 <section id="H80F6A974243B4156BF277140D183CE94" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Diversity in Science Technology and Nurturing Capable Educators Act</short-title></quote> or the <quote><short-title>DISTANCE Act</short-title></quote>.</text> </section><section display-inline="no-display-inline" id="H918DCAD5FF98406ABFB5388C07693C3B"><enum>2.</enum><header>Teacher recruiting</header> <subsection id="H883ECA187AAA4B4484937D4BDB51CB56"><enum>(a)</enum><header>Purpose</header><text display-inline="yes-display-inline">It is the purpose of this section to encourage individuals educated in science, technology, engineering, and mathematics to enter and continue in the teaching profession, with the goal of attracting 10,000 of America’s brightest students to the teaching profession over the next 5 years.</text>
 </subsection><subsection id="H9E022F911DE64E4D848494C20D14007D"><enum>(b)</enum><header>Scholarships</header><text>Title II of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1021">20 U.S.C. 1021 et seq.</external-xref>) is amended—</text> <paragraph id="H7D99EA37843D465D995FFB97A8B4D0E0"><enum>(1)</enum><text>by redesignating part C as part E;</text>
 </paragraph><paragraph id="H4E6D5F74990C4B98B4249C5881512580"><enum>(2)</enum><text>by redesignating section 261 as section 281; and</text> </paragraph><paragraph id="HBD82A2087945410A85C71190B24FE8CB"><enum>(3)</enum><text>by inserting after part B the following new part:</text>

						<part id="HC2AD19E4AD29413E931E08D64DE65AB7"><enum>C</enum><header>STEM Teacher Scholarships</header>
 <section id="H4DFFB903713340AF87C0036913203A18"><enum>261.</enum><header>Program established</header><text display-inline="no-display-inline">The Secretary shall award scholarships, on a competitive basis and in accordance with this part, to students who are enrolled in studies leading to bachelor’s degrees, with concurrent certification as kindergarten, elementary, and secondary school teachers, in science, technology, engineering, and mathematics, and who have agreed to perform qualified service.</text>
							</section><section id="H999AFAFE1A414E0C98063A26A4C6911C"><enum>262.</enum><header>Selection of recipients</header>
 <subsection id="H9283378BAF5E479F816CD02CB249FD2D"><enum>(a)</enum><header>Selection criteria</header><text>The Secretary shall develop selection criteria that the Secretary will use to award scholarships, and to renew those awards, based on established measurements of merit available to secondary students who wish to pursue degrees in science, technology, engineering, and mathematics.</text>
 </subsection><subsection id="H28B4D53CCC90472DABFCCB6BC1213CE8"><enum>(b)</enum><header>Applications</header><text>Any student desiring to receive a scholarship under this part shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require.</text>
 </subsection><subsection id="H133F1C982AF54E4E85F4E542DF59EB04"><enum>(c)</enum><header>Duration of Scholarships; Renewal</header><text>Scholarships shall be awarded for only one academic year of study at a time, and shall be renewable on an annual basis for the established length of the recipient’s academic program, not to exceed 6 academic years. The Secretary shall condition the renewal of scholarships on measures of academic progress and achievement.</text>
								</subsection></section><section id="H5733CEBFD31249479473C2E8D5815431"><enum>263.</enum><header>Qualified service requirement</header>
 <subsection id="H44D2641A0EF44274B25A66AD926E5F89"><enum>(a)</enum><header>Qualified service agreement</header><text>Any student who receives a scholarship under this part shall enter into an agreement with the Secretary to complete no less than 5 academic years of qualified service during a 7-year period, to begin no later than 12 months following the completion of a bachelor’s degree in science, technology, engineering, or mathematics.</text>
 </subsection><subsection commented="no" id="H5BBB027208D44DDAA28A8E9140C9A2E1"><enum>(b)</enum><header>Requirement enforced</header><text display-inline="yes-display-inline">The Secretary shall establish such requirements as the Secretary finds necessary to ensure that recipients of scholarships under this subsection who complete bachelor’s degrees in science, technology, engineering, and mathematics, with teacher certification, subsequently perform 5 academic years of qualified service during a 7-year period, or repay the portion of the scholarship received for which the recipient did not perform the required qualified service, as determined by the Secretary. The Secretary shall use any such repayments to carry out additional activities under this part.</text>
