delivery and the risk of pregnancy-related deaths and complications due to pregnancy, and to reduce infant mortality caused by prematurity. </official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC"><section commented="no" display-inline="no-display-inline" id="id215279e7-2e3b-4740-bec7-fa6907e41843" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Prematurity Research Expansion and Education for Mothers who deliver Infants Early Reauthorization Act</short-title></quote> or the <quote><short-title>PREEMIE Reauthorization Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idd088ed97-1b58-45fe-8a19-7aad8835c2e3" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Research and activities at the centers for disease control and prevention</header><subsection commented="no" display-inline="no-display-inline" id="ide857ff76-29d7-4e21-98cc-0ae6343aa11d"><enum>(a)</enum><header display-inline="yes-display-inline">Epidemiological studies</header><text display-inline="yes-display-inline">Section 3 of the Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-4f">42 U.S.C. 247b–4f</external-xref>) is amended by striking subsection (b) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="id34552677-4101-4daa-a43b-874b9bc12a56" style="OLC"><subsection commented="no" display-inline="no-display-inline" id="id27cebd74-e60f-41b3-aa99-ccdf8ed0c481"><enum>(b)</enum><header display-inline="yes-display-inline">Studies and Activities on Preterm Birth</header><paragraph commented="no" display-inline="no-display-inline" id="id46c07353-6178-4089-9e14-542bdb6d44a4"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, may, subject to the availability of appropriations—</text><subparagraph commented="no" display-inline="no-display-inline" id="ide3d331d8-df50-4a29-bf61-ab67f434e269"><enum>(A)</enum><text display-inline="yes-display-inline">conduct epidemiological studies on the clinical, biological, social, environmental, genetic, and behavioral factors relating to prematurity, as appropriate;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1216e85e-901b-40a6-9e4f-3ed1908cd774"><enum>(B)</enum><text display-inline="yes-display-inline">conduct activities to improve national data to facilitate tracking the burden of preterm birth; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6652ea7f-e188-44c6-8271-dcc552bbe0c6"><enum>(C)</enum><text display-inline="yes-display-inline">continue efforts to prevent preterm birth, including late preterm birth, through the identification of opportunities for prevention and the assessment of the impact of such efforts.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id62cca3d0-0e97-42ed-af3d-5a5ecffc0535"><enum>(2)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of the PREEMIE Reauthorization Act, and every 2 years thereafter, the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, shall submit to the appropriate committees of Congress reports concerning the progress and any results of studies conducted under paragraph (1).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="id92d0b2d5-21b6-4f69-b9d3-c067d7de721b"><enum>(b)</enum><header display-inline="yes-display-inline">Reauthorization</header><text display-inline="yes-display-inline">Section 3(e) of the Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act (42 U.S.C. 247b–4f(e)) is amended by striking <quote><short-title>$5,000,000</short-title></quote> and all that follows through <quote><short-title>2011.</short-title></quote> and inserting <quote><short-title>$1,880,000 for each of fiscal years 2014 through 2018.</short-title></quote>.</text></subsection></section><section commented="no" display-inline="no-display-inline" id="id937d075c-4580-4ee6-8d00-aa7e867f0971" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Activities at the health resources and services administration</header><subsection commented="no" display-inline="no-display-inline" id="ided75d598-69c6-4181-a936-74a90c65f206"><enum>(a)</enum><header display-inline="yes-display-inline">Telemedicine and high-risk pregnancies</header><text display-inline="yes-display-inline">Section 330I(i)(1)(B) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c-14">42 U.S.C. 254c–14(i)(1)(B)</external-xref>) is amended by striking <quote><short-title>or case management services</short-title></quote> and inserting <quote><short-title>case management services, or prenatal care for high-risk pregnancies</short-title></quote>;</text></subsection><subsection commented="no" display-inline="no-display-inline" id="iddcc0a221-20ab-4733-bb73-dff73cea7319"><enum>(b)</enum><header display-inline="yes-display-inline">Public and health care provider education</header><text display-inline="yes-display-inline">Section 399Q of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280g-5">42 U.S.C. 280g–5</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id69ea911e-e84b-4d9e-84be-9fcd0f218236"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (b)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id536b139f-7bd6-4c60-a61d-3d2f8abae0a5"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking subparagraphs (A) through (F) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="idba54660e-2229-457a-91c3-ea484487dfe0" style="OLC"><subparagraph commented="no" display-inline="no-display-inline" id="id7f4234de-42f3-4cc8-bb64-02fdb57ce5bc"><enum>(A)</enum><text display-inline="yes-display-inline">the core risk factors for preterm labor and delivery;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5340b60a-d31e-47f9-9313-f96cf276ca55"><enum>(B)</enum><text display-inline="yes-display-inline">medically indicated deliveries before full term;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb84605fb-8035-445a-8ac5-015ea52a6329"><enum>(C)</enum><text display-inline="yes-display-inline">the importance of preconception and prenatal care, including—</text><clause commented="no" display-inline="no-display-inline" id="id31a4a6f011e141df96e39623fb58c3ea"><enum>(i)</enum><text display-inline="yes-display-inline">smoking cessation;</text></clause><clause commented="no" display-inline="no-display-inline" id="idb0f6aab6a2834f11aef1e619da9a78a8"><enum>(ii)</enum><text display-inline="yes-display-inline">weight maintenance and good nutrition, including folic acid;</text></clause><clause commented="no" display-inline="no-display-inline" id="id7cb87d91b80641d383bb4fd0d36a1a01"><enum>(iii)</enum><text display-inline="yes-display-inline">the screening for and the treatment of infections; and</text></clause><clause commented="no" display-inline="no-display-inline" id="ide42bc7aa09ce49c9948dbeb4a556707f"><enum>(iv)</enum><text display-inline="yes-display-inline">stress management;</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5841a1a4-ff1f-4982-85f5-2dee7e38c0be"><enum>(D)</enum><text display-inline="yes-display-inline">treatments and outcomes for premature infants, including late preterm infants;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7ee8e650-201e-46ed-b3fa-e7e5ebb60886"><enum>(E)</enum><text display-inline="yes-display-inline">the informational needs of families during the stay of an infant in a neonatal intensive care unit; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id09fcbfd3-7777-45ab-b5fe-1e3f6b14cca4"><enum>(F)</enum><text display-inline="yes-display-inline">utilization of evidence-based strategies to prevent birth injuries;</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id491031c3-2721-4635-a703-80911ce06451"><enum>(B)</enum><text display-inline="yes-display-inline">by striking paragraph (2) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="idF0790B8DE6454E9F8D8762748B00A96E" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="id79c11e3a36bf4d768b53f047fa5c9996"><enum>(2)</enum><text display-inline="yes-display-inline">programs to increase the availability, awareness, and use of pregnancy and post-term information services that provide evidence-based, clinical information through counselors, community outreach efforts, electronic or telephonic communication, or other appropriate means regarding causes associated with prematurity, birth defects, or health risks to a post-term infant;</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="idA814A79A4F1E490BB9B9C8B4537942BD"><enum>(2)</enum><text>in subsection (c), by striking <quote><short-title>$5,000,000</short-title></quote> and all that follows through <quote><short-title>2011.</short-title></quote> and inserting <quote><short-title>$1,900,000 for each of fiscal years 2014 through 2018.</short-title></quote>.</text></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id7f0832a4-89be-4583-aa8e-65d2d2c3a3e4" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Other activities</header><subsection commented="no" display-inline="no-display-inline" id="idB9B2261958284AD5A0166CD0CB003E86"><enum>(a)</enum><header display-inline="yes-display-inline">Interagency Coordinating Council on Prematurity and Low Birthweight</header><text display-inline="yes-display-inline">The Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act is amended by striking section 5 (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-4g">42 U.S.C. 247b–4g</external-xref>).</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id1b157d0e-02e2-4794-9d0c-ad3a5ab4a2e6"><enum>(b)</enum><header display-inline="yes-display-inline">Advisory Committee on Infant Mortality</header><paragraph commented="no" display-inline="no-display-inline" id="id3ef92faf-ee55-4d75-b84a-c0aa6eb1add1"><enum>(1)</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services (referred to in this section as the <quote><short-title>Secretary</short-title></quote>) may establish an advisory committee known as the <quote><short-title>Advisory Committee on Infant Mortality</short-title></quote> (referred to in this section as the <quote><short-title>Advisory Committee</short-title></quote>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5fea3d64-aafe-46b3-a597-37f1bb87c618"><enum>(2)</enum><header display-inline="yes-display-inline">Duties</header><text display-inline="yes-display-inline">The Advisory Committee shall provide advice and recommendations to the Secretary concerning the following activities:</text><subparagraph commented="no" display-inline="no-display-inline" id="id71c51f3e-080b-4d7b-be37-c165d799aa95"><enum>(A)</enum><text display-inline="yes-display-inline">Programs of the Department of Health and Human Services that are directed at reducing infant mortality and improving the health status of pregnant women and infants.