		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Nutria Eradication and Control Act
			 of 2011</short-title></quote>.</text>
		</section><section id="idB789ACC61E4C4855AB25D8A93651B61F"><enum>2.</enum><header>Findings;
			 purpose</header><text display-inline="no-display-inline">Section 2 of the
			 Nutria Eradication and Control Act of 2003 (Public Law 108–16; 117 Stat. 621)
			 is amended—</text>
			<paragraph id="id0F0C22581A194E29A76F6A4E48829762"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)—</text>
				<subparagraph id="idB44D732305914E5788AEC721147E09E3"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>and in
			 Louisiana</quote> and inserting <quote>, the State of Louisiana, and other
			 coastal States</quote>;</text>
				</subparagraph><subparagraph id="id4C9EE7ED77224B51B69F256F0EA7E849"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (2), by striking <quote>in
			 Maryland and Louisiana on Federal, State, and private land</quote> and
			 inserting <quote>on Federal, State, and private land in the States of Maryland
			 and Louisiana and in other coastal States</quote>; and</text>
				</subparagraph><subparagraph id="id723A3AFAFB1C4D92B725D6D0B078A023"><enum>(C)</enum><text display-inline="yes-display-inline">by striking paragraphs (3) and (4) and
			 inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="id1C5BD33F2EA24463B12525C4570353A0" style="OLC">
						<paragraph id="idA91F31CA99B74344AEB771073F2C0162"><enum>(3)</enum><text display-inline="yes-display-inline">This Act authorizes the Maryland Nutria
				Project, which has successfully eradicated nutria from more than 130,000 acres
				of Chesapeake Bay wetlands in the State of Maryland and facilitated the
				creation of voluntary, public-private partnerships and more than 406
				cooperative landowner agreements.</text>
						</paragraph><paragraph id="idD4489080EFE04FA5806B3BD5074BF910"><enum>(4)</enum><text display-inline="yes-display-inline">This Act and the Coastal Wetlands Planning,
				Protection, and Restoration Act (16 U.S.C. 3951 et seq.) authorize the
				Coastwide Nutria Control Program, which has reduced nutria-impacted wetland
				acres in the State of Louisiana from 80,000 acres to 23,141 acres.</text>
						</paragraph><paragraph id="id24CF1D6907E24669A21D66A1436A8AFF"><enum>(5)</enum><text display-inline="yes-display-inline">The proven techniques developed under this
				Act that are eradicating nutria in the State of Maryland and reducing the acres
				of nutria-impacted wetlands in the State of Louisiana should be applied to
				nutria eradication or control programs in other nutria-infested coastal
				States</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="id852A830FAEBC499E9B74ACC4FA225190"><enum>(2)</enum><text display-inline="yes-display-inline">by striking subsection (b) and inserting
			 the following:</text>
				<quoted-block display-inline="no-display-inline" id="idB5A870B0C67040069D05E3469A59BE84" style="OLC">
					<subsection id="id7BF37332B2434408AF195FA3F2B7D8A2"><enum>(b)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of this Act is to authorize the
				Secretary of the Interior to provide financial assistance to the States of
				Delaware, Louisiana, Maryland, North Carolina, Oregon, Virginia, and Washington
				to carry out activities—</text>
						<paragraph id="id47EDC91EFBDB428C84FC7261988FBBA7"><enum>(1)</enum><text display-inline="yes-display-inline">to eradicate or control nutria; and</text>
						</paragraph><paragraph id="id65B9A4C91F704D23A7E75AE01E6240EA"><enum>(2)</enum><text display-inline="yes-display-inline">to restore nutria damaged
				wetlands.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="idA52D6608FFA8462B9BF38C886063C1DE"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">The Nutria Eradication and Control Act of
			 2003 (Public Law 108–16; 117 Stat. 621) is amended—</text>
			<paragraph id="id46DB54BAE99D477188E06D1F96CE322C"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating sections 3 and 4 as
			 sections 4 and 5, respectively; and</text>
			</paragraph><paragraph id="id01A3E888BE90459EB9CE008EFCE2D17B"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after section 2 the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="id16A8B50842D242C187A3B9C3452B01D5" style="OLC">
					<section id="idE2F6B79C36A845CE97FEC2B4F31F8680"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
