		  Medicaid EHR incentive payments to federally qualified health centers and rural

		<section commented="no" id="HE8638FF67D1042AB91CA42B9CA3D3E24" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Fix HIT Act of
			 2011</short-title></quote>.</text>
		</section><section commented="no" id="H8B30836C047848CD8E2E17CBFECCFA9A" section-type="subsequent-section"><enum>2.</enum><header>Medicaid EHR incentive
			 payments for federally qualified health centers and rural health
			 clinics</header>
			<subsection id="H7F8E47BB349D4DC4BDFA0A8CD274E296"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 1903(t) of
			 the Social Security Act (42 U.S.C. 1396b(t)) is amended—</text>
				<paragraph commented="no" id="idB61224D14B0F408AA93AF391FBB347D6"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (6)(A)(i)—</text>
					<subparagraph commented="no" id="H70EFC0594D05440BB68A3D0C12D12949"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>are paid</quote> and
			 inserting <quote>(I) are paid</quote>; and</text>
					</subparagraph><subparagraph commented="no" id="H17596221E57144D29A9B75D68EB0A461"><enum>(B)</enum><text>by inserting
			 before the period at the end the following: <quote>, and (II) in the case of a
			 provider described in paragraph (2)(A)(iii), are paid directly to the Federally
			 qualified health center or rural health clinic in which the provider
			 predominantly practices, without any deduction or rebate</quote>; and</text>
					</subparagraph></paragraph><paragraph commented="no" id="HDC46597D71AF42558E5EA49FE80A0F4A"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following new
			 paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H2121049FEDB44A34B8CF3AA6B6056210" style="OLC">
						<paragraph commented="no" id="H1DB599A5E48F4AABA8997CE64876D538"><enum>(11)</enum><text display-inline="yes-display-inline">Nothing in this subsection shall be
				construed to allow duplicate payments to a Medicaid provider described in
				paragraph (2)(A)(iii) and the Federally qualified health center or rural health
				clinic in which the provider predominantly
				practices.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H560A1BBFC99F433EAB73F94868E1BAB7"><enum>(b)</enum><header>Implementation</header><text>Notwithstanding
			 any other provision of law, the Secretary of Health and Human Services may
			 implement the amendments made by subsection (a) by program instruction or
			 otherwise.</text>
			</subsection><subsection id="H8A5BC9F2F8A4402FA3543C17DACF5A8E"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by subsection (a) shall take effect 60
			 days after the date of enactment of this Act.</text>
