		<official-title>To amend the Elementary and Secondary Education Act of
		  1965 to establish a Volunteer Teacher Advisory Committee.</official-title>

		<section id="HB1065E561E964F3DB545995911D6289E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Teachers at the Table
			 Act</short-title></quote>.</text>
		</section><section id="HC1E14F7C2EEA425A97372A7E717E0441"><enum>2.</enum><header>Volunteer Teacher
			 Advisory Committee</header><text display-inline="no-display-inline">The
			 Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6301">20 U.S.C. 6301 et seq.</external-xref>) is
			 amended by adding after section 1004 (<external-xref legal-doc="usc" parsable-cite="usc/20/6304">20 U.S.C. 6304</external-xref>) the following:</text>
			<quoted-block display-inline="no-display-inline" id="HC0D11104097F43CA8101C790A830720D" style="OLC">
				<section id="HDD106747DD3446D9BEE5137C926BC939"><enum>1005.</enum><header>Volunteer
				Teacher Advisory Committee</header>
					<subsection id="HD500E108267A400784AC478F9233E587"><enum>(a)</enum><header>Establishment</header><text>The
				Secretary shall establish an advisory committee, to be known as the Volunteer
				Teacher Advisory Committee (referred to in this section as the
				<quote>Committee</quote>).</text>
					</subsection><subsection id="H25CF58CECD124F6CABCFBFC70C4D17B0"><enum>(b)</enum><header>Duties and
				focus</header><text>The duty of the Committee shall be to monitor the effects
				of this Act, on the ground and in classrooms, and the focus of the Committee
				shall solely be on children and families.</text>
					</subsection><subsection id="H7D958E0872D04B439FD3BB0F75FE18DE"><enum>(c)</enum><header>Membership</header>
						<paragraph id="H0B1EA7B6B06B4F74B17BEDBFE8163602"><enum>(1)</enum><header>In
				general</header><text>The membership of the Committee shall consist of 20
				public elementary school or secondary school classroom teachers who—</text>
							<subparagraph id="H69DFD2DE026C48C19B59B16BEF8E1378"><enum>(A)</enum><text>are past or
				present Teachers of the Year;</text>
							</subparagraph><subparagraph id="HB76A579EE8184D0C96866BABA4128DA2"><enum>(B)</enum><text>have received
				training, or demonstrated experience, in methods of data collection, analysis,
				and reporting; and</text>
							</subparagraph><subparagraph id="HECF22270220E4799ADDECE4F7FBBD373"><enum>(C)</enum><text>have submitted an
				application to the Secretary to serve on the Committee.</text>
							</subparagraph></paragraph><paragraph id="H1522E0A5B7114EF880D5902C8AEF5C8E"><enum>(2)</enum><header>List;
				appointment</header><text>The Secretary shall compile a list of teachers
				submitting applications under paragraph (1)(B). The members of the Committee
				shall be appointed as follows:</text>
							<subparagraph id="H38C685BC377B4A7B90AC2D2C02315C43"><enum>(A)</enum><text>The Secretary
				shall appoint 4 teachers from the list.</text>
							</subparagraph><subparagraph id="HE909BBF920FF451DA857323D17833A9C"><enum>(B)</enum><text>The Majority
				Leader of the Senate shall appoint 4 teachers from the list.</text>
							</subparagraph><subparagraph id="H67983779EF71492FA5965F539C3BEE6E"><enum>(C)</enum><text>The Minority
				Leader of the Senate shall appoint 4 teachers from the list.</text>
							</subparagraph><subparagraph id="H9F8A7333AEA14277AE07B9191F54F75A"><enum>(D)</enum><text>The Speaker of the
				House of Representatives shall appoint 4 teachers from the list.</text>
							</subparagraph><subparagraph id="HC173838CBDB4414FADA861160845CE3C"><enum>(E)</enum><text>The Minority
				Leader of the House of Representatives shall appoint 4 teachers from the
				list.</text>
							</subparagraph></paragraph><paragraph id="H963261D993A748DDA5693135E7CCF0A5"><enum>(3)</enum><header>Representation
				requirement</header><text>The members of the Committee shall represent diverse
				and multiple geographic, grade level, and specialty areas.</text>
						</paragraph><paragraph id="H9817A3F2513E46A6B261881B0C66A648"><enum>(4)</enum><header>Term</header><text>Each
				member of the Committee shall serve on the Committee for a 2-year term.</text>
						</paragraph></subsection><subsection id="H667AF3694630434FB949D566AE487084"><enum>(d)</enum><header>Annual
				report</header>
						<paragraph id="H3DCAECED33EA4628B77C19ED94962AE6"><enum>(1)</enum><header>In
				general</header><text>The Committee shall submit to Congress and the
				Secretary—</text>
							<subparagraph id="H947DDF125612419AB08D82857F2175EB"><enum>(A)</enum><text>on an annual
				basis, a report on the monitoring carried out under subsection (b); and</text>
							</subparagraph><subparagraph id="H17E7FC3B577742B99995EFED961E076C"><enum>(B)</enum><text>on a quarterly
				basis, updates on such monitoring.</text>
							</subparagraph></paragraph><paragraph id="H50ABFD490B974D21B123C4FAA7149C9E"><enum>(2)</enum><header>Contents of
				report</header><text>The report submitted under paragraph (1) shall include, at
				a minimum, the following:</text>
							<subparagraph id="H2A399F4B9479403997C6E3BCF0609AEF"><enum>(A)</enum><text>Both quantitative
				and qualitative data that evaluate the effect of this section on student
				achievement.</text>
							</subparagraph><subparagraph id="H0016371AEE60407BB811909A4B23F20A"><enum>(B)</enum><text>The effect of this
				section on closing the achievement gap between high- and low-performing
				students, including the students identified under section
				1111(b)(2)(C)(v)(II).</text>
							</subparagraph></paragraph></subsection><subsection id="H9D141B9A14BD4106B06E434FFBF74436"><enum>(e)</enum><header>Authorization of
				funds</header><text>Of the amounts appropriated to, and available at the
				discretion of, the Secretary for programmatic and administrative expenditures
				for fiscal years 2014 through 2018, a total of $500,000 shall be used to
				establish and carry out the functions of the Committee established under this
				section.</text>
