			 <quote><short-title>Sport Fish Restoration and Recreational Boating Safety Act of 2014</short-title></quote>.</text></section><section id="IDF57E1BB93F894D78AA17185403973442"><enum>2.</enum><header>Division of
			 annual appropriations</header><text display-inline="no-display-inline">Section
			 4 of the Federal Aid in Fish Restoration Act (<external-xref legal-doc="usc" parsable-cite="usc/16/777c">16 U.S.C. 777c</external-xref>) is amended—</text><paragraph id="IDB9BF6EFA21A544E78674C4B262B9B89E"><enum>(1)</enum><text>in subsection
			 (a), by striking <quote>2014</quote> and
			 inserting <quote>2021</quote>;</text></paragraph><paragraph id="id2FC7C8E716ED46E0BFF306D78A0DF716"><enum>(2)</enum><text>by amending the heading in subsection (b) to read as follows: <quote><header-in-text level="subsection" style="OLC">Set-asides</header-in-text>.—</quote>;</text></paragraph><paragraph id="ID05CC58FFC9134524AD93EA6A4EDDC2B6"><enum>(3)</enum><text>in subsection
			 (b)(1)—</text><subparagraph id="ID8AAD5F73E2714C5BA40039F90B4049EB"><enum>(A)</enum><text>in subparagraph
			 (A), by striking <quote>2014</quote> and
			 inserting <quote>2021</quote>;</text></subparagraph><subparagraph id="ID8706D86978F84378A4EED554DA5B1451"><enum>(B)</enum><text>in subparagraph
			 (B)—</text><clause id="IDEE1F4A5C04B44827957860001D474388"><enum>(i)</enum><text>in
			 clause (i), by striking <quote>each of fiscal years 2001 and 2002,
			 $9,000,000</quote> and inserting <quote>fiscal year 2015,
			 $11,896,000</quote>;</text></clause><clause id="IDD40C367318FF47BB9FA03EBA056E1E1B"><enum>(ii)</enum><text>in
			 clause (ii), by striking <quote>2003, $8,212,000</quote> and inserting
			 <quote>2016, $12,299,000</quote>; and</text></clause><clause id="ID2904D41E9C0E4CDB83C81D09D4332204"><enum>(iii)</enum><text>in clause
			 (iii), by striking <quote>2004</quote> and inserting <quote>2017</quote>;
			 and</text></clause></subparagraph><subparagraph id="ID62AA30ED824E4AD8ACB6E061243E6A4C"><enum>(C)</enum><text>by adding at the
			 end the following:</text><quoted-block display-inline="no-display-inline" id="IDDAF134E152DA464785D17EAD16E6A07B" style="OLC"><subparagraph id="ID741A98081059492DBFFD61921CA76DBF"><enum>(C)</enum><header>Set-aside for
				boating safety</header><clause id="ID78E887A18CE64D5EA2A3116FE8869122"><enum>(i)</enum><header>In general</header><text>From the annual
				appropriation made in accordance with section 3, for each fiscal
			 year through
				2021, the Secretary shall transfer to the Secretary of the
			 department in which
				the Coast Guard is operating—</text><subclause id="IDE48048AB2CA647FB82EAA0E4868F0C99"><enum>(I)</enum><text>$5,000,000 for
				the purposes set forth in <external-xref legal-doc="usc" parsable-cite="usc/46/13107">section 13107(c)</external-xref> of title 46, United
			 States
				Code;</text></subclause><subclause id="ID59C128FB313F4C9F9C36A70A585C69D0"><enum>(II)</enum><text>$200,000 to fund
				the National Boating Safety Advisory Council established under
			 section 13110 of
				title 46, United States Code, and the authorized activities of the
			 Council; and</text></subclause><subclause id="ID57D9E218E90140EEA1455C1296B38E5C"><enum>(III)</enum><text>not less than
				$7,000,000 for national boating safety activities of national
			 nonprofit public
				service organizations, and such sums made available for allocation
			 and
				distribution shall remain available until expended.</text></subclause></clause><clause id="IDB13AD3B52A3545B3A19FC3078D0D2577"><enum>(ii)</enum><header>Limitation</header><text>The amounts
