		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Energy Security Act of
			 2011</short-title></quote>.</text>
		</section><section id="ID6f552b83ef004e86912f6e4ab7460d36"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="IDf90b9ba1138e47cdb54c4a6e6ee42c42"><enum>(1)</enum><header>Administrator</header><text>The
			 term <term>Administrator</term> means the Administrator of the Environmental
			 Protection Agency.</text>
			</paragraph><paragraph id="idDD127E6289EE45149F2749B52F794554"><enum>(2)</enum><header>Council</header><text display-inline="yes-display-inline">The term <term>Council</term> means the
			 National Energy Security Council established by section 4.</text>
			</paragraph><paragraph id="ID558e35560faa4b80a4a4572b84c0662f"><enum>(3)</enum><header>National energy
			 security program</header><text>The term <term>national energy security
			 program</term> means the national energy security program established by
			 section 3.</text>
			</paragraph><paragraph id="id2D8CC8975693447BA8ED779E6426BEF0"><enum>(4)</enum><header>National oil
			 independence goal</header><text>The term <term>national oil independence
			 goal</term> means the national oil independence goal established under section
			 3(c).</text>
			</paragraph><paragraph id="idFD35DBEBF2424E6AA93DF06910701591"><enum>(5)</enum><header>National oil
			 independence plan</header><text>The term <term>national oil independence
			 plan</term> means the national oil independence plan established under section
			 3(d).</text>
			</paragraph></section><section id="ID710d5f39e43349f79b7ebeac5ff650d3"><enum>3.</enum><header>National energy
			 security program</header>
			<subsection id="IDb598dfff94dd4b1692a6f7b2e211e6dd"><enum>(a)</enum><header>Establishment</header><text>There
			 is established in the Executive Office of the President the national energy
			 security program.</text>
			</subsection><subsection id="IDbae1480875604901b38509522a989fe5"><enum>(b)</enum><header>Mission</header><text>The
			 mission of the national energy security program shall be to coordinate the
			 activities and policies of the Federal Government to ensure, to the maximum
			 extent practicable, that the United States meets—</text>
				<paragraph id="idCD71B44C58B7476181DE6C7F0C8FAA04"><enum>(1)</enum><text>goals for
			 reducing oil dependence, oil imports, and oil consumption; and</text>
				</paragraph><paragraph id="idC8FC3E99446E4D0BB167A4F086DD95CE"><enum>(2)</enum><text>other energy
			 policy goals, including goals for—</text>
					<subparagraph id="idB05338AB57454AC29FE5C953A1EAFECE"><enum>(A)</enum><text>enhancing the
			 competitiveness of the United States in clean energy technology;</text>
					</subparagraph><subparagraph id="id21EEB7C2F0994DCF98A43B2B51EB1BB1"><enum>(B)</enum><text>strengthening
			 clean energy technology manufacturing in the United States;</text>
					</subparagraph><subparagraph id="id690A4C3FEA434C45B16B51D299F7D4A8"><enum>(C)</enum><text>reducing
			 greenhouse gas emissions; and</text>
					</subparagraph><subparagraph id="idFB9885B88C1A492B9788CD2061512C40"><enum>(D)</enum><text>reducing
			 hazardous pollutants.</text>
					</subparagraph></paragraph></subsection><subsection id="IDaee3c9eede87475bb28265ac4e9e19b1"><enum>(c)</enum><header>National oil
			 independence goal</header>
				<paragraph id="ID62f19d98333041c0ad2234db0dfcecc5"><enum>(1)</enum><header>In
			 general</header><text>Subject to paragraph (2), it is the goal of the United
			 States to reduce oil consumption by the quantity that is equal to or greater
			 than the quantity of oil imported by the United States from outside of North
			 America by calendar year 2030 (as compared to the rate of oil consumption
			 projected for calendar year 2030 as of the date of enactment of this
			 Act).</text>
				</paragraph><paragraph id="ID53bc0ad73b37427197263b9dca5d0066"><enum>(2)</enum><header>Adjustments</header><text>The
			 President, in consultation with the Council—</text>
					<subparagraph id="idB7682E77959549A3B555F1C25DA7E5BD"><enum>(A)</enum><text>may adjust the
			 numeric goal for calendar year 2030 established under paragraph (1);</text>
