmental observations that balances essential and quality-improving data, private and nonprivate sources, and space- and Earth-based instruments.</text>
 </clause></subparagraph><subparagraph id="idD85108D872E4473E8E9FB188AB30B9DA"><enum>(C)</enum><header>Deadline and report</header><text>In carrying out the study under subparagraph (A), the National Academy of Sciences shall complete and transmit to the Administrator a report containing the findings of the National Academy of Sciences with respect to the study not later than 2 years after the date on which the Administrator enters into an agreement with the National Academy of Sciences under paragraph (1)(A).</text>
 </subparagraph><subparagraph id="id6599D2D7EE5E4002AE7D0D7F5DD73315"><enum>(D)</enum><header>Coordination of efforts</header><text>In order to avoid duplication, the National Academy of Sciences may coordinate its efforts to draft the report under subparagraph (C) with the preparation of the 2017 study entitled <quote>Earth Science and Applications from Space</quote>.</text>
					</subparagraph></paragraph><paragraph id="id1bd761d2f1614c3ea168dd66d153b975"><enum>(3)</enum><header>Alternate contract organization</header>
 <subparagraph id="id5d611efcca1448198004f0e908e2a7b6"><enum>(A)</enum><header>In general</header><text>If the Administrator is unable before the date prescribed in paragraph (1)(B) to enter into an agreement described in paragraph (1)(A) with the National Academy of Sciences on terms acceptable to the Administrator, the Administrator shall seek to enter into such an agreement with another appropriate organization that—</text>
 <clause id="id906e0b9501584d3d960848f8517f06a5"><enum>(i)</enum><text>is not part of the Government;</text> </clause><clause id="id8d4b13a6ef1c4608ac6f12c411c530cb"><enum>(ii)</enum><text>operates as a not-for-profit entity; and</text>
 </clause><clause id="id3124102dfefc45a79b13985941ea977b"><enum>(iii)</enum><text>has expertise and objectivity comparable to that of the National Academy of Sciences.</text> </clause></subparagraph><subparagraph id="ida4fd56fbc1214245999a43ed2fd8a425"><enum>(B)</enum><header>Treatment</header><text>If the Administrator enters into an agreement with another organization as described in subparagraph (A), any reference in this section to the National Academy of Sciences shall be treated as a reference to the other organization.</text>
 </subparagraph></paragraph><paragraph id="idF44DF5C77BFC45D7B01C5EA964A29AF8"><enum>(4)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the National Oceanic and Atmospheric Administration to carry out this subsection $1,000,000 for the period of fiscal years 2017 through 2019.</text>
 </paragraph></subsection></section><section changed="deleted" committee-id="SSCM00" id="idcf3ade131a374a17a4954783cf30dab2" reported-display-style="strikethrough"><enum>5.</enum><header>Designation of Federal Coordinator for Meteorology</header><text display-inline="no-display-inline">The Director of the Office of Science and Technology Policy shall designate a Federal Coordinator for Meteorology.</text>
		</section><section changed="deleted" committee-id="SSCM00" id="idfc5e642308e4407fb98b15fe26f3d5e9" reported-display-style="strikethrough"><enum>6.</enum><header>Establishment of Weather Commission</header>
			<subsection id="idcc1d84acc9e54a61b56e481c052d17dc"><enum>(a)</enum><header>Establishment</header>
 <paragraph id="id748C15B3BEDA4CC799AA68805B5A726A"><enum>(1)</enum><header>In general</header><text>The Federal Coordinator for Meteorology, designated under section 5, shall establish, and the Administrator of the National Oceanic and Atmospheric Administration acting through the United States Weather Research Program of the Administration shall support, a commission—</text>
 <subparagraph id="idD94109BF79294D41AD10CBD9245FEE93"><enum>(A)</enum><text>to assess the weather forecasts and forecast products provided by the National Oceanic and Atmospheric Administration; and</text>
 </subparagraph><subparagraph id="idE056DC81825A4DAB875860853AFFFA16"><enum>(B)</enum><text>to provide advice to Congress on matters relating to the highest priority weather forecast needs of the community of users of the forecasts and products described in subparagraph (A).</text>
 </subparagraph></paragraph><paragraph id="idF2A5376D7F4F46399663C99EBBF3EE1D"><enum>(2)</enum><header>Designation</header><text>The commission established under paragraph (1) shall be known as the <quote>Weather Commission</quote> (in this section referred to as the <quote>Commission</quote>).</text> </paragraph></subsection><subsection id="id4c2e24808ead424cb97ff478a2a5f21d"><enum>(b)</enum><header>Membership</header> <paragraph id="id9cfb8c09666643cbaa4ea4a2c10c5228"><enum>(1)</enum><header>Composition</header> <subparagraph id="id16C6A8813D414BA39638CD0ADA592FCF"><enum>(A)</enum><header>In general</header><text>The Commission shall be composed of individuals selected by the Federal Coordinator from among leading experts and innovators from each relevant stakeholder group described in clauses (i) through (vii) of subparagraph (B).</text>
 </subparagraph><subparagraph id="idfc645700c4a4430fb1040f6d156d08a8"><enum>(B)</enum><header>Number</header><text>The Commission shall be composed of no fewer than 14 members, including—</text> <clause id="id5cf549b1afc84a429b9367e18406d5f2"><enum>(i)</enum><text>2 representatives from State emergency management agencies;</text>
 </clause><clause id="idfcac884bf37e4a30a79c56d843e49bb1"><enum>(ii)</enum><text>2 representatives from State agriculture agencies;</text> </clause><clause id="id939afb51819d43d1a454bf1bd195ffd5"><enum>(iii)</enum><text>1 representative from the Native American, Alaskan Native, or Native Hawaiian community;</text>
 </clause><clause id="id1a654acc20164091bebe0ba6a6d2dc12"><enum>(iv)</enum><text>2 representatives from the private aerospace industry;</text> </clause><clause id="id008232db692d41669a4252d7b16ee5f9"><enum>(v)</enum><text>2 representatives from the operational forecasting community;</text>
 </clause><clause id="idd5a322ab3c344d359665391f1589d770"><enum>(vi)</enum><text>2 representatives from the academic community;</text> </clause><clause id="id996fe53a82c64550be89a0205111db77"><enum>(vii)</enum><text>1 representative from a professional society that focuses on meteorology;</text>
 </clause><clause id="id794e2e345d4f4ea08c1da53a23bd818f"><enum>(viii)</enum><text>the chair of the Science Advisory Board of the National Oceanic and Atmospheric Administration;</text> </clause><clause id="id845a8ea436e140fc9b875c9d90800d31"><enum>(ix)</enum><text>the chair of the National Science Board;</text>
 </clause><clause id="id40B7A75DF60347CDA88483847BE44BAD"><enum>(x)</enum><text>the Director of the Office of Science and Technology Policy, ex officio; and</text> </clause><clause id="id879111e8a77a488084e02cd8051570fb"><enum>(xi)</enum><text>the Administrator of the National Oceanic and Atmospheric Administration, ex officio.</text>
 </clause></subparagraph></paragraph><paragraph id="idc8170a23e3564794951ddda7cfa497ac"><enum>(2)</enum><header>Co-chair</header><text>The Director of the Office of Science and Technology Policy and the Administrator of the National Oceanic and Atmospheric Administration shall serve as co-chairs of the Commission.</text>
