<section id="H4EA4F8768C8E4CDC83F56A81758DF7F7"><enum>2.</enum><header>Statement of policy</header><text display-inline="no-display-inline">It shall be the policy of the United States to—</text> <paragraph id="HFFED8FA67CCB4E70AD7BA0F4229A56D2"><enum>(1)</enum><text>prevent Hizballah’s global logistics and financial network from operating in order to curtail funding of its domestic and international activities; and</text></paragraph>
<paragraph id="HCCBEEC0865F44CF2B0874EFE192018B4"><enum>(2)</enum><text display-inline="yes-display-inline">utilize all available diplomatic, legislative, and executive avenues to combat the global criminal activities of Hizballah as a means to block that organization’s ability to fund its global terrorist activities.</text></paragraph></section> <title id="HCB40CAB581B747F080C790B4DE2A8A6A"><enum>I</enum><header>Prevention of access by Hizballah to international financial and other institutions</header> <section commented="no" id="HA5FC8ED8421C45FB8FD42E1D2713B951"><enum>101.</enum><header>Report on imposition of sanctions on certain satellite providers that carry al-Manar TV</header> <subsection commented="no" id="H5F194E4B27064F38BD6BE8DB4408425B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the President shall submit to the appropriate congressional committees and leadership a report on the following:</text>
<paragraph commented="no" id="H1DEE0298B2504DCFA0BF959E994F380B"><enum>(1)</enum><text>The activities of all satellite, broadcast, Internet, or other providers that have knowingly entered into a contractual relationship with al-Manar TV, and any affiliates or successors thereof.</text></paragraph> <paragraph commented="no" id="H0B5168D622104D839CDC0132D7B40A49"><enum>(2)</enum><text>With respect to all providers described in paragraph (1)—</text>
<subparagraph commented="no" id="HDEA4B97F060E47E0A8AEA2B945D018A4"><enum>(A)</enum><text display-inline="yes-display-inline">an identification of those providers that have been sanctioned pursuant to Executive Order 13224 (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701</external-xref> note; relating to blocking property and prohibiting transactions with persons who commit, threaten to commit, or support terrorism); and</text></subparagraph> <subparagraph commented="no" id="H707780574FEF4920B0677823F2CB0F87"><enum>(B)</enum><text>an identification of those providers that have not been sanctioned pursuant to Executive Order 13224 and, with respect to each such provider, any information indicating that the provider has knowingly entered into a contractual relationship with al-Manar TV, and any affiliates or successors of al-Manar TV.</text></subparagraph></paragraph></subsection>
<subsection id="H1AF49F1A7F33498C9669AE4BD020C9FF"><enum>(b)</enum><header>Form of report</header><text>The report required by subsection (a) shall be submitted in unclassified form to the greatest extent possible, but may include a classified annex.</text></subsection> <subsection id="H3E7EE2366BF94B5DB3A0CB119A8F5EE2"><enum>(c)</enum><header>Appropriate congressional committees and leadership defined</header><text display-inline="yes-display-inline">In this section, the term <term>appropriate congressional committees and leadership</term> means—</text>
<paragraph id="H75FC21153B094E2C956F81500E5F0C85"><enum>(1)</enum><text>the Speaker, the minority leader, the Committee on Foreign Affairs, the Committee on Financial Services, and the Permanent Select Committee on Intelligence of the House of Representatives; and</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HD769BFC23BED422CA5A9BD5E2D412F50"><enum>(2)</enum><text>the majority leader, the minority leader, the Committee on Foreign Relations, the Committee on Banking, Housing, and Urban Affairs, and the Select Committee on Intelligence of the Senate.</text></paragraph></subsection></section>
<section id="H59426C61B8634A739885E33A44167527"><enum>102.</enum><header>Sanctions with respect to financial institutions that engage in certain transactions</header>
<subsection id="H97B817C55F464F398A588E8932C21408"><enum>(a)</enum><header>Prohibitions and conditions with respect to certain accounts held by foreign financial institutions</header>
<paragraph id="H886C4DF83FCE4C1EB1DC476B0368CD42"><enum>(1)</enum><header>In general</header><text>Not later than 120 days after the date of the enactment of this Act, the President shall prescribe regulations to prohibit, or impose strict conditions on, the opening or maintaining in the United States of a correspondent account or a payable-through account by a foreign financial institution that the President determines, on or after such date of enactment, engages in an activity described in paragraph (2).</text></paragraph> <paragraph id="H4009BBF221BF4406B4C177BE4EB39D27"><enum>(2)</enum><header>Activities described</header><text>A foreign financial institution engages in an activity described in this paragraph if the foreign financial institution—</text>