				specified in clause (i) for a fiscal year may not be included in
			 the amount of
				the annual appropriation distributed under subsection (a) of this
			 section for the fiscal
				year.</text></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id4B4E8C5BE990425DAA41A84001CD102B"><enum>(4)</enum><text>in subsection (b)(2)—</text><subparagraph id="idE83C37D574234CF9A15E06DE0E58D98D"><enum>(A)</enum><text>in subparagraph (A), by striking <quote>under paragraph (1) shall remain available for obligation for use under that paragraph </quote> and inserting <quote>under paragraph (1)(B) shall remain available for obligation for use under paragraph (1)(A)</quote>; and</text></subparagraph><subparagraph id="ID9B7AF8C74E8542A087CC9B0A3C789DC5"><enum>(B)</enum><text>in subparagraph
			 (B)—</text><clause id="idD76C3B31FB464DD3861937DD9A7EFD37"><enum>(i)</enum><text>by striking <quote>under paragraph (1)</quote> and inserting <quote>under paragraph (1)(B)</quote>; and</text></clause><clause id="id4387EA340BA94542866FE493246B4383"><enum>(ii)</enum><text>by striking <quote>subsection (e)</quote> and inserting
			 <quote>subsection (c)</quote>;</text></clause></subparagraph></paragraph><paragraph id="id73EE3FA3CF8F4CF99989143A8C88542A"><enum>(5)</enum><text>in subsection (d), by striking <quote>So much of any sum not allocated</quote> and inserting <quote>Except as otherwise provided in this section, so much of any sum not allocated</quote>; and</text></paragraph><paragraph id="IDFF5A913D2CB541FA8CAE32428C9B3000"><enum>(6)</enum><text>in subsection
			 (e)—</text><subparagraph id="IDAC7388FD870641D8B096999B94E5619F"><enum>(A)</enum><text>in paragraph (1),
			 by striking <quote>those subsections</quote> and inserting <quote>those
			 paragraphs</quote>;</text></subparagraph><subparagraph id="IDBC6E6876D63241FB908027B5D0CEC062"><enum>(B)</enum><text>by amending
			 paragraph (2) to read as follows:</text><quoted-block display-inline="no-display-inline" id="IDE0B6181DF81446328694B28AA9F398E3" style="OLC"><paragraph id="IDAA25CE468CE74A33B60EEEBA9D05B440"><enum>(2)</enum><header>Maximum
				amount</header><text>For fiscal year 2015, the Secretary of the Interior may
				use not more than $1,200,000 in accordance with paragraph (1). For
			 each fiscal
				year thereafter, the maximum amount that the Secretary of the
			 Interior may use
				in accordance with paragraph (1) shall be determined under
			 paragraph
				(3).</text></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block></subparagraph><subparagraph id="ID9B003142FAFF4A4AA75034FF6BAD94FD"><enum>(C)</enum><text>by adding at the
			 end the following:</text><quoted-block display-inline="no-display-inline" id="ID3EA40AF680AC46F194724F4DEC30A99F" style="OLC"><paragraph id="IDEFE5BC91B6E64897AAC6FE8876F231BA"><enum>(3)</enum><header>Annual adjusted
				maximum amount</header><text>The maximum amount referred to in paragraph (2) for
				fiscal year 2016 and each fiscal year thereafter shall be the sum
			 of—</text><subparagraph id="ID52FDAE901A5B49169B42CB97E2A66AA4"><enum>(A)</enum><text>the available
				maximum amount for the preceding fiscal year; and</text></subparagraph><subparagraph id="IDD0D4A6C20B984C17B23124983B94A389"><enum>(B)</enum><text>the amount
				determined by multiplying—</text><clause id="IDBD5DDB9C3E6D455EA3FDCB88055FF511"><enum>(i)</enum><text>the available
				maximum amount for the preceding fiscal year; and</text></clause><clause id="ID3126E75B996E43B78B53031D66901651"><enum>(ii)</enum><text>the change,
				relative to the preceding fiscal year, in the Consumer Price Index
			 for All
				Urban Consumers published by the Department of