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idcc579abb-28c8-4613-b5e3-eda10575b1e8"><enum>(B)</enum><text display-inline="yes-display-inline">Strategies to coordinate the various Federal programs and activities with State, local, and private programs and efforts that address factors that affect infant mortality.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3548e572-1265-414d-b35a-02a4b17ee7e0"><enum>(C)</enum><text display-inline="yes-display-inline">Implementation of the Healthy Start program under section 330H of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c-8">42 U.S.C. 254c–8</external-xref>) and Healthy People 2020 infant mortality objectives.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id01edb421-1854-41da-ae83-e94d9dd1f76d"><enum>(D)</enum><text display-inline="yes-display-inline">Strategies to reduce preterm birth rates through research, programs, and education.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0944973e-4f28-4d73-b8de-24a1b382b9a6"><enum>(3)</enum><header display-inline="yes-display-inline">Plan for HHS preterm birth activities</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this section, the Advisory Committee (or an advisory committee in existence as of the date of enactment of this Act and designated by the Secretary) shall develop a plan for conducting and supporting research, education, and programs on preterm birth through the Department of Health and Human Services and shall periodically review and revise the plan, as appropriate. The plan shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="iddb8d02c6-c7c5-4676-b980-33e7984d878a"><enum>(A)</enum><text display-inline="yes-display-inline">examine research and educational activities that receive Federal funding in order to enable the plan to provide informed recommendations to reduce preterm birth and address racial and ethnic disparities in preterm birth rates;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb374d2c2-49b1-4f7f-b312-2cf17fe623d0"><enum>(B)</enum><text display-inline="yes-display-inline">identify research gaps and opportunities to implement evidence-based strategies to reduce preterm birth rates among the programs and activities of the Department of Health and Human Services regarding preterm birth, including opportunities to minimize duplication; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1f13bcee-3db9-4c7a-9e50-2b7f38a61180"><enum>(C)</enum><text display-inline="yes-display-inline">reflect input from a broad range of scientists, patients, and advocacy groups, as appropriate.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id57d954ff-5e5b-45b9-9299-38d354be1955"><enum>(4)</enum><header display-inline="yes-display-inline">Membership</header><text display-inline="yes-display-inline">The Secretary shall ensure that the membership of the Advisory Committee includes the following:</text><subparagraph commented="no" display-inline="no-display-inline" id="id04cc916b-ece0-4108-956f-9dca28bf97c1"><enum>(A)</enum><text display-inline="yes-display-inline">Representatives provided for in the original charter of the Advisory Committee.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7f7b6cbf-e776-455c-9728-ed72bf0318a4"><enum>(B)</enum><text display-inline="yes-display-inline">A representative of the National Center for Health Statistics.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id39a8bb36-0b79-45b6-9bd6-533076b5a166"><enum>(c)</enum><header display-inline="yes-display-inline">Patient Safety Studies and report</header><paragraph commented="no" display-inline="no-display-inline" id="idb01589a1-f55d-447a-927b-00fd286505a2"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary shall designate an appropriate agency within the Department of Health and Human Services to coordinate existing studies on hospital readmissions of preterm infants.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3d5a2a3b-ba1b-4699-8485-65ab16d59bbf"><enum>(2)</enum><header display-inline="yes-display-inline">Report to Secretary and Congress</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the agency designated under paragraph (1) shall submit to the Secretary and to Congress a report containing the findings and recommendations resulting from the studies coordinated under such paragraph, including recommendations for hospital discharge and followup procedures designed to reduce rates of preventable hospital readmissions for preterm infants.</text></paragraph></subsection></section></legis-body><attestation><attestation-group><attestation-date chamber="Senate" date="20130925" legis-day="20130925">Passed the Senate September 25 (legislative day, September 24), 2013.</attestation-date><attestor display="yes">Nancy Erickson,</attestor><role>Secretary</role></attestation-group></attestation></bill>
