			 expressly provided, whenever in this Act an amendment or repeal is
			 expressed
			 in terms of an amendment to, or repeal of, a section or other provision,
			 the
			 reference shall be considered to be made to a section or other provision
			 of the

								<text>If, with respect to an information return filed with the Secretary—</text>
								<clause id="id09B7857D42B64A5A962F8F0622A4E24D">
									<enum>(i)</enum>
									<text>there are 1 or more failures described in subsection (a)(2)(B) relating to an incorrect dollar
			 amount, and</text>
								</clause><clause id="id00D2E5FD394A43A3AB922E7E4F286678">
									<enum>(ii)</enum>
									<text>no single amount in error differs from the correct amount by more than $25,</text>
								</clause><continuation-text continuation-text-level="subparagraph">then no correction shall be required and, for purposes of this section, such return shall be
			 treated as having been filed with all of the correct required information.</continuation-text></subparagraph><subparagraph id="idB8AEDC44BD6C44078469B57EB0E5C810">
								<enum>(B)</enum>
								<header>Exception</header>
								<text>Subparagraph (A) shall not apply to returns required under section 6049.</text></subparagraph><subparagraph id="id5576FFFDE80D451D840252241E859E0D"><enum>(C)</enum><header>Regulatory authority</header><text>The Secretary may issue regulations to prevent the abuse of the safe harbor under this paragraph,
			 including regulations providing that this subparagraph shall not apply to

				<text>Subsection (c) of section 6722 is amended by adding at the end the following new paragraph:</text>

			<enum>3.</enum>
			<header>Internet
			 platform for Form 1099 filings</header>
			<subsection commented="no" display-inline="no-display-inline" id="id93F61B9220F9482A97FB50EBA3B4F80D">
				<enum>(a)</enum>
				<header>In
			 general</header>
				<text>Not later than 3 years after the date of the enactment of
			 this Act, the Secretary of the Treasury (or such Secretary's delegate)
			 shall make available an Internet
			 website or other electronic media, similar to the Business Services Online
			 Suite of Services provided by
			 the Social Security Administration, that will provide taxpayers access
			 to resources and guidance provided by the Internal Revenue Service and
			 will allow taxpayers to—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id07A51F7209974AD29C0481166E85B727">
					<enum>(1)</enum>
					<text>prepare and file (in batches of not more than 50)
			 Forms 1099,</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7DEA9DBB59C74D9AB15A4A9848455A50">
					<enum>(2)</enum>
					<text>prepare Forms
			 1099 for distribution to recipients other than the Internal Revenue
			 Service,
			 and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id42B2E20E57B34FD4B8BA382C9705C8DC">
					<enum>(3)</enum>
					<text>create and
			 maintain necessary taxpayer records.</text>
				</paragraph></subsection><subsection id="id298C5CA848174B2D87FA9E3A85B73F0F">
				<enum>(b)</enum>
				<header>Early
			 implementation for Forms 1099–MISC</header>
				<text>Not later than 1 year after
			 the date of the enactment of this Act, the Internet website under
			 subsection
			 (a) shall be available in a partial form that will allow taxpayers
			 to take the actions described in such subsection with respect to Forms
			 1099–MISC required to be filed or distributed by such taxpayers.</text>

			<enum>4.</enum>
			<header>Requirement
		that electronically prepared paper returns include scannable code</header>

				<enum>(a)</enum>
				<header>In
		general</header>
				<text>Subsection (e) of section 6011 is amended by adding at
		the end the following new paragraph:</text>

		  electronically, but is printed and filed on paper, bear a code which can, when
			 scanned, convert such return to electronic
		  format.</text>

				<enum>(b)</enum>

		amendment</header>
				<text>Paragraph (1) of section 6011(e) is amended by striking
		<quote>paragraph (3)</quote> and inserting <quote>paragraphs (3) and

				<enum>(c)</enum>
				<header>Effective
		date</header>
				<text>The amendments made by this section shall apply to returns
		of tax the due date for which (determined without regard to extensions) is after
			 December 31,
		2014.</text>

