		  designed to lead to significant improvement in outcomes for all students and
		  significant reductions in achievement gaps among subgroups of students, and for

		<section id="id269CE05209E4426CA616217E2BE29A22" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Race to the Top Act of
			 2011</short-title></quote>.</text>
		</section><section id="H4D520B7B1FC2413CA9E22A083956CDC1" section-type="subsequent-section"><enum>2.</enum><header>Race to the
			 Top</header>
			<subsection id="H2FEFAB46CA2A40A8A58F4288C23D2EC7"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Title VI of the
			 Elementary and Secondary Education Act of 1965 (20 U.S.C. 7301 et seq.) is
			 amended—</text>
				<paragraph id="H07AAF04F39AC48689AAD36FB81BBCD97"><enum>(1)</enum><text>by redesignating
			 part C as part D;</text>
				</paragraph><paragraph id="H495BB248FDCD4A6A9D8E918CC4DDA4D5"><enum>(2)</enum><text>by redesignating
			 sections 6301 and 6302 as sections 6401 and 6402, respectively; and</text>
				</paragraph><paragraph id="H209447BD7560447FB2B7A062601D2B70"><enum>(3)</enum><text>by inserting after
			 part B the following:</text>
					<quoted-block display-inline="no-display-inline" id="H7C59C8E9FA6E4F8FB941427C571769E0" style="OLC">
						<part id="H414267CB40AC44A49870350BCD763D88"><enum>C</enum><header>Race
				to the Top</header>
							<section id="HF8DDEA9FBC5C4ECDB5FE3A144275056A"><enum>6301.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this part are to—</text>
								<paragraph id="HE2F8842D241A4C00840740FA8934EC37"><enum>(1)</enum><text>provide incentives
				for States and local educational agencies to implement comprehensive reforms
				and innovative strategies that are designed to lead to—</text>
									<subparagraph id="H9FE4E80806F6480E8AFF6D3B4CCC796D"><enum>(A)</enum><text>significant
				improvements in outcomes for all students, including improvements in student
				achievement, secondary school graduation rates, postsecondary education
				enrollment rates, and rates of postsecondary education persistence; and</text>
									</subparagraph><subparagraph id="HC8B16D39CC4A4E65B04E3E63F1EF4A3B"><enum>(B)</enum><text>significant
				reductions in achievement gaps among subgroups of students; and</text>
									</subparagraph></paragraph><paragraph id="H9C5E04DCE03D414FAD325914A39958D5"><enum>(2)</enum><text>encourage the
				broad identification, adoption, use, dissemination, replication, and expansion
				of effective State and local policies and practices that lead to significant
				improvement in outcomes for all students, and the elimination of those policies
				and practices that are not effective in improving student outcomes.</text>
								</paragraph></section><section id="ID8f5b3adf00b14970a3c03d199007e8f2"><enum>6302.</enum><header>Reservation
				of funds</header>
								<subsection id="ID2049edb455ce4df39c7270e031e21ab5"><enum>(a)</enum><header>Reservation</header><text>From
				the amount made available to carry out this part for a fiscal year, the
				Secretary may reserve not more than 10 percent of such amount to carry out
				activities related to—</text>
									<paragraph id="id7D8106A7F70E41D0871074877FC7A70A"><enum>(1)</enum><text>technical
				assistance;</text>
									</paragraph><paragraph id="id51966B377B7249C5BD405E44951D29E6"><enum>(2)</enum><text>outreach and
				dissemination; and</text>
									</paragraph><paragraph id="id50382065091345BAA21CBED86A06D6F7"><enum>(3)</enum><text>prize awards made
				in accordance with section 24 of the Stevenson-Wydler Technology Innovation Act
				of 1980 (15 U.S.C. 3719).</text>
									</paragraph></subsection><subsection id="IDced9fc5415bc43c5909109ec46cca1e4"><enum>(b)</enum><header>Availability of
				funds</header><text>Notwithstanding any other provision of law, funds for prize
				awards under subsection (a)(3) shall remain available until expended.</text>
								</subsection></section><section id="H63A675EFD0D847748DB93797EE2DC6E7"><enum>6303.</enum><header>Program
				authorized</header>
								<subsection id="HD5D8DF9D6C58468E95C17E6E97DBF09F"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">From the amounts made
				available under
				<internal-xref idref="H98E1B95B6A82455D94A5100237B96384" legis-path="6308.">section 6308</internal-xref> for a fiscal year and not
