                  In the Senate of the United States,

                                                          June 4, 2015.
    Resolved, That the bill from the House of Representatives (H.R. 
2146) entitled ``An Act to amend the Internal Revenue Code of 1986 to 
allow Federal law enforcement officers, firefighters, and air traffic 
controllers to make penalty-free withdrawals from governmental plans 
after age 50, and for other purposes.'', do pass with the following

                               AMENDMENT:

            On page 3, strike lines 9 through 11 and insert the 
      following:

    (d) Effective Date.--The amendments made by this section shall 
apply to distributions after December 31, 2015.
