			 Secretary</header><text display-inline="no-display-inline">In this Act, the
			 term <term>Secretary</term> means the Secretary of the Interior.</text>
		</section><title id="id0C929773C285403BA8612D1C64CBA100"><enum>I</enum><header>Oil
			 and gas leasing</header>
			<section id="id973F317B587E4040997D67D05228477F" section-type="subsequent-section"><enum>101.</enum><header>Extension of Oil and
			 Gas Permit Processing Improvement Fund</header><text display-inline="no-display-inline">Section 35(c) of the Mineral Leasing Act (30
			 U.S.C. 191(c)) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id3C7FED3C532C4DAC94A4FF497E07068C" style="OLC">
					<paragraph id="IDd9aab86541884656b7d296665f780e6c"><enum>(4)</enum><header>Authorization
				of appropriations</header><text>There is authorized to be appropriated from the
				Fund, or to the extent adequate funds in the Fund are not available from
				miscellaneous receipts of the Treasury, for the coordination and processing of
				oil and gas use authorizations and for oil and gas inspection and enforcement
				on onshore Federal land under the jurisdiction of the Pilot Project offices
				described in section 365(d) of the Energy Policy Act of 2005 (42 U.S.C.
				15924(d)) $20,000,000 for each of fiscal years 2016 through 2020, to remain
				available until
				expended.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="IDa3cfc10460ae4bb8949e94fbb263bbb1"><enum>102.</enum><header>Facilitation
			 of coproduction of geothermal energy on oil and gas leases</header><text display-inline="no-display-inline">Section 4(b) of the Geothermal Steam Act of
			 1970 (30 U.S.C. 1003(b)) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id58007E8672E34DE68103F353855A64F2" style="OLC">
					<paragraph id="ID80dbfa1c7fd44c73b131e32983879a0b"><enum>(4)</enum><header>Land subject to
				oil and gas lease</header><text>Land under an oil and gas lease issued pursuant
				to the Mineral Leasing Act (30 U.S.C. 181 et seq.) or the Mineral Leasing Act
				for Acquired Lands (30 U.S.C. 351 et seq.) that is subject to an approved
				application for permit to drill and from which oil and gas production is
				occurring may be available for leasing under subsection (c) by the holder of
				the oil and gas lease—</text>
						<subparagraph id="ID580bca8104a84a16b9f5ec6bce3b73a6"><enum>(A)</enum><text>on a
				determination that—</text>
							<clause id="IDb175aec4ec624db28388c62a311dc70a"><enum>(i)</enum><text>geothermal energy
				will be produced from a well producing or capable of producing oil and gas;
				and</text>
							</clause><clause id="ID3e1d6d6d3a994ec4b0d53faf955ede44"><enum>(ii)</enum><text>the public
				interest will be served by the issuance of such a lease; and</text>
							</clause></subparagraph><subparagraph id="IDb9303b8a89634a799b813719b67b7a33"><enum>(B)</enum><text>in order to
				provide for the coproduction of geothermal energy with oil and
				gas.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</section></title><title id="id7579A618604648ED852DD8C24AAA3E07"><enum>II</enum><header>Outer
			 Continental Shelf</header>
			<section id="ID5b2044474ce842e199fb8a96e95fedc2"><enum>201.</enum><header>Comprehensive
			 inventory of outer Continental Shelf resources</header>
				<subsection id="ID431dade0e7154e859fb0215f0b568eac"><enum>(a)</enum><header>In
			 general</header><text>Section 357 of the Energy Policy Act of 2005 (42 U.S.C.