			<enum>5.</enum>
			<header>Single point of
			 contact for identity theft victims</header>
			<subsection id="id6931598CB55740569DE9A483937A4A7F">
				<enum>(a)</enum>
				<header>In general</header>
				<text display-inline="yes-display-inline">Not later than 180 days after the date of
			 the enactment of this Act, the Secretary of the Treasury (or such
			 Secretary's delegate) shall establish new
			 procedures to ensure that any taxpayer whose return has been delayed or
			 otherwise adversely affected due to misappropriation of the taxpayer's
			 taxpayer identity (as defined in section 6103(b)(6) of the Internal
			 Revenue Code of 1986) has a single point of
			 contact who—</text>
				<paragraph id="id628573B023E1478F8D45C9F56065F1C8">
					<enum>(1)</enum>
					<text display-inline="yes-display-inline">is an individual employee of the Internal Revenue Service, and</text>
				</paragraph><paragraph id="id30049D2443D04759839C8835F8D74999">
					<enum>(2)</enum>
					<text display-inline="yes-display-inline">tracks the case of the taxpayer from
			 start to finish and coordinates with other specialized units to resolve
			 case
			 issues as quickly as possible.</text>
				</paragraph></subsection><subsection id="id25209029E6F64F3CBBD9BAD4479C7E3A">
				<enum>(b)</enum>
				<header>Change of contact</header>
				<text display-inline="yes-display-inline">The procedures under subsection (a) shall provide that the single point of contact may be changed—</text>
				<paragraph id="idF0F7BD11A6CD4867B53A7EB967568DCF">
					<enum>(1)</enum>
					<text display-inline="yes-display-inline">upon request of the taxpayer, or</text>
				</paragraph><paragraph id="id8CBF1519DD3C4B839C4316C21AF93284">
					<enum>(2)</enum>
					<text display-inline="yes-display-inline">in any case where the individual employee ceases employment or is otherwise unavailable for any
			 period, or a change is required to meet agency staffing needs, but only if
			 the taxpayer is notified of any such change within 5 business days.</text>
				</paragraph></subsection></section><section id="id7C8BFFAE82EB4FCCAB7EDE4E5D3672C2">
			<enum>6.</enum>
			<header>Criminal penalty
			 for misappropriating taxpayer identity in connection with tax fraud</header>
			<subsection id="id9C52109E00C8433785145C2FA97E8CDF">
				<enum>(a)</enum>
				<header>In
			 general</header>
				<text>Section 7206 is amended—</text>

				identity</header>
							<text>Any person who willfully misappropriates another
				person's taxpayer identity (as defined in section 6103(b)(6)) for
			 the purpose
				of making any list, return, account, statement, or other document
			 submitted to
				the Secretary under the provisions of this title shall be guilty of
			 a felony
				and, upon conviction thereof, shall be fined not more than $250,000
			 ($500,000
				in the case of a corporation) or imprisoned not more than 5 years,
			 or both,
				together with the costs of
				prosecution.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="id7F14A8FA5F6940778D50C9EAEB63B71D">
				<enum>(b)</enum>
				<header>Aggravated
			 identity theft</header>
				<text><external-xref legal-doc="usc" parsable-cite="usc/18/1028A">Section 1028A(c)</external-xref> of title 18, United States Code,
			 is amended by striking <quote>or</quote> at the end of paragraph (10), by
			 striking the period at the end of paragraph (11) and inserting <quote>;
			 or</quote>, and by adding at the end the following new paragraph:</text>

			 committed on or after the date of the enactment of this Act.</text>

			<header>Extend	Internal Revenue Service authority to require truncated social security numbers on Form W–2</header>

			 access to information in the National Directory of New Hires for tax
			 administration purposes</header>
			<subsection commented="no" display-inline="no-display-inline" id="idBB99F90E9867480A9F429E9122B13D00">
				<enum>(a)</enum>
				<header display-inline="yes-display-inline">In general</header>
				<text display-inline="yes-display-inline">Paragraph (3) of section 453(i) of the
			 <act-name parsable-cite="SSA">Social Security Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/653">42 U.S.C. 653(i)</external-xref>)
			 is amended to read as follows:</text>

