		<official-title>To provide for the designation of the Devil's Staircase
		  Wilderness Area in the State of Oregon, to designate segments of Wasson and
		  Franklin Creeks in the State of Oregon as wild rivers, and for other
		  purposes.</official-title>

		<section id="id8149285875874A7AA72B9A7FD61CC6C2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Devil’s Staircase Wilderness Act of
			 2011</short-title></quote>.</text>
		</section><section id="IDc215525799cd4b67b746f0a54afff885"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="ID56fe0abbc0244f17be2ec0ec762e6e4b"><enum>(1)</enum><header>Map</header><text>The
			 term <term>map</term> means the map entitled <quote>Devil’s Staircase
			 Wilderness Proposal</quote> and dated June 15, 2010.</text>
			</paragraph><paragraph id="ID6f39d5aba775450d92b817a8e22224e1"><enum>(2)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means—</text>
				<subparagraph id="IDe4869e68bccc4e5b9d37e243218a763b"><enum>(A)</enum><text>with respect to
			 land under the jurisdiction of the Secretary of Agriculture, the Secretary of
			 Agriculture; and</text>
				</subparagraph><subparagraph id="ID1af5450fe61a4aedbb55561ce8b0d555"><enum>(B)</enum><text>with respect to
			 land under the jurisdiction of the Secretary of the Interior, the Secretary of
			 the Interior.</text>
				</subparagraph></paragraph><paragraph id="IDe7e9d3cd4bb940ac8f92a17b4df35354"><enum>(3)</enum><header>State</header><text>The
			 term <term>State</term> means the State of Oregon.</text>
			</paragraph><paragraph id="ID46afd64d569b44faa06b2ecdc7881d04"><enum>(4)</enum><header>Wilderness</header><text>The
			 term <term>Wilderness</term> means the Devil’s Staircase Wilderness designated
			 by section 3(a).</text>
			</paragraph></section><section id="ID4cdc2cce9cf44f7ba002ecfa617e7302"><enum>3.</enum><header>Devil’s
			 staircase wilderness, Oregon</header>
			<subsection id="ID9a748a3f6cda45da992d8220a145fc80"><enum>(a)</enum><header>Designation</header><text>In
			 accordance with the Wilderness Act (16 U.S.C. 1131 et seq.), the approximately
			 30,540 acres of Forest Service land and Bureau of Land Management land in the
			 State, as generally depicted on the map, is designated as wilderness and as a
			 component of the National Wilderness Preservation System, to be known as the
			 <term>Devil’s Staircase Wilderness</term>.</text>
			</subsection><subsection id="IDd0246545d18c4a64ac35ffb0b84b498e"><enum>(b)</enum><header>Map; legal
			 description</header>
				<paragraph id="ID9482868746c8447ebc15926312898330"><enum>(1)</enum><header>In
			 general</header><text>As soon as practicable after the date of enactment of
			 this Act, the Secretary shall prepare a map and legal description of the
			 Wilderness.</text>
				</paragraph><paragraph id="IDa8245002915f40878f1541ed002218ea"><enum>(2)</enum><header>Force of
			 law</header><text>The map and legal description prepared under paragraph (1)
			 shall have the same force and effect as if included in this Act, except that
			 the Secretary may correct clerical and typographical errors in the map and
			 legal description.</text>
				</paragraph><paragraph id="IDe4293acc64e74de28fd3b03ef5842e21"><enum>(3)</enum><header>Availability</header><text>The
			 map and legal description prepared under paragraph (1) shall be on file and
			 available for public inspection in the appropriate offices of the Forest
			 Service and Bureau of Land Management.</text>
				</paragraph></subsection><subsection id="IDcdd2779a811548899f73b4546567dbae"><enum>(c)</enum><header>Administration</header><text display-inline="yes-display-inline">Subject to valid existing rights, the area
			 designated as wilderness by this section shall be administered by the Secretary
			 in accordance with the Wilderness Act (16 U.S.C. 1131 et seq.), except
			 that—</text>
				<paragraph id="IDa23ec61598cd4f3ab4155f89b4760d49"><enum>(1)</enum><text>any reference in
			 that Act to the effective date shall be considered to be a reference to the
			 date of enactment of this Act; and</text>
				</paragraph><paragraph id="ID87140148744a4a9db13efbdfb0887b70"><enum>(2)</enum><text>any reference in
