		<official-title display="yes">To support revitalization and reform of the
		  Organization of American States, and for other purposes. </official-title>

		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Organization of American States
			 Revitalization and Reform Act of 2013</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="id858c0c2028bb483f9be09af5f0f24c0e" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="ide638834195834db68dbb49d0690d359f"><enum>(1)</enum><text display-inline="yes-display-inline">The Charter of the Organization of American
			 States recognizes that—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="id730eefa278244ea9976c03f08fd96735"><enum>(A)</enum><text display-inline="yes-display-inline">representative democracy is indispensable
			 for the stability, peace, and development of the Western Hemisphere; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc3d7d266ad714adf94da253429aa7d29"><enum>(B)</enum><text display-inline="yes-display-inline">a purpose of the Organization of American
			 States is to promote and consolidate representative democracy, with due respect
			 for the principle of nonintervention.</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0776c05f05494d5195f36e1ab0fb3ee2"><enum>(2)</enum><text display-inline="yes-display-inline">The United States supports the purposes and
			 principles enshrined in—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="idc154fc6a09f843be8c9d2b2af8c8ed22"><enum>(A)</enum><text display-inline="yes-display-inline">the Charter of the Organization of American
			 States;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id70352feb62f14706818b63370456f624"><enum>(B)</enum><text display-inline="yes-display-inline">the Inter-American Democratic Charter;
			 and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf3fb3656171c48d2b333563d0e69b959"><enum>(C)</enum><text display-inline="yes-display-inline">the American Declaration on the Rights and
			 Duties of Man.</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida936e7442c2c4b63a7b0b656ceca11c4"><enum>(3)</enum><text display-inline="yes-display-inline">The United States supports the Organization
			 of American States in its efforts with all member states to meet our
			 commitments under the instruments set forth in paragraph (2).</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5f5af5068cf54fc4944845b44c51a2d3"><enum>(4)</enum><text display-inline="yes-display-inline">Congress supports the Organization of
			 American States as it operates in a manner consistent with the Inter-American
			 Democratic Charter.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="id74040e8a0a574e6581b87f8788728432" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Statement of policy</header><text display-inline="no-display-inline">It is the policy of the United
			 States—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="id5f158210f30e401fa92ef6b76d356d02"><enum>(1)</enum><text display-inline="yes-display-inline">to promote democracy and the rule of law
			 throughout the Western Hemisphere;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id32e73ae9527b4a1f9df55050858fc804"><enum>(2)</enum><text display-inline="yes-display-inline">to promote and protect human rights and
			 fundamental freedoms in the Western Hemisphere; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7ddbb002c214414382ce8712dec3484f"><enum>(3)</enum><text display-inline="yes-display-inline">to support the practices, purposes, and
			 principles expressed in the Charter of the Organization of American States, the
			 American Declaration on the Rights and Duties of Man, the Inter-American
			 Democratic Charter, and other fundamental instruments of democracy.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="id914da8e214f0498b8512a3e88935de52" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="id86508bf2711c456d939e4138b05ce1c0"><enum>(1)</enum><text display-inline="yes-display-inline">the Organization of American States (OAS)
			 should be the primary multi-lateral diplomatic entity for regional dispute
			 resolution and promotion of democratic governance and institutions;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6ca726a6cf63446b8d83edbbad4432c6"><enum>(2)</enum><text display-inline="yes-display-inline">the OAS is a valuable platform from which
			 to launch initiatives aimed to benefit the countries of the Western
			 Hemisphere;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3bf75af33cfc408fb8ee0279a9990658"><enum>(3)</enum><text display-inline="yes-display-inline">the Summit of the Americas institution and
			 process embodies a valuable complement to regional dialogue and
			 cooperation;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1e8142537b0b4d56ad88c39eaa8fe571"><enum>(4)</enum><text display-inline="yes-display-inline">the Summit of the Americas process should
			 be formally and more effectively integrated into the work of the OAS, the
			 Inter-American Development Bank, and other Members of the Joint Summit Working
			 Group, and the OAS should play a central role in overseeing and managing the
			 Summit process;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idfe96b278c2f14194b5ec88d4fe65f85a"><enum>(5)</enum><text display-inline="yes-display-inline">the OAS General Assembly and the Summit of
			 the Americas events should be combined geographically and chronologically in
			 the years in which they coincide;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc4f1b611b6ff44739c93e4e4b14e1544"><enum>(6)</enum><text display-inline="yes-display-inline">to ensure an appropriate balance of
			 priorities, the OAS should review its core functions no less than annually and
			 seek opportunities to reduce the number of mandates not directly related to its
			 core functions;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc4bf87a76b164c9e9ec64795f5046dda"><enum>(7)</enum><text display-inline="yes-display-inline">key OAS strengths lie in strengthening
			 peace and security, promoting and consolidating representative democracy,
			 regional dispute resolution, election assistance and monitoring, fostering
			 economic growth and development cooperation, facilitating trade, addressing
			 migration, combating illicit drug trafficking and transnational crime, and
			 support for the Inter-American Human Rights System;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id87fd1c935d4a4392a3d6339ca18a2649"><enum>(8)</enum><text display-inline="yes-display-inline">the core competencies referred to in
			 paragraph (7) should remain central to the strategic planning process of the
			 OAS and the consideration of future mandates;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb8c1d8f07831499daa477d56db2cf5b2"><enum>(9)</enum><text display-inline="yes-display-inline">any changes to OAS mandates should be
			 accepted by the member states only after an analysis is conducted and formally