				reserved under section 6302, the Secretary shall award grants, on a competitive
				basis, to States or local educational agencies, or both, in accordance with
				<internal-xref idref="HB8772756DC5C40C4A01783E328E170DF" legis-path="6304.(b)">section 6304(b), </internal-xref>to enable the States or
				local educational agencies to carry out the purposes of this part.</text>
								</subsection><subsection id="H4E5C612B687D425B85CCF0D4B1DBD148"><enum>(b)</enum><header>Grant and
				subgrant eligibility limitations</header>
									<paragraph id="H29652B780BFD4096AD6981F08E223DAE"><enum>(1)</enum><header>ARRA State
				incentive grants</header><text>A State that has received a grant under section
				14006 of division A of the American Recovery and Reinvestment Act of 2009
				(Public Law 111–5; 123 Stat. 283) may not receive a grant under this part
				during the period of its grant under such section.</text>
									</paragraph><paragraph id="HD522AFF543C44EC5A2C699136F118D1B"><enum>(2)</enum><header>Number of
				grants</header><text>A State or local educational agency may not receive more
				than 1 grant under this part per grant period.</text>
									</paragraph><paragraph id="HA691ABC6215944ED81271715F17CF0FD"><enum>(3)</enum><header>Number of
				subgrants</header><text>A local educational agency may receive 1 grant and 1
				subgrant under this part for the same fiscal year.</text>
									</paragraph></subsection><subsection id="HE96A7467973346C9BB4BD2444BF1B94F"><enum>(c)</enum><header>Duration of
				grants</header>
									<paragraph id="HC969502B8DC6439BA048EE662638719B"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">A grant under this
				part shall be awarded for a period of not more than 4 years.</text>
									</paragraph><paragraph id="HC2778577C55140FC8690851E1E6272F4"><enum>(2)</enum><header>Continuation of
				grants</header><text>A State or local educational agency that is awarded a
				grant under this part shall not receive grant funds under this part for the
				second or any subsequent year of the grant unless the State or local
				educational agency demonstrates to the Secretary, at such time and in such
				manner as determined by the Secretary, that the State or local educational
				agency, respectively, is—</text>
										<subparagraph id="HD93E0E38673B4F16A5CB66194763E807"><enum>(A)</enum><text>making progress in
				implementing the plan under
				<internal-xref idref="H820BFEB2B56C49E497D90B70875F32DC" legis-path="6304.(a)(3)">section 6304(a)(3)</internal-xref> at a rate that the
				Secretary determines will result in the State or agency fully implementing such
				plan during the remainder of the grant period; or</text>
										</subparagraph><subparagraph id="H16411A154E584B799371FDFE58814398"><enum>(B)</enum><text>making progress
				against the performance measures set forth in
				<internal-xref idref="H25FA67BDB3184B5F99419197C9DBFECB" legis-path="6305.">section 6305</internal-xref> at a rate that the Secretary
				determines will result in the State or agency reaching its targets and
				achieving the objectives of the grant during the remainder of the grant
				period.</text>
										</subparagraph></paragraph></subsection></section><section id="HEB2D15FAE8074AF89DB1FC0790594DC3"><enum>6304.</enum><header>Applications</header>
								<subsection id="H2739B221890B4FEF9D67868170F42E4F"><enum>(a)</enum><header>Applications</header><text>Each
				State or local educational agency that desires to receive a grant under this
				part shall submit an application to the Secretary at such time, in such manner,
				and containing such information as the Secretary may reasonably require. At a
				minimum, each such application shall include—</text>
									<paragraph id="H71A65C42681044D7A5F0C3F66BA42DBE"><enum>(1)</enum><text>documentation of
				the applicant’s record, as applicable—</text>
										<subparagraph id="HB543AA57A0D4410285E4EF0FD860D995"><enum>(A)</enum><text>in increasing
				student achievement, including for all subgroups described in section
				1111(b)(2)(C)(v)(II);</text>
										</subparagraph><subparagraph id="HC2BB6407B2F04178A6FA9C94BAA17A26"><enum>(B)</enum><text>in decreasing
				achievement gaps, including for all subgroups described in section
				1111(b)(2)(C)(v)(II);</text>