 </subsection><subsection id="H001B7F8A603542FCBAA72B3A79BE3983"><enum>(c)</enum><header>Definition</header><text display-inline="yes-display-inline">For the purpose of this section, the term <term>qualified service</term> means full-time employment at a public or private kindergarten, elementary school, or secondary school as a teacher of a course in a science, technology, engineering, or mathematics field.</text>
								</subsection></section><section id="HA970B486EA9049C089D88225521FE1CB"><enum>264.</enum><header>Awards</header>
 <subsection id="H7F20E7B3F179418FA93133018AF0B7B4"><enum>(a)</enum><header>Scholarship award</header><text display-inline="yes-display-inline">The Secretary shall provide each recipient with a scholarship in the amount of up to $20,000 to pay for the cost of attendance of the student for each academic year the student is eligible to receive the scholarship. The Secretary shall transfer such funds to the institution of higher education at which the recipient is enrolled.</text>
								</subsection><subsection id="H34C3FDCFFBE64D628B469BA8B74D3571"><enum>(b)</enum><header>Bonus award</header>
 <paragraph id="HE6F764747BCF454892E8528345BC45D1"><enum>(1)</enum><header>Option for bonus award</header><text>Any student who receives a scholarship under this part may elect to enter into a bonus agreement with the Secretary, in accordance with this subsection, for any academic year during which the student receives a scholarship under this part.</text>
 </paragraph><paragraph id="H83D6E36137D74734905443A53105D35C"><enum>(2)</enum><header>Bonus agreement</header><text>A bonus agreement under <internal-xref idref="HE6F764747BCF454892E8528345BC45D1" legis-path="234.(b)(1)">paragraph (1)</internal-xref> shall provide that—</text> <subparagraph id="H65FC27EA511645F1AB7724EC6C8F3A5C"><enum>(A)</enum><text>the student shall perform one academic year of the qualified service agreed to under section 263(a) in a high-need local educational agency, as defined in section 200; and</text>
 </subparagraph><subparagraph id="H8E8D418BD0314733B0F75AEC527031D7"><enum>(B)</enum><text>the Secretary shall provide $10,000, in addition to the amount the student receives under <internal-xref idref="H7F20E7B3F179418FA93133018AF0B7B4" legis-path="234.(a)">subsection (a)</internal-xref>, for each academic year in which the student enters into such bonus agreement.</text> </subparagraph></paragraph><paragraph commented="no" id="H8F7CBE7CD33D4F4A8883FACD1C5CA9D2"><enum>(3)</enum><header>Service requirement enforced</header><text>The Secretary shall establish such requirements as the Secretary finds necessary to ensure that recipients of bonuses under this subsection fulfill the qualified service requirement in a high-need local educational agency, as defined in section 200, for a period of time equivalent to the period for which the recipient receives the bonus, or repays the portion of the bonus received for which the recipient did not perform the required qualified service in a high-need local educational agency, as determined by the Secretary. The Secretary shall use any such repayments to carry out additional activities under this subsection.</text>
 </paragraph></subsection><subsection id="H4F97370216F545828BCCBF03B32318A5"><enum>(c)</enum><header>Maximum award</header><text>The maximum award any student may receive under this section for an academic year shall be the student’s cost of attendance minus any grant aid such student receives from sources other than this section.</text>
 </subsection></section><section id="HE60AAED2A31845A1A452701CF66D8FB3"><enum>265.</enum><header>Regulations</header><text display-inline="no-display-inline">The Secretary is authorized to issue such regulations as may be necessary to carry out the provisions of this part.</text></section></part><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="HF249D4919BFA429AA241E22C701ACFB8"><enum>(c)</enum><header>Institutional grants for Integrated Degree Programs</header><text display-inline="yes-display-inline">Title II of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1021">20 U.S.C. 1021 et seq.</external-xref>) is further amended by inserting after part C, as added by <internal-xref idref="H9E022F911DE64E4D848494C20D14007D" legis-path="1.(b)">subsection (b)</internal-xref> of this section, the following new part:</text>
				<quoted-block display-inline="no-display-inline" id="H3EC40BF3636C485F8F79B3CBD1C0E7CB" style="OLC">