			 15912) is amended—</text>
					<paragraph id="ID15b7efe5f32c421d9fe970f5fb35bdf2"><enum>(1)</enum><text>in subsection
			 (a)—</text>
						<subparagraph id="id30291BAEE22647368804433DF0A408D3"><enum>(A)</enum><text>by striking the
			 first sentence of the matter preceding paragraph (1) and inserting the
			 following: <quote>The Secretary shall conduct a comprehensive inventory of oil
			 and natural gas (including executing or otherwise facilitating seismic studies
			 of resources) and prepare a summary (the latter prepared with the assistance
			 of, and based on information provided by, the heads of appropriate Federal
			 agencies) of the information obtained under paragraph (3), for the waters of
			 the United States Outer Continental Shelf (referred to in this section as the
			 <quote>OCS</quote>) in the Atlantic Region, the Eastern Gulf of Mexico, and the
			 Alaska Region.</quote>;</text>
						</subparagraph><subparagraph id="ID3d351f355bbd4f76b34dece682427a0f"><enum>(B)</enum><text>in paragraph
			 (2)—</text>
							<clause id="id4008123C15904EC8B7D7510ECAEDFD90"><enum>(i)</enum><text>by
			 striking <quote>3-D</quote> and inserting <quote>2-D and 3-D</quote>;
			 and</text>
							</clause><clause id="idA689FDDD2790452C806BDC6FB3D0F48A"><enum>(ii)</enum><text>by
			 adding <quote>and</quote> at the end; and</text>
							</clause></subparagraph><subparagraph id="ID9b700cc4721941d19d77b3e124596c35"><enum>(C)</enum><text>by striking
			 paragraphs (3) through (5) and inserting in the following:</text>
							<quoted-block display-inline="no-display-inline" id="id9BCAC37203704253AE834D9A9F7C0616" style="OLC">
								<paragraph id="ID505942adde53476eafc03d4c1d30320d"><enum>(3)</enum><text>use existing
				inventories and mapping of marine resources undertaken by the National
				Oceanographic and Atmospheric Administration and with the assistance of and
				based on information provided by the Department of Defense and other Federal
				and State agencies possessing relevant data, and use any available data
				regarding alternative energy potential, navigation uses, fisheries, aquaculture
				uses, recreational uses, habitat, conservation, and military
				uses.</text>
								</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
						</subparagraph></paragraph><paragraph id="IDa8c42db3a59a4f258973232cc4fb13f0"><enum>(2)</enum><text>by striking
			 subsection (b) and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="id749E1740C893478592E5A4F937F00E61" style="OLC">
							<subsection id="ID5409449edb204129beec4447543bf888"><enum>(b)</enum><header>Implementation</header><text>The
				Secretary shall carry out the inventory and analysis under subsection (a) in 3
				phases, with priority given to all or part of applicable planning areas of the
				outer Continental Shelf—</text>
								<paragraph id="id0A4B47D0130C499D87654BB8F5F69529"><enum>(1)</enum><text>estimated to have
				the greatest potential for energy development in barrel of oil equivalent;
				and</text>
								</paragraph><paragraph id="id105E08257F4145259C21E28F8ECC3896"><enum>(2)</enum><text>outside of any
				leased area or area scheduled for leasing prior to calendar year 2011 under any
				outer Continental Shelf 5-year leasing program or amendment to the program
				under section 18 of the Outer Continental Shelf Lands Act (43 U.S.C.