<subparagraph id="H4F35E8E699F649A3BDC88F4AB7905FFE"><enum>(A)</enum><text>knowingly facilitates a significant transaction or transactions for Hizballah;</text></subparagraph> <subparagraph id="HA8AAF42740754031BA209DFE29975902"><enum>(B)</enum><text display-inline="yes-display-inline">knowingly facilitates a significant transaction or transactions of a person identified on the list of specially designated nationals and blocked persons maintained by the Office of Foreign Assets Control of the Department of the Treasury and the property and interests in property of which are blocked pursuant to the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701 et seq.</external-xref>) for acting on behalf of or at the direction of, or being owned or controlled by, Hizballah;</text></subparagraph>
<subparagraph id="H182AE48FE4C14D9B89040B6540100783"><enum>(C)</enum><text display-inline="yes-display-inline">knowingly engages in money laundering to carry out an activity described in subparagraph (A) or (B); or</text></subparagraph> <subparagraph id="HEA98D9D1333148CABB7CD005581E79A9"><enum>(D)</enum><text display-inline="yes-display-inline">knowingly facilitates a significant transaction or transactions or provides significant financial services to carry out an activity described in subparagraph (A), (B), or (C).</text></subparagraph></paragraph>
<paragraph id="H41F3E90CE96F478DA7DB3F5F3457C8A6"><enum>(3)</enum><header>Penalties</header><text>The penalties provided for in subsections (b) and (c) of section 206 of the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1705">50 U.S.C. 1705</external-xref>) shall apply to a person that violates, attempts to violate, conspires to violate, or causes a violation of regulations prescribed under this subsection to the same extent that such penalties apply to a person that commits an unlawful act described in subsection (a) of such section 206.</text></paragraph> <paragraph id="HAAB34CCDFF2D424FA9CFBE730CCDCCDC"><enum>(4)</enum><header>Procedures for judicial review of classified information</header> <subparagraph id="H7DB60955EDD0430CB1BFC8AA2BE4BA15"><enum>(A)</enum><header>In general</header><text>If a finding under this subsection, or a prohibition, condition, or penalty imposed as a result of any such finding, is based on classified information (as defined in section 1(a) of the Classified Information Procedures Act (18 U.S.C. App.)) and a court reviews the finding or the imposition of the prohibition, condition, or penalty, the President may submit such information to the court ex parte and in camera.</text></subparagraph>
<subparagraph id="H6EF80367FE7A428AA96F921AFBEC70CC"><enum>(B)</enum><header>Rule of construction</header><text>Nothing in this paragraph shall be construed to confer or imply any right to judicial review of any finding under this subsection or any prohibition, condition, or penalty imposed as a result of any such finding.</text></subparagraph></paragraph></subsection> <subsection id="HE680055A94EA47818F47C7B435993023"><enum>(b)</enum><header>Waiver</header> <paragraph id="HF8B0E304D11444DD9C4F51FD40D3768A"><enum>(1)</enum><header>In general</header><text>The President may waive, on a case-by-case basis, the application of a prohibition or condition imposed with respect to a foreign financial institution pursuant to subsection (a) for a period of not more than 180 days, and may renew the waiver for additional periods of not more than 180 days, on and after the date on which the President—</text>
<subparagraph id="HADCA2223B4E1466E9990C91C45012A7D"><enum>(A)</enum><text>determines that such a waiver is in the national security interests of the United States; and</text></subparagraph> <subparagraph id="H1968A24EAA164E50830AEBA30FD3ABDE"><enum>(B)</enum><text>submits to the appropriate congressional committees a report describing the reasons for such determination.</text></subparagraph></paragraph>