					</subparagraph><subparagraph id="idB47B1344D2184D0CA7AD57AF57E68DA4"><enum>(B)</enum><text>shall ensure that
			 any new goal established under subparagraph (A) represents the maximum
			 practicable oil savings achievable, taking into account other benefits of
			 reducing oil consumption (including economic, security, and environmental
			 benefits) and costs or other economic effects; and</text>
					</subparagraph><subparagraph id="ID51382016417b4e878709fce41b1a1261"><enum>(C)</enum><text>if any new goal
			 established under subparagraph (A) is lower than the goal established under
			 paragraph (1), shall establish an additional goal for reducing oil consumption
			 in the United Sates by a quantity that is equal to or greater than the quantity
			 of oil imported by the United States from outside of North America on the
			 fastest timeline practicable, taking into account other benefits of reducing
			 oil consumption (including economic, security, and environmental benefits) and
			 costs or other economic effects.</text>
					</subparagraph></paragraph></subsection><subsection id="IDc8da42aee22547669d9f1e2bc23cbb70"><enum>(d)</enum><header>National oil
			 independence plan</header>
				<paragraph id="IDa7458aaf7e8b4fcdb30ec178fdf89ae9"><enum>(1)</enum><header>In
			 general</header><text>The President, in coordination with the Council and the
			 Director of the Office of Management and Budget, shall—</text>
					<subparagraph id="idC52EFF2AC00946D0A313A14D2CFDDF4D"><enum>(A)</enum><text>develop a
			 national oil independence plan that describes programs and activities that will
			 be implemented to meet or exceed the national oil independence goal and other
			 goals established pursuant to subsection (c);</text>
					</subparagraph><subparagraph id="id44BDDD5679FD48D1BB96359385F9909B"><enum>(B)</enum><text>submit the
			 national oil independence plan to Congress not later than 180 days after the
			 date of enactment of this Act; and</text>
					</subparagraph><subparagraph id="idA05811812FCD44D487B0A0C6806B360F"><enum>(C)</enum><text>submit an updated
			 national oil independence plan to Congress every 2 years thereafter.</text>
					</subparagraph></paragraph><paragraph id="ID45e74e93ce25402cace0b729a5b23665"><enum>(2)</enum><header>Review of
			 Federal policies, programs, and authorities</header><text>Not later than 120
			 days after the date of enactment of this Act, the President, in coordination
			 with the Council and the Director of the Office of Management and Budget, shall
			 review existing programs and authorities of the Federal Government and other
			 applicable policies (including tax policies) to determine—</text>
					<subparagraph id="IDa9099a8f23994f02b514cd95e5ccfc24"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="idF422BE6FC4C6417AA94AA8C24F4B5881"><enum>(i)</enum><text>which programs,
			 authorities, or policies could be used to accelerate reductions in oil
			 dependence; and</text>
						</clause><clause id="id4219275A3B69422A80C4B821261FD6AB" indent="up1"><enum>(ii)</enum><text>any means by which the programs,
			 authorities, or policies—</text>
							<subclause id="id9DD24BDE14284537AF89E1662479B5D6"><enum>(I)</enum><text>could be used to maximize reductions in
			 oil dependence; or</text>
							</subclause><subclause id="id2A5E345E4E2647F8B5560095319A4045"><enum>(II)</enum><text>would require modification in order to
			 be used to maximize reductions in oil dependence; and</text>
							</subclause></clause></subparagraph><subparagraph id="ID840c12a660a847949d39b24d177f53a9"><enum>(B)</enum><clause commented="no" display-inline="yes-display-inline" id="id016F2F7F3FA94CE998541CC47300F409"><enum>(i)</enum><text>which programs,
			 authorities, or policies have the effect of increasing oil consumption and oil
			 dependence or otherwise create barriers to reducing oil consumption and oil
			 dependence; and</text>
						</clause><clause id="idC8865DA34ED44087B361140DE03528D3" indent="up1"><enum>(ii)</enum><text>the manner by which the programs,
			 authorities, or policies—</text>
							<subclause id="id88CA56B5A01D4B3F94E6B0B1C9EC2066"><enum>(I)</enum><text>have the effect of encouraging oil