				1344).</text>
								</paragraph></subsection><subsection id="ID7769d2c7b12949c3b1868ad05da9efd3"><enum>(c)</enum><header>Plan</header>
								<paragraph id="ID0dd5c44db1d042ab846ce0ace144a109"><enum>(1)</enum><header>In
				general</header><text>Not later than 90 days after the date of enactment of
				this paragraph, the Secretary shall submit to the Committee on Energy and
				Natural Resources of the Senate and the Committee on Natural Resources of the
				House of Representatives a report that provides a plan for executing or
				otherwise facilitating the seismic studies required under this section,
				including an estimate of the costs to complete the seismic inventory by region
				and environmental and permitting activities to facilitate expeditious
				completion.</text>
								</paragraph><paragraph id="ID2d92c1b0b546457caa7280e1e17dc027"><enum>(2)</enum><header>First
				phase</header><text>Not later than 2 years after the date of enactment of this
				paragraph, the Secretary shall submit to Congress a report describing the
				results of the first phase of the inventory and analysis under subsection
				(a).</text>
								</paragraph><paragraph id="IDe5f6fc133daa4feaaa117402383562a1"><enum>(3)</enum><header>Subsequent
				phases</header><text>Not later than 2 years after the date on which the report
				is submitted under paragraph (2) and 2 years thereafter, the Secretary shall
				submit to Congress a report describing the results of the second and third
				phases, respectively, of the inventory and analysis under subsection
				(a).</text>
								</paragraph><paragraph id="IDc40dddeabb27404da85f60636245b5ee"><enum>(4)</enum><header>Public
				availability</header><text>A report submitted under paragraph (2) or (3) shall
				be—</text>
									<subparagraph id="ID21c9b80fed5047709dcb64f301715f5d"><enum>(A)</enum><text>made publicly
				available; and</text>
									</subparagraph><subparagraph id="ID5eb9834ac3314984bd7e38bd1ef1135b"><enum>(B)</enum><text>updated not less
				frequently than once every 5
				years.</text>
									</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection id="ID636ca43c8d9e4999be511c37eedf759c"><enum>(b)</enum><header>Relationship to
			 5-Year Program</header><text>The requirement that the Secretary carry out the
			 inventory required by the amendment made by subsection (a) shall not be
			 considered to require, authorize, or provide a basis or justification for delay
			 by the Secretary or any other agency of the issuance of any outer Continental
			 Shelf leasing program or amendment to the program under section 18 of the Outer
			 Continental Shelf Lands Act (43 U.S.C. 1344), or any lease sale pursuant to
			 that section.</text>
				</subsection><subsection id="ID3ed7979a9ada45018d3a82ca2438bd64"><enum>(c)</enum><header>Permits</header><text>Nothing
			 in this section or an amendment made by this section—</text>
					<paragraph id="id46F8C2B745D44A86B902286F1B8A3789"><enum>(1)</enum><text>precludes the
			 issuance by the Secretary of a permit to conduct geological and geophysical
			 exploration of the outer Continental Shelf in accordance with the Outer
			 Continental Shelf Lands Act (43 U.S.C. 1331 et seq.) and other applicable law;
			 or</text>
					</paragraph><paragraph id="id57AF76CC79634D5CAB89F972B4D891F6"><enum>(2)</enum><text>otherwise alters
			 the requirements of applicable law with respect to the issuance of such a
			 permit or any other activities undertaken by the Secretary in connection with
			 the inventory.</text>
					</paragraph></subsection><subsection id="IDc729a65447034f57b40fbcd62963cc3b"><enum>(d)</enum><header>Authorization
			 of appropriations</header><text>There are authorized to be appropriated to
			 carry out this section, to be available until expended without fiscal year
			 limitation—</text>
					<paragraph id="id3AFB88A3A2674AE8A93AECA8E5AAF466"><enum>(1)</enum><text>$100,000,000 for
			 each of fiscal years 2012 through 2017; and</text>
					</paragraph><paragraph id="idA6AEB19EF1774D7EA91E3F000637C745"><enum>(2)</enum><text>$50,000,000 for