			 that Act to the Secretary of Agriculture shall be considered to be a reference
			 to the Secretary that has jurisdiction over the land within the
			 Wilderness.</text>
				</paragraph></subsection><subsection id="ID6d3241f06a94456c9d2d938e2c2476ae"><enum>(d)</enum><header>Fish and
			 Wildlife</header><text>Nothing in this section affects the jurisdiction or
			 responsibilities of the State with respect to fish and wildlife in the
			 State.</text>
			</subsection><subsection id="IDa2f5a4b40207472f9930cac3bf54f2cf"><enum>(e)</enum><header>Adjacent
			 management</header>
				<paragraph id="ID01f3789b5d7b468c8e29f118600764fe"><enum>(1)</enum><header>In
			 general</header><text>Nothing in this section creates any protective perimeter
			 or buffer zone around the Wilderness.</text>
				</paragraph><paragraph id="ID8bf1e2b0e2224edfa86d6e7f79935b08"><enum>(2)</enum><header>Activities
			 outside wilderness</header><text>The fact that a nonwilderness activity or use
			 on land outside the Wilderness can be seen or heard within the Wilderness shall
			 not preclude the activity or use outside the boundary of the Wilderness.</text>
				</paragraph></subsection><subsection id="ID5e86d14a3d2348e689a05cd4d9b1a771"><enum>(f)</enum><header>Protection of
			 Tribal Rights</header><text>Nothing in this section diminishes any treaty
			 rights of an Indian tribe.</text>
			</subsection><subsection id="ID07b080c0b99b4338805b5ea3d4d6b70e"><enum>(g)</enum><header>Transfer of
			 administrative jurisdiction</header>
				<paragraph id="ID8f3ccbb5aacd40cea7e5b14c0121a533"><enum>(1)</enum><header>In
			 general</header><text>Administrative jurisdiction over the approximately 49
			 acres of Bureau of Land Management land north of the Umpqua River in sec. 32,
			 T. 21 S., R. 11 W, is transferred from the Bureau of Land Management to the
			 Forest Service.</text>
				</paragraph><paragraph id="ID6adc4f2b0ba54e0d99aea4448b63d9d7"><enum>(2)</enum><header>Administration</header><text>The
			 Secretary shall administer the land transferred by paragraph (1) in accordance
			 with—</text>
					<subparagraph id="IDeafbc89bdd44406da7701bfff3258cb6"><enum>(A)</enum><text>the Act of March
			 1, 1911 (commonly known as the <term>Weeks Law</term>) (16 U.S.C. 480 et seq.);
			 and</text>
					</subparagraph><subparagraph id="ID8c8a1c53e31b43a286b8499e860456ce"><enum>(B)</enum><text>any laws
			 (including regulations) applicable to the National Forest System.</text>
					</subparagraph></paragraph></subsection></section><section id="IDcb79fc4c324e40e69f1a702d3a98305f"><enum>4.</enum><header>Wild and Scenic
			 River designations, Wasson Creek and Franklin Creek, Oregon</header><text display-inline="no-display-inline">Section 3(a) of the Wild and Scenic Rivers
			 Act (16 U.S.C. 1274(a)) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="id976A3CE9193F40CEBF84B041032E39B6" style="OLC">
				<paragraph id="IDb772137e8ddc42c5987776e45baf2fc5"><enum>(208)</enum><header>Franklin
				Creek, Oregon</header><text>The 4.5-mile segment from its headwaters to the
				line of angle points within sec. 8, T. 22 S., R. 10 W., shown on the survey
				recorded in the Official Records of Douglas County, Oregon, as M64–62, to be
				administered by the Secretary of Agriculture as a wild river.</text>
				</paragraph><paragraph id="IDeb6c379350054b1090d831cf049feffd"><enum>(209)</enum><header>Wasson Creek,
				Oregon</header><text>The 10.1-mile segment in the following classes:</text>
					<subparagraph id="ID6cc39b451a9b4d4c82eee2847c7e7e18"><enum>(A)</enum><text>The 4.2-mile
				segment from the eastern boundary of sec. 17, T. 21 S., R. 9 W., downstream to
				the western boundary of sec. 12, T. 21 S., R. 10 W., to be administered by the
				Secretary of the Interior as a wild river.</text>
					</subparagraph><subparagraph id="ID1ef0b8cea9384472bb58b7cd249218a9"><enum>(B)</enum><text>The 5.9-mile
				segment from the western boundary of sec. 12, T. 21 S., R. 10 W., downstream to
				the eastern boundary of the northwest quarter of sec. 22, T. 21 S., R. 10 W.,
				to be administered by the Secretary of Agriculture as a wild
				river.</text>
					</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