 </paragraph></subsection><subsection id="id95509678EEED40BFB0A5E6786B790983"><enum>(c)</enum><header>Duties</header><text>The duties of the Commission are as follows:</text> <paragraph id="id5EF417029800411B88B1B94112992922"><enum>(1)</enum><text>To assess the weather forecasts and forecast products of the Administration as described in subsection (a).</text>
 </paragraph><paragraph id="idFA8B71A274174C218499E47F2764A82E"><enum>(2)</enum><text>To provide advice to Congress as described in subsection (a).</text>
 </paragraph><paragraph id="idAF7B29E148E648B0811BDB45F3FF56E8"><enum>(3)</enum><text>To obtain public comment on the weather forecasts and products of the Administration that the Administrator determines are the highest priority for users of such forecasts and products.</text>
				</paragraph></subsection><subsection id="idf10116e9effb4e71847e81148f34c029"><enum>(d)</enum><header>Report</header>
 <paragraph id="id06DF9621F9AE4BB381ECF6ACEB94AB24"><enum>(1)</enum><header>In general</header><text>Not later than 2 years after the date of enactment of this Act, the Commission shall submit to Congress and make available to the public on an Internet website a report on matters relating to the activities of the Commission.</text>
 </paragraph><paragraph id="id34F10D874C8A40F1BC1918C705789319"><enum>(2)</enum><header>Contents</header><text>The report submitted under paragraph (1) shall include the following:</text>
 <subparagraph id="id74E2E4901D9E4E289C72347562FD176C"><enum>(A)</enum><text>The findings of the Commission with respect to the review conducted under paragraph (3) of subsection (c).</text>
 </subparagraph><subparagraph id="id09CF200433924640AEF03672DD23A127"><enum>(B)</enum><text>The findings of the Commission with respect to the public comments obtained under paragraph (4) of such subsection.</text>
 </subparagraph><subparagraph id="idBD0795D93C4B434DA2DD3416FCB6E552"><enum>(C)</enum><text>The recommendations developed under paragraph (5) of such subsection.</text> </subparagraph></paragraph></subsection><subsection id="id8AC0847D8DC64C2F9C1A14202E5D5022"><enum>(e)</enum><header>Exemption from FACA</header><text>The Commission shall not be subject to the requirements of the Federal Advisory Committee Act (5 U.S.C. App.).</text>
 </subsection><subsection id="idF91ECBB289BD40F2A8EFED064D8A6302"><enum>(f)</enum><header>Termination</header><text>The Commission shall terminate on the date that is 4 years after the date of enactment of this Act.</text>
 </subsection><subsection id="id42DC89C081F44D9B84AA4492ED33F14F"><enum>(g)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the National Oceanic and Atmospheric Administration to carry out this section $1,000,000 for the period of fiscal years 2015 through 2019.</text></subsection></section></legis-body>
	<legis-body display-enacting-clause="no-display-enacting-clause">
 <section changed="added" committee-id="SSCM00" id="id231b75a9-2a6c-4df4-8ceb-a20e9070817e" reported-display-style="italic" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Seasonal Forecasting Improvement Act</short-title></quote>.</text>
 </section><section changed="added" committee-id="SSCM00" id="id674f4012-8794-4ebc-a50a-80a8450b88ff" reported-display-style="italic"><enum>2.</enum><header>Improving seasonal forecasts for agriculture and commerce</header><text display-inline="no-display-inline">Section 1762 of title XVII of <external-xref legal-doc="public-law" parsable-cite="pl/99/198">Public Law 99–198</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/15/313">15 U.S.C. 313</external-xref> note) is amended—</text> <paragraph id="idb8eeb051-a09f-477b-b3e3-702d95d48d74"><enum>(1)</enum><text>in subsection (a), by striking <quote>(a)</quote> and inserting <quote>(a) <header-in-text level="subsection" style="OLC">Findings</header-in-text>.—</quote>;</text>
 </paragraph><paragraph id="ida24e1fbb-55d8-43bc-be74-b20880d4d1e9"><enum>(2)</enum><text>in subsection (b), by striking <quote>(b)</quote> and inserting <quote>(b) <header-in-text level="subsection" style="OLC">Policy</header-in-text>.—</quote>; and</text> </paragraph><paragraph id="id28f9baf9-4eb5-4b23-8f9f-00d904a21501"><enum>(3)</enum><text>by adding at the end the following:</text>
				<quoted-block changed="added" committee-id="SSCM00" display-inline="no-display-inline" id="id8ddaa95e-d464-4379-9ee7-4e7a5ac96c11" reported-display-style="italic" style="OLC">
 <subsection id="id6ef0b106-ef00-43ab-a803-40150b7a80e3"><enum>(c)</enum><header>Functions</header><text>The Under Secretary, through the National Weather Service and other appropriate programs in the National Oceanic and Atmospheric Administration, shall—</text>
 <paragraph id="id1b0b273d-4fce-4d5d-92b8-fa7c3a619046"><enum>(1)</enum><text>collect and utilize information in order to make usable, reliable, and timely forecasts of seasonal temperature and precipitation;</text>
 </paragraph><paragraph id="idd9b4715f-b783-4a2a-8c1a-6aa5752f17d3"><enum>(2)</enum><text>leverage existing research and models from the academic sector to improve the forecasts under paragraph (1);</text>
 </paragraph><paragraph id="idd65d47af-7b24-49b9-b4a4-a9a90b668ee1"><enum>(3)</enum><text>determine and provide information on how the forecasted conditions under paragraph (1) may impact—</text>
 <subparagraph id="idad540bea-5224-45a2-ba04-35b20ffcf5b1"><enum>(A)</enum><text>the number and severity of droughts, fires, tornadoes, hurricanes, floods, heatwaves, coastal inundation, winter storms, high impact weather, or other relevant natural disasters;</text>
 </subparagraph><subparagraph id="id11e4d234-d107-46cd-a733-edad8e5a8703"><enum>(B)</enum><text>snowpack; and</text> </subparagraph><subparagraph id="ide4e0bd8d-1faa-487f-9407-f154dc9a0476"><enum>(C)</enum><text>sea ice conditions;</text>
 </subparagraph></paragraph><paragraph id="id20030873-0bdf-4071-8bd0-c9431bc88c81"><enum>(4)</enum><text>provide the forecasts under paragraph (1) and the information under paragraphs (1) and (3) on both national and regional levels; and</text>
 </paragraph><paragraph id="idabb3122b-c09f-496d-b6f4-36ece82f4c18"><enum>(5)</enum><text>develop an Internet clearinghouse with the forecasts of seasonal temperature and precipitation and other relevant seasonal forecasts and products produced by the National Oceanic and Atmospheric Administration, other Federal and State departments and agencies, and the academic sector.</text>
 </paragraph></subsection><subsection id="idffc1100a-c50c-4c12-bd77-60716e8a97d7"><enum>(d)</enum><header>Communication</header><text>The Under Secretary shall provide the forecasts and the information on their impacts under subsection (c) to the public, including public and private entities engaged in planning and preparedness, including—</text>
 <paragraph id="id62f42321-50aa-448c-83e4-7a58202e134f"><enum>(1)</enum><text>decisionmakers at the Federal, regional, State, tribal, and local levels of government;</text> </paragraph><paragraph id="idf220a47b-5570-4d8f-96f1-0e6b9705cd1d"><enum>(2)</enum><text>the private sector; and</text>