					<paragraph commented="no" display-inline="no-display-inline" id="id3D2822A463634119AAAF701B13E0D9D0">
						<enum>(3)</enum>
						<header display-inline="yes-display-inline">Administration of Federal tax
				laws relating to fraud</header>
						<text display-inline="yes-display-inline">The Secretary of the
				Treasury shall have access to the information in the National
			 Directory of New
				Hires for the sole purpose of identifying and preventing fraudulent
			 tax return filings and claims for refund under the Internal Revenue Code
			 of
				1986.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idDCDAF1E343994AD59A6611099E21AFB7">
				<enum>(b)</enum>
				<header display-inline="yes-display-inline">Effective
			 date</header>
				<text display-inline="yes-display-inline">The amendment made by
			 this section shall take effect on the date of the enactment of this Act.</text>
			</subsection></section><section id="H458A16A9A69848728FD654ABA0A35EA7">
			<enum>9.</enum>
			<header>Password system for
			 prevention of identity theft tax fraud</header>
			<subsection id="id79745892E93742CF9DB0523096D6C5AC"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of the
			 Treasury shall implement an identity theft tax fraud prevention program
			 under
			 which any individual taxpayer may elect to be provided with a unique
			 password which, as a result of such election, will be
			 required to
			 be included on any Federal tax return filed by such individual before the
			 return will be processed.  Such program shall be available not later than
			 January 1 of the first calendar year beginning on or after the date that
			 is 2 years after the date of the enactment of this Act.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idCBCFD0934E5545F4855DDE3E8352D646"><enum>(b)</enum><header>Study and
			 report</header><text>The Secretary of the Treasury shall conduct a study of the
			 program under subsection (a) and, not later than 3 years after the January
			 1 date under such subsection, shall report to the Committee
			 on
			 Finance of the Senate and the Committee on Ways and Means of the House of
			 Representatives on the efficacy of such program in reducing tax refund
			 fraud.
			 Such report shall include a recommendation as to whether the program under
			 subsection (a) should be made mandatory, rather than elective, for all
			 taxpayers.</text></subsection></section><section id="idC040140CEDC342A693123B84CCA39703"><enum>10.</enum><header>Increased
			 penalty for improper disclosure or use of information by preparers of
			 returns</header>
			<subsection id="id3A9C519DCE8447CF90E6CA6C69250AF3"><enum>(a)</enum><header>In
			 general</header><text>Section 6713 is amended—</text>
				<paragraph id="idBC53BA57B5C9494AA7B80AE37553017F"><enum>(1)</enum><text>by redesignating
			 subsections (b) and (c) as subsections (c) and (d), respectively, and</text>
				</paragraph><paragraph id="id459D46F7CB5B4F2B83E0555C3C0D8E45"><enum>(2)</enum><text>by inserting
			 after subsection (a) the following new subsection:</text>
					<quoted-block act-name="" id="id552BC441A2824E9C9F5C2A97D3A43320" style="OLC">
						<subsection id="idB3D3389D0CC8461D911A4D896D41EF48"><enum>(b)</enum><header>Enhanced
				penalty for improper use or disclosure relating to identity theft</header>
							<paragraph id="idA7089CCC14FF4008900A5CC304014410"><enum>(1)</enum><header>In
				general</header><text>In the case of a disclosure or use described in
				subsection (a) that is made in
				connection with a crime relating to the misappropriation of another
			 person's
				taxpayer identity (as defined in section 6103(b)(6)), whether or
			 not such crime
				involves any tax filing, subsection (a) shall be applied—</text>
								<subparagraph id="id2DFF91B9CEEA44CB9D6B3B3C0564BC78"><enum>(A)</enum><text>by substituting
				<quote>$1,000</quote> for <quote>$250</quote>, and</text>
								</subparagraph><subparagraph id="idC14E977712F349C7A3239577850BDEA7"><enum>(B)</enum><text>by substituting
				<quote>$50,000</quote> for <quote>$10,000</quote>.</text>
								</subparagraph></paragraph><paragraph id="idB6A03781577D43C6B0395A671E30BC66"><enum>(2)</enum><header>Separate
				application of total penalty limitation</header><text>The limitation on the
				total amount of the penalty under subsection (a) shall be applied
			 separately
				with respect to disclosures or uses to which this paragraph applies
			 and to
				which it does not
				apply.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" id="idAF0CFB8F9E89461F96DF0B5CAE0834FE"><enum>(b)</enum><header>Criminal
			 penalty</header><text>Section 7216(a) is amended by striking
			 <quote>$1,000</quote> and inserting <quote>$1,000 ($100,000 in the case of a
			 disclosure or use to which section 6713(b) applies)</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id2609AA7801D54802AEB2E7D40AECD2B1"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to

				<paragraph commented="no" display-inline="no-display-inline" id="id1314FEA832324F8D8A12B1FBE2DE98CC"><enum>(1)</enum><header>In
			 general</header><text>Section 6071 is amended by redesignating subsection (c)
			 as subsection (d), and by inserting after subsection (b) the following new
			 subsection:</text>

				<paragraph commented="no" display-inline="no-display-inline" id="id1784597A989D4CB798B5B1821E2A2F9D"><enum>(1)</enum><header>In
			 general</header><text>Subsection (c) of section 6071, as amended by subsection (a),
			 is amended—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id34BF45C92E3544668D3B3E4232B45F7D"><enum>(A)</enum><text>by striking
			 <quote><header-in-text level="subsection" style="OLC">wage
			 information</header-in-text></quote> in the heading and inserting
			 <quote><header-in-text level="subsection" style="OLC">wage information and
			 Forms 1099–MISC</header-in-text></quote>, and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idFC9E8AB2532844EF8B7349147333F0EC"><enum>(B)</enum><text>by inserting