			 each of fiscal years 2018 through 2022.</text>
					</paragraph></subsection></section><section id="IDd183945e79e649229feee09c352dc9f9"><enum>202.</enum><header>Alaska OCS
			 permit processing coordination office</header>
				<subsection id="IDa9085df3e311454594bf2e771ee871cd"><enum>(a)</enum><header>Establishment</header><text>The
			 Secretary shall establish a regional joint outer Continental Shelf lease and
			 permit processing office for the Alaska outer Continental Shelf region.</text>
				</subsection><subsection id="ID7498480b0ce044be839b6ed1d6c01997"><enum>(b)</enum><header>Memorandum of
			 understanding</header>
					<paragraph id="id238FBB8263F84D559A4CE9C5605AB672"><enum>(1)</enum><header>In
			 general</header><text>Not later than 90 days after the date of enactment of
			 this Act, the Secretary shall enter into a memorandum of understanding for the
			 purposes of carrying out this section with—</text>
						<subparagraph id="idF5285A6B532F4C419C548205C9CF978C"><enum>(A)</enum><text>the Secretary of
			 Commerce;</text>
						</subparagraph><subparagraph id="id60ED93B840FE49D09AA4F0874BC0379C"><enum>(B)</enum><text>the Chief of
			 Engineers;</text>
						</subparagraph><subparagraph id="id8EA608450AF7402D92258EAE248B440B"><enum>(C)</enum><text>the Administrator
			 of the Environmental Protection Agency; and</text>
						</subparagraph><subparagraph id="IDde8411989e2d4a57b16239a8db1ae5e3"><enum>(D)</enum><text>any other Federal
			 agency that may have a role in permitting activities.</text>
						</subparagraph></paragraph><paragraph id="idB8AE35A2226F4D44BF0E83BA102BB7F1"><enum>(2)</enum><header>State
			 participation</header><text>The Secretary shall request that the Governor of
			 Alaska be a signatory to the memorandum of understanding.</text>
					</paragraph></subsection><subsection id="IDf1c04da3a05e4ad2901d50f78296a05c"><enum>(c)</enum><header>Designation of
			 qualified staff</header>
					<paragraph id="ID5036e3f22e874573b0ecd593da3bc23b"><enum>(1)</enum><header>In
			 general</header><text>Not later than 30 days after the date of the signing of
			 the memorandum of understanding under subsection (b), each Federal signatory
			 party shall, if appropriate, assign to the office described in subsection (a)
			 an employee who has expertise in the regulatory issues administered by the
			 office in which the employee is employed relating to leasing and the permitting
			 of oil and gas activities on the outer Continental Shelf.</text>
					</paragraph><paragraph id="ID65d4163e9b4e474c87a3b34998609997"><enum>(2)</enum><header>Duties</header><text>An
			 employee assigned under paragraph (1) shall—</text>
						<subparagraph id="ID6184beb6b28a44c9b216b6cebc1feac2"><enum>(A)</enum><text>not later than 90
			 days after the date of assignment, report to the office described in subsection
			 (a);</text>
						</subparagraph><subparagraph id="ID0f8c91e1588a4423913ab20ee3567d7d"><enum>(B)</enum><text>be responsible
			 for all issues relating to the jurisdiction of the home office or agency of the
			 employee; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDddb99a9ae4764444a136cd2c3ec2448d"><enum>(C)</enum><text>participate as
			 part of the applicable team of personnel working on proposed oil and gas
			 leasing and permitting, including planning and environmental analyses.</text>
						</subparagraph></paragraph></subsection><subsection id="ID87394faac47745fa8d9a37e5af6db120"><enum>(d)</enum><header>Transfer of
			 funds</header><text>For the purposes of coordination and processing of oil and
			 gas use authorizations for the Alaska outer Continental Shelf region, the
			 Secretary may authorize the expenditure or transfer of such funds as are
			 necessary to—</text>
					<paragraph id="ID1c94c6d8d40a465b940df21c67d8b004"><enum>(1)</enum><text>the Secretary of
			 Commerce;</text>
					</paragraph><paragraph id="IDa2b6ffcdbc6a435bb5bfe56cce5d1482"><enum>(2)</enum><text>the Chief of
			 Engineers;</text>
					</paragraph><paragraph id="ID49cdc16700e24f6f98e9e6c78ccdca3e"><enum>(3)</enum><text>the Administrator