			 consumption or oil dependence or otherwise create barriers to reducing oil
			 consumption and oil dependence; and</text>
							</subclause><subclause id="id2CD7BE5B5A944DC782D81C24D3761FE9"><enum>(II)</enum><text>could be modified or eliminated to help
			 meet the goal of reducing oil consumption and oil dependence.</text>
							</subclause></clause></subparagraph></paragraph><paragraph id="ID23a9c3e0363541a387cca6d599ca6dbb"><enum>(3)</enum><header>Contents</header><text>At
			 a minimum, the national oil independence plan shall—</text>
					<subparagraph id="ID48040ba12ce14973be59a1e55e20c0b2"><enum>(A)</enum><text>describe the
			 results and conclusions of the review conducted under paragraph (2);</text>
					</subparagraph><subparagraph id="ID85df78727c5b4e2887b5224a462579d0"><enum>(B)</enum><text>as appropriate,
			 include—</text>
						<clause id="ID39ed083f1eb14d5c8255e8573e15fb4b"><enum>(i)</enum><text>the
			 use of programs, authorities, or policies described in paragraph (2)(A);
			 and</text>
						</clause><clause id="IDccc87aaf4dc747348a3163842533231c"><enum>(ii)</enum><text>if
			 existing authority allows, proposals to modify or eliminate programs,
			 authorities, or policies described in paragraph (2)(B);</text>
						</clause></subparagraph><subparagraph id="IDfdb0ba8978a34b5ca7bccbd5cef3d147"><enum>(C)</enum><text>include
			 recommendations to Congress for legislation that would further—</text>
						<clause id="id2A0AF802CD234915B13F19EDE3925E48"><enum>(i)</enum><text>promote
			 reductions in oil consumption and oil dependence;</text>
						</clause><clause id="idC54E2E075F3C411593244B11913444D0"><enum>(ii)</enum><text>reduce barriers
			 to reducing oil consumption and oil dependence; and</text>
						</clause><clause id="idC978850EE56B49FEB1B4F1677034D68C"><enum>(iii)</enum><text>help meet the
			 energy policy goals of the United States;</text>
						</clause></subparagraph><subparagraph id="IDb1a9505734de4da7a3726736e10fb688"><enum>(D)</enum><text>include a
			 timetable for achieving the national oil independence goal, including interim
			 targets on not less than a biennial basis;</text>
					</subparagraph><subparagraph id="ID7c40fd47b2c6495faf2ebb0ed34d128b"><enum>(E)</enum><text>a plan for
			 coordinating actions across the Federal Government to ensure, to the maximum
			 extent practicable, that the national oil independence goal is met; and</text>
					</subparagraph><subparagraph id="ID332b73b113f84655aa3673503b7c9eb5"><enum>(F)</enum><text>a timeline for
			 issuing rules, Executive orders, or other policy instruments that will
			 implement the recommendations contained the national oil independence
			 plan.</text>
					</subparagraph></paragraph></subsection><subsection id="ID2e25d135d48d49f9971e50ad696ffc96"><enum>(e)</enum><header>Annual requests
			 to Congress</header><text>When submitting annual budget requests to Congress,
			 the President shall include—</text>
				<paragraph id="IDdb999235cace49ae9edd88b9c2d74d57"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="idC3C23090B8EF4DEDA6E93528A9F7F90C"><enum>(A)</enum><text>requests for sufficient
			 funding for such programs the President considers appropriate to implement the
			 national oil independence plan; and</text>
					</subparagraph><subparagraph id="id065369616F1941D784DEC4D82B22D690" indent="up1"><enum>(B)</enum><text>if the amount of funding is not
			 sufficient to meet the national oil independence goal, a description of the
			 amount of funding that would be necessary to meet the goal;</text>
					</subparagraph></paragraph><paragraph id="IDb3d751181eac40afa4aa118bff7a82ab"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="idA4A2702FDD9B46348D55C8C911EBCB6F"><enum>(A)</enum><text>requests for such
			 additional authorities or changes to existing laws or authorities as the
			 President considers appropriate in order to implement the national oil
			 independence plan; and</text>
					</subparagraph><subparagraph id="id1451C6EAE3494D20927602CA37577DC8" indent="up1"><enum>(B)</enum><text>if the amount of funding is not
			 sufficient to meet the national oil independence goal, a description of such