 </paragraph><paragraph id="idab69d6c9-fbb4-4c78-8898-9de5a0639324"><enum>(3)</enum><text>the public.</text> </paragraph></subsection><subsection id="id25f655d5-9783-4def-ba64-9053e43fcbc6"><enum>(e)</enum><header>Cooperation</header><text>The Under Secretary shall build upon existing forecasting and assessment programs and partnerships, including—</text>
 <paragraph id="idcd4fab36-15e6-4f32-b6d8-852aa6100fd0"><enum>(1)</enum><text>by designating research and monitoring activities related to seasonal forecasts as a priority in 1 or more Cooperative Institute solicitations;</text>
 </paragraph><paragraph id="id1b17b902-1b7a-46c2-8ba4-b35f9e312fd4"><enum>(2)</enum><text>by contributing to the interagency Earth System Prediction Capability; and</text> </paragraph><paragraph id="id5f87321a-8a8e-4548-b235-d1896b2370b9"><enum>(3)</enum><text>by consulting with the Secretary of Defense and the Secretary of Homeland Security to determine the highest priority seasonal forecast needs to enhance national security.</text>
						</paragraph></subsection><subsection id="ida759225d-e52c-4070-b354-5a4e98fd35c7"><enum>(f)</enum><header>Forecast communication coordinators</header>
 <paragraph id="id3778a39e-8bf2-4679-bcc2-20254fe8990f"><enum>(1)</enum><header>In general</header><text>The Under Secretary shall provide grants to States, including territories, for each State to have a forecast communication coordinator to receive and disseminate the forecasts and information under subsection (c). Applications for grants under this subsection shall be submitted in such form and manner, and contain such information, as the Under Secretary prescribes.</text>
 </paragraph><paragraph id="idf50937dc-0ea8-4daa-8fdc-da6ee6ccabef"><enum>(2)</enum><header>Requirements</header><text>For each State that requests assistance under this subsection, the Under Secretary shall—</text> <subparagraph id="id519815fd-6cd0-4c0d-a33a-386b26e71337"><enum>(A)</enum><text>provide funds to support an individual in that State to—</text>
 <clause id="idb22544a0-fb08-4d78-9f8c-0b0d2f2ab8be"><enum>(i)</enum><text>serve as a liaison among the National Oceanic and Atmospheric Administration, other Federal departments and agencies, the academic sector, the State, and relevant interests within that State; and</text>
 </clause><clause id="id0cfce10e-9831-44cb-b0fe-241ba9bd817b"><enum>(ii)</enum><text>receive the forecasts and information under subsection (c) and disseminate the forecasts and information throughout the State, including county and tribal governments;</text>
 </clause></subparagraph><subparagraph id="id7400d037-3434-45c1-afac-dee9e4ad6ce1"><enum>(B)</enum><text>provide 1 grant for the purpose described in paragraph (1); and</text> </subparagraph><subparagraph id="id141df3a0-73cc-4d30-adae-fb9d210916da"><enum>(C)</enum><text>require matching funds from the State, a university, a non-governmental organization, trade association, or the private sector.</text>
 </subparagraph></paragraph><paragraph id="idc55cf21f-3a03-4caa-a427-ca71cc11c2bc"><enum>(3)</enum><header>Limitation</header><text>Each grant under this subsection shall not exceed $100,000.</text> </paragraph></subsection><subsection id="idbb629c8d-dcbd-41f8-af13-01912eae0573"><enum>(g)</enum><header>Cooperation from other Federal agencies</header><text>Each Federal department and agency shall cooperate as appropriate with the Under Secretary in carrying out this section.</text>
					</subsection><subsection id="id7564f48f-db45-4528-a2d3-c69871a01b6d"><enum>(h)</enum><header>Reports</header>
 <paragraph id="idd6cdebf8-3ebe-440c-9daf-1aa81ef05b33"><enum>(1)</enum><header>In general</header><text>Not later than 18 months after the date of enactment of the <short-title>Seasonal Forecasting Improvement Act</short-title>, the Under Secretary shall transmit to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Science, Space, and Technology of the House of Representatives a report, including—</text>
 <subparagraph id="idc7591026-321f-4dee-a12d-433018c74aa7"><enum>(A)</enum><text>an analysis of the how information from the National Oceanic and Atmospheric Administration on seasonal forecasts, as provided under subsection (c), is utilized in public planning and preparedness;</text>
 </subparagraph><subparagraph id="id5db9f174-bd7f-4daf-b3a2-efc06b4d41a1"><enum>(B)</enum><text>specific plans and goals for the continued development of the seasonal forecasts and related products described in subsection (c); and</text>
 </subparagraph><subparagraph id="idd845c563-d2d9-4256-9c70-f55f25be226e"><enum>(C)</enum><text>an identification of research, monitoring, observing, and forecasting requirements to meet the goals described in subparagraph (B).</text>
 </subparagraph></paragraph><paragraph id="ida13c4224-21a2-4773-83ad-aaaaee77efdb"><enum>(2)</enum><header>Consultation</header><text>In developing the report under paragraph (1), the Under Secretary shall consult with relevant Federal, regional, State, tribal, and local government agencies, research institutions, and the private sector.</text>
 </paragraph></subsection><subsection id="id6eb8548b-a445-4e19-b28f-5c2f21d21d05"><enum>(i)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $26,500,000 for each of fiscal years 2015 through 2020.</text>
 </subsection><subsection id="id1b07ddff-3f17-46e9-95f5-fe2d8da60862"><enum>(j)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="id08467220-3970-43a1-bd00-b1756f0eecc8"><enum>(1)</enum><header>Seasonal</header><text>The term <term>seasonal</term> means the time range between 2 weeks and 2 years.</text>
 </paragraph><paragraph id="ida94a68c6-b0f7-4c20-8fad-8cd01c6ec4b5"><enum>(2)</enum><header>Under Secretary</header><text>The term <term>Under Secretary</term> means the Under Secretary of Commerce for Oceans and Atmosphere.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section><section changed="added" committee-id="SSCM00" id="id0a0c72d9-ec75-46b3-b11c-dfdaf017258c" reported-display-style="italic"><enum>3.</enum><header>United States Weather Research Program</header> <subsection id="id15111cf1-4af6-425b-b266-117af9b78b01"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 108 of the Oceanic and Atmospheric Administration Authorization Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/15/313">15 U.S.C. 313</external-xref> note) is amended—</text>
 <paragraph id="id959ff933-54e2-4748-ba3e-9e92673c1f24"><enum>(1)</enum><text>in subsection (a)—</text> <subparagraph id="idbc064086-311b-4a48-b224-a016aaf2dbf6"><enum>(A)</enum><text>in paragraph (3), by striking <quote>; and</quote> and inserting a semicolon;</text>
 </subparagraph><subparagraph id="id3ab78033-7d8c-4875-85b0-eb81beea22f4"><enum>(B)</enum><text>in paragraph (4), by striking the period at the end and inserting a semicolon; and</text> </subparagraph><subparagraph id="id99336cc8-70fb-4462-9cca-a10915bf5304"><enum>(C)</enum><text>by inserting after paragraph (4) the following:</text>

 <paragraph id="id3ff0f1f0-c2c4-4152-8f2f-5a0f1304f11a"><enum>(5)</enum><text>provide to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Science, Space, and Technology of the House of Representatives an annual report, including—</text>
 <subparagraph id="ide36a6588-d3da-46b1-b737-b5c707254ace"><enum>(A)</enum><text>a list of on-going research projects, including project goals and a point of contact for each project; and</text>