			 of the Environmental Protection Agency;</text>
					</paragraph><paragraph id="ID9dd6d4b5a9e74b14b68cd5839e85f82e"><enum>(4)</enum><text>any other Federal
			 agency having a role in permitting activities; and</text>
					</paragraph><paragraph id="ID93b1672a35324536bc48d177ad690143"><enum>(5)</enum><text>the State of
			 Alaska.</text>
					</paragraph></subsection><subsection id="ID3a368ece164e418eb882ab114356790e"><enum>(e)</enum><header>Savings
			 provision</header><text>Nothing in this section affects—</text>
					<paragraph id="ID3afe5057b63d4b92ad0318b84db28cb6"><enum>(1)</enum><text>the operation of
			 any Federal or State law; or</text>
					</paragraph><paragraph id="IDf75297ef651446d18dcfbb7ad500a7be"><enum>(2)</enum><text>any delegation of
			 authority made by the head of a Federal agency for employees that are assigned
			 to the coordination office.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id5A9D20A150D9429A9C2AA6D6A29961B2"><enum>(f)</enum><header>Authorization
			 of appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $2,000,000 for each of fiscal years 2012 through 2022, to
			 remain available until expended.</text>
				</subsection></section><section id="idC1DA2680506941FEB12BA0AB7D5BBF45"><enum>203.</enum><header>Phase-out of
			 mandatory Outer Continental Shelf deep water and deep gas royalty relief for
			 future leases</header>
				<subsection id="ID88967378382d4559bfe0b6d77e073454"><enum>(a)</enum><header>In
			 general</header><text>Sections 344 and 345 of the Energy Policy Act of 2005 (42
			 U.S.C. 15904, 15905) are repealed.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="ID9684bc5301944d2a8a169adf21e1b2b7"><enum>(b)</enum><header>Administration</header><text>The
			 Secretary shall not be required to provide for royalty relief in the lease sale
			 terms beginning with the first lease sale held on or after the date of
			 enactment of this Act for which a final notice of sale has not been
			 published.</text>
				</subsection></section></title><title id="id4B4FA613421049B98C96040513713613"><enum>III</enum><header>Miscellaneous</header>
			<section changed="deleted" id="idF96ACDAD4B914349BB2E1AC52AD46EC6" reported-display-style="strikethrough"><enum>301.</enum><header>Facilitation of
			 Alaska natural gas pipeline</header><text display-inline="no-display-inline">Section 116 of the Alaska Natural Gas
			 Pipeline Act (15 U.S.C. 720n) is amended—</text>
				<paragraph id="IDce9f925d68144bdbbaae6a572794d8c5"><enum>(1)</enum><text>in subsection
			 (a)(3)—</text>
					<subparagraph id="ID4e3a6cd691514f3bb57a13603ee69960"><enum>(A)</enum><text>in the first
			 sentence, by inserting before the period at the end the following: “, except
			 that a holder of a certificate may request the Secretary to extend the period
			 to issue Federal guarantee instruments for not more than 180 days following the
			 date of resolution of any reopening, contest, or other proceeding relating to
			 the certificate”; and</text>
					</subparagraph><subparagraph id="ID1c4de7fbb2404ba0a12930e1ba470cfc"><enum>(B)</enum><text>in the second
			 sentence, by inserting before the period at the end the following: “, or
			 connecting to pipeline infrastructure capable of delivering commercially
			 economic quantities of natural gas to the continental United States”;</text>

			 trans-Alaska oil pipeline system from certain requirements</header><text display-inline="no-display-inline">The Trans-Alaska Pipeline Authorization Act
			 (43 U.S.C. 1651 et seq.) is amended by adding at the end the following:</text>

					<section id="ID2d22cc4c4d8e4d6794f8844bcf2fde4e"><enum>208.</enum><header>Exemption of
				trans-Alaska oil pipeline system from certain requirements</header>
						<subsection id="IDbe2272549b00432b898d4e9bc60db668"><enum>(a)</enum><header>In
				general</header><text>Except as provided in subsection (b), no part of the
				trans-Alaska oil pipeline system shall be considered to be a district, site,
				building, structure, or object for purposes of section 106 of the National
