<official-title>To facilitate planning, permitting, administration, implementation, and monitoring of pinyon-juniper dominated landscape restoration projects within Lincoln County, Nevada, and for other purposes.</official-title>

<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Pinyon-Juniper Related Projects Implementation Act</short-title></quote>.</text></section>
<section id="HA3C89D38953543DF800A751AFAFAC7A0"><enum>2.</enum><header>Facilitation of pinyon-juniper related projects</header>
<subsection id="H003566ABCA2740FD8F9CF3605864F075"><enum>(a)</enum><header>Availability of special account under Lincoln County Land Act of <enum-in-header>2000</enum-in-header></header><text display-inline="yes-display-inline">Section 5(b) of the Lincoln County Land Act of 2000 (<external-xref legal-doc="public-law" parsable-cite="pl/106/298">Public Law 106–298</external-xref>; 114 Stat. 1048), is amended—</text>
<paragraph id="HB5626D64A2A0482C87D499882E69745F"><enum>(1)</enum><text>in paragraph (1)—</text>
<subparagraph id="HADC344503A9D45359FEC4A6100C4C687"><enum>(A)</enum><text>in subparagraph (B), by inserting <quote>and implementation</quote> after <quote>development</quote>; and</text></subparagraph>
<subparagraph id="H1898DE7565154664A4B09B82A8B4B9C4"><enum>(B)</enum><text>in subparagraph (C)—</text>
<clause id="H1E99419B893C40D589D9C16F82BC8296"><enum>(i)</enum><text>in clause (i), by striking <quote>; and</quote> at the end and inserting a semicolon;</text></clause>
<clause id="id4C3013ECCAF54B9E9BBDD814D55228CE"><enum>(ii)</enum><text>in clause (ii), by striking <quote>; and</quote> at the end and inserting a semicolon; and</text></clause>
<clause id="H0672B22E37D7488D988FE1A02FF53A2A"><enum>(iii)</enum><text>by adding at the end the following:</text>

<clause id="HA01E2C87EE0E4D67AC94CC823945D99E" indent="up1"><enum>(iii)</enum><text>planning, permitting, administration, implementation, and monitoring of pinyon-juniper dominated landscape restoration projects within Lincoln County, consistent with the Ely Resource Management Plan; and</text></clause>
<clause id="idc5d38b1d310645a8a91fd97f96316c66" indent="up1"><enum>(iv)</enum><text>completing compliance activities under the <act-name parsable-cite="NEPA69">National Environmental Policy Act of 1969</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>), related mitigation plans, and archeological research and resource inventory in compliance with the National Historic Preservation Act (<external-xref legal-doc="usc" parsable-cite="usc/16/470">16 U.S.C. 470 et seq.</external-xref>), the Native American Graves Protection and Repatriation Act (<external-xref legal-doc="usc" parsable-cite="usc/25/3001">25 U.S.C. 3001 et seq.</external-xref>), and <external-xref legal-doc="public-law" parsable-cite="pl/95/341">Public Law 95–341</external-xref> (commonly known as the <term>American Indian Religious Freedom Act</term>) (<external-xref legal-doc="usc" parsable-cite="usc/42/1996">42 U.S.C. 1996</external-xref>) for areas of proposed land use authorizations and rights-of-way required for development of land conveyed pursuant to this Act and the Lincoln County Conservation, Recreation, and Development Act of 2004 (<external-xref legal-doc="public-law" parsable-cite="pl/108/424">Public Law 108–424</external-xref>; 118 Stat. 2403) and as required for authorization of leases, rights-of-way, and development within the Bureau of Land Management-designated Dry Lake Valley North Solar Energy Zone; and</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph></paragraph>
<paragraph id="H2EC52328CF204F32AC29DB21660755B8"><enum>(2)</enum><text>by adding at the end the following:</text>
<quoted-block display-inline="no-display-inline" id="HE3F740238E3D4026966BD6816E8586EA" style="OLC">
<paragraph id="HB77CF61BE08342C99851F25AEC4EC9C3"><enum>(3)</enum><header>Waiver of fees</header><text>Processing of applications for rights-of-way submitted by a local government or regional government to serve land conveyed pursuant to this Act shall not require payment of cost recovery fees or payment of contributed funds.</text></paragraph>
<paragraph id="idfd7fb21a667d4c32bc156f5feddd60c9"><enum>(4)</enum><header>Cooperative agreements</header><text>Establishment and funding of cooperative agreements between the Bureau of Land Management and Lincoln County, Nevada, shall be required for County-provided law enforcement and planning related activities regarding—</text>
<subparagraph id="id436D99E2693C4B74B4A769441911CF16"><enum>(A)</enum><text>wilderness in Lincoln County, Nevada, designated by the Lincoln County Conservation, Recreation, and Development Act of 2004 (<external-xref legal-doc="public-law" parsable-cite="pl/108/424">Public Law 108–424</external-xref>; 118 Stat. 2403);</text></subparagraph>
<subparagraph id="id3E39D82A1028451F8599FF70350139A7"><enum>(B)</enum><text>cultural resources identified, protected, and managed pursuant to that Act;</text></subparagraph>
<subparagraph id="id9C7A71D531B949599A3C49C6D8E1208C"><enum>(C)</enum><text>planning, management, and law enforcement associated with the Silver State OHV Trail designated by that Act; and</text></subparagraph>
<subparagraph id="id76D46EE649B44701862417E3FEF1F109"><enum>(D)</enum><text>planning associated with land disposal and related land use authorizations required for utility corridors and rights of way to serve land that has been, or is to be, disposed of pursuant to that Act and this Act.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection>
<subsection id="H2D32A4F9A57945508A13A97B8C99760C"><enum>(b)</enum><header>Availability of special account under Lincoln County Conservation, Recreation, and Development Act of <enum-in-header>2004</enum-in-header></header><text>Section 103 of the Lincoln County Conservation, Recreation, and Development Act of 2004 (<external-xref legal-doc="public-law" parsable-cite="pl/108/424">Public Law 108–424</external-xref>; 118 Stat. 2406) is amended—</text>
<paragraph id="H9254B5BF91CF45E1A2EA7E9748BFD597"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (b)(3)—</text>
<subparagraph id="HD67C54D630D7454880A2422EF7DB7C4E"><enum>(A)</enum><text>in subparagraph (E), by striking <quote>; and</quote> at the end and inserting a semicolon;</text></subparagraph>
<subparagraph id="H08699A17C15D44759FCCD2F3A15B3569"><enum>(B)</enum><text>in subparagraph (F), by striking the period at the end and inserting a semicolon; and</text></subparagraph>
<subparagraph id="H47715BA9FF874652AD60C539F600B81D"><enum>(C)</enum><text>by adding at the end the following:</text>