										</subparagraph><subparagraph id="H3EDA676493404A22AD7348AA2A620E9B"><enum>(C)</enum><text>in increasing
				secondary school graduation rates, including for all subgroups described in
				section 1111(b)(2)(C)(v)(II);</text>
										</subparagraph><subparagraph id="H6DB36686B9144296B24147551862E869"><enum>(D)</enum><text>in increasing
				postsecondary education enrollment and persistence rates, including for all
				subgroups described in section 1111(b)(2)(C)(v)(II); and</text>
										</subparagraph><subparagraph id="H9E3888DA2CD94E13BAB76EE37E1DED69"><enum>(E)</enum><text>with respect to
				any other performance measure described in
				<internal-xref idref="H25FA67BDB3184B5F99419197C9DBFECB" legis-path="6305.">section 6305</internal-xref> that is not included in
				<internal-xref idref="HB543AA57A0D4410285E4EF0FD860D995" legis-path="6304.(a)(1)(A)">subparagraphs (A)</internal-xref> through
				<internal-xref idref="H6DB36686B9144296B24147551862E869" legis-path="6304.(a)(1)(D)">(D)</internal-xref>;</text>
										</subparagraph></paragraph><paragraph id="H4E41AD69248E421EBAE8DAF38EB44DDD"><enum>(2)</enum><text>evidence of
				conditions of innovation and reform that the applicant has established and the
				applicant's proposed plan for implementing additional conditions for innovation
				and reform, including—</text>
										<subparagraph id="HCF4B87DA15254DEEB7069C21BDECEC7B"><enum>(A)</enum><text>a description of
				how the applicant has identified and eliminated ineffective practices in the
				past and the applicant's plan for doing so in the future;</text>
										</subparagraph><subparagraph id="H5FC8CB402DF442DCAC315D4BCEF04521"><enum>(B)</enum><text>a description of
				how the applicant has identified and promoted effective practices in the past
				and the applicant's plan for doing so in the future; and</text>
										</subparagraph><subparagraph id="HE2720C1ACC334587B95C8E23970E66CB"><enum>(C)</enum><text>steps the
				applicant has taken and will take to eliminate statutory, regulatory,
				procedural, or other barriers and to facilitate the full implementation of the
				proposed plan under this paragraph;</text>
										</subparagraph></paragraph><paragraph id="H820BFEB2B56C49E497D90B70875F32DC"><enum>(3)</enum><text>a comprehensive
				and coherent plan for using funds under this part, and other Federal, State,
				and local funds, to improve the applicant’s performance on the measures
				described in
				<internal-xref idref="H25FA67BDB3184B5F99419197C9DBFECB" legis-path="6305.">section 6305</internal-xref>, consistent with criteria set
				forth by the Secretary, including how the applicant will, if applicable—</text>
										<subparagraph id="HE8B25599999E4FF6B4C840684658411D"><enum>(A)</enum><text>improve the
				effectiveness of teachers and school leaders, and promote equity in the
				distribution of effective teachers and school leaders, in order to ensure that
				low-income and minority children are not taught by ineffective teachers, and
				are not in schools led by ineffective leaders, at higher rates than other
				children;</text>
										</subparagraph><subparagraph id="HBA86B554D77642E1BE79FFD5323DDCF7"><enum>(B)</enum><text>strengthen the use
				of high-quality and timely data to improve instructional practices, policies,
				and student outcomes, including teacher evaluations;</text>
										</subparagraph><subparagraph id="HFB42F68E10C94EDBBBF6C7D37F36BCBA"><enum>(C)</enum><text>implement
				internationally bench­marked, college- and career-ready elementary and
				secondary academic standards, including in the areas of assessment,
				instructional materials, professional development, and strategies that
				translate the standards into classroom practice;</text>
										</subparagraph><subparagraph id="H3726AF121DE241B5936558F350101C98"><enum>(D)</enum><text>turn around the
				persistently lowest-achieving elementary schools and secondary schools served
				by the applicant;</text>
										</subparagraph><subparagraph id="HB77C01CE80E5407B8C470555F3FF8398"><enum>(E)</enum><text>support or
				coordinate with early learning programs for high-need children from birth
				through grade 3 to improve school readiness and ensure that students complete
				grade 3 on track for school success; and</text>
