<section id="H359549D7422443509EAEDCA97814E3D7"><enum>101.</enum><header>Countering violent extremism training</header> 
<subsection id="HEB8BF05DD36E427091250977B2AD2BBB"><enum>(a)</enum><header>Authorization of training</header><text>The Secretary of Homeland Security is authorized to provide training for personnel, including Department of Homeland Security personnel, State, local, tribal, and territorial representatives at State and major urban area fusion centers for the purpose of administering community awareness briefings and related activities in furtherance of the Department’s efforts to counter violent extremism, identify and report suspicious activities, and increase awareness of and more quickly identify terrorism threats, including the travel or attempted travel of individuals from the United States to support a foreign terrorist organization (as such term is described in section 219 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189</external-xref>)) abroad.</text> </subsection> <subsection id="H414A6595800543D6B169D416F23D88AC"><enum>(b)</enum><header>Coordination</header><text>To the extent practicable, in providing the training under subsection (a), the Secretary shall coordinate with the heads of other Federal agencies engaged in community outreach related to countering violent extremism and shall also coordinate with such agencies in the administration of related activities, including community awareness briefings.</text> </subsection></section> 
<section id="HFFB401FDE12C41E09E5FBB1F58E31A84"><enum>102.</enum><header>Countering violent extremism assessment</header> 
<subsection id="H35D9FD756B6C461595D81C538179AC42"><enum>(a)</enum><header>Assessment required</header><text>Not later than 120 days after the date of the enactment of this Act, the Secretary of Homeland Security, in consultation with appropriate State, local, tribal, and territorial representatives, shall assess the efforts of the Department of Homeland Security to support countering violent extremism at the State, local, tribal, and territorial levels. Such assessment shall include each of the following:</text> <paragraph id="H17AA1524B2CD4365988074056729A620"><enum>(1)</enum><text>A cataloging of departmental efforts to assist State, local, tribal, and territorial governments in countering violent extremism.</text> </paragraph> 
<paragraph id="H9E0BAAACB07E4D5ABC0C3F9ABB2CB69C"><enum>(2)</enum><text>A review of cooperative agreements between the Department and such governments relating to countering violent extremism.</text> </paragraph> <paragraph id="H2E025D07CC2047FC8F0D098C6F34F57A"><enum>(3)</enum><text>An evaluation of departmental plans and any potential opportunities to better support such governments that are in furtherance of the Department’s countering violent extremism objectives and are consistent with all relevant constitutional, legal, and privacy protections.</text> </paragraph></subsection> 
<subsection id="H88E8C1C629A846F9ADBCCB9D327D1DBD"><enum>(b)</enum><header>Submission to Congress</header><text display-inline="yes-display-inline">Not later than 150 days after the date of the enactment of this Act and consistent with the protection of classified information, the Secretary of Homeland Security shall submit to the appropriate congressional committees the findings of the assessment required under subsection (a) together with any related information regarding best practices for countering violent extremism at the State, local, tribal, and territorial levels.</text> </subsection></section> <section id="H38E5326083224202903029D98C252652"><enum>103.</enum><header>Department-sponsored clearances</header><text display-inline="no-display-inline">Not later than 30 days after the date of the enactment of this Act, the Secretary of Homeland Security shall notify the appropriate congressional committees of the number of employees of State, local, tribal, and territorial governments with security clearances sponsored by the Department of Homeland Security. Such notification shall include a detailed list of the agencies that employ such employees, the level of clearance held by such employees, and whether such employees are assigned as representatives to State and major urban area fusion centers.</text> </section> 
<section commented="no" id="H7B631C46CF074C0EAAD895E9067CAEA4"><enum>104.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text> <paragraph commented="no" id="HB1325C05BF4546F1AD0B2FB0A1F367F3"><enum>(1)</enum><text>The term <quote>appropriate congressional committees</quote> means—</text> 
<subparagraph commented="no" id="H827ACE42FCE84690A39562DE7E1E6D4A"><enum>(A)</enum><text display-inline="yes-display-inline">the Committee on Homeland Security and the Permanent Select Committee on Intelligence of the House of Representatives; and</text> </subparagraph> <subparagraph commented="no" id="H1D9EAF2EC0EC4C27A2FE58893060B4CE"><enum>(B)</enum><text>the Committee on Homeland Security and Governmental Affairs and the Select Committee on Intelligence of the Senate.</text> </subparagraph></paragraph> 
<paragraph commented="no" id="HA5C54CA929C4411E889257DD0D5DAAC1"><enum>(2)</enum><text display-inline="yes-display-inline">The term <quote>violent extremism</quote> means ideologically motivated international terrorism or domestic terrorism, as such terms are defined in section 2331 of title 18, United States Code.</text> </paragraph></section></title> <title id="HDEBE095B14524046B400634AEACCFC52"><enum>II</enum><header>Countermessaging Terrorist Organizations</header> <section id="HC8D54874242341C6847FD75A45C98569"><enum>201.</enum><header>Directive</header> <subsection id="H3DD9AFF5E8BF46FAB86491CE72143F5A"><enum>(a)</enum><header>In general</header><text>The Secretary of Homeland Security shall incorporate, to the extent practicable, into Department of Homeland Security efforts to combat terrorist recruitment and communications the public testimonials of former violent extremists or their associates, including friends and family. Such efforts may include the following:</text> 