 </subparagraph><subparagraph id="id8870ac93-305d-454b-8a31-ad59f6d0c70f"><enum>(B)</enum><text>the 5 projects related to observations, weather, or seasonal-scale forecasts within the Office of Oceanic and Atmospheric Research that are closest to operationalization, including for each project—</text>
 <clause id="id7c6afcf7-fa5a-437c-8370-9845adf03218"><enum>(i)</enum><text>the potential benefit;</text> </clause><clause id="id86f62d36-9dcf-4b2b-b469-e712bed8ea51"><enum>(ii)</enum><text>any barrier to operationalization; and</text>
 </clause><clause id="id2f9655be-b642-4ae3-a997-1255d8acf085"><enum>(iii)</enum><text>the plan for operationalization, including which line office will financially support the project and how much the line office intends to spend;</text>
 </clause></subparagraph></paragraph><paragraph id="id4024f784-9b2c-448b-b5b3-5f722bd23f22"><enum>(6)</enum><text>establish teams with staff from the Office of Oceanic and Atmospheric Research and the National Weather Service to oversee the operationalization of research products developed by the Office of Oceanic and Atmospheric Research within the National Weather Service;</text>
 </paragraph><paragraph id="id856eeccd-8edc-4f3e-9b40-96f822dc25e0"><enum>(7)</enum><text>develop mechanisms for the Office of Oceanic and Atmospheric Research’s research priorities to be informed by both the relevant line offices within the National Oceanic and Atmospheric Administration, the relevant user community, and the weather enterprise, including by exchanging detailees between the Office of Oceanic and Atmospheric Research and the line offices;</text>
 </paragraph><paragraph id="idbf8afca7-cc21-4872-a818-04f90f53e209"><enum>(8)</enum><text>develop an internal mechanism to track the progress of each research project within the Office of Oceanic and Atmospheric Research and mechanisms to terminate a project that is not adequately progressing;</text>
 </paragraph><paragraph id="id71327cf4-6727-4431-914c-7baa4b2bcc5b"><enum>(9)</enum><text>for extramural research funded, the Office of Oceanic and Atmospheric Research shall develop and implement a system to track whether the grant’s goals were accomplished;</text>
 </paragraph><paragraph id="idb632bf42-f5db-4c0c-a2d2-f58b53eb0171"><enum>(10)</enum><text>provide facilities for products developed by the Office of Oceanic and Atmospheric Research to be tested in operational simulations, such as test beds; and</text>
 </paragraph><paragraph id="id55bf583d-7b8a-4643-8a81-c6a02b08fdd3"><enum>(11)</enum><text>encourage academic collaboration with the Office of Oceanic and Atmospheric Research and the National Weather Service by facilitating visiting scholars.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="id94de4c49-b32e-49c9-90a3-296e66bbee4a"><enum>(2)</enum><text>in subsection (b), in the matter preceding paragraph (1), by striking <quote>Not later than 90 days after the date of enactment of this Act, the</quote> and inserting <quote>The</quote>.</text> </paragraph></subsection><subsection id="id8ff1dfdb-0b33-4877-b74c-c1bb105cdc0d"><enum>(b)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the National Oceanic and Atmospheric Administration to carry out section 108 of the Oceanic and Atmospheric Administration Authorization Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/15/313">15 U.S.C. 313</external-xref> note), as amended by subsection (a) of this section, $10,000,000 for each of fiscal years 2015 through 2020.</text>
			</subsection></section><section changed="added" committee-id="SSCM00" id="id3fa2f404-b47f-4d41-862b-45220d08580c" reported-display-style="italic"><enum>4.</enum><header>National Oceanic and Atmospheric Administration satellite design and management</header>
			<subsection id="id3540b485-10e8-41ed-8ff1-8e088a9c5f01"><enum>(a)</enum><header>Short-Term management of environmental observations</header>
 <paragraph changed="added" committee-id="SSCM00" id="idf4a68dac-8625-4d0f-a395-4d3cf99391d8" reported-display-style="italic"><enum>(1)</enum><header>In general</header><text>The Administrator of the National Oceanic and Atmospheric Administration shall take immediate action to manage the expense of environmental observations—</text>
 <subparagraph id="id966879ec-cab4-4238-847e-886e5821142f"><enum>(A)</enum><text>by improving the procurement practices of the Administration with respect to polar and geostationary satellites; and</text>
 </subparagraph><subparagraph id="ide25f3356-4766-4f0d-9068-4f190c291155"><enum>(B)</enum><text>by assessing the operational viability of alternate observation platforms, such as microsatellite constellations and ocean observing systems.</text>
					</subparagraph></paragraph><paragraph changed="added" committee-id="SSCM00" id="id133d7172-4414-406a-bd76-5118616f89e3" reported-display-style="italic"><enum>(2)</enum><header>Procurement and acquisition of polar and geostationary satellites</header>
					<subparagraph id="idc2217e6a-5c0b-4e0e-89bf-e40f5c339c53"><enum>(A)</enum><header>Use of established competitive processes</header>
 <clause changed="added" id="idC869E64223E141B28EDC970E2635EB8F" reported-display-style="italic"><enum>(i)</enum><header>In general</header><text>Except as provided in clause (ii) and notwithstanding any other provision of law, the Administrator of the National Oceanic and Atmospheric Administration and the Administrator of the National Aeronautics and Space Administration may—</text>
 <subclause id="idD8B7858FEE1D4A9185E2896120925546"><enum>(I)</enum><text>acquire all the polar weather satellites for use by the National Oceanic and Atmospheric Administration in a program phase via a single procurement action; and</text>
 </subclause><subclause id="id6C7B0134A7F643BCAA9C0E066C69F4D7"><enum>(II)</enum><text>acquire all the geostationary weather satellites for use by the National Oceanic and Atmospheric Administration in a program phase via a single procurement action.</text>
 </subclause></clause><clause changed="added" committee-id="SSCM00" id="ida84b737b-4839-4108-8e79-d3a632469ccc" reported-display-style="italic"><enum>(ii)</enum><header>Applicability</header><text>Clause (i) shall apply to procurement and acquisition occurring in program phases beginning after the date of enactment of this Act.</text>
 </clause><clause changed="added" committee-id="SSCM00" id="id641d9821-fc8d-46f5-b584-072ad8429f8e" reported-display-style="italic"><enum>(iii)</enum><header>Definition of program phase</header><text>In this subparagraph, the term <term>program phase</term> means the planned acquisition of a series of satellites sharing a common architecture.</text> </clause></subparagraph><subparagraph id="idfc341e0a-1be2-41ae-a494-9396cd5528bb"><enum>(B)</enum><header>Assessment of procurement and acquisition opportunities</header> <clause id="idb87838ac-2312-4d9a-be96-911f002079dd"><enum>(i)</enum><header>In general</header><text>The Administrator of the National Oceanic and Atmospheric Administration shall ensure that in procuring or acquiring polar and geostationary weather satellites that the Administrator only procures or acquires such satellites in a manner that secures the best value for each polar and geostationary program of the Administration.</text>