										</subparagraph><subparagraph id="H9EDD729C57234BC2A7898B4CFDC46A80"><enum>(F)</enum><text>create or maintain
				successful conditions for high-performing charter schools and other innovative,
				autonomous public schools;</text>
										</subparagraph></paragraph><paragraph id="HC1BF7FEAD4B54ABE9BB62F4722F7440C"><enum>(4)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id2A44013B66694659ABA8E5E222AB31CC"><enum>(A)</enum><text>in the case of an
				applicant that is a State—</text>
											<clause id="HFBE3898CFDDD461C9DDBA11C4D5EB742" indent="up1"><enum>(i)</enum><text>evidence of collaboration between
				the State, its local educational agencies, schools (as appropriate), parents,
				teachers, and other stakeholders, in developing the plan described in
				<internal-xref idref="H820BFEB2B56C49E497D90B70875F32DC" legis-path="6304.(a)(3)">paragraph (3)</internal-xref>, including evidence of
				the commitment and capacity to implement the plan; and</text>
											</clause><clause id="H60B6EB3918E844518397B4AB2B7EC52C" indent="up1"><enum>(ii)</enum><subclause commented="no" display-inline="yes-display-inline" id="id58B5E51084BF4A7A9FEBAEDEC7963739"><enum>(I)</enum><text>the names of the local
				educational agencies the State has selected to participate in carrying out the
				plan; or</text>
												</subclause><subclause id="H1CCEBC63E84744E098DD85D09BA99845" indent="up1"><enum>(II)</enum><text>a description of how the State
				will select local educational agencies to participate in carrying out the plan;
				or</text>
												</subclause></clause></subparagraph><subparagraph id="HB7A610FD528043D68A0E3C2AB535AB5F"><enum>(B)</enum><text>in the case of an
				applicant that is a local educational agency, evidence of collaboration between
				the local educational agency, schools, parents, teachers, and other
				stakeholders, in developing the plan described in
				<internal-xref idref="H820BFEB2B56C49E497D90B70875F32DC" legis-path="6304.(a)(3)">paragraph (3)</internal-xref>, including evidence of
				the commitment and capacity to implement the plan;</text>
										</subparagraph></paragraph><paragraph id="H3F4D01A22FC645E6937AB16C2A7C0D31"><enum>(5)</enum><text>the applicant’s
				annual performance measures and targets, consistent with the requirements of
				<internal-xref idref="H25FA67BDB3184B5F99419197C9DBFECB" legis-path="6305.">section 6305</internal-xref>; and</text>
									</paragraph><paragraph id="H45AF92F81CFC4088B90DD140AC10822E"><enum>(6)</enum><text>a description of
				the applicant’s plan to conduct a rigorous evaluation of the effectiveness of
				activities carried out with funds under this part.</text>
									</paragraph></subsection><subsection id="HB8772756DC5C40C4A01783E328E170DF"><enum>(b)</enum><header>Criteria for
				evaluating applications</header>
									<paragraph id="id9A82D335ACC448189A44A231DACE33BA"><enum>(1)</enum><header>Award
				basis</header><text>The Secretary shall award grants under this part on a
				competitive basis, based on the quality of the applications submitted under
				<internal-xref idref="H2739B221890B4FEF9D67868170F42E4F" legis-path="6304.(a)">subsection (a)</internal-xref>, including—</text>
										<subparagraph id="H58F5CC3BC4FB455AAE5F97AEE025BED3"><enum>(A)</enum><text>each applicant’s
				record in the areas described in
				<internal-xref idref="H71A65C42681044D7A5F0C3F66BA42DBE" legis-path="6304.(a)(1)">subsection (a)(1)</internal-xref>;</text>
										</subparagraph><subparagraph id="HE44E3EAC44094196B82EE7AB54063CF9"><enum>(B)</enum><text>each applicant’s
				record of, and commitment to, establishing conditions for innovation and
				reform, as described in
				<internal-xref idref="H4E41AD69248E421EBAE8DAF38EB44DDD" legis-path="6304.(a)(2)">subsection (a)(2)</internal-xref>;</text>
										</subparagraph><subparagraph id="H8D4FDBA8B63F4FAD962F43C6EF011994"><enum>(C)</enum><text>the quality and
				likelihood of success of each applicant’s plan described in
				<internal-xref idref="H820BFEB2B56C49E497D90B70875F32DC" legis-path="6104.(a)(3)">subsection (a)(3)</internal-xref> in showing
				improvement in the areas described in
				<internal-xref idref="H71A65C42681044D7A5F0C3F66BA42DBE" legis-path="6104.(a)(1)">subsection (a)(1)</internal-xref>, including each
