		  system evaluations and certifications on receipt of requests from non-Federal
		  interests.</official-title>

		<section id="id2736C4CB68B74779AE23D24710236F20" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Rural Community Flood Protection Act
			 of 2011</short-title></quote>.</text>
		</section><section id="id4F64974EB9994BE7BDFCEE52A3A03D3E" section-type="subsequent-section"><enum>2.</enum><header>Rural community flood
			 protection</header>
			<subsection id="id24D9031E9E574ED6A98CCE886F6AEFDE"><enum>(a)</enum><header>In
			 general</header><text>On receipt of a request from a non-Federal interest, the
			 Secretary of the Army (referred to in this section as the
			 <term>Secretary</term>) shall conduct a levee system evaluation and
			 certification of a federally authorized levee or a non-federally authorized
			 levee for purposes of the National Flood Insurance Program established under
			 chapter 1 of the National Flood Insurance Act of 1968 (42 U.S.C. 4011 et
			 seq.).</text>
			</subsection><subsection id="id3018F814E1414EECAC57300BC416C6BA"><enum>(b)</enum><header>Requirements</header><text>A
			 levee system evaluation and certification under subsection (a) shall—</text>
				<paragraph id="id14D79E7B800F4108A88139778EB1B344"><enum>(1)</enum><text>at a minimum,
			 comply with the requirements of section 65.10 of title 44, Code of Federal
			 Regulations (as in effect on the date of enactment of this Act); and</text>
				</paragraph><paragraph id="id905E5E21D63446D6AA0EE7174A09C7B3"><enum>(2)</enum><text>be carried out in
			 accordance with such procedures as the Secretary, in consultation with the
			 Director of the Federal Emergency Management Agency, may establish.</text>
				</paragraph></subsection><subsection id="idFA78A4EA0CE0420DADC536140537283D"><enum>(c)</enum><header>Cost
			 sharing</header>
				<paragraph id="ID06433b27e077402881f798d3d8ea3976"><enum>(1)</enum><header>Non-Federal
			 share</header><text>Subject to paragraph (2), the non-Federal share of the cost
			 of carrying out a levee system evaluation and certification under this section
			 shall be 35 percent.</text>
				</paragraph><paragraph id="IDff4fd72a83d74d01ac4f52646782f057"><enum>(2)</enum><header>Adjustment</header><text>The
			 Secretary shall adjust the non-Federal share under paragraph (1) to zero
			 if—</text>
					<subparagraph id="id2C5091E930D449E0B22611B5C02A5E22"><enum>(A)</enum><text>the non-Federal
			 interest is located in an area with a population of 10,000 or fewer
			 individuals; or</text>
					</subparagraph><subparagraph id="ID39021b6469b445cea0661236832b43c0"><enum>(B)</enum><text>the division of
			 the non-Federal interest with responsibility for the applicable levee is
			 staffed by individuals operating on a volunteer basis.</text>
					</subparagraph></paragraph></subsection></section></legis-body>
