<official-title>To prohibit certain Federal agencies from using or purchasing certain firearms, and for other purposes.</official-title>

<section id="H7D698824DE294EDAB235B3B35233D6BA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Regulatory Agency Demilitarization Act</short-title></quote>.</text></section> <section id="HA652C2755B1F4DA5B332A0681A573735"><enum>2.</enum><header>Prohibition on purchase and use by a Federal agency of firearms</header> <subsection id="HB7CFC265CF894C13A1959AF49E2264D5"><enum>(a)</enum><header>Prohibition</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this Act, a Federal agency may not purchase or use a firearm.</text></subsection> 
<subsection id="H4A8294CAD440479F923ACAC491D6C498"><enum>(b)</enum><header>GAO report</header><text display-inline="yes-display-inline">Not later than 18 months after the date of the enactment of this Act the Comptroller General shall submit to Congress a report that includes the following:</text> <paragraph id="H01F5E7FC55F843509E51E30A9FF8D57A"><enum>(1)</enum><text display-inline="yes-display-inline">Each Federal agency, including the office of Inspector General for the Federal agency, that has specialized units that receive special tactical or military-style training or use hard-plated body armor, shields, or helmets and that respond to high-risk situations that fall outside the capabilities of regular law enforcement officers, including any special weapons and tactics (SWAT) team, tactical response teams, special events teams, special response teams, or active shooter teams.</text></paragraph> 
<paragraph commented="no" id="H32F939879F714C95B18392C61272BBE4"><enum>(2)</enum><text>A description of each such unit.</text></paragraph> <paragraph id="H00E48FEC7ED64046A5292DCD1DD8A59D"><enum>(3)</enum><text>A description of the training and weapons of each such unit.</text></paragraph> 
<paragraph id="H9389C63031F0422A853004E9ABE1232A"><enum>(4)</enum><text>The criteria for activating each such unit and how often each such unit was activated for each year of the previous ten years.</text></paragraph> <paragraph id="H19FB7C2C10544C289FF545B6D9864653"><enum>(5)</enum><text>The annual cost of equipping and operating each such unit.</text></paragraph> 
<paragraph id="H6EBC42976A2245A59A50C077AAF1DBE8"><enum>(6)</enum><text>Any other information that is relevant to understanding the usefulness and justification for the units.</text></paragraph></subsection> <subsection id="H87FC7DDEA7124986A8D73BC041491B98"><enum>(c)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph commented="no" id="HBD17F14241AE46918FFCC153CEF1A888"><enum>(1)</enum><header>Federal agency</header><text>The term <term>Federal agency</term> has the meaning given that term in section 102 of title 40, United States Code, but does not include—</text> <subparagraph commented="no" id="H2C432A50ADCC445DA1CE2BA3B4746CC0"><enum>(A)</enum><text>the Department of Defense;</text></subparagraph> 
<subparagraph commented="no" id="H23E25B42957B402083B657DD2AA7A0CD"><enum>(B)</enum><text>the Department of Justice;</text></subparagraph> <subparagraph commented="no" id="H37C551EE29E0409AA1350A00F7983CD3"><enum>(C)</enum><text>the Department of Homeland Security;</text></subparagraph> 
<subparagraph id="HE322465E9EFA461F963D1EAFD9212C6F"><enum>(D)</enum><text>the Nuclear Regulatory Commission;</text></subparagraph> <subparagraph id="H48D96AA7550C45A1AE376C3F1DA5E53D"><enum>(E)</enum><text>the United States Capitol Police;</text></subparagraph> 
<subparagraph id="H1783547F73D24915AF7F58BDBB00BEF1"><enum>(F)</enum><text display-inline="yes-display-inline">the Bureau of Diplomatic Security;</text></subparagraph> <subparagraph id="H14FE83DAB5C249DDA1A1A2BE33DC0548"><enum>(G)</enum><text>the Central Intelligence Agency; and</text></subparagraph> 
<subparagraph commented="no" id="H2F418B66328B48D09D2D3025A4C4D92B"><enum>(H)</enum><text>the military departments (as defined in section 102 of title 5, United States Code).</text></subparagraph></paragraph> <paragraph id="HACEC5549371843388CA28C8DFB2EB10B"><enum>(2)</enum><header>Firearm</header><text display-inline="yes-display-inline">The term <term>firearm</term> has the meaning given that term in <external-xref legal-doc="usc" parsable-cite="usc/26/5845">section 5845(a)</external-xref> of the Internal Revenue Code of 1986, but does not include a silencer (as defined in section 921 of title 18, United States Code).</text></paragraph></subsection></section> 
<section id="H8C19BDE4785847C48795944EBBF951BF"><enum>3.</enum><header>Removal of law enforcement powers of inspector general agents</header> 
<subsection id="H295280C0EF0048F3B0D7D40DF1DBA1DA"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 6 of the Inspector General Act of 1978 (5 U.S.C. App.) is amended—</text> <paragraph commented="no" id="HA75EF795D4CA4F6DB1D7CCFF5C3F31E8"><enum>(1)</enum><text>by striking subsection (e); and</text></paragraph> 
<paragraph id="H4D614985141243CD9BC34E690D22B546"><enum>(2)</enum><text>by redesignating subsection (f) as subsection (e).</text></paragraph></subsection> <subsection commented="no" id="H658C880DCA4F477F86819FAEE25E9F88"><enum>(b)</enum><header>Effective date</header><text>Subsection (a) shall take effect on the date of the enactment of this Act.</text></subsection></section>