<paragraph id="H59190F4C10584A9E937D0145FE039B6E"><enum>(2)</enum><header>Form</header><text display-inline="yes-display-inline">The report required by paragraph (1)(B) shall be submitted in unclassified form, but may contain a classified annex.</text></paragraph></subsection> <subsection commented="no" id="HBED3A8E979424BFFA805633E2FE97778"><enum>(c)</enum><header>Special rule To allow for termination of sanctionable activity</header><text display-inline="yes-display-inline">The President shall not be required to apply sanctions to a foreign financial institution described in subsection (a) if the President certifies in writing to the appropriate congressional committees that—</text>
<paragraph id="H0393FD531DDB44FDBD6A1FA565604AFE"><enum>(1)</enum><text>the foreign financial institution—</text> <subparagraph id="H491DC53211F649C3997D27B744CDB3CC"><enum>(A)</enum><text>is no longer engaging in the activity described in subsection (a)(2); or</text></subparagraph>
<subparagraph id="HEECD16545E9F411D82E22AD02F46CC62"><enum>(B)</enum><text>has taken and is continuing to take significant verifiable steps toward terminating the activity described in that subsection; and</text></subparagraph></paragraph> <paragraph id="HE2C5B5746E984B8D8A49459A18774D12"><enum>(2)</enum><text>the President has received reliable assurances from the government with primary jurisdiction over the foreign financial institution that the foreign financial institution will not engage in any activity described in subsection (a)(2) in the future.</text></paragraph></subsection>
<subsection id="HE5AD799564EC42D4809112B501E7F703"><enum>(d)</enum><header>Report on foreign central banks</header>
<paragraph id="H49B2F54698744896A4D6F05192DE1800"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, and every 180 days thereafter, the Secretary of the Treasury shall submit to the appropriate congressional committees a report that—</text> <subparagraph id="H92BE68BE1D024230B76E97AFEB6174A7"><enum>(A)</enum><text>identifies each foreign central bank that the Secretary determines engages in one or more activities described in subsection (a)(2)(D); and</text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="H7C13B95D10F3490FA9A8E4A749B02BBA"><enum>(B)</enum><text>provides a detailed description of each such activity.</text></subparagraph></paragraph> <paragraph id="H76ACBEF4ACA74105B790209B70E4BB66"><enum>(2)</enum><header>Form of report</header><text>Each report required by paragraph (1) shall be submitted in unclassified form, but may include a classified annex.</text></paragraph></subsection>
<subsection id="HAFA0CB04147E4F20B80249C1B3322674"><enum>(e)</enum><header>Implementation</header><text>The President may exercise all authorities provided under sections 203 and 205 of the International Emergency Economic Powers Act (50 U.S.C. 1702 and 1704) to carry out this section.</text></subsection> <subsection id="HF19DC80544FA46E6B88CF05B8688ABD1"><enum>(f)</enum><header>Definitions</header> <paragraph display-inline="no-display-inline" id="HE5C35B5F5C8A4E9DBC86C30A8AEEA9C7"><enum>(1)</enum><header>In general</header><text>In this section:</text>
<subparagraph id="H605B46A163364A27ABB1AE19BDB8E0C6"><enum>(A)</enum><header>Account; correspondent account; payable-through account</header><text>The terms <term>account</term>, <term>correspondent account</term>, and <term>payable-through account</term> have the meanings given those terms in section 5318A of title 31, United States Code.</text></subparagraph> <subparagraph id="HD9EEB13AB62D4DDC824BD5D828223870"><enum>(B)</enum><header>Appropriate congressional committees</header><text display-inline="yes-display-inline">The term <term>appropriate congressional committees</term> means—</text>
<clause id="H0E027E8EBB904D6589BB03808706DE33"><enum>(i)</enum><text>the Committee on Foreign Affairs and the Committee on Financial Services of the House of Representatives; and</text></clause> <clause id="H24C7CB4B22E442ACBC3E6A830A0FA1F4"><enum>(ii)</enum><text>the Committee on Foreign Relations and the Committee on Banking, Housing, and Urban Affairs of the Senate.</text></clause></subparagraph>
<subparagraph id="HB805222A46A8441B8A43D2EE65EB434B"><enum>(C)</enum><header>Financial institution</header><text>The term <term>financial institution</term> means a financial institution specified in subparagraph (A), (B), (C), (D), (E), (F), (G), (H), (I), (J), (K), (M), (N), (P), (R), (T), (Y), or (Z) of section 5312(a)(2) of title 31, United States Code.</text></subparagraph> <subparagraph id="HA019140309E84CD6874328CBA218BAC9"><enum>(D)</enum><header>Foreign financial institution</header><text display-inline="yes-display-inline">The term <term>foreign financial institution</term> has the meaning given that term in section 1010.605 of title 31, Code of Federal Regulations.</text></subparagraph>
