		  Peak Wilderness of the Mount Baker-Snoqualmie National Forest.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" id="H1C1310420CAA4624AD270A99E15C054B" style="OLC"><section commented="no" display-inline="no-display-inline" id="H0568F4C6CEB64D978269FE83ECC6F94B" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Green
			 Mountain Lookout Heritage Protection Act</quote>.</text></section><section commented="no" display-inline="no-display-inline" id="HD8D8E04C08BB4FEBAA9B53CB9E07E73F" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Clarification of
			 legal authority of Green Mountain Lookout</header><subsection commented="no" display-inline="no-display-inline" id="H7954B01B7EF347379E1D17A66482BFAC"><enum>(a)</enum><header display-inline="yes-display-inline">Legal authority
			 of Lookout</header><text display-inline="yes-display-inline">Section 4(b) of
			 the Washington State Wilderness Act of 1984 (<external-xref legal-doc="public-law" parsable-cite="pl/98/339">Public Law 98–339</external-xref>; 98 Stat.
			 300;
			 <external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> note) is amended by striking the period at the end and
			 inserting
			 the following: <quote>, and except that with respect to the lands described in
			 section 3(5), the designation of such lands as a wilderness area shall not
			 preclude the operation and maintenance of Green Mountain
			 Lookout.</quote></text></subsection><subsection commented="no" display-inline="no-display-inline" id="HBC4D57EDFAD2461D8E037B2262D7F764"><enum>(b)</enum><header display-inline="yes-display-inline">Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by this section shall take effect as if
			 included in the enactment of the Washington State Wilderness Act of
			 1984.</text></subsection></section><section commented="no" display-inline="no-display-inline" id="HF33E237F302E4BC88D54990C56CA946B" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Preservation of
			 Green Mountain Lookout location</header><text display-inline="no-display-inline">The Secretary of Agriculture, acting through
			 the Chief of the Forest Service, may not move Green Mountain Lookout from
			 its
			 current location on Green Mountain in the Mount Baker-Snoqualmie National
			 Forest unless the Secretary determines that moving Green Mountain Lookout
			 is
			 necessary to preserve the Lookout or to ensure the safety of individuals
			 on or
			 around Green Mountain. If the Secretary makes such a determination, the
			 Secretary shall move the Green Mountain Lookout to a location outside of
			 the
			 lands described in section 3(5) of the Washington State Wilderness Act of
			 1984
			 and designated as a wilderness area in section 4(b) of such Act.</text></section><section commented="no" display-inline="no-display-inline" id="idc46320eeaea64011ae5b727ea8a05da0" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Alaska native veteran allotment</header><subsection commented="no" display-inline="no-display-inline" id="idACE00E036082416ABD1AAB790A86AA80"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="idCFB12CD84F514C7C827391645630A60C"><enum>(1)</enum><header display-inline="yes-display-inline">Application</header><text display-inline="yes-display-inline">The term <quote>application</quote> means the Alaska Native Veteran Allotment application numbered AA–084021–B.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF3DCF390589F4DCAAEAC431934546A63"><enum>(2)</enum><header display-inline="yes-display-inline">Federal land</header><text display-inline="yes-display-inline">The term <quote>Federal land</quote> means the 80  acres of Federal land that is—</text><subparagraph commented="no" display-inline="no-display-inline" id="id7C51D9D87D8B4C3489A90F1562D35676"><enum>(A)</enum><text display-inline="yes-display-inline">described in the application;  and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idFF894E24FB614A4399994484EEA519F3"><enum>(B)</enum><text display-inline="yes-display-inline">depicted as Lot 2 in U.S. Survey No. 13957, Alaska, that was officially filed on October 9, 2009.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id33E838557815440DAE5431535E96D810"><enum>(3)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <quote>Secretary</quote> means the Secretary of the Interior.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idc8bd24762bee42eab2119a2d425eb6f4"><enum>(b)</enum><header display-inline="yes-display-inline"> Issuance of patent</header><text display-inline="yes-display-inline">Notwithstanding section 41 of the Alaska Native Claims Settlement
		Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1629g">43 U.S.C. 1629g</external-xref>) and subject to subsection (c), the Secretary shall—</text><paragraph commented="no" display-inline="no-display-inline" id="id8AE9BF91251B4DCAAB284A91526C46EC"><enum>(1)</enum><text display-inline="yes-display-inline">approve  the application; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6255AD72485846258AA98BBE93EABF74"><enum>(2)</enum><text display-inline="yes-display-inline">issue a patent for the Federal land to the person that submitted the application.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id4074bde1e9104032a06823f03957316b"><enum>(c)</enum><header display-inline="yes-display-inline">Terms and Conditions</header><paragraph commented="no" display-inline="no-display-inline" id="idF7B5E83ADBF0486AA5198D3CB133E4E4"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The patent issued under subsection (b) shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="id6BDF18AF9BF34957A663222F3A5AFBCA"><enum>(A)</enum><text display-inline="yes-display-inline">only be for the surface rights to the Federal land; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6C00D7BB08014CB3B3749E00EE778AFD"><enum>(B)</enum><text display-inline="yes-display-inline">be subject to the terms and conditions of any certificate issued under section 41 of the Alaska
			 Native Claims Settlement Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1629g">43 U.S.C. 1629g</external-xref>), including terms and
			 conditions providing that—</text><clause commented="no" display-inline="no-display-inline" id="id3c1e5591225a4267bdd260bd86342063"><enum>(i)</enum><text display-inline="yes-display-inline">the patent is subject to valid existing rights, including any right of the United States to income
			 derived, directly or indirectly, from a lease, license, permit,
			 right-of-way, or easement on the Federal land; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idb035c98fb2474b60b7266db8e8f02df0"><enum>(ii)</enum><text display-inline="yes-display-inline">the United States shall reserve an interest in deposits of oil, gas, and coal on the Federal land,
			 including the right to explore, mine, and remove the minerals on portions
			 of the Federal land that the Secretary determines to be prospectively
			 valuable for development.</text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2a35417f9efc435488f6fed9bdcc6ebe"><enum>(2)</enum><header display-inline="yes-display-inline">Additional terms and conditions</header><text display-inline="yes-display-inline">The Secretary may require any additional terms and conditions for the issuance of the patent under
			 subsection (a) that the Secretary determines to be appropriate to protect