<subparagraph id="H26A18637BADA4E6F95E6CA05D8AA7ADD"><enum>(G)</enum><text>planning, permitting, administration, implementation, and monitoring of pinyon-juniper dominated landscape restoration projects within Lincoln County, consistent with the Ely Resource Management Plan; and</text></subparagraph>

<section id="H4660C244A4DA4FFBAAE2B1703FC26735"><enum>3.</enum><header>Disposition of proceeds</header>
<subsection id="H077B369BB6AC44739E7BA376000E9312"><enum>(a)</enum><header>Disposition of proceeds under Lincoln County Land Act of <enum-in-header>2000</enum-in-header></header><text display-inline="yes-display-inline">Section 5(a)(2) of the Lincoln County Land Act of 2000 (<external-xref legal-doc="public-law" parsable-cite="pl/106/298">Public Law 106–298</external-xref>; 114 Stat. 1047) is amended by inserting <quote>and economic development</quote> after <quote>schools</quote>.</text></subsection>
<subsection id="HFFA4910F037644508D85E46769B03A31"><enum>(b)</enum><header>Disposition of proceeds under Lincoln County Conservation, Recreation, and Development Act of <enum-in-header>2004</enum-in-header></header><text display-inline="yes-display-inline">Section 103(b)(2) of the Lincoln County Conservation, Recreation, and Development Act of 2004 (<external-xref legal-doc="public-law" parsable-cite="pl/108/424">Public Law 108–424</external-xref>; 118 Stat. 2405) is amended by striking <quote>and transportation</quote> and inserting <quote>transportation, and economic development</quote>.</text></subsection></section>
<section id="id64f7bc40b7c74d1ca6052a1bdebfa070"><enum>4.</enum><header>Certain land in utility corridor not withdrawn</header><text display-inline="no-display-inline">Section 301(c) of the Lincoln County Conservation, Recreation, and Development Act of 2004 (<external-xref legal-doc="public-law" parsable-cite="pl/108/424">Public Law 108–424</external-xref>; 118 Stat. 2413) is amended in the matter preceding paragraph (1) by inserting <quote>(other than land in the corridor located in sections 7, 8, 9, 10, and 15, T. 7 N., R. 68 E.)</quote> after <quote>subsection (a)</quote>.</text></section>