 </clause><clause id="id7dcb8091-6c6c-4b35-bef0-bea56ea14430"><enum>(ii)</enum><header>Best value</header><text>In determining whether a procurement or acquisition secures the best value for a program, the Administrator shall consider—</text>
 <subclause id="id0035b5cf-d2e8-4fea-83bc-d6faaba29db2"><enum>(I)</enum><text>integration with current ground systems for receiving, processing, and disseminating data;</text> </subclause><subclause id="id9861b923-cb23-4485-b33d-d7d63122a3fe"><enum>(II)</enum><text>integration of spacecraft and sensing instruments;</text>
 </subclause><subclause id="id110dff59-f3c0-43b0-8981-1ba15647eb39"><enum>(III)</enum><text>capacity to respond to changes in requirements and credibility of risk management; and</text> </subclause><subclause id="id1fcf4325-b5db-47e8-ba55-6f72f024de47"><enum>(IV)</enum><text>continuity and consistency of capability.</text>
							</subclause></clause></subparagraph></paragraph><paragraph changed="added" committee-id="SSCM00" id="ide1b3080d-f525-4d0c-82e4-b4d5d31b9997" reported-display-style="italic"><enum>(3)</enum><header>Microsatellite constellations</header>
 <subparagraph id="id0dd2083e-d1d0-4dc0-a28b-b69c66bb17d3"><enum>(A)</enum><header>In general</header><text>The Administrator shall complete and operationalize the radio occultation program of record in effect on the day before the date of the enactment of this Act—</text>
 <clause id="ida0634225-dc5b-4709-8490-2720fc737b4d"><enum>(i)</enum><text>by deploying constellations of microsatellites in both the equatorial and polar orbits;</text> </clause><clause id="id468f8849-c79d-4643-80a3-be3a49c35cb6"><enum>(ii)</enum><text>by integrating the resulting data and research into all national operational weather forecast models; and</text>
 </clause><clause id="idccf1c1b2-4312-4f92-930c-86ed3809981c"><enum>(iii)</enum><text>by ensuring that the resulting data is free and open to all communities.</text> </clause></subparagraph><subparagraph id="id13dd9a29-7945-494f-b1dd-72c290b01218"><enum>(B)</enum><header>Annual reports</header><text>Not less frequently than once each year until the Administrator has completed and operationalized the program described in subparagraph (A) pursuant to such subparagraph, the Administrator shall submit to Congress a report on the status of the efforts of the Administrator to carry out such subparagraph.</text>
 </subparagraph></paragraph><paragraph changed="added" id="id6BF639D5190E455CADEB489EC73535FA" reported-display-style="italic"><enum>(4)</enum><header>Integration of ocean and coastal data from the integrated ocean observing system</header><text>In the National Weather Service Regions where the Administrator determines that ocean and coastal data would improve forecasts, the Administrator, in consultation with the National Weather Service and Office of Oceanic and Atmospheric Research, shall—</text>
 <subparagraph id="id4E3A9EC490DF4C83A5822D2B4DCBF7AA"><enum>(A)</enum><text>integrate additional coastal and ocean observations, and other data and research, from the Integrated Ocean Observing System of the Administration (referred to in this section as <quote>IOOS</quote>) into regional weather forecasts to improve weather forecasts and forecasting decision support systems; and</text>
 </subparagraph><subparagraph id="id13F7AC84B16040D982569942257B21F5"><enum>(B)</enum><text>support the development of real time data sharing products and forecast products in collaboration with the IOOS regional associations, including contributions from the private sector, academia, and research institutions to ensure timely and accurate use of ocean and coastal data in regional forecasts.</text>
 </subparagraph></paragraph><paragraph changed="added" id="id66140175E74041F0A9DF9DAD1C6B0B05" reported-display-style="italic"><enum><added-phrase reported-display-style="italic">(5)</added-phrase></enum><header>Existing monitoring and observation infrastructure</header><text>The Administrator shall identify degradation of existing monitoring and observation infrastructure that could lead to a reduction in forecast quality.</text>
 </paragraph><paragraph changed="added" committee-id="SSCM00" id="id98a68a47-6cbd-4f3e-a213-303a01b2ddc6" reported-display-style="italic"><enum><added-phrase reported-display-style="italic">(6)</added-phrase></enum><header>Specifications for new satellite systems determined by operational needs</header><text>In developing specifications for any satellite systems of the Administration to follow after the Joint Polar Satellite System, Geostationary Operational Environmental Satellites, and any other satellites of the Administration in effect on the day before the date of enactment of this Act, the Administrator shall ensure the specifications are determined to the extent practicable by the recommendations of the reports under subsection (b) of this section and section 6(d).</text>
				</paragraph></subsection><subsection id="id3e345cd3-b99e-47e6-b419-5de314088ab4"><enum>(b)</enum><header>Independent study on future of National Oceanic and Atmospheric Administration satellite systems</header>
				<paragraph id="id1ead9ac8-5dcc-4b08-8344-f9c69e91d479"><enum>(1)</enum><header>Agreement</header>
 <subparagraph id="id21fa5dfa-a397-4ed1-97be-3b942e71ea63"><enum>(A)</enum><header>In general</header><text>The Administrator shall enter into an agreement with the National Academy of Sciences to perform the services covered by this subsection.</text>
 </subparagraph><subparagraph id="idb6d637d2-8369-4644-abd1-f5243505d648"><enum>(B)</enum><header>Timing</header><text>The Administrator shall enter into the agreement described in subparagraph (A) before September 30, 2018.</text>
					</subparagraph></paragraph><paragraph id="id67bd487b-6a21-4446-afe2-978f1b69765e"><enum>(2)</enum><header>Study</header>
 <subparagraph id="id1eb4f5a2-f453-4d9e-8d34-9c29f8f5cfb7"><enum>(A)</enum><header>In general</header><text>Under an agreement between the Administrator and the National Academy of Sciences under this subsection, the National Academy of Sciences shall conduct a study on matters concerning the future of the satellite systems of the Administration.</text>
 </subparagraph><subparagraph id="id66f83581-8b7e-4292-97c1-2d587a931b46"><enum>(B)</enum><header>Elements</header><text>In conducting the study under subparagraph (A), the National Academy of Sciences shall—</text> <clause id="id01882ba7-3ee5-4d80-865d-1dddc3628d4b"><enum>(i)</enum><text>review the report of the Weather Commission described in section 6(d), and the 2017 update to the 2007 report by the National Research Council entitled <quote>Earth Science and Applications From Space</quote>;</text>
 </clause><clause id="ida797b1b5-1664-4b7d-bde8-91e7f9d4477b"><enum>(ii)</enum><text>develop recommendations on how to make the satellite portfolio of the Administration more robust and cost-effective;</text>
 </clause><clause id="ided0e418f-e4e8-4754-9db3-abcb81ee9fc0"><enum>(iii)</enum><text>assess the costs and benefits of moving toward a constellation of many small satellites, standardizing satellite bus design, relying more on the purchasing of data, or acquiring data from other sources or methods;</text>