						<paragraph id="id2A35733685FE45BDBA8389888A6B73B7"><enum>(1)</enum><header>Coastal
				State</header><text display-inline="yes-display-inline">The term <term>coastal
				State</term> means each of the States of Delaware, Oregon, North Carolina,
				Virginia, and Washington.</text>
						</paragraph><paragraph id="id8CFABDE829C04EFE82EEC5C6359F4B2E"><enum>(2)</enum><header>Program</header><text display-inline="yes-display-inline">The term <term>program</term> means the
				nutria eradication program established by section 4(a).</text>
						</paragraph><paragraph id="idBB8DD6404C5A4BF0B12EFCEA1F63EB45"><enum>(3)</enum><header>Public-private
				partnership</header><text>The term <term>public-private partnership</term>
				means a voluntary, cooperative project undertaken by governmental entities or
				public officials and affected communities, local citizens, nongovernmental
				organizations, or other entities or persons in the private sector.</text>
						</paragraph><paragraph id="idC098F9FF1B8341B79574304951DB6678"><enum>(4)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the
				Secretary of the
				Interior.</text>
						</paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="idF28DA5F5438F42AA87FE04A644DC26C9"><enum>4.</enum><header>Nutria
			 eradication program</header><text display-inline="no-display-inline">Section 4
			 of the Nutria Eradication and Control Act of 2003 (Public Law 108–16; 117 Stat.
			 621) (as redesignated by section 3) is amended—</text>
			<paragraph id="id52054B49CB144241B0B46A7AD5A795AB"><enum>(1)</enum><text display-inline="yes-display-inline">by striking subsection (a) and inserting
			 the following:</text>
				<quoted-block display-inline="no-display-inline" id="idE9EB6E9E5E3D4D28900A809504819CD5" style="OLC">
					<subsection id="id2AB19CC241344AF291D5F92D34A1831A"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Secretary may,
				subject to the availability of appropriations, provide financial assistance to
				the States of Maryland and Louisiana and the coastal States to implement
				measures—</text>
						<paragraph id="id1C255638AB334DD189064DDBAC08249C"><enum>(1)</enum><text display-inline="yes-display-inline">to eradicate or control nutria; and</text>
						</paragraph><paragraph id="id3038F067D37647159DFA76FBAF364CC9"><enum>(2)</enum><text display-inline="yes-display-inline">to restore wetlands damaged by
				nutria.</text>
						</paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="id2E9AC0ABC1354B5591DCC1C4FC76DE78"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b)—</text>
				<subparagraph id="id35D81BB8794A45E080A34FA64E3CB70B"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), by inserting <quote>the
			 State of</quote> before <quote>Maryland</quote>;</text>
				</subparagraph><subparagraph id="idC5B0C03C70A24B96AE14BB12C930228D"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (2), by striking <quote>other
			 States</quote> and inserting <quote>the coastal States</quote>; and</text>
				</subparagraph><subparagraph id="id022F119A794F4645BEC3454CB1F3A317"><enum>(C)</enum><text display-inline="yes-display-inline">in paragraph (3), by striking
			 <quote>marshland</quote> and inserting <quote>wetlands</quote>;</text>
				</subparagraph></paragraph><paragraph id="id0CBDE9D64B9141CD884913D7662DE865"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (c)—</text>
				<subparagraph id="idCFE7FEDAB6E64B2094917287A2FABA17"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>(c)
			 <header-in-text level="subsection" style="OLC">Activities</header-in-text></quote> and inserting <quote>(c)
			 <header-in-text level="subsection" style="OLC">Activities in the State of
			 Maryland</header-in-text></quote>; and</text>
				</subparagraph><subparagraph id="idA4AE117506E54791B44EA958E4BC8170"><enum>(B)</enum><text display-inline="yes-display-inline">by inserting <quote>, and updated in March
			 2009</quote> before the period at the end;</text>
				</subparagraph></paragraph><paragraph id="id9184F7AA55BC43049A23B9437D6B0332"><enum>(4)</enum><text display-inline="yes-display-inline">in subsection (e), by striking
			 <quote>financial assistance provided by the Secretary under this
			 section</quote> and inserting <quote>the amounts made available under
			 subsection (f) to carry out the program</quote>; and</text>