				Labor.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section><section id="IDD279761FDC284FE5A91A9BB7BD8634C3"><enum>3.</enum><header>Extension of
			 exception to limitation on transfers to fund</header><text display-inline="no-display-inline">Section 9504(d)(2) of the Internal Revenue
			 Code of 1986 is amended by striking <quote>2014,</quote> and inserting
			 <quote>2021,</quote>.</text></section><section id="id64C98373649B40EB9A9AE638BDC35CF2"><enum>4.</enum><header>Recreational boating safety allocations</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/46/13104">Section 13104</external-xref> of title 46, United States Code, is amended by striking subsection (c).</text></section><section commented="no" id="ID9E9F2FE503DB4AC18C9382159C012A7B"><enum>5.</enum><header>Recreational
			 boating safety</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/46/13107">Section 13107(c)</external-xref> of title 46, United States Code, is amended—</text><paragraph commented="no" id="id04F97CF6ACF446179F47D6D25D8E9526"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1)—</text><subparagraph commented="no" id="id3F4E86D1E4A24447A06E705674684DA7"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>subsection (a)(2)</quote> and inserting <quote>subsection (b)(1)(C)</quote>; and</text></subparagraph><subparagraph commented="no" id="idF34B14AD2CE1450B8CC005E7A0895D16"><enum>(B)</enum><text>by striking <quote>(<external-xref legal-doc="usc" parsable-cite="usc/16/777c">16 U.S.C. 777c(a)(2)</external-xref>)</quote> and all that follows through the end and inserting</text><quoted-block display-inline="yes-display-inline" id="idF4B2BEA4EEB6415D9ECE98CF59A6EC95" style="OLC"><text>(<external-xref legal-doc="usc" parsable-cite="usc/16/777c">16 U.S.C. 777c(b)(1)(C)</external-xref>)—</text><subparagraph id="id158ECD16B24B4CACA5174CF338A96246"><enum>(A)</enum><text>$5,000,000 is available to the Secretary for payment of expenses of the Coast Guard for personnel
			 and activities directly related to coordinating and carrying out the
			 national recreational boating safety program under this title, of which
			 not less than $2,000,000 shall be available to the Secretary only to
			 ensure compliance with <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/46/43">chapter 43</external-xref> of this title;</text></subparagraph><subparagraph id="id59F0BA2B5CF34F38B65C75C84E7A7912"><enum>(B)</enum><text>$200,000 is available to the Secretary to fund the National Boating Safety Advisory Council and its
			 authorized activities; and</text></subparagraph><subparagraph id="idEC72BBE71805449FA7B6B89F479E6015"><enum>(C)</enum><text>not less than $7,000,000 is available to the Secretary for national boating safety activities of
			 national nonprofit public
				service organizations.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" id="id1FC4B16B3C704E85A53BE221C4E89114"><enum>(2)</enum><text>in paragraph (3), by striking <quote>Amounts made available</quote> and inserting <quote>Except for amounts made available by paragraph (1)(C), amounts made available</quote>.</text></paragraph></section><section id="id25381842FA3C43A4BA774ECEDC97843C"><enum>6.</enum><header>National Boating Safety Advisory Council</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/46/13110">Section 13110(e)</external-xref> of title 46, United States Code, is amended by striking <quote>2020</quote> and inserting <quote>2021</quote>.</text></section></legis-body><endorsement><action-date date="20140707">July 7, 2014</action-date><action-desc>Reported without amendment</action-desc></endorsement></bill>
