			 authorization of the Bulletproof Vest Partnership Grant Program through
			 fiscal year 2020, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short
 title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Bulletproof Vest Partnership Grant Program Reauthorization Act of 2015</short-title></quote>.</text></section><section id="id93cf6cabc2a84909827856264a5d174e"><enum>2.</enum><header>Extension of
			 authorization of appropriations for Bulletproof Vest Partnership Grant
 Program</header><text display-inline="no-display-inline">Section 1001(a)(23) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3793">42 U.S.C. 3793(a)(23)</external-xref>) is amended to read as follows:</text><quoted-block display-inline="no-display-inline" id="id7A8ACF01020E4EAC92EA23A34F0B98BB" style="OLC"><paragraph id="idAD8F86220E8E4A13BD5A1BDE4CE7A122" indent="up1"><enum>(23)</enum><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out part Y, $30,000,000 for each of fiscal years 2016 through 2020.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="id69b7288120554624ba4b048d3fae90e0"><enum>3.</enum><header>Expiration of appropriated funds</header><text display-inline="no-display-inline">Section 2501 of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796ll">42 U.S.C. 3796ll</external-xref>) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="idf78c78629631469887311bb7b71416a7" style="OLC"><subsection id="id45e05563fddf43aba6f8572024ba1e51"><enum>(h)</enum><header>Expiration of appropriated funds</header><paragraph id="idb6594012bec34ee0b5e4c8a910d3cafa"><enum>(1)</enum><header>Definition</header><text>In this subsection, the term <term>appropriated funds</term> means any amounts that are appropriated for any of fiscal years 2016 through 2020 to carry out this part.</text></paragraph><paragraph id="id6e8f16ff66cb4eeda7892fffa416279a"><enum>(2)</enum><header>Expiration</header><text>All appropriated funds that are not obligated on or before December 31, 2022 shall be transferred to the General Fund of the Treasury not later than January 31, 2023.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="idd2b1f8377c20454eb1baea96ce7ba9e6"><enum>4.</enum><header>Sense of
 Congress on 2-year limitation on funds</header><text display-inline="no-display-inline">It is the sense of Congress that amounts made available to carry out part Y of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796ll">42 U.S.C. 3796ll et seq.</external-xref>) should be made available through the end of the first fiscal year following the fiscal year for which the amounts are appropriated and should not be made available until expended.</text></section><section id="ide900ed1ff1f44ef4bea1042ded2bb5a2"><enum>5.</enum><header>Matching funds
 limitation</header><text display-inline="no-display-inline">Section 2501(f) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796ll">42 U.S.C. 3796ll(f)</external-xref>) is amended—</text><paragraph id="id4cd867f81be74297ad3a2704390db897"><enum>(1)</enum><text>by redesignating paragraph (3) as paragraph (4); and</text></paragraph><paragraph id="ida4ef8f79fbff46639f3c3499d296bb78"><enum>(2)</enum><text>by inserting after paragraph (2) the following:</text><quoted-block display-inline="no-display-inline" id="id9182537185FD42FBA6862BAB35842B74" style="OLC"><paragraph id="idc4af705d2fad4e00929978d56b8883e7"><enum>(3)</enum><header>Limitation on matching funds</header><text>A State, unit of local government, or Indian tribe may not use funding received under any other Federal grant program to pay or defer the cost, in whole or in part, of the matching requirement under paragraph (1).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="iddd8f3cddbd7e4ad18306575a8f50ad63"><enum>6.</enum><header>Application of
			 Bulletproof Vest Partnership Grant Program requirements to any armor vest
			 or
 body armor purchased with Federal grant funds</header><text display-inline="no-display-inline">Section 521 of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3766a">42 U.S.C. 3766a</external-xref>) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id0DE8A2D20B92419890D48DFDEC2F23C1" style="OLC"><subsection id="id25732E8F83764753AFC63DEF6B3A2169"><enum>(c)</enum><paragraph commented="no" display-inline="yes-display-inline" id="id950F18AAD8B343D488B0D080A3B09CE5"><enum>(1)</enum><text display-inline="yes-display-inline">Notwithstanding any other provision of law, a grantee that uses funds made available under this part to purchase an armor vest or body armor shall—</text><subparagraph id="id07B9DD3273A740A29E325251E56B92FB" indent="up1"><enum>(A)</enum><text display-inline="yes-display-inline">comply with any requirements established for the use of grants made under part Y;</text></subparagraph><subparagraph id="id9123A52D033842B69DE821019DF3A6AF" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">have a written policy requiring uniformed patrol officers to wear an armor vest or body armor; and</text></subparagraph><subparagraph id="id4769B9B6515447E693490D16815E5D83" indent="up1"><enum>(C)</enum><text display-inline="yes-display-inline">use the funds to purchase armor vests or body armor that meet any performance standards established by the Director of the Bureau of Justice Assistance.</text></subparagraph></paragraph><paragraph id="idE547BF9D5D7E4410BACB7A9491C3481C" indent="up1"><enum>(2)</enum><text>In this subsection, the terms <term>armor vest</term> and <term>body armor</term> have the meanings given such terms in section 2503.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="id77d9043362d14d53ad614bdb8cad85e8"><enum>7.</enum><header>Uniquely fitted
 armor vests</header><text display-inline="no-display-inline">Section 2501(c) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796ll">42 U.S.C. 3796ll(c)</external-xref>) is amended—</text><paragraph id="id9fd8a37f8b68493192bda2bbf88e1ff3"><enum>(1)</enum><text>in paragraph (2), by striking <quote>and</quote> at the end;</text></paragraph><paragraph id="idb5335aec558c42d3bbc931ffb72314ab"><enum>(2)</enum><text>in paragraph (3), by striking <quote>; or</quote> and inserting <quote>; and</quote>;</text></paragraph><paragraph id="idcf23d7c33b944b039fe9823644ad3745"><enum>(3)</enum><text>by redesignating paragraph (4) as paragraph (5); and</text></paragraph><paragraph id="id0dd8cdcb3fcc4ef093bc512bc33ecdd4"><enum>(4)</enum><text>by inserting after paragraph (3) the following:</text><quoted-block display-inline="no-display-inline" id="id68B6F89FCAAA42F0A95E24C085F72BDC" style="OLC"><paragraph id="id39689a6aeed147ab8436c14d8be0cec4"><enum>(4)</enum><text>provides armor vests to law enforcement officers that are uniquely fitted for such officers, including vests uniquely fitted to individual female law enforcement officers; or</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