				applicant’s capacity to implement the plan and evidence of collaboration as
				described in
				<internal-xref idref="HC1BF7FEAD4B54ABE9BB62F4722F7440C" legis-path="6104.(a)(4)">subsection (a)(4)</internal-xref>; and</text>
										</subparagraph><subparagraph id="H7822A0C69F6B4E32939E7D19EA786FBB"><enum>(D)</enum><text>each applicant’s
				evaluation plan as described in
				<internal-xref idref="H45AF92F81CFC4088B90DD140AC10822E" legis-path="6104.(a)(7)">subsection (a)(6)</internal-xref>.</text>
										</subparagraph></paragraph><paragraph id="idB46B0432AEC54A7881C4091871EA0B95"><enum>(2)</enum><header>Explanation</header><text>The
				Secretary shall publish an explanation of how the application review process
				under this section will ensure an equitable and objective evaluation based on
				the criteria described in paragraph (1).</text>
									</paragraph></subsection><subsection commented="no" id="H88F60BD4187E447583C6606103E78931"><enum>(c)</enum><header>Priority</header><text display-inline="yes-display-inline">In awarding grants to local educational
				agencies under this part, the Secretary shall give priority to—</text>
									<paragraph commented="no" id="idD5460281E4194370A95A5BF34984A575"><enum>(1)</enum><text display-inline="yes-display-inline">local educational agencies with the highest
				numbers or percentages of children from families with incomes below the poverty
				line; and</text>
									</paragraph><paragraph commented="no" id="idA5DF25A3B71B40BCBBCE052393949C88"><enum>(2)</enum><text display-inline="yes-display-inline">local educational agencies that serve
				schools designated with a school locale code of 41, 42, or 43.</text>
									</paragraph></subsection></section><section id="H25FA67BDB3184B5F99419197C9DBFECB"><enum>6305.</enum><header>Performance
				measures</header><text display-inline="no-display-inline">Each State and each
				local educational agency receiving a grant under this part shall establish
				performance measures and targets, approved by the Secretary, for the programs
				and activities carried out under this part. These measures shall, at a minimum,
				track the State’s or local educational agency’s progress in—</text>
								<paragraph id="H65579CD321D6477D9749561E3E9BC4A8"><enum>(1)</enum><text>implementing its
				plan described in
				<internal-xref idref="H820BFEB2B56C49E497D90B70875F32DC" legis-path="6104.(a)(3)">section 6304(a)(3)</internal-xref>; and</text>
								</paragraph><paragraph id="H5D86C19514EE4FB79E5562BF505425FD"><enum>(2)</enum><text>improving outcomes
				for all subgroups described in section 1111(b)(2)(C)(v)(II) including, as
				applicable, by—</text>
									<subparagraph id="H279E76F49253421584D7F87EAB5DB262"><enum>(A)</enum><text>increasing student
				achievement;</text>
									</subparagraph><subparagraph id="H5F7C099E7AFB471CB9589AF9BC154904"><enum>(B)</enum><text>decreasing
				achievement gaps;</text>
									</subparagraph><subparagraph id="H374F41F1E5CF47AEAE3FDD4D324E10EF"><enum>(C)</enum><text>increasing
				secondary school graduation rates;</text>
									</subparagraph><subparagraph id="H53CB12DC714B4DC5B7C6515F15E5D1D3"><enum>(D)</enum><text>increasing
				postsecondary education enrollment and persistence rates;</text>
									</subparagraph><subparagraph id="H6FAD0AFB12574AB5ACA259030EFAE1E3"><enum>(E)</enum><clause commented="no" display-inline="yes-display-inline" id="idC78FDD021E8F4DB69EF3461889A45877"><enum>(i)</enum><text>improving the
				effectiveness of teachers and school leaders and increasing the retention of
				effective teachers and school leaders; and</text>
										</clause><clause id="id05699756E9F748409F56DE63CBDBB0E3" indent="up1"><enum>(ii)</enum><text>promoting equity in the
				distribution of effective teachers and school leaders in order to ensure that
				low-income and minority children are not taught by ineffective teachers, and
				are not in schools led by ineffective leaders, at higher rates than other
				children; and</text>
										</clause></subparagraph><subparagraph id="H954209D8629E40EA9E79073F7C081C1F"><enum>(F)</enum><text>making progress on
				any other measures identified by the Secretary.</text>
									</subparagraph></paragraph></section><section id="HAB2A8DE091604A75A1273148E01F9194"><enum>6306.</enum><header>Uses of