<subparagraph commented="no" id="HC08A0E67CCDE4A7093897CC3B4A976AF"><enum>(E)</enum><header>Hizballah</header><text>The term <term>Hizballah</term> means—</text> <clause commented="no" id="H5F617B178DBC481CBEADF4B07BD357EC"><enum>(i)</enum><text>the entity known as Hizballah and designated by the Secretary of State as a foreign terrorist organization pursuant to section 219 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189</external-xref>); or</text></clause>
<clause commented="no" id="H7841626F11154094907FFDC02A0589B0"><enum>(ii)</enum><text>any person—</text> <subclause commented="no" id="H560DDB69813046B2AD999B0856DB8894"><enum>(I)</enum><text>the property or interests in property of which are blocked pursuant to the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701 et seq.</external-xref>); and</text></subclause>
<subclause commented="no" id="HBFC866860D3B4B1EB8451F2EEC465003"><enum>(II)</enum><text>who is identified on the list of specially designated nationals and blocked persons maintained by the Office of Foreign Assets Control of the Department of the Treasury as an agent, instrumentality, or affiliate of Hizballah.</text></subclause></clause></subparagraph> <subparagraph commented="no" id="H919944EA0FDC45728AB04A90AC6FE2DF"><enum>(F)</enum><header>Money laundering</header><text>The term <term>money laundering</term> includes the movement of illicit cash or cash equivalent proceeds into, out of, or through a country, or into, out of, or through a financial institution.</text></subparagraph></paragraph>
<paragraph id="H9DABC1B24AF040019F58F8430CAA1E73"><enum>(2)</enum><header>Other definitions</header><text>The President may further define the terms used in this section in the regulations prescribed under this section.</text></paragraph></subsection></section></title> <title id="HA9B9AEF8620D4681B01E3F8B76B15205"><enum>II</enum><header>Reports and briefings on narcotics trafficking and significant transnational criminal activities of Hizballah</header> <section id="HC1976335EE324264A1AB129381B093ED"><enum>201.</enum><header>Report and briefing on narcotics trafficking by Hizballah</header> <subsection display-inline="no-display-inline" id="H0EE4D6BEE2E4441EB070D8994D6EF142"><enum>(a)</enum><header>Report</header> <paragraph display-inline="no-display-inline" id="H7AC0EC5F280D485F94942641C41013B8"><enum>(1)</enum><header>In general</header><text>Not later than 120 days after the date of the enactment of this Act, the President shall submit to the appropriate congressional committees and leadership a report on the activities of Hizballah related to narcotics trafficking worldwide.</text></paragraph>
<paragraph display-inline="no-display-inline" id="H7ADE698330FB4F448AE4C05A847F2FBE"><enum>(2)</enum><header>Form</header><text>The report required by paragraph (1) shall be submitted in unclassified form to the greatest extent possible, but may include a classified annex.</text></paragraph></subsection> <subsection display-inline="no-display-inline" id="H15A015DBB9A44908939D43A4DB542296"><enum>(b)</enum><header>Briefing</header><text>Not later than 30 days after the submission of the report required by subsection (a), the President shall provide to the appropriate congressional committees and leadership a briefing on—</text>
<paragraph display-inline="no-display-inline" id="H2D0D68B94CF147C99973D2A5167EC097"><enum>(1)</enum><text>the report;</text></paragraph> <paragraph display-inline="no-display-inline" id="HF6DE010DF4C24C7DB3592F9EA9ACCDF3"><enum>(2)</enum><text>procedures for designating Hizballah as a significant foreign narcotics trafficker under the Foreign Narcotics Kingpin Designation Act (<external-xref legal-doc="usc" parsable-cite="usc/21/1901">21 U.S.C. 1901 et seq.</external-xref>); and</text></paragraph>
<paragraph display-inline="no-display-inline" id="H1A399650970345F9B660B6C428F78D8F"><enum>(3)</enum><text>Government-wide efforts to combat the narcotics trafficking activities of Hizballah.</text></paragraph></subsection> <subsection commented="no" id="H5B0DB8B8EB004A18A45BCC47DE7284C3"><enum>(c)</enum><header>Appropriate congressional committees and leadership defined</header><text display-inline="yes-display-inline">In this section, the term <term>appropriate congressional committees and leadership</term> means—</text>
<paragraph commented="no" id="H7D68BBC1151A43B78071FAA9AAEA0CE5"><enum>(1)</enum><text>the Speaker, the minority leader, the Committee on Foreign Affairs, the Committee on Financial Services, the Committee on the Judiciary, and the Permanent Select Committee on Intelligence of the House of Representatives; and</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H8700A64F9D734E928F8F73061C7ED2EA"><enum>(2)</enum><text>the majority leader, the minority leader, the Committee on Foreign Relations, the Committee on Banking, Housing, and Urban Affairs, the Committee on Finance, the Committee on the Judiciary, and the Select Committee on Intelligence of the Senate.</text></paragraph></subsection></section>
