			 on Education and the Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Missing Children’s Assistance Act, and for
		  other purposes.</official-title></form><legis-body id="H89EC412682A3484C857741DE19308FE8" style="OLC"><section id="H83E706E78A02405881392701216A83FF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Missing Children’s Assistance
			 Reauthorization Act of 2013</short-title></quote>.</text></section><section id="HAD6D38600E524484BD91437C066DAC4D"><enum>2.</enum><header>Special
			 rule</header><text display-inline="no-display-inline">Whenever the term
			 <term>title</term> is used for the purposes of this Act it shall be replaced
			 with the term <term>Act</term>.</text></section><section id="H085324AFDDCB4000A8DD140904062575"><enum>3.</enum><header>Amendments</header><subsection id="H25E8E309A1784C2CA0DC0E2F53EB9F8B"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Section 402 of the Missing Children’s
			 Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5771">42 U.S.C. 5771</external-xref>) is amended—</text><paragraph id="HAE1352B0183C4C4B8FE931148C0095A0"><enum>(1)</enum><text>by redesignating
			 paragraphs (3) through (9) as paragraphs (4) through (10), respectively,
			 and</text></paragraph><paragraph id="HA25F685B7A584F4FBA605B5E29307561"><enum>(2)</enum><text>by inserting after
			 paragraph (2) the following:</text><quoted-block display-inline="no-display-inline" id="H32A5F616B23E46598C7BAE5CEE72A3CC" style="OLC"><paragraph id="H646E163B82DE4CEDB7FF393D3A5C0EFC"><enum>(3)</enum><text display-inline="yes-display-inline">many missing children are
				runaways;</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H69FB2C3AC7C94D18B7A9385A003E4A69"><enum>(b)</enum><header>Duties and
			 functions of Administrator</header><text display-inline="yes-display-inline">Section 404 of the Missing Children’s
			 Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5773">42 U.S.C. 5773</external-xref>) is amended—</text><paragraph id="H8E70EC90EF3C4C429A04AA1EC643653E"><enum>(1)</enum><text>in subsection
			 (a)—</text><subparagraph id="HAB9B5615F69243DAA266335DC6EA3378"><enum>(A)</enum><text>in
			 paragraph (5)—</text><clause id="HED4E0E422E4F464288817D401ED4766C"><enum>(i)</enum><text>by
			 striking <quote>Representatives, and</quote> and inserting
			 <quote>Representatives, the Committee on Education and the Workforce of the
			 House of Representatives,</quote>, and</text></clause><clause id="H257794D6160A42F1B83B02E465350462"><enum>(ii)</enum><text display-inline="yes-display-inline">by inserting <quote>, and the Committee on
			 the Judiciary of the Senate</quote> after <quote>Senate</quote>,</text></clause></subparagraph><subparagraph id="H51B6D4469E1540368CF79AB91674D062"><enum>(B)</enum><text>by redesignating
			 paragraphs (4) and (5) as (5) and (6), respectively, and</text></subparagraph><subparagraph id="H5E4289A0C0204B3B872AA6F0D875207E"><enum>(C)</enum><text>by inserting after
			 paragraph (3) the following:</text><quoted-block display-inline="no-display-inline" id="H7B7CE2BAB9F24A57A6A89BBEF49C878A" style="traditional"><paragraph id="H567D6FC67A464C4CA96F2F895102DE87"><enum>(4)</enum><text>coordinate with
				the United States Interagency Council on Homelessness to ensure that homeless
				services professionals are aware of educational resources and assistance
				provided by the Center regarding child sexual
				exploitation;</text></paragraph><after-quoted-block>,</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H70CBF3BBB4CA4DC88003EF1F939B5816"><enum>(2)</enum><text>in subsection
			 (b)—</text><subparagraph id="HA7D000F9BA3D4100BA1680BBA44D7DCD"><enum>(A)</enum><text>in paragraph
			 (1)—</text><clause id="H59BCDE97536B4236B1E6AD54A2CF89F3"><enum>(i)</enum><text>in
			 subparagraph (C)—</text><subclause id="H021B68FAA14F483982DA700CE7969605"><enum>(I)</enum><text display-inline="yes-display-inline">by striking <quote>and</quote> after
			 <quote>governments,</quote>, and</text></subclause><subclause id="H9B0D0295EAD14717B3DC0DED037FC1DB"><enum>(II)</enum><text>by inserting <quote>State and local educational agencies,</quote> after
			 <quote>agencies,</quote>,</text></subclause></clause><clause id="H86A16F1428974CEF853BB7A71BDC330B"><enum>(ii)</enum><text>in
			 subparagraph (R) by striking <quote>and</quote> at the end,</text></clause><clause id="HBC860EBF998A4EA58C00F5E4F27918BF"><enum>(iii)</enum><text>in
			 subparagraph (S) by striking the period at the end and inserting a semicolon,
			 and</text></clause><clause commented="no" id="HD33832A411604C0C897AB636201A198F"><enum>(iv)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H622B2FA5AA0748369E0E8215EDBA4AC5" style="traditional"><subparagraph commented="no" id="H1D0F3BBCCEC041C699E782364720FBCE"><enum>(T)</enum><text display-inline="yes-display-inline">provide technical assistance and training