 </clause><clause id="idddbf58e9-9f68-4410-a8c1-e3eaf9321319"><enum>(iv)</enum><text>identify the environmental observations that are essential to the performance of weather models, based on an assessment of Federal, academic, and private sector weather research, and the cost of obtaining the environmental data;</text>
 </clause><clause id="idefd784df-46fe-440c-bb84-c91ebd28ef18"><enum>(v)</enum><text>identify environmental observations that improve the quality of weather forecasts, but are not essential for the generation of weather models in effect on the day before the date of enactment of this Act; and</text>
 </clause><clause id="id4049781f-57e2-4168-8ee5-10283a7310f3"><enum>(vi)</enum><text>develop recommendations on a portfolio of environmental observations that balances essential and quality-improving data, private and nonprivate sources, and space- and Earth-based instruments.</text>
 </clause></subparagraph><subparagraph id="ide3ccd91d-3dc6-405d-b9f0-a6aac564d612"><enum>(C)</enum><header>Deadline and report</header><text>In carrying out the study under subparagraph (A), the National Academy of Sciences shall complete and transmit to the Administrator a report containing the findings of the National Academy of Sciences with respect to the study not later than 2 years after the date on which the Administrator enters into an agreement with the National Academy of Sciences under paragraph (1)(A).</text>
 </subparagraph><subparagraph id="id6dd58909-ecce-4eee-b5e5-a079bc7409eb"><enum>(D)</enum><header>Coordination of efforts</header><text>In order to avoid duplication, the National Academy of Sciences may coordinate its efforts to draft the report under subparagraph (C) with the preparation of the 2017 study entitled <quote>Earth Science and Applications from Space</quote>.</text>
					</subparagraph></paragraph><paragraph id="idde9150ae-7541-4a19-a5f1-e67cfa87b700"><enum>(3)</enum><header>Alternate contract organization</header>
 <subparagraph id="id8e856f61-9b86-445b-9e94-2e94912cafdb"><enum>(A)</enum><header>In general</header><text>If the Administrator is unable before the date prescribed in paragraph (1)(B) to enter into an agreement described in paragraph (1)(A) with the National Academy of Sciences on terms acceptable to the Administrator, the Administrator shall seek to enter into such an agreement with another appropriate organization that—</text>
 <clause id="id284e7b75-788b-4c23-aaf9-14be9e943baf"><enum>(i)</enum><text>is not part of the Government;</text> </clause><clause id="id2cae08be-4894-4e50-b4dc-173093c9c43b"><enum>(ii)</enum><text>operates as a not-for-profit entity; and</text>
 </clause><clause id="id051aaa43-7e77-4e5d-ad2e-4d7b3b889663"><enum>(iii)</enum><text>has expertise and objectivity comparable to that of the National Academy of Sciences.</text> </clause></subparagraph><subparagraph id="id5488751b-866f-4ba6-8eb5-871cc35cc075"><enum>(B)</enum><header>Treatment</header><text>If the Administrator enters into an agreement with another organization as described in subparagraph (A), any reference in this section to the National Academy of Sciences shall be treated as a reference to the other organization.</text>
 </subparagraph></paragraph><paragraph id="id263b5680-ee29-4e68-9646-df6fa42f49c2"><enum>(4)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the National Oceanic and Atmospheric Administration to carry out this subsection $1,000,000 for the period of fiscal years 2017 through 2019.</text>
 </paragraph></subsection></section><section changed="added" committee-id="SSCM00" id="idf694b8d8-1393-4afd-b1af-b491ae457c5e" reported-display-style="italic"><enum>5.</enum><header>Designation of Federal Coordinator for Meteorology</header><text display-inline="no-display-inline">The Director of the Office of Science and Technology Policy shall designate a Federal Coordinator for Meteorology.</text>
		</section><section changed="added" id="id2920f77bf8ed40ca97ac0139dda873d7" reported-display-style="italic"><enum>6.</enum><header>Establishment of the Weather Commission</header>
			<subsection id="iddb6a40216c2e449eaa0566ad61a69cc0"><enum>(a)</enum><header>Establishment</header>
 <paragraph id="id56cc505dfa5a44b4b086f3728f0b1979"><enum>(1)</enum><header>In general</header><text>The Administrator of the National Oceanic and Atmospheric Administration shall establish and support a commission—</text>
 <subparagraph id="id93b59c1c17204bfbbfe2a633a46b9e87"><enum>(A)</enum><text>to assess the weather forecasts and forecast products provided by the National Oceanic and Atmospheric Administration; and</text>
 </subparagraph><subparagraph id="idc6e80500d66847a5bfcdd9c25fbde329"><enum>(B)</enum><text>to provide advice to the Federal Government, including Congress, on matters relating to the highest priority weather forecast needs of the community of users of the forecasts and products described in subparagraph (A).</text>
 </subparagraph></paragraph><paragraph id="idC510FF09F3CC48D3829E11D5A786F387"><enum>(2)</enum><header>Designation</header><text>The commission established under paragraph (1) shall be known as the <quote>Weather Commission</quote>.</text> </paragraph><paragraph id="idfb137301c9c64279a82a62c4d31ab2ab"><enum>(3)</enum><header>Interaction with Federal agencies and departments</header> <subparagraph id="id899BA655BBEC48468B7D67CD12D7D525"><enum>(A)</enum><header>Securing information</header><text>In carrying out its functions under this section, the Weather Commission may secure directly from any Federal agency or department any information it considers necessary to carry out its functions under this Act.</text>
 </subparagraph><subparagraph id="id409DAAEF22C7484DB43B7C7E91964D82"><enum>(B)</enum><header>Cooperation</header><text>Each such agency or department is authorized to cooperate with the Weather Commission and, to the extent otherwise permitted by law, to furnish such information (other than information described in section 552(b)(1)(A) of title 5, United States Code) to the Weather Commission, upon the request of the Weather Commission.</text>
					</subparagraph></paragraph></subsection><subsection id="id02DBA1F5CE774601A9264D77279D3BAC"><enum>(b)</enum><header>Membership</header>
				<paragraph id="idf426ed247e6e4f8481c8798bff1855f2"><enum>(1)</enum><header>Composition</header>
 <subparagraph id="id9ea920c9b2a644b99fb8c7ed759ad2dd"><enum>(A)</enum><header>In general</header><text>The Weather Commission shall be composed of individuals appointed by the Administrator of the National Oceanic and Atmospheric Administration from among leading experts and innovators from each relevant stakeholder group described in clauses (i) through (vii) of subparagraph (B).</text>
 </subparagraph><subparagraph id="id4b897105ef714d1ebb11ef11ad56905d"><enum>(B)</enum><header>Number</header><text>The Weather Commission shall be composed of no fewer than 14 members, including—</text> <clause id="id88699779478e4fb18569c641a9e4a492"><enum>(i)</enum><text>2 representatives from State or local emergency management agencies;</text>