<section id="HC572AB8F1E9A470F932C96A22A9B16F4"><enum>202.</enum><header>Report and briefing on significant transnational criminal activities of Hizballah</header>
<subsection id="HC0C5DD3F27304988BE25381B8D7032E3"><enum>(a)</enum><header>Report</header>
<paragraph id="HDB7CC05A2CE045189328355FE58ECF45"><enum>(1)</enum><header>In general</header><text>Not later than 120 days after the date of the enactment of this Act, the President shall submit to the appropriate congressional committees and leadership a report on the significant transnational criminal activities of Hizballah, including human trafficking.</text></paragraph> <paragraph display-inline="no-display-inline" id="HAC973E14230242D7859E19C156AC2EA9"><enum>(2)</enum><header>Form</header><text>The report required by paragraph (1) shall be submitted in unclassified form to the greatest extent possible, but may include a classified annex.</text></paragraph></subsection>
<subsection id="H0B840DC69ED74B6CBC31777ED631507D"><enum>(b)</enum><header>Briefing</header><text>Not later than 30 days after the submission of the report required by subsection (a), the President shall provide to the appropriate congressional committees and leadership a briefing on—</text> <paragraph id="H1429447AB49C4930A31A1AD22377DBDF"><enum>(1)</enum><text>the report;</text></paragraph>
<paragraph id="HDCBBBD287DBC410A9C218E72F6601B05"><enum>(2)</enum><text>procedures for designating Hizballah as a significant transnational criminal organization under Executive Order 13581 (75 Fed. Reg. 44,757); and</text></paragraph> <paragraph id="H08F7AF2BD8E2463AB45EFDE16253A542"><enum>(3)</enum><text>Government-wide efforts to combat the transnational criminal activities of Hizballah.</text></paragraph></subsection>
<subsection commented="no" id="H873B9BA41D824913ADBE3F5D7C8560EC"><enum>(c)</enum><header>Appropriate congressional committees and leadership defined</header><text display-inline="yes-display-inline">In this section, the term <term>appropriate congressional committees and leadership</term> means—</text> <paragraph commented="no" id="H1AC76EDFF1644E4C97FEBACC1540918E"><enum>(1)</enum><text>the Speaker, the minority leader, the Committee on Foreign Affairs, the Committee on Financial Services, the Committee on the Judiciary, and the Permanent Select Committee on Intelligence of the House of Representatives; and</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="H5B40C99B57B942349F6505BBF23CE21F"><enum>(2)</enum><text>the majority leader, the minority leader, the Committee on Foreign Relations, the Committee on Banking, Housing, and Urban Affairs, the Committee on Finance, the Committee on the Judiciary, and the Select Committee on Intelligence of the Senate.</text></paragraph></subsection></section> <section id="H94F0B4A92A054E68AC8011A8474B3234"><enum>203.</enum><header>Rewards for Justice and Hizballah’s fundraising, financing, and money laundering activities</header> <subsection id="H6F6A0E13E6084B88901E87C168A2FA59"><enum>(a)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the Secretary of State shall submit to the appropriate congressional committees a report that details actions taken by the Department of State through the Department of State rewards program under section 36 of the State Department Basic Authorities Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2708">22 U.S.C. 2708</external-xref>) to obtain information on fundraising, financing, and money laundering activities of Hizballah and its agents and affiliates.</text></subsection>
<subsection id="H747A8BF5EA8046F6AF7327FD229C6AA7"><enum>(b)</enum><header>Briefing</header><text>Not later than 90 days after the date of the enactment of this Act, and annually thereafter, the Secretary of State shall provide a briefing to the appropriate congressional committees on the status of the actions described in subsection (a).</text></subsection> <subsection commented="no" id="HE32098ED913C476EAD0867BD10ECF2C3"><enum>(c)</enum><header>Appropriate congressional committees defined</header><text display-inline="yes-display-inline">In this section, the term <term>appropriate congressional committees</term> means—</text>
