<official-title>To improve the implementation of the settlement agreement reached between the Pueblo de Cochiti of New Mexico and the Corps of Engineers, and for other purposes.</official-title>

<section id="H541BA46BFE014ABEAA3DB59550832E95" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Pueblo de Cochiti Self-Governance Act</short-title></quote>.</text></section> <section id="H41E36974E87F484EA07E0FF9F523D43B"><enum>2.</enum><header>Amendments</header> <subsection id="H550D7E537C644334B02D4ECF3F694CE0"><enum>(a)</enum><header>General authorization</header><text>Section 1 of <external-xref legal-doc="public-law" parsable-cite="pl/102/358">Public Law 102–358</external-xref> (106 Stat. 960; 118 Stat. 543) is amended—</text> 
<paragraph id="H6E35181E022B4DC5A5590140020CD06A"><enum>(1)</enum><text>by striking paragraph (2);</text></paragraph> <paragraph id="HFB365AC867B84643AD4F9EA1D85F8B9C"><enum>(2)</enum><text>in paragraph (1), by striking <quote>; and</quote> at the end and inserting a period;</text></paragraph> 
<paragraph id="H5EC05F087D6549AFBE9AE75F2B7148F3"><enum>(3)</enum><text>in the matter preceding paragraph (1)—</text> <subparagraph id="HCD7632C2FC8541A39B0EADD76934F33A"><enum>(A)</enum><text>by striking <quote>The Secretary</quote> and inserting the following:</text>

<subsection id="H920842D644CC4CBB91806421AA7A03B2"><enum>(a)</enum><header>In general</header><text>The Secretary</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph> <subparagraph id="H1D81334293924622851B0CA221FF77AA"><enum>(B)</enum><text>by striking <quote>implement—</quote> and all that follows through <quote>the settlement</quote> in paragraph (1) and inserting <quote>implement the settlement</quote>; and</text></subparagraph></paragraph> 
<paragraph id="HC62A7953C8C94D63B2BC2CF7FE1E9B43"><enum>(4)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="HF932D0EB2A0441A6A0F6587A27457F00" style="OLC"> <subsection id="H4BA2A33E42964A298C68433BA28DFDE9"><enum>(b)</enum><header>Ratification</header><text>Congress ratifies and approves the modifications regarding the use of the settlement funds and transfer of responsibility for the drainage system, as described in the agreement known as <quote>Amendment to the Settlement Agreement for Implementation of Cochiti Wetfields Solution</quote>, executed on—</text> 
<paragraph commented="no" display-inline="no-display-inline" id="H75C683E410ED4836B3F78D1DB103E3C7"><enum>(1)</enum><text display-inline="yes-display-inline">October 15, 2015, by the Department of the Interior;</text></paragraph> <paragraph id="HF24FA63B3A11464A9BF107DA5D04A49B"><enum>(2)</enum><text>October 21, 2015, by the Corps of Engineers; and</text></paragraph> 
<paragraph id="H6C595DD6F82249B18C893745ED4C12DD"><enum>(3)</enum><text>October 27, 2015, by the Pueblo de Cochiti of New Mexico.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="H7DA33F91FFC74B13B28E48D2177AE607"><enum>(b)</enum><header>Duties of the Secretary</header><text>Section 2 of <external-xref legal-doc="public-law" parsable-cite="pl/102/358">Public Law 102–358</external-xref> (106 Stat. 960) is amended to read as follows:</text>

<section id="H5EC31B90ED5B4A3AB0C269FD90CE7AED"><enum>2.</enum><header>Duties of the Secretary of the Interior</header> 
<subsection id="H3608FCAA97544E7C9C8045B7A73487C8"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">In accordance with the settlement agreement and pursuant to the government-to-government relationship between the United States and the Pueblo de Cochiti of New Mexico and the modifications to the settlement agreement under section 1(b), the Pueblo de Cochiti of New Mexico, as an exercise of self-determination, assumes any and all legal and financial responsibility for the operation, maintenance, repair, and replacement of the drainage system.</text></subsection> <subsection id="H6D7EA0EE9B4847498F3F0CB76E2A84B7"><enum>(b)</enum><header>No responsibility for drainage system</header><text display-inline="yes-display-inline">The United States shall have no further legal or financial responsibility for the operation, maintenance, repair, or replacement of the drainage system.</text></subsection> 
<subsection id="H91108B63CCE24538AC525E43FB706060"><enum>(c)</enum><header>Release from liability</header><text display-inline="yes-display-inline">Effective beginning on the date on which the Pueblo de Cochiti of New Mexico assumes all legal and financial responsibility for the operation, maintenance, repair, and replacement of the drainage system under subsection (a), the Pueblo de Cochiti of New Mexico, on behalf of the Pueblo de Cochiti of New Mexico and the members of the Pueblo de Cochiti of New Mexico, waives and releases the United States from all past, present, and future liability for any claim relating to the operation, maintenance, repair, or replacement of the drainage system.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section> </legis-body> </bill>