				Historic Preservation Act (16 U.S.C. 470f), regardless of whether all or part
				of the trans-Alaska oil pipeline system may otherwise be listed on, or eligible
				for listing on, the National Register of Historic Places.</text>
						</subsection><subsection id="ID464461f5a010497f9d4b2819493e5f02"><enum>(b)</enum><header>Individual
				elements</header>
							<paragraph id="ID56d69a638bb94cddb074cfc7ad7bd2cf"><enum>(1)</enum><header>In
				general</header><text>Subject to subsection (c), the Secretary of the Interior
				may identify up to 3 sections of the trans-Alaska oil pipeline system that
				possess national or exceptional historic significance, and that should remain
				after the pipeline is no longer used for the purpose of oil
				transportation.</text>
							</paragraph><paragraph id="IDaa78df644fc64cf1923981a8fb4f85cf"><enum>(2)</enum><header>Historic
				site</header><text>Any sections identified under paragraph (1) shall be
				considered to be a historic site.</text>
							</paragraph><paragraph id="IDeec2f9b7aa734a25abbe7f8abf194736"><enum>(3)</enum><header>Views</header><text>In
				making the identification under this subsection, the Secretary shall consider
				the views of—</text>
								<subparagraph id="IDce7746ac314a414b94fc64fc6192f4fb"><enum>(A)</enum><text>the owners of the
				pipeline;</text>
								</subparagraph><subparagraph id="ID224fc9e6b2db4ac6a429888fd9d79de0"><enum>(B)</enum><text>the State
				Historic Preservation Officer;</text>
								</subparagraph><subparagraph id="ID23c61b80e7f74209987f456a5120aceb"><enum>(C)</enum><text>the Advisory
				Council on Historic Preservation; and</text>
								</subparagraph><subparagraph id="ID41a1d3ef34d44bbfbbc817a8f72840e9"><enum>(D)</enum><text>the Federal
				Coordinator for Alaska Natural Gas Transportation Projects.</text>
								</subparagraph></paragraph></subsection><subsection id="IDf3c86c8b6a66478b8f2471d04cf154ce"><enum>(c)</enum><header>Construction,
				maintenance, restoration, and rehabilitation
				activities</header><text>Subsection (b) does not prohibit the owners of the
				trans-Alaska oil pipeline system from carrying out construction, maintenance,
				restoration, or rehabilitation activities on or for a section of the system
				described in subsection
				(b).</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="id73C1A4BEC08B4503B4D40BF53A870414" section-type="subsequent-section"><enum><deleted-phrase committee-id="SSEG00" reported-display-style="strikethrough">303.</deleted-phrase><added-phrase committee-id="SSEG00" reported-display-style="italic">302.</added-phrase></enum><header>Permits for
			 natural gas pipeline in Denali National Park and Preserve</header>
				<subsection id="idA3A3601AE5CC448FB40045E9A8DE00B3"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
					<paragraph id="id4DD9036ECE5F42D0BBB7AB42BD710B1B"><enum>(1)</enum><header>Appurtenance</header>
						<subparagraph id="id66E3345548FE454EB6DCE55C8A91448D"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The term
			 <term>appurtenance</term> includes cathodic protection or test stations,
			 valves, signage, and buried communication and electric cables relating to the
			 operation of high-pressure natural gas transmission.</text>
						</subparagraph><subparagraph id="idC0BA8B532E0C406A87E9FAB0B85E35E5"><enum>(B)</enum><header>Exclusions</header><text display-inline="yes-display-inline">The term <term>appurtenance</term> does not
			 include compressor stations.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0B93908CA4724749BA884D91B1B89879"><enum>(2)</enum><header>Park</header><text>The
			 term <quote>Park</quote> means the Denali National Park and Preserve in the
			 State of Alaska.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id0459DE221E264864AAB1166F011A6483"><enum>(b)</enum><header>Permit</header><text display-inline="yes-display-inline">The Secretary may issue right-of-way
			 permits for—</text>
					<paragraph id="ID596b56228a954b55afdca0cb9dec0f39"><enum>(1)</enum><text>a high-pressure
			 natural gas transmission pipeline (including appurtenances) in non-wilderness