<paragraph id="H1765105B600F48A5822D03C956715E6B"><enum>(1)</enum><text display-inline="yes-display-inline">the Committee on Foreign Affairs and the Committee on Financial Services of the House of Representatives; and</text></paragraph> <paragraph id="H6737C15AB04840B69755058450FA92EC"><enum>(2)</enum><text display-inline="yes-display-inline">the Committee on Foreign Relations and the Committee on Banking, Housing, and Urban Affairs of the Senate.</text></paragraph></subsection></section>
<section id="H654C7A9A4739411EBC671C17893944A9"><enum>204.</enum><header>Report on activities of foreign governments to disrupt global logistics networks and fundraising, financing, and money laundering activities of Hizballah</header>
<subsection id="HFBEA1C9EDBD84AB6B9A75B4724153488"><enum>(a)</enum><header>Report</header>
<paragraph id="H1334C9CA3CD84FC2B3A2D2C02FF36C84"><enum>(1)</enum><header>In general</header><text>Not later than 90 days after the date of the enactment of this Act, the President shall submit to the appropriate congressional committees a report that includes—</text> <subparagraph id="H4DBC2418777C49D8A5E16F180F37A78F"><enum>(A)</enum><text>a list of countries that support Hizballah or in which Hizballah maintains important portions of its global logistics networks;</text></subparagraph>
<subparagraph id="HC6AF93EC3B7E4BB98FFBE2DA980888FC"><enum>(B)</enum><text>with respect to each country on the list required by subparagraph (A)—</text> <clause id="H47AA542DECBD421B885775579BB5835C"><enum>(i)</enum><text>an assessment of whether the government of the country is taking adequate measures to disrupt the global logistics networks of Hizballah within the territory of the country; and</text></clause>
<clause id="HF241FC24E41D459BBE080F55A7EE07E5"><enum>(ii)</enum><text>in the case of a country the government of which is not taking adequate measures to disrupt such networks—</text> <subclause id="H0029285CB34C4AB7A7CAC768E56284F1"><enum>(I)</enum><text>an assessment of the reasons that government is not taking such adequate measures; and</text></subclause>
<subclause id="H19AC1FE207124A58A8E68ABC89642B45"><enum>(II)</enum><text>a description of measures being taken by the United States to encourage that government to improve measures to disrupt such networks;</text></subclause></clause></subparagraph> <subparagraph id="HD7B2F5DFBE824B3AB1D8C87909490778"><enum>(C)</enum><text>a list of countries in which Hizballah, or any of its agents or affiliates, conducts significant fundraising, financing, or money laundering activities;</text></subparagraph>
<subparagraph id="HED2A5F02A47F4349B3182D5CC19214F6"><enum>(D)</enum><text>with respect to each country on the list required by subparagraph (C)—</text> <clause id="H3BAC3DE52096495E95BCCAD762BBBB05"><enum>(i)</enum><text>an assessment of whether the government of the country is taking adequate measures to disrupt the fundraising, financing, or money laundering activities of Hizballah and its agents and affiliates within the territory of the country; and</text></clause>
<clause id="HBE0B72FED4634C0C8B1055B5AAD52D09"><enum>(ii)</enum><text>in the case of a country the government of which is not taking adequate measures to disrupt such activities—</text> <subclause id="H1A96AECB8B544729899B2D5D002E7882"><enum>(I)</enum><text>an assessment of the reasons that government is not taking such adequate measures; and</text></subclause>
<subclause id="H51B7423A3C724FA2A497E0A8B20E633D"><enum>(II)</enum><text>a description of measures being taken by the United States to encourage that government to improve measures to disrupt such activities; and</text></subclause></clause></subparagraph> <subparagraph id="H822D5954A9944630A66CA6063C32D84B"><enum>(E)</enum><text>a list of methods that Hizballah, or any of its agents or affiliates, utilizes to raise or transfer funds, including trade-based money laundering, the use of foreign exchange houses, and free-trade zones.</text></subparagraph></paragraph>
<paragraph id="H6F3065E279384285802B39ED5CF9BB5E"><enum>(2)</enum><header>Form</header><text>The report required by paragraph (1) shall be submitted in unclassified form to the greatest extent possible, and may contain a classified annex.</text></paragraph> <paragraph id="H32CA972376334B1E92AADA55AAC4AA98"><enum>(3)</enum><header>Global logistics networks of Hizballah</header><text display-inline="yes-display-inline">In this subsection, the term <term>global logistics networks of Hizballah </term>, <term>global logistics networks</term>, or <term>networks</term> means financial, material, or technological support for, or financial or other services in support of, Hizballah.</text></paragraph></subsection>
