		<official-title>To amend title 49, United States Code, to direct the
		  Assistant Secretary of Homeland Security (Transportation Security
		  Administration) to provide expedited air passenger screening to severely
		  injured or disabled members of the Armed Forces and severely injured or
		  disabled veterans, and for other purposes.</official-title>

		<section id="HEC4D6798936447108E9310A3BA67F912" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may cited as the
			 <quote><short-title>Helping Heroes Fly Act</short-title></quote>.</text>
		</section><section id="H2AED48D88BF54000AD520248D410F85E"><enum>2.</enum><header>Operations center
			 program for severely injured or disabled members of the Armed Forces and
			 severely injured or disabled veterans</header>
			<subsection id="HF8EA4D41A42C4CF19AB70DA1C70E996A"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subchapter I of
			 <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/449">chapter 449</external-xref> of title 49, United States Code, is amended by adding at the end
			 the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="H103138A45B874F2083B6228120D726EE" style="USC">
					<section id="HC8E17C1ECDA74A7DB5F9E8BCCD70A335"><enum>44927.</enum><header>Expedited
				screening for severely injured or disabled members of the Armed Forces and
				severely injured or disabled veterans</header>
						<subsection id="HAC49DC722A2D4ADF875BC5F0DC903BEC"><enum>(a)</enum><header>Passenger
				screening</header><text display-inline="yes-display-inline">The Assistant
				Secretary, in consultation with the Secretary of Defense, the Secretary of
				Veterans Affairs, and organizations that advocate on behalf of members of the
				Armed Forces and veterans, including organizations that advocate on behalf of
				severely injured or disabled members of the Armed Forces and severely injured
				or disabled veterans, shall develop and implement a process to provide
				expedited passenger screening services for severely injured or disabled members
				of the Armed Forces and severely injured or disabled veterans. Such process
				shall be designed to protect the privacy of the individual being screened to
				the maximum extent practicable.</text>
						</subsection><subsection id="HB0E26D77271548648ED3DB74F73DEBBD"><enum>(b)</enum><header>Operations
				center</header><text display-inline="yes-display-inline">As part of the process
				required under subsection (a), the Assistant Secretary shall maintain an
				operations center to provide support and facilitate the movement of severely
				injured or disabled members of the Armed Forces and severely injured or
				disabled veterans through screening prior to boarding a passenger aircraft
				operated by an air carrier or foreign air carrier in air transportation or
				intrastate air transportation. Such operations center shall be operational at
				all times.</text>
						</subsection><subsection id="HF0CDD39933384EFFA5C8468622B3E1A1"><enum>(c)</enum><header>Protocols</header><text>The
				Assistant Secretary shall—</text>
							<paragraph id="HA350B3BB517C4EAE97A89F4B60B0C191"><enum>(1)</enum><text display-inline="yes-display-inline">establish and publish protocols, in
				consultation with the Secretary of Defense, the Secretary of Veterans Affairs,
				and organizations that advocate on behalf of members of the Armed Forces and
				veterans, including organizations that advocate on behalf of severely injured
				or disabled members of the Armed Forces and severely injured or disabled
				veterans, under which a severely injured or disabled member of the Armed Forces
				or severely injured or disabled veteran, or the family member or other
				representative of such a member or veteran, may contact the operations center
				maintained under subsection (b) and request expedited screening services
				described in subsection (a) for the member or veteran; and</text>
							</paragraph><paragraph id="H9B34A75D418A4FDEB1F361EFEF3FDC83"><enum>(2)</enum><text display-inline="yes-display-inline">upon receipt of such a request, require
				such operations center to notify the appropriate Federal security director of
				the request to facilitate the expedited passenger screening services described
				in subsection (a) for the member or veteran.</text>
							</paragraph></subsection><subsection id="HE521EEAED8D54A49AC6480EDBACE99A3"><enum>(d)</enum><header>Training</header><text>The
				Assistant Secretary shall integrate training on the protocols established under
				subsection (c) into the training provided to new employees and recurrent
				training for all employees who provide passenger screening services.</text>
						</subsection><subsection id="H65649837340F44A28718C2654177C53D"><enum>(e)</enum><header>Report</header><text>Not
				later than one year after the date of the enactment of this section, and
				annually thereafter, the Assistant Secretary shall submit to Congress a report
				on the implementation of this section. Each such report shall include each of
				the following:</text>
							<paragraph id="HC95F39F0C27C4AD2A4831110C5951C6F"><enum>(1)</enum><text>Information on the
				training provided under subsection (d).</text>
							</paragraph><paragraph id="H25F0A7E736AF4BEB9C16A030C97617AC"><enum>(2)</enum><text display-inline="yes-display-inline">Information on the consultations between
				the Assistant Secretary and organizations that advocate on behalf of members of
				the Armed Forces and veterans as described in subsection (a).</text>
							</paragraph><paragraph id="HC34C2D7CF3B646D8AD215E10989FCFE8"><enum>(3)</enum><text>The number of
				people who accessed the operations center during the period covered by the
				report.</text>
							</paragraph><paragraph id="H62F466321DC248B8927204EB5E3BD1C5"><enum>(4)</enum><text>Such other
				information as the Assistant Secretary determines is
				appropriate.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HF945AF3E2BCF4A24B17230D3F262142D"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of such chapter
			 is amended by inserting after the item relating to section 44926 following new
			 item:</text>
