	<resolution-body>
		<section id="id8148F0F173944727A2C68BD0B05AAFD8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This resolution may be cited as the
			 <quote><short-title>Preventing Duplicative and Overlapping
			 Government Programs Resolution</short-title></quote>.</text>
		</section><section id="id901830EB297944209090B34CF4722F01"><enum>2.</enum><header>Reported
			 legislation</header><text display-inline="no-display-inline">Paragraph 11 of
			 rule XXVI of the Standing Rules of the Senate is amended—</text>
			<paragraph id="idCA553AB25FB6456EA90A972A6D77A830"><enum>(1)</enum><text>in subparagraph
			 (c), by striking <quote>and (b)</quote> and inserting <quote>(b), and
			 (c)</quote>;</text>
			</paragraph><paragraph id="idF3E48FE0FB1B4786AE8977B4AFB6935E"><enum>(2)</enum><text>by redesignating
			 subparagraph (c) and subparagraph (d); and</text>
			</paragraph><paragraph id="id444129226511459B8E009052F60E5681"><enum>(3)</enum><text>by inserting
			 after subparagraph (b) the following:</text>
				<quoted-block display-inline="no-display-inline" id="id3885891B7E2B47F287B378FB9E792D3E" style="OLC">
					<subsection id="idB4EF7904CCBE4D7791E64D8AF8B90363"><enum>(c)</enum><text>The report
				accompanying each bill or joint resolution of a public character reported by
				any committee (including the Committee on Appropriations and the Committee on
				the Budget) shall contain—</text>
						<paragraph id="idB1D99314165B4A118038146EBAA5B2B4"><enum>(1)</enum><text>an analysis by
				the Congressional Research Service to determine if the bill or joint resolution
				creates any new Federal program, office, or initiative that would duplicate or
				overlap any existing Federal program, office, or initiative with similar
				mission, purpose, goals, or activities along with a listing of all of the
				overlapping or duplicative Federal program or programs, office or offices, or
				initiative or initiatives; and</text>
						</paragraph><paragraph id="id01D50EA0B73E4E77B02DB2D5B9AF906A"><enum>(2)</enum><text>an explanation
				provided by the committee as to why the creation of each new program, office,
				or initiative is necessary if a similar program or programs, office or offices,
				or initiative or initiatives already
				exist.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="id0E7847351D7B4FA8B255C0671F32B11D"><enum>3.</enum><header display-inline="yes-display-inline">Consideration of legislation</header><text display-inline="no-display-inline">Rule XVII of the Standing Rules of the
			 Senate is amended by inserting at the end thereof the following:</text>
			<quoted-block display-inline="no-display-inline" id="id05A7341C38B04E869048A97D806706B0" style="OLC">
				<subsection commented="no" display-inline="no-display-inline" id="id6B95D7B2FADD4B389F3D2852DD6CE7AC"><enum>6.
				(a)</enum><text display-inline="yes-display-inline">It shall not be in order in
				the Senate to proceed to any bill or joint resolution unless the committee of
				jurisdiction has prepared and posted on the committee website an overlapping
				and duplicative programs analysis and explanation for the bill or joint
				resolution as described in subparagraph (b) prior to proceeding.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="id2CDCFF44A484468F988292CE6D613964"><enum>(b)</enum><text>The analysis and
				explanation required by this subparagraph shall contain—</text>
					<paragraph id="id9418C5235E3043B0B80EA29514CB319C"><enum>(1)</enum><text>an analysis by
				the Congressional Research Service to determine if the bill or joint resolution
				creates any new Federal program, office, or initiative that would duplicate or
				overlap any existing Federal program, office, or initiative with similar
				mission, purpose, goals, or activities along with a listing of all of the
				overlapping or duplicative Federal program or programs, office or offices, or
				initiative or initiatives; and</text>
					</paragraph><paragraph id="id1630661CC9C248BD80609C6A4D3A7C8F"><enum>(2)</enum><text>an explanation
				provided by the committee as to why the creation of each new program, office,
				or initiative is necessary if a similar program or programs, office or offices,
				or initiative or initiatives already exist.</text>
					</paragraph></subsection><subsection id="idF136C6D53FED416482F29B20974F7FD8"><enum>(c)</enum><text>This paragraph
				may be waived by joint agreement of the Majority Leader and the Minority Leader
				of the Senate upon their certification that such waiver is necessary as a
				result of—</text>
					<paragraph id="id4B551E12342F4ADA905EDCBBC01B69F9"><enum>(1)</enum><text>a significant
				disruption to Senate facilities or to the availability of the Internet;
				or</text>
					</paragraph><paragraph id="id66EEB71999884BCB88DFC81883466D0A"><enum>(2)</enum><text>an emergency as
				determined by the
				leaders.</text>
