		<official-title display="yes">Establishing the Committee to Reduce
		  Government Waste.</official-title>

	<resolution-body>
		<section id="id2367F8C9A83B461F8B0C5D06711C4A07" section-type="section-one"><enum>1.</enum><header>Establishment</header><text display-inline="no-display-inline">There shall be a Senate committee known as
			 the Committee to Reduce Government Waste (referred to in this resolution as the
			 <term>Committee</term>).</text>
		</section><section id="id74D9FD2DE8E74170A1D59D4FE49756C9"><enum>2.</enum><header>Membership</header>
			<subsection id="idECF79C4117D04CD6B71AA1DC740FD932"><enum>(a)</enum><header>Composition</header><text>The
			 Committee shall be composed of 12 members as follows:</text>
				<paragraph id="idB502EA480F734526B82859D656494D63"><enum>(1)</enum><text>Four members from
			 the Committee on Finance, 2 selected by the majority leader and 2 selected by
			 the minority leader.</text>
				</paragraph><paragraph id="id47DC27E3A61E4C82B2B481F054407B3F"><enum>(2)</enum><text>Four members from
			 the Committee on Appropriations, 2 selected by the majority leader and 2
			 selected by the minority leader.</text>
				</paragraph><paragraph id="id8ADB2F1380D6481AA15C996F28C8592A"><enum>(3)</enum><text>Four members from
			 the Committee on the Budget, 2 selected by the majority leader and 2 selected
			 by the minority leader.</text>
				</paragraph></subsection><subsection id="id08F9E06FB2294296862E617E145CE538"><enum>(b)</enum><header>Tenure of
			 Office</header>
				<paragraph id="id390ACE32583047E38E881F39D79AADCE"><enum>(1)</enum><header>Period of
			 Appointment</header><text>Members shall be appointed for a period of not to
			 exceed 6 years.</text>
				</paragraph><paragraph id="id25A3E5115DCB4729BF86701FDFA5C01E"><enum>(2)</enum><header>Exceptions</header><text>No
			 person shall continue to serve as a member of the Committee after the person
			 has ceased to be a member of the Committee from which the member was
			 chosen.</text>
				</paragraph></subsection><subsection id="id99D26DAD5DE042BA971853CC7E8D3DF8"><enum>(c)</enum><header>Vacancies</header><text>Any
			 vacancy in the Committee shall not affect its powers, but shall be filled in
			 the same manner as the original appointment.</text>
			</subsection><subsection id="id2128552ABEBF45AC81632C6BB161A406"><enum>(d)</enum><header>Chairman and
			 Vice Chairman</header><text>The Committee shall select a Chairman and Vice
			 Chairman from among its members.</text>
			</subsection><subsection id="id14BDD60FC0314D43911A6A880A46E914"><enum>(e)</enum><header>Quorum</header><text>A
			 majority of the members of the Committee shall constitute a quorum, but a
			 lesser number of members may hold hearings. The powers conferred upon them by
			 section 4 may be exercised by a majority vote.</text>
			</subsection></section><section id="idC26962B4FF32433D946345E009A43578"><enum>3.</enum><header>Duties</header>
			<subsection id="idDF7F806A37D34C169255C899CE2D1C95"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Committee shall
			 have the following duties:</text>
				<paragraph id="idAED78AFAA7FF4C33AFB64AE81E0B8DD4"><enum>(1)</enum><header>Study</header><text>The
			 Committee shall—</text>
					<subparagraph id="id72C0D90267224EE8B2DCF4F2B2CB75B2"><enum>(A)</enum><text>research, review,
			 and study Federal programs that are underperforming or nonessential; and</text>
					</subparagraph><subparagraph id="idE065A6B8AE3E445581C79D6A6BE93C15"><enum>(B)</enum><text>determine which
			 Federal programs should be modified or eliminated.</text>
					</subparagraph></paragraph><paragraph id="id5F770942940E4AFCBDF4405C8C10F96F"><enum>(2)</enum><header>Recommend</header><text>The