					<part id="H044B42EEB763438F9F814431901E37AE"><enum>D</enum><header>Integrated Degree Programs</header>
						<section id="HB91D6F7869A843508EE7C39DC5D64B12"><enum>271.</enum><header>Program authorized</header>
 <subsection id="H7C737A69F878488F940A153324229FFE"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary is authorized to award grants to institutions of higher education, on a competitive basis, in order to pay for the Federal share of the cost of projects to establish, strengthen, and operate 4-year undergraduate degree programs through which students may concurrently—</text>
 <paragraph id="HAAD5617D1C344E9586E9BA5D2DE8E87E"><enum>(1)</enum><text>earn a bachelor’s degree in science, technology, engineering, or mathematics; and</text> </paragraph><paragraph id="HD4FCE816457F4E1AB7540919536817F6"><enum>(2)</enum><text>be certified to teach kindergarten, elementary, or secondary school.</text>
 </paragraph></subsection><subsection id="HB87BA6CD621C4144A25EAA151D22B2EB"><enum>(b)</enum><header>Grant amount; Award period</header><text display-inline="yes-display-inline">The Secretary may award grants to no more than 50 institutions of higher education each fiscal year, and a grant to an institution for a fiscal year shall not exceed $1,000,000. Grants shall be awarded for only one fiscal year at a time, and shall be renewable on an annual basis for up to 5 years.</text>
							</subsection></section><section id="H2729B56AC4724D0DA16CA6619C94E9A1"><enum>272.</enum><header>Selection of grant recipients</header>
 <subsection id="HAC5623C0165E4786939407A02B98F25A"><enum>(a)</enum><header>Criteria</header><text display-inline="yes-display-inline">The Secretary shall set criteria to evaluate the applications for grants under this part and the projects proposed to establish, strengthen, and operate 4-year integrated undergraduate degree programs.</text>
 </subsection><subsection id="HD77D31391132476F9426F1279C504CA6"><enum>(b)</enum><header>Equitable distribution of grants</header><text>To the extent practicable and consistent with the criteria under <internal-xref idref="HAC5623C0165E4786939407A02B98F25A" legis-path="242.(a)">subsection (a)</internal-xref>, the Secretary shall make grants under this part in such manner as to achieve an equitable distribution of the grant funds throughout the United States, considering geographic distribution, rural and urban areas, and range and type of institutions.</text>
 </subsection></section><section id="HD625E16886ED40D8B51DDBF2766EEECC"><enum>273.</enum><header>Application requirements</header><text display-inline="no-display-inline">In order to receive a grant under this part, an institution of higher education shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require. Such application shall include the following:</text>
 <paragraph id="H161A71DE45FF4C1584B2DAD927833FB5"><enum>(1)</enum><text>A description of the proposed project.</text> </paragraph><paragraph id="H8EC79EE5D5444FDB992A947F591EED22"><enum>(2)</enum><text>A demonstration of—</text>
 <subparagraph id="HB4415B61F49048D69CDBBBDABF7E38A7"><enum>(A)</enum><text>the commitment, including the financial commitment, of the institution for the proposed project; and</text>
 </subparagraph><subparagraph id="H6C6B3B4F3B3844A99835603F5E9E1976"><enum>(B)</enum><text>the active support of the leadership of the institution for the proposed project.</text> </subparagraph></paragraph><paragraph id="H0CD998D7D8184A6990DD512AA9FFD4E0"><enum>(3)</enum><text display-inline="yes-display-inline">A description of how the proposed project will be continued after Federal funds are no longer awarded under this part for the project.</text>
 </paragraph><paragraph id="H2388D6D9C8F44B359D171966AAED6927"><enum>(4)</enum><text>A plan for the evaluation of the project, which shall include benchmarks to monitor progress toward specific project objectives.</text>
 </paragraph></section><section id="HB6E7211C0D6F4FA6857B8142D3658F22"><enum>274.</enum><header>Matching requirement</header><text display-inline="no-display-inline">Each institution of higher education receiving a grant under this part shall provide, from non-Federal sources, an amount equal to the amount of the grant (in cash or in-kind) to carry out the project supported by the grant.</text>
 </section><section id="HA304E53F304D49B1999A6268C51B622C"><enum>275.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated to carry out this part $50,000,000 for each of the fiscal years 2016 through 2021.</text></section></part><after-quoted-block>.</after-quoted-block></quoted-block>
