		<section id="S1" section-type="section-one"><enum>1.</enum><header>Inclusion of application to
			 independent regulatory agencies</header>
			<subsection id="id4F4ABA5419C64B889D7B09DED92E5F75"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 421(1) of the
			 Congressional Budget and Impoundment Control Act of 1974 (2 U.S.C. 658(1)) is
			 amended by striking <quote>, but does not include independent regulatory
			 agencies</quote>.</text>
			</subsection><subsection id="id7EFF83F4882C4681B2EFD17E08C1C0FF"><enum>(b)</enum><header>Exemption for
			 monetary policy</header><text>The Unfunded Mandates Reform Act of 1995 (2
			 U.S.C. 1501 et seq.) is amended by inserting after section 5 the
			 following:</text>

					<section id="idF77C636FC7674435BAC41F870329B991"><enum>6.</enum><header>Exemption for
				monetary policy</header><text display-inline="no-display-inline">Nothing in
				title II, III, or IV shall apply to rules that concern monetary policy proposed
				or implemented by the Board of Governors of the Federal Reserve System or the
				Federal Open Market
				Committee.</text>