				funds</header>
								<subsection id="H8D8455E5861A4579A201FF44AEF7C0B7"><enum>(a)</enum><header>Grants to
				States</header><text display-inline="yes-display-inline">Each State that
				receives a grant under this part shall use—</text>
									<paragraph id="id7582D8D330F84D518A64921CFD685A32"><enum>(1)</enum><text display-inline="yes-display-inline">not less than 50 percent of the grant funds
				to make subgrants to the local educational agencies in the State that
				participate in the State’s plan under
				<internal-xref idref="H820BFEB2B56C49E497D90B70875F32DC" legis-path="6304.(a)(3)">section 6304(a)(3)</internal-xref>, based on such
				local educational agencies’ relative shares of funds under part A of title I
				for the most recent year for which those data are available; and</text>
									</paragraph><paragraph id="id8D4F118E69F543B1B2F15CA975E65AA7"><enum>(2)</enum><text>not more than 50
				percent of the grant funds for any purpose included in the State's plan under
				section 6304(a)(3).</text>
									</paragraph></subsection><subsection id="H94DAAE0521094B019CF8D22D56F8B8BC"><enum>(b)</enum><header>Grants to local
				educational agencies</header><text>Each local educational agency that receives
				a grant under this part shall use the grant funds for any purpose included in
				the local educational agency’s plan under
				<internal-xref idref="H820BFEB2B56C49E497D90B70875F32DC" legis-path="6304.(a)(3)">section 6304(a)(3)</internal-xref>.</text>
								</subsection><subsection id="id9A56A04FF68149D39C5BBD7C0D44203F"><enum>(c)</enum><header>Subgrants to
				local educational agencies</header><text>Each local educational agency that
				receives a subgrant under this part from a State shall use the subgrant funds
				for any purpose included in the State's plan under section 6304(a)(3).</text>

								<subsection id="H528F692ECD1D4BD0A1C09DB5B2C840FD"><enum>(a)</enum><header>Annual
				reports</header><text>A State or local educational agency that receives a grant
				under this part shall submit to the Secretary, at such time and in such manner
				as the Secretary may require, an annual report including—</text>
									<paragraph id="H00054A3BA91B4DCBBF84F8F7951DADE4"><enum>(1)</enum><text>data on the
				State’s or local educational agency’s progress in achieving the targets for the
				performance measures established under
				<internal-xref idref="H25FA67BDB3184B5F99419197C9DBFECB" legis-path="6105.">section 6305</internal-xref>;</text>
									</paragraph><paragraph id="H3763554810924A1DA93D5EEA15C62B3A"><enum>(2)</enum><text>a description of
				the challenges the State or agency has faced in implementing its program and
				how it has addressed or plans to address those challenges; and</text>
									</paragraph><paragraph id="HC5506578CC6C44F194914353FA8BB1A1"><enum>(3)</enum><text>findings from the
				evaluation plan as described in
				<internal-xref idref="H45AF92F81CFC4088B90DD140AC10822E" legis-path="6104.(a)(7)">section 6304(a)(6)</internal-xref>.</text>
									</paragraph></subsection><subsection id="H2D2AE284F8BE44928F48ADD0DF0116F1"><enum>(b)</enum><header>Local
				reports</header><text>Each local educational agency that receives a subgrant
				from a State under this part shall submit to the State such information as the
				State may require to complete the annual report required under
				<internal-xref idref="H528F692ECD1D4BD0A1C09DB5B2C840FD" legis-path="6107.(a)">subsection (a)</internal-xref>.</text>
								</subsection></section><section id="H98E1B95B6A82455D94A5100237B96384"><enum>6308.</enum><header>Authorization
				of appropriations</header><text display-inline="no-display-inline">There are
				authorized to be appropriated to carry out this part $1,350,000,000 for fiscal
				year 2012 and such sums as may be necessary for each of the 5 succeeding fiscal
				years.</text>

				</paragraph></subsection><subsection commented="no" id="H3C074FA6DD7649F2B41B9FA73FD7B938"><enum>(b)</enum><header>Conforming
			 amendments</header><text>The table of contents for the Elementary and Secondary
			 Education Act of 1965 (20 U.S.C. 7301 et seq.) is amended—</text>
				<paragraph id="id8A68B0041955414BA773399651945D0C"><enum>(1)</enum><text>by striking the
			 items relating to part C of title VI; and</text>
