		<official-title>To amend chapter 9 of title 44, United States Code, to
		  limit the printing of the Congressional Record, and for other
		  purposes.</official-title>

		<section id="id366A84FA8F6140CA8AC08B1A4BC4CB0C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Congressional Record Printing Savings
			 Act of 2011</short-title></quote>.</text>
		</section><section id="S1"><enum>2.</enum><header>Cost savings on printing the
			 Congressional Record</header>
			<subsection id="id583EEEB979AA4F9088A2C3DF39122D5D"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Chapter 9 of title
			 44, United States Code, is amended by striking section 903 and inserting the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="id65A1331D35E74DF287582ADD9919558C" style="USC">
					<section id="idEEB4546380CC457994DCDF3F273C8C4A"><enum>903.</enum><header>Congressional
				Record: daily and permanent forms</header>
						<subsection id="idB9C070463D824E448EDBC7C4295A3956"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">The public
				proceedings of each House of Congress as reported by the Official Reporters,
				shall be included in the Congressional Record, which shall be issued in daily
				form during each session and shall be revised and made electronically available
				promptly, as directed by the Joint Committee on Printing, for distribution
				during and after the close of each session of Congress. The daily and the
				permanent Record shall bear the same date, which shall be that of the actual
				day's proceedings reported.</text>
						</subsection><subsection id="idCD054D02ABCE43998D1627327F5A5F79"><enum>(b)</enum><header>Printing</header><text display-inline="yes-display-inline">Except as provided under section 906, the
				Government Printing Office shall not print the Congressional
				Record.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="idBACFBAC0F0EC4AC79BAFD94517870CDD"><enum>(b)</enum><header>Limited
			 printing of the Congressional Record</header><text>Chapter 9 of title 44,
			 United States Code, is amended by striking section 906 and inserting the
			 following:</text>

					<section id="idA64FB5F0E0714F119ED25A5F0666D52C"><enum>906.</enum><header>Congressional
				Record: limited printing</header>
						<subsection id="id400A853E2BC3437CAD1CB81E88B5E8BB"><enum>(a)</enum><header>Minimum number
				of copies</header>
							<paragraph id="idBC67F1B997E5481C92E80C9FC12270AC"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Public Printer
				shall determine the minimum number of copies of the Congressional Record that
				are necessary to be printed for archival purposes.</text>
							</paragraph><paragraph id="idC535DEA4161E4038921FDD25514377EC"><enum>(2)</enum><header>Reports</header>
								<subparagraph id="id7E4049AF680D4718A0658A9B882871E1"><enum>(A)</enum><header>Initial
				determination</header><text display-inline="yes-display-inline">Not later than
				45 days after the date of enactment of the Congressional Record Printing
				Savings Act of 2011, the Public Printer shall submit a report to Congress on
				the minimum number determined under paragraph (1).</text>
								</subparagraph><subparagraph id="idB13E56036AA345A599069A55AAC4D6DF"><enum>(B)</enum><header>Modified
				number</header><text display-inline="yes-display-inline">If the Public Printer
				modifies the minimum number reported under subparagraph (A), the Public Printer
				shall submit a report to Congress on the modified minimum number not later than
				15 days after the modification.</text>
								</subparagraph></paragraph></subsection><subsection id="idAECCA972E01A418F801071918C32E83A"><enum>(b)</enum><header>Limited
				printing</header><text display-inline="yes-display-inline">The Public Printer
				may not print more than the minimum number of copies of the Congressional
				Record determined under subsection (a). The Public Printer shall ensure the
				most cost-effective printing of the Congressional Record under this
				section.</text>
						</subsection><subsection id="idB34510E6D0244F1488AFC01DFA734734"><enum>(c)</enum><header>Electronic
				availability</header><text>The Government Printing Office shall make the
				Congressional Record available—</text>
							<paragraph id="idB468F29CEF694FA2BFE5D6BD741CD283"><enum>(1)</enum><text>to the public on
				the website of the Government Printing Office; and</text>
							</paragraph><paragraph id="id28AED71D9F064E97BD202453B237A140"><enum>(2)</enum><text>in a format which
				enables the Congressional Record to be downloaded and printed by users of the
				website.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="idADAD5C9A04BE4EEB87D8DCB2A3BD54A7"><enum>(c)</enum><header>Congressional
			 Record</header><text>Chapter 9 of title 44, United States Code, is
			 amended—</text>
				<paragraph id="id3EC4EED949B54E48BB37A5473598809F"><enum>(1)</enum><text>in section 905,
			 in the first sentence, by striking <quote>printing</quote> and inserting
			 <quote>inclusion</quote>; and</text>
				</paragraph><paragraph id="id7B2E961694FE4A4E84FB07E03EA2CB50"><enum>(2)</enum><text>by striking
			 sections 909 and 910.</text>
				</paragraph></subsection></section><section id="idC32A8F810AB1498BBC176A157717F0DD"><enum>3.</enum><header>Technical and
			 conforming amendments</header><text display-inline="no-display-inline">The
			 table of sections for chapter 9 of title 44, United States Code, is
			 amended—</text>
			<paragraph id="idEB3E4572ED3942AC8A5486D69448F8B5"><enum>(1)</enum><text>by striking the
			 item relating to section 906 and inserting the following:</text>

			 items relating to sections 909 and 910.</text>
			</paragraph></section><section id="id0471E82BA5DB4F0BB8E6AC9C85AF9611"><enum>4.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">This Act shall take
			 effect 30 days after the date of enactment of this Act.</text>