 </clause><clause id="idc9291bafcba7498c90a45f627e8b77dd"><enum>(ii)</enum><text>2 representatives from State agriculture agencies;</text> </clause><clause id="id9EE0CDA1AB29483089FB3052ED61576E"><enum>(iii)</enum><text>1 representative of Native Americans, including Indians, as the term is defined in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/450b">25 U.S.C. 450b</external-xref>) (including Alaska Natives within the meaning of that term), and Native Hawaiians (as defined in section 7207 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7517">20 U.S.C. 7517</external-xref>));</text>
 </clause><clause id="idff554875519945179a5dcf3e42b9da06"><enum>(iv)</enum><text>2 representatives from the private aerospace industry;</text> </clause><clause id="idadb809e748714570975bab4cebe35f5c"><enum>(v)</enum><text>2 representatives from the operational forecasting community;</text>
 </clause><clause id="id2f8591387a7e42038a68bfa40e77b9c7"><enum>(vi)</enum><text>2 representatives from the academic community; and</text> </clause><clause id="idd2ec8b0772e14959b8be346181d71e3d"><enum>(vii)</enum><text>1 representative from a professional society that focuses on meteorology.</text>
 </clause></subparagraph></paragraph><paragraph id="id5c06982b4bf0426d92d52659a690990b"><enum>(2)</enum><header>Chair</header><text>The Weather Commission shall select a chairperson from among its members.</text> </paragraph></subsection><subsection id="idE724771E07DA4692A9B207E14330C870"><enum>(c)</enum><header>Duties</header><text>The duties of the Weather Commission are as follows:</text>
 <paragraph id="idb758f993ccf64b19b8918a412d485d99"><enum>(1)</enum><text>To assess the weather forecasts and forecast products of the Administration as described in subsection (a)(1).</text>
 </paragraph><paragraph id="idf3a74bd009c84fcc9bc2650d801a8df5"><enum>(2)</enum><text>To provide advice to the Federal government, including Congress, as described in subsection (a)(1).</text> </paragraph><paragraph id="ida7e4cee29c9040c683ca0933327f72d8"><enum>(3)</enum><text>To obtain public comment on the weather forecasts and products of the Administration that the Administrator determines are the highest priority for users of such forecasts and products.</text>
				</paragraph></subsection><subsection id="idb14b883b59f94d4bb1b2315045ee28c5"><enum>(d)</enum><header>Report</header>
 <paragraph id="id94dfcba5f72b450e95c028e80212447d"><enum>(1)</enum><header>In general</header><text>Not later than 2 years after the date of the enactment of this Act, the Weather Commission shall submit to Congress and make available to the public on an Internet website a report on matters relating to the activities of the Weather Commission.</text>
 </paragraph><paragraph id="id8a4467d39401499fadf8a5983fc1b0b3"><enum>(2)</enum><header>Contents</header><text>The report submitted under paragraph (1) shall include the following:</text> <subparagraph id="ided9065bb215a44c198c2719cffc98f06"><enum>(A)</enum><text>The findings of the Weather Commission with respect to the assessment conducted under paragraph (1) of subsection (c).</text>
 </subparagraph><subparagraph id="id0962dd5f0bd34be489c0abff71dd2575"><enum>(B)</enum><text>The findings of the Weather Commission with respect to the public comments obtained under paragraph (3) of such subsection</text>
 </subparagraph><subparagraph id="iddaac8ed12e9243e18b18a54d978d5d47"><enum>(C)</enum><text>Such recommendations as the Weather Commission may have for legislative or administrative action.</text> </subparagraph></paragraph></subsection><subsection id="ide97fdde238394e71b565c3faf1790b77"><enum>(e)</enum><header>Exemption from FACA</header><text>The Weather Commission shall not be subject to the requirements of the Federal Advisory Committee Act (5 U.S.C. App.).</text>
 </subsection><subsection id="id6b6c63b02245499381ec76b2389fd124"><enum>(f)</enum><header>Termination</header><text>The Weather Commission shall terminate on the date that is 4 years after the date of enactment of this Act.</text>
 </subsection><subsection id="id9895a259bf534f9883bdc87f4b6a9553"><enum>(g)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Administrator to carry out this section $1,000,000 for the period of fiscal years 2015 through 2019.</text>
			</subsection></section><section changed="added" id="idB632936EE4C2437F823CA7A844ED3290" reported-display-style="italic"><enum>7.</enum><header>Weather impacts to communities and infrastructure</header>
 <subsection id="idfac70a51c2df44cd83bb73eecf7afcc7"><enum>(a)</enum><header>Review</header><text>The National Weather Service shall review existing research, products, and services that meet the specific needs of the urban environment, given its unique physical characteristics and forecasting challenges. The review should include research, products, and services with the potential to improve modeling and forecasting capabilities, by taking into account factors including varying building heights, impermeable surfaces, such as paved roads and parking lots, lack of tree canopy, traffic pollution, and inter-building wind effects.</text>
 </subsection><subsection id="ida29982273e304fceafd9dcd99fa94feb"><enum>(b)</enum><header>Report</header><text>Upon completion of the review under subsection (a), the Under Secretary of Commerce for Oceans and Atmosphere shall submit to Congress a report, based on the review, public comment, and recent publications by the National Academy of Sciences, with a plan for how any unmet research, modeling, and forecasting needs can be addressed and improved for high density populations center end users.</text>
			</subsection></section><section changed="added" id="id55AB1A2B2E67447EBB810CDB57C9BE90" reported-display-style="italic"><enum>8.</enum><header>Department of Defense weather forecasting activities</header>
 <text display-inline="no-display-inline">Not later than 60 days after the date of enactment of this Act, the Administrator of the National Oceanic and Atmospheric Administration shall submit to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives a report analyzing the impacts of the proposed Air Force divestiture in the United States Weather Research and Forecasting Model, including—</text>
 <subsection id="id1B11F4263E25495596018BFCC7E86F78"><enum>(a)</enum><text>the impact on—</text> <paragraph id="id5DF14288D50D48DCB90356E89062CC99"><enum>(1)</enum><text>the United States weather forecasting capabilities;</text>
 </paragraph><paragraph id="id857D837172384B0286B2456BA676E7CA"><enum>(2)</enum><text>the accuracy of civilian regional forecasts;</text> </paragraph><paragraph id="id759C80D7177A49939E3F714D06575C3F"><enum>(3)</enum><text>the civilian readiness for traditional weather and extreme weather events in the United States; and</text>
 </paragraph><paragraph id="id2878F1F79D454A958931DBDA884A7A1C"><enum>(4)</enum><text>the research necessary to develop the United States Weather Research and Forecasting Model; and</text>
 </paragraph></subsection><subsection id="id6B7B686532A14528A93CF3FABB6E54AB"><enum>(b)</enum><text>such other analysis relating to the divestiture as the Administrator considers appropriate.</text> </subsection></section><section changed="added" id="idC9B3A7A04B5940FB98DFFBEB707C9C3D" reported-display-style="italic"><enum>9.</enum><header>National Weather Service; operations and workforce analysis</header> <text display-inline="no-display-inline">The Administrator of the National Oceanic and Atmospheric Administration shall contract or continue to partner with an external organization to conduct a baseline analysis of the National Weather Service operations and workforce.</text>