<subsection id="HECF309D73178404D88DF9CD3D544F06A"><enum>(b)</enum><header>Briefing on Hizballah’s assets and activities related To fundraising, financing, and money laundering worldwide</header><text>Not later than 90 days after the date of the enactment of this Act, and every 180 days thereafter, the Secretary of State, the Secretary of the Treasury, and the heads of other applicable Federal departments and agencies shall provide to the appropriate congressional committees a briefing on the disposition of Hizballah’s assets and activities related to fundraising, financing, and money laundering worldwide.</text></subsection> <subsection id="HADF98B4C6FA64FF58BBEDB9DF5E68BFB"><enum>(c)</enum><header>Appropriate congressional committees defined</header><text>In this section, the term <term>appropriate congressional committees</term> means—</text>
<paragraph id="HE263C538428F402D8446F48DD4679882"><enum>(1)</enum><text>the Committee on Foreign Affairs, the Committee on Financial Services, and the Permanent Select Committee on Intelligence of the House of Representatives; and</text></paragraph> <paragraph id="H5DECC1FAFA7449AAB88321A616929541"><enum>(2)</enum><text>the Committee on Foreign Relations, the Committee on Banking, Housing, and Urban Affairs, and the Select Committee on Intelligence of the Senate.</text></paragraph></subsection></section></title>
<title id="H74E4754501EF42139541F67DDD9ABD23"><enum>III</enum><header>Miscellaneous provisions</header>
<section id="HD87A1CE0D84B44BBBBB4599916D97756"><enum>301.</enum><header>Rule of construction</header><text display-inline="no-display-inline">Nothing in this Act or any amendment made by this Act shall apply to the authorized intelligence activities of the United States.</text></section> <section id="H1DC97B330AF145A2A5AA67E59EA12C70"><enum>302.</enum><header>Regulatory authority</header> <subsection commented="no" id="H219FC9D6853848F1917BCC3FFF0AA2EF"><enum>(a)</enum><header>In general</header><text>The President shall, not later than 120 days after the date of the enactment of this Act, promulgate regulations as necessary for the implementation of this Act and the amendments made by this Act.</text></subsection>
<subsection id="H9334DD3ED6C44C88BC278D089034E433"><enum>(b)</enum><header>Notification to Congress</header><text>Not less than 10 days before the promulgation of regulations under subsection (a), the President shall notify the appropriate congressional committees of the proposed regulations and the provisions of this Act and the amendments made by this Act that the regulations are implementing.</text></subsection> <subsection commented="no" id="HABFEADB4C003401BBFC184A444C0935A"><enum>(c)</enum><header>Appropriate congressional committees defined</header><text display-inline="yes-display-inline">In this section, the term <term>appropriate congressional committees</term> means—</text>
<paragraph id="H7FB811A237FC488A95437C2F8ED98171"><enum>(1)</enum><text display-inline="yes-display-inline">the Committee on Foreign Affairs and the Committee on Financial Services of the House of Representatives; and</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H457AE3B963944C2E89140988DEF262F7"><enum>(2)</enum><text display-inline="yes-display-inline">the Committee on Foreign Relations and the Committee on Banking, Housing, and Urban Affairs of the Senate.</text></paragraph></subsection></section>
<section id="HFF3316856B994620B5BC87659BE868CD"><enum>303.</enum><header>Termination</header><text display-inline="no-display-inline">This Act shall terminate on the date that is 30 days after the date on which the President certifies to Congress that Hizballah—</text> <paragraph id="HC1AD03C1507C46038BD281CD7C6DA952"><enum>(1)</enum><text>is no longer designated as a foreign terrorist organization pursuant to section 219 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189</external-xref>); and</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="HE5E3E0ADFABA42AE92405E467AD23C11"><enum>(2)</enum><text display-inline="yes-display-inline">is no longer designated for the imposition of sanctions pursuant to Executive Order 13224 (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701</external-xref> note; relating to blocking property and prohibiting transactions with persons who commit, threaten to commit, or support terrorism).</text></paragraph></section></title> </legis-body> <attestation><attestation-group><role>Speaker of the House of Representatives.</role></attestation-group><attestation-group><role>Vice President of the United States and President of the Senate.</role></attestation-group></attestation> </bill>
