		<official-title>To amend the Clean Air Act to conform the definition of
		  renewable biomass to the definition given the term in the Farm Security and
		  Rural Investment Act of 2002.</official-title>

		<section id="idA5207CCEFA8343B58AD64948512B2202" section-type="section-one"><enum>1.</enum><header>Definition of renewable
			 biomass</header><text display-inline="no-display-inline">Section 211(o)(1) of
			 the Clean Air Act (42 U.S.C. 7545(o)(1)) is amended by striking subparagraph
			 (I) and inserting the following:</text>
			<quoted-block display-inline="no-display-inline" id="id3B8E04858C2E491C811A19F6DF63A94E" style="OLC">
				<subparagraph commented="no" display-inline="no-display-inline" id="IDB49097B03F5C4376AA2D2A5721BD88E5"><enum>(I)</enum><header display-inline="yes-display-inline">Renewable biomass</header><text display-inline="yes-display-inline">The term <term>renewable biomass</term>
				means—</text>
					<clause commented="no" display-inline="no-display-inline" id="ID8F6247AA9AFA4C9AA4AF13A3B7EF633A"><enum>(i)</enum><text>materials
				(including trees, wood, brush, thinnings, and chips) or invasive species from
				National Forest System land and public lands (as defined in section 103 of the
				Federal Land Policy and Management Act of 1976 (43 U.S.C. 1702)), including
				slash and other materials, that—</text>
						<subclause id="ID0F9298888E3A446A9FB0890302FC6024"><enum>(I)</enum><text>would not
				otherwise be used for higher-value manufactured forest products;</text>
						</subclause><subclause id="id41F52937F35447FAA495A1E8D81F76B7"><enum>(II)</enum><text>are
				removed—</text>
							<item id="IDBCDD79E4D8824B39A69182668AC51298"><enum>(aa)</enum><text>to
				reduce hazardous fuels;</text>
							</item><item id="ID17CC2146175345FD9B45DA31B41C9F7F"><enum>(bb)</enum><text>to
				reduce or contain disease or insect infestation;</text>
							</item><item id="IDB89B43636462435AA883CBFB9FC742BC"><enum>(cc)</enum><text>to
				restore or maintain ecosystem health; or</text>
							</item><item id="id50220C52C0034874B49C52425F95B2D5"><enum>(dd)</enum><text>from a federally
				approved vegetation management project; and</text>
							</item></subclause><subclause id="ID0C2B2426BF114C6AACEE8C4C14D7FDE0"><enum>(III)</enum><text>are harvested
				in accordance with—</text>
							<item id="ID049D3A2F956949DDBE8D34B2C6935EAF"><enum>(aa)</enum><text>applicable law
				and land management plans; and</text>
							</item><item id="ID1670A8AC81034755B7A0AE02A9ED9380"><enum>(bb)</enum><text>the requirements
				for old-growth maintenance, restoration, and management direction of paragraphs
				(2), (3), and (4) of subsection (e) of section 102 of the Healthy Forests
				Restoration Act of 2003 (16 U.S.C. 6512);</text>
							</item></subclause></clause><clause commented="no" display-inline="no-display-inline" id="ID4DD4369B10B749A59E19317166023534"><enum>(ii)</enum><text>any organic
				matter that is available on a renewable or recurring basis from non-Federal
				land, land belonging to an Indian or Indian tribe that is held in trust by the
				United States or subject to a restriction against alienation imposed by the
				United States, or any reservation (as defined in section 3 of the Indian
				Financing Act of 1974 (25 U.S.C. 1452)), including—</text>
						<subclause id="ID9E841699AA2D4B0ABA0AA5E90145ED93"><enum>(I)</enum><text>renewable plant
				material, including—</text>
							<item id="ID4201ECC079C14FAC9992A5F3E115873E"><enum>(aa)</enum><text>feed
				grains;</text>
							</item><item id="IDAA9C53DCCF564E96B3E64DE4DC05A7E4"><enum>(bb)</enum><text>other
				agricultural commodities;</text>
							</item><item id="ID3D25F2EE35B243D5A43F267D5476CF14"><enum>(cc)</enum><text>other plants and
				trees; and</text>
							</item><item id="ID2BF8BE1AC36E48CFB26203B6C8221017"><enum>(dd)</enum><text>algae;
				and</text>
							</item></subclause><subclause id="IDBCE0655C0E20493A88FC643B5E29B6E1"><enum>(II)</enum><text>waste material
				(other than paper that is commonly recycled), including—</text>
							<item id="IDBABF5A649A1F47E7AFC0604FE170C0F9"><enum>(aa)</enum><text>crop
				residue;</text>
							</item><item id="ID3C07085C84EA4E9090199C3A10BB39FE"><enum>(bb)</enum><text>other vegetative
				waste material (including wood waste and wood residues);</text>
							</item><item id="IDBC87FB63625542FBBC5A1AB2A44BA2BF"><enum>(cc)</enum><text>animal waste and
				byproducts (including fats, oils, greases, and manure); and</text>
							</item><item id="IDE1A1F69902114CB6A3EA0E0573E3DE1D"><enum>(dd)</enum><text>food waste and
				yard waste; and</text>
							</item></subclause></clause><clause id="idE4F6DA2CAAB8494BAC4492533066B915"><enum>(iii)</enum><text>residues or
				byproducts from wood, pulp, or paper product
				facilities.</text>