			 presented consisting of a calculation of the financial costs associated with
			 the mandate, an assessment of the comparative advantage of the OAS in the
			 implementation of the mandate, and a description of the ways in which the
			 mandate advances the organization’s core mission;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide9b41a9d8d264082a4d66726945496dc"><enum>(10)</enum><text display-inline="yes-display-inline">any new mandates should include, in
			 addition to the analysis described in paragraph (9), an identification of the
			 source of funding to be used to implement the mandate;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf3aaa8897f87424e801252670db4c0ca"><enum>(11)</enum><text display-inline="yes-display-inline">the OAS would benefit from enhanced
			 coordination between the OAS and the Inter-American Development Bank on issues
			 that relate to economic development;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id84291bc59b5c4f7fb9cbebee9f9aa395"><enum>(12)</enum><text display-inline="yes-display-inline">the OAS would benefit from standard
			 reporting requirements for each project and grant agreement; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2d238aa365b742b491121445304f070e"><enum>(13)</enum><text display-inline="yes-display-inline">the OAS would benefit from effective
			 implementation of—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="ide7e9de610b734e659991df5dbd8a92d0"><enum>(A)</enum><text display-inline="yes-display-inline">transparent and merit-based human resource
			 standards and processes; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc1e8b8dd54564c8ea636e5d695c16b56"><enum>(B)</enum><text display-inline="yes-display-inline">transparent hiring, firing, and promotion
			 standards and processes, including with respect to factors such as gender and
			 national origin.</text>
				</subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" id="idac60deb3ca7e4a9e92726e2260fbac10" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Organization of American States
			 revitalization and reform strategy</header>
			<subsection commented="no" display-inline="no-display-inline" id="ida372879a0e6d49e39692aa47e61305c0"><enum>(a)</enum><header display-inline="yes-display-inline">Strategy</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id62cfba5dcc4c44199fd9614b3ee484d4"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
			 the enactment of this Act, the Secretary of State shall submit to the Committee
			 on Foreign Relations of the Senate and the Committee on Foreign Affairs of the
			 House of Representatives a multiyear strategy that—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idc60b2be9a51c40159050aba60c773984"><enum>(A)</enum><text display-inline="yes-display-inline">identifies a path toward the adoption of
			 necessary reforms that prioritize and reinforce the OAS’s core competencies
			 described in section 4(7);</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id019beec525204bbaa2be3fba56abffa4"><enum>(B)</enum><text display-inline="yes-display-inline">outlines an approach to secure from the OAS
			 effective adoption of—</text>
						<clause commented="no" display-inline="no-display-inline" id="id0ea81df03d354039b4d8dd2dedf11e0a"><enum>(i)</enum><text display-inline="yes-display-inline">a results-based budgeting process in order
			 to strategically prioritize, and where appropriate, reduce current and future
			 mandates; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idd2a3817638244e3199184ec24a587d3d"><enum>(ii)</enum><text display-inline="yes-display-inline">transparent hiring, firing, and promotion
			 practices; and</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7a0452f440b14be18267ebfcb1964bbf"><enum>(C)</enum><text display-inline="yes-display-inline">reflects the inputs and coordination from
			 other Executive Branch agencies, as appropriate.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idada2b2b97c9f417086e3d642085713fb"><enum>(2)</enum><header display-inline="yes-display-inline">Policy priorities and
			 coordination</header><text display-inline="yes-display-inline">The Secretary of
			 State shall—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id8ba6f2fd7674453ca213dbeb4968ff80"><enum>(A)</enum><text display-inline="yes-display-inline">carry out diplomatic engagement to build
			 support for reforms and budgetary burden sharing among OAS member states and
			 observers;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5ce3f97d294d44dbb60e7e1ee8590ff4"><enum>(B)</enum><text display-inline="yes-display-inline">promote donor coordination among OAS member
			 states; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6b489301d2fb44c08f375046938efa88"><enum>(C)</enum><text display-inline="yes-display-inline">help set priorities for the OAS.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="iddeb2dc52894b42a58dbeb84fe917e426"><enum>(b)</enum><header display-inline="yes-display-inline">Briefings</header><text display-inline="yes-display-inline">The Secretary of State shall offer to the
			 committees referred to in subsection (a)(1) a quarterly briefing that—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="idbeb37496f748410f825e47ba210de7e8"><enum>(1)</enum><text display-inline="yes-display-inline">reviews assessed and voluntary
			 contributions;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf5d6ddd314f1436e963715bd733cf272"><enum>(2)</enum><text display-inline="yes-display-inline">analyzes the progress made by the OAS to
			 adopt and effectively implement a results-based budgeting process in order to
			 strategically prioritize, and where appropriate, reduce current and future
			 mandates;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id43c6866e96904156a6b3a50e094ce2b4"><enum>(3)</enum><text display-inline="yes-display-inline">analyzes the progress made by the OAS to
			 adopt and effectively implement transparent and merit-based human resource
			 standards and practices and transparent hiring, firing, and promotion standards
			 and processes, including with respect to factors such as gender and national
			 origin;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id584f436cba1d44fe9a330595763d33ce"><enum>(4)</enum><text display-inline="yes-display-inline">analyzes the progress made by the OAS to
			 adopt and effectively implement a practice of soliciting member quotas to be
			 paid on a schedule that will improve the consistency of its operating budget;
			 and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3c897ec29f954b1e9a711990bc274a42"><enum>(5)</enum><text display-inline="yes-display-inline">analyzes the progress made by the OAS to
			 review, streamline, and prioritize mandates to focus on core missions and make
			 efficient and effective use of available funding.</text>
				</paragraph></subsection></section></legis-body>