<paragraph id="HAA61645E6B6B4AFFB80BF1CD755F303B"><enum>(1)</enum><text>Countermessaging of foreign terrorist organization communications and narratives.</text> </paragraph> <paragraph id="HA239678FE41B4FA4AEBCB89C6C2EC280"><enum>(2)</enum><text>Related community engagement and public education efforts.</text> </paragraph></subsection> 
<subsection id="H1B76B7A9F407465F957B390BC39C7B07"><enum>(b)</enum><header>Coordination</header><text>The Secretary of Homeland Security shall, where appropriate, coordinate the efforts described in subsection (a) with the heads of other Federal departments and agencies, as appropriate, and, to the extent practicable, engage nongovernmental and international partners in the identification and use of testimonials described in such subsection.</text> </subsection> <subsection id="HD1111444C8484863B47486E630D36628"><enum>(c)</enum><header>Rule of construction</header><text>Nothing in this section may be construed to require the Secretary of Homeland Security to collect testimonials directly from former violent extremists or their associates, including friends and family.</text> </subsection></section></title> 
<title id="H3B49E7D8C9E0422EA7C33388C98C08A5"><enum>III</enum><header>Counterterrorism Advisory Board</header> 
<section id="HEE1FD2475BD34ADFAD19A71810FACADE"><enum>301.</enum><header>Department of Homeland Security Counterterrorism Advisory Board</header> 
<subsection id="H28BE0F6D2702475AB7AABFDB1B179FC0"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">At the end of subtitle A of title II of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/121">6 U.S.C. 121 et seq.</external-xref>) insert the following new section:</text> <quoted-block display-inline="no-display-inline" id="H056A270E72AB4AEE89611AABF5EEFCA4" style="OLC"> <section id="H5CC560AA667C4E6AAB9D9786B1E5B889"><enum>210G.</enum><header>Departmental coordination on counterterrorism</header> <subsection id="H2ADCE57F21884728AC296F9375BDCE82"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is in the Department a board to be composed of senior representatives of departmental operational components and headquarters elements. The purpose of the board shall be to coordinate and integrate departmental intelligence, activities, and policy related to the counterterrorism mission and functions of the Department.</text> </subsection> 
<subsection id="H819CF95302F04BA0920836D12A8EB13B"><enum>(b)</enum><header>Charter</header><text>There shall be a charter to govern the structure and mission of the board. Such charter shall direct the board to focus on the current threat environment and the importance of aligning departmental counterterrorism activities under the Secretary’s guidance. The charter shall be reviewed and updated every 4 years, as appropriate.</text> </subsection> <subsection id="H004A31A7457C4EB2B679F8D1DE573C5B"><enum>(c)</enum><header>Members</header> <paragraph id="H8600D41676584A82B3878FAC812C464A"><enum>(1)</enum><header>Chair</header><text>The Secretary shall appoint a Coordinator for Counterterrorism within the Department who will serve as the chair of the board.</text> </paragraph> 
<paragraph id="H8D462A7CDB7B4A57A974079C42575350"><enum>(2)</enum><header>Additional members</header><text>The Secretary shall appoint additional members of the board from among the following:</text> <subparagraph id="H18017D6686894B33B1C503580DFE7F09"><enum>(A)</enum><text>The Transportation Security Administration.</text> </subparagraph> 
<subparagraph id="H56F991C5AF394D0EACBD79B5BD2E21B9"><enum>(B)</enum><text>United States Customs and Border Protection.</text> </subparagraph> <subparagraph id="H2E3A36625AA3479A82BDFE54D32251D1"><enum>(C)</enum><text>United States Immigration and Customs Enforcement.</text> </subparagraph> 
<subparagraph id="HA717E53BB86A407DAAD6209C243D703C"><enum>(D)</enum><text>The Federal Emergency Management Agency.</text> </subparagraph> <subparagraph id="HB6BBDF172A7B44F19715F98858266E31"><enum>(E)</enum><text>The Coast Guard.</text> </subparagraph>

<subparagraph id="H071ADCFEDF9F42B7B925495D379EF561"><enum>(N)</enum><text>Other Departmental offices and programs as determined appropriate by the Secretary.</text> </subparagraph></paragraph></subsection> <subsection id="HE512A8EBEF0E44DA8775C28F67BD572E"><enum>(d)</enum><header>Meetings</header><text>The board shall meet on a regular basis to discuss intelligence and coordinate ongoing threat mitigation efforts and departmental activities, including coordination with other Federal, State, local, tribal, territorial, and private sector partners, and shall make recommendations to the Secretary.</text> </subsection> 
<subsection id="H3AC3650E71604B27AFEEBE0391B845C5"><enum>(e)</enum><header>Terrorism alerts</header><text>The board shall advise the Secretary on the issuance of terrorism alerts pursuant to section 203 of this Act.</text> </subsection> <subsection id="HE1454FA97CB24D42A74B8B9C74196352"><enum>(f)</enum><header>Prohibition on additional funds</header><text display-inline="yes-display-inline">No additional funds are authorized to carry out this section.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </subsection> 
<subsection id="HD2653F0F1BB64CEEBE90DDBAC3821E72"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of contents in section 1(b) of such Act is amended by inserting after the item relating to section 210F the following new item:</text> <quoted-block display-inline="no-display-inline" id="HD8A857488AAC47F89A589BCBF3EA0642" style="OLC"> <toc regeneration="no-regeneration"> <toc-entry level="section">Sec. 210G. Departmental coordination on counterterrorism.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block> </subsection> <subsection id="H6A5B7C3801F44729898C35A06559FCA0"><enum>(c)</enum><header>Report</header><text>Not later than 90 days after the date of the enactment of this Act, the Secretary, acting through the Coordinator for Counterterrorism, shall submit to the Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate a report on the status and activities of the board established under section 210G of the Homeland Security Act of 2002, as added by subsection (a).</text> </subsection></section></title>