					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id94D0D0EA876D4A26AA9C29D8BD2C4A98"><enum>(2)</enum><header>Conforming
			 amendment</header><text>Subsection (b) of section 6071, as amended by this Act,
			 is amended by striking <quote>section 6053 and subpart B of part III of this
			 subchapter</quote> and inserting <quote>subpart B of part III of this
			 subchapter (other than returns filed on Form 1099–MISC)</quote>.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id40B275B66AC24DB9B99E85775A6A2438"><enum>(3)</enum><header>Effective
			 date</header><text>The amendments made by this subsection shall apply to returns
			 relating to calendar years beginning after December 31, 2014.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id2BE59BA6B4994B9DBA2E0CD770EAA5A7"><enum>(c)</enum><header>Study regarding
			 administrative implementation</header><text>Not later than
			 January 1, 2017, the Secretary of the Treasury
			 shall report to the Committee on Finance of the Senate and the Committee
			 on
			 Ways and Means of the House of Representatives including—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id8628C18E9B3A4012B0C13D012D065992"><enum>(1)</enum><text>a recommendation
			 of whether the due dates for filing Forms W–2 and W–3 with the Internal
			 Revenue
			 Service and the Social Security Administration should be accelerated to
			 January
			 31 to match the due date for furnishing copies of such forms to the
			 recipient
			 of the reported income,</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9B4FAB3E727147E0A60B4817A7305BE6"><enum>(2)</enum><text>recommendations
			 for processes—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id5CA5EBD7F52B46AD996E8F09F6FCC116"><enum>(A)</enum><text>to match the
			 information reported on Forms W–2 and Forms 1099–MISC for the effective
			 processing of returns and accurate determination of refunds, and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id62F5B73386DB4C47B822378D706A9292"><enum>(B)</enum><text>to correct errors
			 on such documents, and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id443E48A3E67D45F5AB6754F543486F3C"><enum>(3)</enum><text>any other  recommendations such Secretary may have for accelerating information reporting,
			 including the identification of any other forms that should be due on an
			 accelerated schedule in order to prevent tax refund fraud.</text></paragraph></subsection></section><section id="id16E0A737D0594BD6A3EA5F45F680C1B9"><enum>13.</enum><header>Limitation on
			 multiple individual income tax refunds to the same account</header>
			<subsection id="id7F6A3EA3354E48D694926EE3B6116DD0"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than 180
			 days after the date of enactment of this Act, the Secretary of the
			 Treasury
			 shall issue regulations that restrict the delivery or deposit of multiple
			 individual income
			 tax
			 refunds from the same tax year to the same individual account or mailing
			 address.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id6A6CDD5B2C00481E8904101B27DA5A51"><enum>(b)</enum><header>Exception</header><text display-inline="yes-display-inline">The regulation promulgated under subsection
			 (a) shall provide that the restrictions shall not apply in cases and
			 situations
			 where the Secretary of the Treasury determines there is not a likelihood
			 of tax
			 fraud.</text></subsection></section><section commented="no" display-inline="no-display-inline" id="idC003D9E22A6E49139FE2D1EF0981C7DE"><enum>14.</enum><header>Identity verification required under due diligence rules</header><subsection commented="no" display-inline="no-display-inline" id="id9808825CD9424ADAA4293C942CF4A6E2"><enum>(a)</enum><header>In general</header><text>Subsection (g) of section 6695 is amended by adding at the end the following new sentence: <quote>Such due diligence requirements shall include a requirement that such preparer verify (in such
			 manner and with such documentation as the Secretary shall provide) the
			 identity of the taxpayer with respect to such return or claim for refund.</quote>.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id418D5C55D28B48809E7BC01807DB5420"><enum>(b)</enum><header>Effective date</header><text>The amendment made by this section shall apply to returns or claims for refund filed after December
			 31, 2014.</text></subsection></section><section commented="no" display-inline="no-display-inline" id="id1A3707F23CE1476886E4DA4DEBBE9382"><enum>15.</enum><header>Report on refund fraud</header><text display-inline="no-display-inline">Not later than 1 year after the date of the enactment of this Act, and annually thereafter, the
			 Secretary of the Treasury (or the Secretary's delegate)  shall report to
			 the Committee on Finance of the Senate and the Committee on Ways and Means
			 of the House of Representatives on the extent and nature of fraud
			 involving the use of a misappropriated taxpayer identity with
			 respect to claims for refund under the Internal Revenue Code of 1986
			 during the preceding completed income tax filing season, and  the
			 detection, prevention, and enforcement
			 activities
			 undertaken by the Internal Revenue Service with respect to such fraud,
			 including—</text><paragraph id="id6a98dbfeb6df4b3e95e49e95de09a5ed"><enum>(1)</enum><text>the development of fraud detection filters and how they are or may be updated and improved;</text></paragraph><paragraph id="id26F931FD4E9840EAB33D795FA3A90C3E"><enum>(2)</enum><text>the effectiveness of fraud detection activities, and the ways in which such effectiveness is
			 measured; and</text></paragraph><paragraph id="id74BDC726DA2345E4B8D34305559E65E6"><enum>(3)</enum><text>the methods by which such Service categorizes of refund fraud, and the amounts of fraud that are
			 associated with each category.</text></paragraph></section></legis-body>