			 areas within the boundary of Denali National Park within, along, or near the
			 approximately 7-mile segment of the George Parks Highway that runs through the
			 Park; and</text>
					</paragraph><paragraph id="ID90ee108fc32e4aacac0e3f95e2a9cb90"><enum>(2)</enum><text>any distribution
			 and transmission pipelines and appurtenances that the Secretary determines to
			 be necessary to provide natural gas supply to the Park.</text>
					</paragraph></subsection><subsection id="IDdbce155d6bc3419681d23a831826005b"><enum>(c)</enum><header>Terms and
			 conditions</header><text>A permit authorized under subsection (b)—</text>
					<paragraph id="id296064F6268A4E3C8BBE51FB3BCA9C10"><enum>(1)</enum><text>may be issued
			 only—</text>
						<subparagraph id="ID1a3f4bfdba0c4d42a5b1e2abd1b18eb6"><enum>(A)</enum><text>if the permit is
			 consistent with the laws (including regulations) generally applicable to
			 utility rights-of-way within units of the National Park System;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idF908BB23B3574E219FEAF8BADA154205"><enum>(B)</enum><text>in accordance
			 with section 1106(a) of the Alaska National Interest Lands Conservation Act (16
			 U.S.C. 3166(a)); and</text>
						</subparagraph><subparagraph id="ID4300756b7fac4e4eb92b8234b38f45d2"><enum>(C)</enum><text>if, following an
			 appropriate analysis prepared in compliance with the
			 <act-name parsable-cite="NEPA69">National Environmental Policy Act of
			 1969</act-name> (42 U.S.C. 4321 et seq.), the route of the right-of-way is the
			 route through the Park with the least adverse environmental effects for the
			 Park; and</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDa9367d7e91584f93a6ee0fa6985513e7"><enum>(2)</enum><text>shall be subject
			 to such terms and conditions as the Secretary determines to be
			 necessary.</text>
					</paragraph></subsection></section><section changed="added" id="IDa56a6e16015442b9beb79d84e58792b2" reported-display-style="italic"><enum><added-phrase committee-id="SSEG00" reported-display-style="italic">303.</added-phrase></enum><header>Energy
			 information administration reporting on Iranian imports of refined petroleum
			 products</header>
				<subsection id="IDa06ab0b0837e48d4b8308b7a108a2ba9"><enum>(a)</enum><header>In
			 general</header><text>The Administrator of the Energy Information
			 Administration shall submit to Congress a report, which shall be updated
			 periodically, that, to the maximum extent practicable, describes—</text>
					<paragraph id="IDf624a608909943d6b8055dbd0a5ee014"><enum>(1)</enum><text>the annual volume of
			 refined petroleum products imported to and exported from Iran;</text>
					</paragraph><paragraph id="ID18fb31844d944ced8e5633324ca29dd3"><enum>(2)</enum><text>the identity and national
			 origin of persons selling and transporting refined petroleum products to
			 Iran;</text>
					</paragraph><paragraph id="IDbb532cd0541b49bf99591918b674825f"><enum>(3)</enum><text>the sources of financing
			 for imports to Iran of refined petroleum products; and</text>
					</paragraph><paragraph id="IDb1c2cbeb29e444a389ba443591e846a4"><enum>(4)</enum><text>the involvement of
			 foreign persons in efforts to assist Iran in—</text>
						<subparagraph id="ID510f46af5ead4cb8ba90192cf8450773"><enum>(A)</enum><text>importing advanced
			 technology to upgrade existing Iranian refineries;</text>
						</subparagraph><subparagraph id="IDa73ed059fa1c4db7a605f25c15741c67"><enum>(B)</enum><text>converting existing
			 chemical plants to petroleum refineries; or</text>
						</subparagraph><subparagraph id="IDc20d4a250dd04df3a0c77657b9e09953"><enum>(C)</enum><text>constructing new
			 refineries.</text>
						</subparagraph></paragraph></subsection><subsection id="ID13fb5aba424844568758362ab6e5478e"><enum>(b)</enum><header>Applicability</header><text>The
			 reporting requirements under subsection (a) shall remain in effect until the
			 date on which the President determines that all economic sanctions imposed by
			 the United States with respect to Iran have been lifted.</text>
