		<official-title>To require the Administrator of the Small Business Administration to establish a program to make
			 loans to certain businesses, homeowners, and renters affected by
			 Superstorm Sandy.</official-title>

		<section id="H390FACEADD8C4189B6869F408A91EC62" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Superstorm Sandy Relief Act of 2015</short-title></quote>.</text>
		</section><section id="HD755131605924AA58CACCCFA445E3DE0"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="HF0B72A008CE847E08631586F4DEEF6A4"><enum>(1)</enum><text>In 2012, Superstorm Sandy caused substantial physical and economic damage to the United States, and
			 New York in particular.</text>
			</paragraph><paragraph id="H23BCFA56F4E749F99122E25AC3641389"><enum>(2)</enum><text>For businesses and homeowners, the primary means of obtaining long-term Federal financial
			 assistance in the wake of disasters such as Superstorm Sandy is through
			 the Small Business Administration’s Disaster Loan Program.</text>
			</paragraph><paragraph id="H6B430488D12D4728925096C9E3C20BDE"><enum>(3)</enum><text>With regard to the Small Business Administration’s operation of the Disaster Loan Program after
			 Superstorm Sandy, the Government Accountability Office found that the
			 Administration did not meet its timeliness goals for processing business
			 loan applications.</text>
			</paragraph><paragraph id="HADB86BA838464E2BB7409A6EF0D69C78"><enum>(4)</enum><text display-inline="yes-display-inline">According to the Government Accountability Office, the Small Business Administration stated that it
			 was challenged by an unexpectedly high volume of loan applications that it
			 received early in its response to Superstorm Sandy.</text>
			</paragraph><paragraph id="H19EE4C702A9B4F36953065B6246DA815"><enum>(5)</enum><text>As a result, many businesses and homeowners affected by Superstorm Sandy were unable to apply for
			 financing from the Small Business Administration.</text>
			</paragraph></section><section id="H3026309378CF4F509D6B4B254616BD62"><enum>3.</enum><header>Disaster loans for businesses, homeowners, and renters affected by Superstorm Sandy</header>
			<subsection id="H0EF615932A03466CA40C1D76DCC4D05B"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 45 days after the date of enactment of this Act, the Administrator of the Small
			 Business Administration shall establish and carry out a loan program under
			 which a small business concern, homeowner, or renter that was located
			 within an area and during the time period with respect to which a major
			 disaster was declared by the President under section 401 of the Robert T.
			 Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5170">42 U.S.C. 5170</external-xref>) by
			 reason of Superstorm Sandy may apply—</text>
				<paragraph id="HFD6F17BCF0624F8B810996E779D7B8A2"><enum>(1)</enum><text>for a loan to repair, rehabilitate, or replace property damaged or destroyed by reason of
			 Superstorm Sandy; or</text>
				</paragraph><paragraph id="HFB0E15040E36451BB0A4BE1BB786A00D"><enum>(2)</enum><text display-inline="yes-display-inline">if such a small business concern has suffered substantial economic injury by reason of Superstorm
			 Sandy, for a loan to assist such a small business concern.</text>
				</paragraph></subsection><subsection id="H0C0B22318ABF4AECB5C904BEC9D28FDF"><enum>(b)</enum><header>Requirements</header><text display-inline="yes-display-inline">To carry out the program described in subsection (a), the Administrator shall use the same
			 application, selection, and notice requirements and procedures that are
			 used under section 7(b) of the Small Business Act Section 7(b) (15 U.S.C.
			 636(b)).</text>
			</subsection><subsection id="HA8BCD3279C754042B55FA630493D98F8"><enum>(c)</enum><header>Timing</header><text display-inline="yes-display-inline">The Administrator shall select loan recipients and make available loans under this Act for a period
			 of not less than 1 year after the date on which the Administrator
			 establishes the program.</text>