			 additional authority or changes to existing laws or authorities as would be
			 necessary to meet the goal; and</text>
					</subparagraph></paragraph><paragraph id="IDba8f6670954e42b99bbce1d12d121c6e"><enum>(3)</enum><text>a report on the
			 oil consumption and imports of the United States relative to the national oil
			 independence goal and the interim targets and timelines established in the
			 national oil independence plan.</text>
				</paragraph></subsection></section><section id="ID2cd6559413364876aa4f5f6219fa2985"><enum>4.</enum><header>National Energy
			 Security Council</header>
			<subsection id="IDe06b2729baf14a23a7b811baf662ef6a"><enum>(a)</enum><header>Establishment</header><text>There
			 is established in the Executive Office of the President a National Energy
			 Security Council.</text>
			</subsection><subsection id="ID43392430061a4e798b9632157cb32ea3"><enum>(b)</enum><header>Mission</header><text>The
			 mission of the Council shall be to assist and advise the President in—</text>
				<paragraph id="ID3f4a1392ad0a46b3842d85d9ff2ff203"><enum>(1)</enum><text>establishing the
			 national oil independence goal in numeric terms of barrels per day of oil
			 consumption, based on the most recent consumption estimates by the Energy
			 Information Administration;</text>
				</paragraph><paragraph id="IDde4bdfec14854b6993ddc9996ec885fa"><enum>(2)</enum><text>meeting the
			 national oil independence goal;</text>
				</paragraph><paragraph id="ID91189d2de1774fe89766dc281a825304"><enum>(3)</enum><text>developing the
			 national oil independence plan and the requests described in section
			 3(e);</text>
				</paragraph><paragraph id="ID1f0b5a228b1744729353ace8ac32fb7b"><enum>(4)</enum><text>coordinating the
			 policies, programs, and activities of the national energy security program in
			 order to implement the national oil independence plan and meet the national oil
			 independence goal; and</text>
				</paragraph><paragraph id="IDc2adea4aefa3470b8e99a8b3e1b84813"><enum>(5)</enum><text>ensuring that
			 policy decisions and programs are consistent with the energy policy goals of
			 the United States.</text>
				</paragraph></subsection><subsection id="ID48cf867ebcb241149050104bdb90efe7"><enum>(c)</enum><header>Membership</header><text>The
			 membership of the Council shall consist of—</text>
				<paragraph id="IDf6ddde2819ee48c59f32751b888959c8"><enum>(1)</enum><text>the Secretary of
			 Energy;</text>
				</paragraph><paragraph id="ID541736e978d84f46a66a227f7e2b0bb9"><enum>(2)</enum><text>the Assistant to
			 the President for National Security Affairs;</text>
				</paragraph><paragraph id="IDd90a9f849a874095b0fc5514a0f685eb"><enum>(3)</enum><text>the Secretary of
			 Transportation;</text>
				</paragraph><paragraph id="ID0594b113a9874647a048fa628064305a"><enum>(4)</enum><text>the
			 Administrator;</text>
				</paragraph><paragraph id="ID120d966551294341a91057d5b6923c22"><enum>(5)</enum><text>the Secretary of
			 the Treasury;</text>
				</paragraph><paragraph id="ID63b4683fa350422caf1918661b408dda"><enum>(6)</enum><text>the Director of
			 the National Economic Council;</text>
				</paragraph><paragraph id="ID80615a13fc014db9a25bbae1f3c93d60"><enum>(7)</enum><text>the Secretary of
			 Agriculture;</text>
				</paragraph><paragraph id="IDf6bb43adb07d49fdb18f7fe84a5f7667"><enum>(8)</enum><text>the Chair of the
			 Council on Environmental Quality;</text>
				</paragraph><paragraph id="IDbe26a28a3afb4c64a4d8fb0bbbe63413"><enum>(9)</enum><text>the Secretary of
			 State; and</text>
				</paragraph><paragraph id="ID451c1affa7ca415e9dcaf6c31ef154a0"><enum>(10)</enum><text>the Director of
			 the Office of Science and Technology Policy.</text>
				</paragraph></subsection><subsection id="IDa66d818a28064f73b51b3de56a013fd7"><enum>(d)</enum><header>Chair</header><text>The
			 President shall act as Chair of the Council.</text>
			</subsection><subsection id="ID5e3531d390e1481488acf2cdc79face7"><enum>(e)</enum><header>Authorization
			 of appropriations</header><text>There are authorized to be appropriated to
			 carry out this section such sums as are necessary.</text>
