			 the use, encumbrance, conveyance, and closure of the St. Clair Regional
			 Airport.</official-title></form><legis-body style="OLC"><section id="id5083B6B19C1A4EBCB474131F6B5D1B53" section-type="section-one"><enum>1.</enum><header>Release of restrictions, conditions, and limitations on the use, encumbrance, conveyance, and
			 closure of the St. Clair Regional Airport</header><subsection id="id3A5456585D624F5FB718B4D3697B1C14"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The United States, acting through the
		Administrator of the Federal Aviation Administration, shall release the City of
		St. Clair, Missouri, from all restrictions, conditions, and limitations on the
		use, encumbrance, conveyance, and closure of the St. Clair Regional Airport, as
		described in the most recent airport layout plan approved by the Federal
		Aviation Administration, to the extent such restrictions, conditions, and
		limitations are enforceable by the Administrator.</text></subsection><subsection id="idcaca35bc982549d585b75e033abc8a9f"><enum>(b)</enum><header>Limitation</header><text>The
		release under subsection (a) shall not be executed before the City of St. Clair,
		or its designee, transfers to the Department of Transportation of the State of
		Missouri—</text><paragraph id="idA844B6957E9E4698A7586D88D2C3BD87"><enum>(1)</enum><text>the
		amounts described in subsection (c), to be used for capital improvements within
		the meaning of airport development (as defined in <external-xref legal-doc="usc" parsable-cite="usc/49/47102">section 47102(3)</external-xref> of title 49,
		United States Code) and consistent with the obligations of the Department of
		Transportation of the State of Missouri under the State block grant program of
		the Federal Aviation Administration; and</text></paragraph><paragraph id="id4524f24a347b43e0a3ce70f9506847c9"><enum>(2)</enum><text>for
		no consideration, all airport and aviation-related equipment of the St. Clair
		Regional Airport owned by the City of St. Clair and determined by the
		Department of Transportation of the State of Missouri to be salvageable for
		use.</text></paragraph></subsection><subsection id="id026f3bba90ab48b5be30651e8af34788"><enum>(c)</enum><header>Amounts described</header><text>The
		amounts described in this subsection are the following:</text><paragraph id="id84e8038b304247188979bd5c13361307"><enum>(1)</enum><text>An
		amount equal to the fair market value for the highest and best use of the St.
		Clair Regional Airport property determined in good faith by an independent and
		qualified real estate appraiser on or after the date of the enactment of this
		Act.</text></paragraph><paragraph id="id8bb961740f9f442c8e0de6c736f03600"><enum>(2)</enum><text>An
		amount equal to the unamortized portion of any Federal development grants other
		than land paid to the City of St. Clair for use at the St. Clair Regional
		Airport, which may be paid with, and shall be an allowable use of, airport
		revenue notwithstanding section <external-xref legal-doc="usc" parsable-cite="usc/49/47107">47107</external-xref> or <external-xref legal-doc="usc" parsable-cite="usc/49/47133">47133</external-xref> of title 49, United States
		Code.</text></paragraph><paragraph id="ida269c6bc8e9947e3bcf40c23c806a024"><enum>(3)</enum><text>An
		amount equal to the airport revenues remaining in the airport account for the
		St. Clair Regional Airport as of the date of the enactment of this Act and
		otherwise due to or received by the City of St. Clair after such date of
		enactment pursuant to sections <external-xref legal-doc="usc" parsable-cite="usc/49/47107">47107(b)</external-xref> and <external-xref legal-doc="usc" parsable-cite="usc/49/47133">47133</external-xref> of title 49, United States
		Code.</text></paragraph></subsection><subsection id="id19B98DFF3A374BD9AEF6F772D7001ED1"><enum>(d)</enum><header>Requirement To remove runway lighting system</header><text>The
		Federal Aviation Administration shall remove the runway end indicator lighting
		system at St. Clair Regional Airport.</text></subsection><subsection id="idbb25ccf79e8d44cab198c2fd5bbc03f2"><enum>(e)</enum><header>Rule of construction</header><text>Nothing in this
		section shall be construed to limit the applicability of—</text><paragraph id="ide1fa18c0a35e4141b886a4438449f088"><enum>(1)</enum><text>the
		requirements and processes under <external-xref legal-doc="usc" parsable-cite="usc/49/46319">section 46319</external-xref> of title 49, United States
		Code;</text></paragraph><paragraph id="id41dd54eec9374a5ebcb666c4fe459531"><enum>(2)</enum><text>the
		requirements under the National Environmental Policy Act of 1969 (42 U.S.C.
		4321 et seq.);</text></paragraph><paragraph id="id1cd7da86363947799118982cbdf627c5"><enum>(3)</enum><text>the
		requirements and processes under part 157 of title 14, Code of Federal
		Regulations; or</text></paragraph><paragraph id="id323f00cda1ed4b4fa0bb23b0e1174b26"><enum>(4)</enum><text>the
		public notice requirements under <external-xref legal-doc="usc" parsable-cite="usc/49/47107">section 47107(h)(2)</external-xref> of title 49, United States
		Code.</text></paragraph></subsection></section></legis-body></bill>