				to State and local law enforcement agencies and statewide clearinghouses to
				coordinate with State and local educational agencies in identifying and
				recovering missing children;</text></subparagraph><subparagraph id="H6E6B107D320D453C9AF7CC4A723B05A6"><enum>(U)</enum><text display-inline="yes-display-inline">assist the efforts of law enforcement
				agencies in coordinating with child welfare agencies to respond to foster
				children missing from the State welfare system; and</text></subparagraph><subparagraph id="H02D201DBE8B541A59067633E7F90053E"><enum>(V)</enum><text>provide technical
				assistance to law enforcement agencies and first responders in identifying,
				locating, and recovering victims of, and children at risk for, child sex
				trafficking.</text></subparagraph><after-quoted-block>,
				and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="HA1060EFECF2D4D939E30B6CC39EFB69B"><enum>(B)</enum><text>by amending
			 paragraph (2) to read as follows:</text><quoted-block display-inline="no-display-inline" id="H488B593BC0BE4F6192F6E4FCC95F12EA" style="OLC"><paragraph id="H2C38B6D2A43C474C954A5F365694422B"><enum>(2)</enum><header>Limitation</header><subparagraph id="HAAF848E7A5114BD5869E7623F4127870"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">Notwithstanding any
				other provision of law, no Federal funds may be used to pay the compensation of
				an individual employed by the Center if such compensation, as determined at the
				beginning of each grant year, exceeds 110 percent of the maximum annual salary
				payable to a member of the Federal Government’s Senior Executive Service (SES)
				for that year. The Center may compensate an employee at a higher rate provided
				the amount in excess of this limitation is paid with non-Federal funds.</text></subparagraph><subparagraph id="HCA322EABC9FF49BDB22415F58C68339A"><enum>(B)</enum><header>Definition of
				compensation</header><text>For the purpose of this paragraph, the term
				<term>compensation</term>—</text><clause id="HA8770F32C97543E9B2CC1B8E0E44A24A"><enum>(i)</enum><text>includes salary,
				bonuses, periodic payments, severance pay, the value of a compensatory or paid
				leave benefit not excluded by clause (ii), and the fair market value of any
				employee perquisite or benefit not excluded by clause (ii); and</text></clause><clause id="H5054EE8ACED442F4A93406788DC44CCF"><enum>(ii)</enum><text>excludes any
				Center expenditure for health, medical, or life insurance, or disability or
				retirement pay, including pensions
				benefits.</text></clause></subparagraph></paragraph><after-quoted-block>,</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="HFEAFBD3C77454754B47815956DA6B531"><enum>(3)</enum><text>in subsection
			 (c)(1)—</text><subparagraph id="H654038DC3D974DDEA36A31F54D2473F8"><enum>(A)</enum><text>by striking
			 <quote>periodically</quote> and inserting <quote>triennially</quote>,
			 and</text></subparagraph><subparagraph id="H68CB88D611B249D7B69DF79E27EFEDC8"><enum>(B)</enum><text>by striking
			 <quote>kidnapings</quote> and inserting <quote>kidnappings</quote>, and</text></subparagraph></paragraph><paragraph id="HACC50E78615C4BB2ABF4A87C01A29062"><enum>(4)</enum><text>in subsection
			 (c)(2) by inserting <quote>, in compliance with the Family Educational Rights
			 and Privacy Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/20/1232g">20 U.S.C. 1232g</external-xref>)</quote> after <quote>birth
			 certificates</quote>.</text></paragraph></subsection><subsection id="H1F4DEC74EEF04FA9B25D85CC2225BEDF"><enum>(c)</enum><header>Grants</header><text>Section
			 405(a) of the Missing Children’s Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5775">42 U.S.C. 5775(a)</external-xref>) is
			 amended—</text><paragraph id="HCF6D7BA1B886400BA89FFCDB3C5A7A89"><enum>(1)</enum><text>in paragraph (1)
			 by inserting <quote>schools, school leaders, teachers, State and local
			 educational agencies, homeless shelters and service providers,</quote> after
			 <quote>children,</quote>, and</text></paragraph><paragraph id="HFFBFAA760F68473FA448DDBA7ED08FE2"><enum>(2)</enum><text>in paragraph (3)
			 by inserting <quote>and schools</quote> after
			 <quote>communities</quote>.</text></paragraph></subsection><subsection id="H8E895B4DAAF04497AA464C8ACC9189BB"><enum>(d)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">Section 407(a)
			 of the Missing Children’s Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5777">42 U.S.C. 5777(a)</external-xref>) is amended by
			 striking <quote>such</quote> and all that follows through the period at the
			 end, and inserting <quote>$35,800,000 for each of the fiscal years 2014 through
			 2018, up to $32,200,000 of which shall be used to carry out section 404(b) for
			 each such fiscal year.</quote>.</text></subsection></section></legis-body></bill>
