		<official-title>To amend the National Voter Registration Act of 1993 to prohibit States from disqualifying
			 individuals convicted of criminal offenses, other than individuals
			 convicted of murder, manslaughter, or sex crimes, from registering to vote
			 or voting in elections for Federal office.</official-title>

 <section id="HBE592DB541A1433998B2A727B6AF2331" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No One Can Take Away Your Right to Vote Act of 2016</short-title></quote>.</text> </section><section id="H2231CF10A5AC4E2E9BD83FE60CFC02CE"><enum>2.</enum><header>Prohibiting disqualification of individuals convicted of certain criminal offenses from registering to vote or voting in Federal elections</header> <subsection id="HB61B3BD121394E1CAE6B2A185F6BEE43"><enum>(a)</enum><header>Prohibiting States from disqualifying individuals from registering To vote or voting</header><text display-inline="yes-display-inline">Section 8 of the National Voter Registration Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/52/20507">52 U.S.C. 20507</external-xref>) is amended—</text>
 <paragraph id="H46C6E608F4934BDF8D1200B99F238734"><enum>(1)</enum><text>by redesignating subsection (j) as subsection (k); and</text> </paragraph><paragraph id="H1B0440DE22794AC286FA37BB8DEE7805"><enum>(2)</enum><text>by inserting after subsection (i) the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="H13A1D74D429443D49EE9CEA970C467CD" style="OLC">
						<subsection id="H4008C80EE330422CBCCCC8B0622662BB"><enum>(j)</enum><header>Prohibiting disqualification of individuals convicted of certain criminal offenses from registering
			 To vote or voting in elections for Federal office</header>
 <paragraph id="H2FD70375064A4763914ECEB07C1E613F"><enum>(1)</enum><header>Prohibition</header><text display-inline="yes-display-inline">Except as provided in paragraph (2), a State may not disqualify an individual who is not incarcerated from registering to vote or voting in an election for Federal office held in the State on the grounds that the individual is convicted of a criminal offense, or is on probation or parole related to such an offense.</text>
 </paragraph><paragraph id="HBD63045DD8174EBCBACC5F45A01B6299"><enum>(2)</enum><header>Exception for certain offenses</header><text>Paragraph (1) does not apply to the criminal offenses of murder or manslaughter, or to any sex crime, as such offenses and crimes are defined under the laws of the State involved.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HE522CE093A324A47B5DF55CF684BB120"><enum>(b)</enum><header>Conforming amendment relating to procedures for removal of individuals from official list of
 eligible voters</header><text>Section 8(a)(3)(B) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/52/20507">52 U.S.C. 20507(a)(3)(B)</external-xref>) is amended by striking <quote>by reason of criminal conviction</quote> and inserting <quote>by reason of conviction of a criminal offense or crime described in subsection (j)(2)</quote>.</text> </subsection></section><section id="H31E589649F924777839DC6931A9494E8"><enum>3.</enum><header>Effective date</header><text display-inline="no-display-inline">The amendments made by this Act shall take effect on the date of the enactment of this Act.</text>