			 Committee shall develop recommendations to the Senate for action designed to
			 modify or eliminate underperforming or nonessential Federal programs.</text>
				</paragraph><paragraph id="id9397974BCF6643ED907E42E65717876F"><enum>(3)</enum><header>Report and
			 legislation</header><text>The Committee shall submit to the Senate—</text>
					<subparagraph id="id8DE0180AFF0D42A3B3B48350CC7DADAB"><enum>(A)</enum><text>at least once a
			 year, reports including—</text>
						<clause id="id4D330A3FBE284E70855F95BACBA12F4F"><enum>(i)</enum><text>a
			 detailed statement of the findings and conclusions of the Committee; and</text>
						</clause><clause id="id0DE9A0A6883D44F0AA6EB20352B1FB8D"><enum>(ii)</enum><text>a
			 list of underperforming or nonessential Federal programs; and</text>
						</clause></subparagraph><subparagraph id="id1EFE0B178C004D4BAF6789884CCEA8CD"><enum>(B)</enum><text>such legislation
			 and administrative actions as it considers appropriate.</text>
					</subparagraph></paragraph></subsection><subsection id="id9BEEA233DFFB4488A129BA76D60E9BF3"><enum>(b)</enum><header>Consideration
			 of legislation</header><text>Any legislation submitted to the Senate by the
			 Committee shall be considered under the provisions of section 310 of the
			 Congressional Budget Act of 1974 (2 U.S.C. 641).</text>
			</subsection></section><section id="idAB3093F57E2849BCB6AD8707B5F2987A"><enum>4.</enum><header>Powers</header>
			<subsection id="idC93BD2D75DFA416E8BAB5DF900F7A639"><enum>(a)</enum><header>Hearings</header><text>The
			 Committee or, at its direction, any subcommittee or member of the Committee,
			 may, for the purpose of carrying out the provisions of section 3—</text>
				<paragraph id="ID353901FB3FAB4733866526552218D5BB"><enum>(1)</enum><text>sit and act, at
			 any time, during the sessions, recesses, and adjourned periods of
			 Congress;</text>
				</paragraph><paragraph id="ID15D3CD26EF124884AF21EA7692CA6D32"><enum>(2)</enum><text>require as the
			 Committee considers necessary, by subpoena or otherwise, the attendance of
			 witnesses and the production of books, papers, and documents;</text>
				</paragraph><paragraph id="ID90B659701274470FB19BBCFEC4484D05"><enum>(3)</enum><text>administer oaths
			 and take testimony; and</text>
				</paragraph><paragraph id="IDB9BC51198726401F815531DA843DFA56"><enum>(4)</enum><text>procure necessary
			 printing and binding.</text>
				</paragraph></subsection><subsection id="id1ED6F2DF6806485FBC0A63E664E19E7B"><enum>(b)</enum><header>Witness
			 Allowances and Fees</header><text>The provisions of section 1821 of title 28,
			 United States Code, shall apply to witnesses requested to appear at any hearing
			 of the Committee. The per diem and mileage allowances for witnesses shall be
			 paid from funds available to pay the expenses of the Committee.</text>
			</subsection><subsection id="idEA0F4ED6B1304769B1DA85CBFEB686D3"><enum>(c)</enum><header>Expenditures</header><text>The
			 Committee, or any subcommittee thereof, is authorized to make such expenditures
			 as it deems advisable.</text>
			</subsection></section><section id="id13A791D08A2549CDAE02E8D1153674F8"><enum>5.</enum><header>Appointment and
			 Compensation of Staff</header><text display-inline="no-display-inline">Except
			 as otherwise provided by law, the Committee shall have power to appoint and fix
			 the compensation of the Chief of Staff of the Committee and such experts and
			 clerical, stenographic, and other assistants as it deems advisable.</text>
		</section><section id="id75AF89B50A534162890707525F288EC4"><enum>6.</enum><header>Payment of
			 Expenses</header><text display-inline="no-display-inline">The expenses of the
			 Committee shall be paid from the contingent fund of the Senate.</text>
