		<official-title display="yes">Recognizing that the Governor of the State
		  of Colorado has proclaimed 2012 as the <quote>Year of
		  Water</quote>.</official-title>

	<preamble>
		<whereas><text>Whereas water is a precious and limited natural
			 resource;</text>
		</whereas><whereas><text>Whereas a clean and sustainable water supply is essential
			 to the high quality of life enjoyed by Coloradans;</text>
		</whereas><whereas><text>Whereas a clean and sustainable water supply is essential
			 to the success of all aspects of the economy of the State of Colorado,
			 including the agricultural, municipal, industrial, and recreational
			 economies;</text>
		</whereas><whereas><text>Whereas as a headwaters State, the health of the water in
			 the State of Colorado has a direct impact on neighboring States;</text>
		</whereas><whereas><text>Whereas the population of the State of Colorado is
			 predicted to double by 2050;</text>
		</whereas><whereas><text>Whereas educating the public about limited water resources
			 will be critical in meeting the increasing demands placed on water in the
			 future;</text>
		</whereas><whereas><text>Whereas 2012 marks the—</text>

			 of the construction of the Rio Grande Reservoir;</text>

			 of the Colorado River Compact of 1922;</text>
			</paragraph><paragraph id="idA1F09C48DD8D42548EC4F91119E17435"><enum>(3)</enum><text>75th anniversary
			 of the creation of the Colorado Water Conservation Board;</text>
			</paragraph><paragraph id="id3494B09CE35A4505B3992B965D5467C0"><enum>(4)</enum><text>75th anniversary
			 of the creation of the Colorado River Water Conservation District;</text>
			</paragraph><paragraph id="id167EA7BF15DD419EBBEA124E38843CB8"><enum>(5)</enum><text>75th anniversary
			 of the creation of the Northern Colorado Water Conservancy District and the
			 Colorado-Big Thompson Project;</text>

			 proclaimed 2012 as the <quote>Year of Water</quote> in the State of Colorado:
			 Now, therefore, be it</text>

			 Governor of the State of Colorado has proclaimed 2012 as the <quote>Year of
			 Water</quote> in the State of Colorado.</text>