		</section><section changed="added" id="id313EFA8B29904814BE3891620B39EDC4" reported-display-style="italic"><enum>10.</enum><header>Water resources</header>
			<subsection id="id4E217A06647A4A2BA89B9C72096C3ED1"><enum>(a)</enum><header>National Water Center</header>
 <paragraph id="id705900B86D164940B5D7FD69E0DA8F54"><enum>(1)</enum><header>Establishment</header><text>The Administrator of the National Oceanic and Atmospheric Administration shall maintain a National Water Center.</text>
 </paragraph><paragraph id="id9731DAC2B5314B6C990884E9A3D82E5B"><enum>(2)</enum><header>Functions</header><text>The National Water Center may—</text> <subparagraph id="id87E2FD73FB20436D8484886F24377DD1"><enum>(A)</enum><text>facilitate collaboration across Federal and State departments and agencies, academia, and the private sector to improve understanding of water resources;</text>
 </subparagraph><subparagraph id="idE9E4AF41A14347919B3EA798BFF64271"><enum>(B)</enum><text>make recommendations to water resource managers;</text> </subparagraph><subparagraph id="id9D316FFFBE284D7BAECA14102B3D2370"><enum>(C)</enum><text>make recommendations to improve water resource forecasts; and</text>
 </subparagraph><subparagraph id="id0C289B45A33A433A8456DFA6FD929E82"><enum>(D)</enum><text>facilitate the transition of water research into applications.</text> </subparagraph></paragraph></subsection><subsection id="idD3AE1CB41D9344B899709C5BCD7DF9B9"><enum>(b)</enum><header>Total water prediction</header><text>The Under Secretary of Commerce for Oceans and Atmosphere, through the National Water Center, shall—</text>
 <paragraph id="id3D8759623A00499B983E91434784C48D"><enum>(1)</enum><text>initiate research and development activities to develop operational water resource prediction products;</text>
 </paragraph><paragraph id="id1D62DC92C3584EF2A9D3318DB3EA5891"><enum>(2)</enum><text>collaborate with, and provide decision-support regarding total water prediction to, other relevant Federal and State agencies, including—</text>
 <subparagraph id="idE7CB967491B54936B2531A5D88E468C8"><enum>(A)</enum><text>Army Corps of Engineers;</text> </subparagraph><subparagraph id="idE0E85CDC9AB74261905B7027A3EA89B6"><enum>(B)</enum><text>United States Geological Survey;</text>
 </subparagraph><subparagraph id="id8EC33790E3C148D6A823D28DB40E92EF"><enum>(C)</enum><text>Federal Emergency Management Agency;</text> </subparagraph><subparagraph id="id981863AC77E341589981DF21395205B0"><enum>(D)</enum><text>National Science Foundation;</text>
 </subparagraph><subparagraph id="id0FE479DE69E74D5BA89F87CA327DF3C0"><enum>(E)</enum><text>Environmental Protection Agency;</text> </subparagraph><subparagraph id="idD1896FAE77824CCE8814978941D2F60C"><enum>(F)</enum><text>State water resource agencies; and</text>
 </subparagraph><subparagraph id="idF92751B2C933436C8E22579C4C05859F"><enum>(G)</enum><text>State emergency management agencies; and</text> </subparagraph></paragraph><paragraph id="idFE8F90405FC44ABDBED538D7DC56A0FD"><enum>(3)</enum><text>in carrying out the responsibilities described in paragraphs (1) and (2), develop capabilities necessary for total water predictive capacity, including observations, modeling, data management, supercomputing, social science, and communications.</text>
				</paragraph></subsection><subsection id="id44DA85CE0B174EC3AC04C336CF6B6109"><enum>(c)</enum><header>Report</header>
 <paragraph id="idA9AC679A8FB341D9BFAB13A04FA0441C"><enum>(1)</enum><header>In general</header><text>Not later than 3 years after the date of enactment of this Act, the National Water Center shall submit to the Assistant Secretary of the Army for Civil Works a report on total water predictive capabilities and products.</text>
 </paragraph><paragraph id="id524F663F453C47E8B608ED213545E101"><enum>(2)</enum><header>Contents</header><text>The report may include recommendations to improve engineering, design, operations, and management of civil works projects, including the Central and Southern Florida Project and any project in the Apalachicola-Chattahoochee-Flint River System, to optimize water management, including the implications of total water predictive products for—</text>
 <subparagraph id="id4E99B842A6B0459DA9DF64378F656630"><enum>(A)</enum><text>environmental protection and restoration, including restoration of water quality, water flows, fish and other aquatic species;</text>
 </subparagraph><subparagraph id="idF3A9EA47A0DB43DAA7ED8910D4C70C1F"><enum>(B)</enum><text>reduced flood risk; and</text> </subparagraph><subparagraph id="id89D525A61AEC48A9905B09CE3FFA3553"><enum>(C)</enum><text>improved recreation.</text>
					</subparagraph></paragraph></subsection></section><section changed="added" id="id72E330D8130F4C6FBB80644400E6AE2A" reported-display-style="italic" section-type="subsequent-section"><enum>11.</enum><header>Hurricane forecast improvement project</header>
 <subsection id="idc2b7ef5f2ac6451fab1081ed9a812004"><enum>(a)</enum><header>In general</header><text>The Administrator of the National Oceanic and Atmospheric Administration, in collaboration with the American weather industry and such academic entities as the Administrator considers appropriate, shall maintain a project to improve hurricane forecasting.</text>
 </subsection><subsection id="idd54d3fd8701644658c8fe5dc39a208a2"><enum>(b)</enum><header>Goal</header><text>The goal of the project maintained under subsection (a) shall be to develop and extend accurate hurricane forecasts and warnings in order to reduce loss of life, injury, and damage to the economy, with a focus on—</text>
 <paragraph id="id16420e97417a451087faa8752c649914"><enum>(1)</enum><text>improving the prediction of rapid intensification and track of hurricanes;</text> </paragraph><paragraph id="id2d7c1e61f8e448b1b66fb597662c4b42"><enum>(2)</enum><text>improving the forecast and communication of storm surges from hurricanes; and</text>
 </paragraph><paragraph id="idcc473987649848fcab46178779f3cafb"><enum>(3)</enum><text>incorporating risk communication research to create more effective watch and warning products.</text> </paragraph></subsection><subsection id="ide559930d8e4a4c1bb6bad3d044c2a36d"><enum>(c)</enum><header>Project plan</header><text>Not later than 1 year after the date of enactment of this Act, the Administrator, acting through the Director of the National Weather Service and in consultation with the Assistant Administrator for Oceanic and Atmospheric Research and the Assistant Administrator for the National Ocean Service, shall develop a plan for the project maintained under subsection (a) that details the specific research, development, and technology transfer activities, as well as corresponding resources and timelines, necessary to achieve the goal set forth in subsection (b).</text></subsection></section></legis-body><endorsement><action-date>May 9, 2016</action-date><action-desc>Reported with an amendment</action-desc></endorsement></bill>