			</paragraph><paragraph id="id22B252A1604A42C8A61397182552E29A"><enum>(5)</enum><text display-inline="yes-display-inline">by striking subsection (f) and inserting
			 the following:</text>
				<quoted-block display-inline="no-display-inline" id="id306CB46702F54EF7B8116697A8D5D7BD" style="OLC">
					<subsection changed="deleted" id="id42F5B402BED54E53AA7BC232792C0A97" reported-display-style="strikethrough"><enum>(f)</enum><header>Authorization of
				appropriations</header><text display-inline="yes-display-inline">Subject to
				subsection (e), for each of fiscal years 2012 through 2016, there are
				authorized to be appropriated to the Secretary to carry out the program such
				sums as are necessary.</text>
					</subsection><subsection changed="added" id="id27674FB3C7FF4C81B8EC5B972B18EE62" reported-display-style="italic"><enum>(f)</enum><header>Authorization of
				appropriations</header><text>Subject to subsection (e), there is authorized to
				be appropriated to the Secretary to carry out the program $6,000,000 for each
				of fiscal years 2012 through 2016, of which—</text>
						<paragraph id="idCC8E39B06D25484B8C8DAB285A1EDBB8"><enum>(1)</enum><text>$2,000,000 shall be used
				to provide financial assistance to the State of Maryland;</text>
						</paragraph><paragraph id="id923AC159B9614C7FB96A3CC0A8D26168"><enum>(2)</enum><text>$2,000,000 shall be used
				to provide financial assistance to the State of Louisiana; and</text>
						</paragraph><paragraph id="id272A65F35A7E4AB68EAEC8AE4F44933E"><enum>(3)</enum><text>$2,000,000 shall be used
				to provide financial assistance, on a competitive basis, to other coastal
				States.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="id7F83E3FE53E14AEFACAEF3ADFB8E92C8"><enum>5.</enum><header>Report</header><text display-inline="no-display-inline">Section 5 of the Nutria Eradication and
			 Control Act of 2003 (Public Law 108–16; 117 Stat. 621) (as redesignated by
			 section 3) is amended—</text>
			<paragraph id="idDF6822BA1C4D4BBD9DCE5994164FE6DC"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>2002
			 document entitled <quote>Eradication Strategies for Nutria in the Chesapeake
			 and Delaware Bay Watersheds</quote>; and </quote> and inserting <quote>March
			 2009 update of the document entitled <quote>Eradication Strategies for Nutria
			 in the Chesapeake and Delaware Bay Watersheds</quote> and originally dated
			 March 2002;</quote>;</text>
			</paragraph><paragraph id="id782E53B38A384A26B613FBB4C2DD89ED"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (2)—</text>
				<subparagraph id="id8EA0B6E8EE7C413481B145DB657C9738"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>develop</quote> and
			 inserting <quote>continue</quote>; and</text>
				</subparagraph><subparagraph id="id9742F8D2AB89430899C8616404646AE5"><enum>(B)</enum><text>by striking the
			 period at the end and inserting <quote>; and</quote>; and</text>
				</subparagraph></paragraph><paragraph id="idA6DDAF8808EC4A3CA288E21A2F79426C"><enum>(3)</enum><text display-inline="yes-display-inline">by adding after paragraph (2) the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="id262AD2FFD0D34AFFA9D3728DB1D2D475" style="OLC">
					<paragraph id="idF4D84225679142A78BFB7AD968D9B38C"><enum>(3)</enum><text display-inline="yes-display-inline">develop, in cooperation with the State of
				Delaware Department of Natural Resources and Environmental Control, the State
				of Virginia Department of Game and Inland Fisheries, the State of Oregon
				Department of Fish and Wildlife, the State of North Carolina Department of
				Environment and Natural Resources, and the State of Washington Department of
				Fish and Wildlife, long-term nutria control or eradication programs, as
				appropriate, with the objective of—</text>
						<subparagraph id="id1C264212187C42A5AD2894ED3F1A3D6C"><enum>(A)</enum><text display-inline="yes-display-inline">significantly reducing and restoring the
				damage nutria cause to coastal wetlands in the coastal States; and</text>
						</subparagraph><subparagraph id="idBA9C28F86C034D4FB29C69E07CA6279A"><enum>(B)</enum><text display-inline="yes-display-inline">promoting voluntary, public-private
				partnerships to eradicate or control nutria and restoring nutria-damaged
				wetlands in the coastal
				States.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
