		<official-title>To amend the Energy Policy and Conservation Act to
		  require the Secretary of Energy to develop and implement a strategic petroleum
		  demand response plan to reduce the consumption of petroleum products by the
		  Federal Government.</official-title>

		<section id="id1E9D43D33E5D49B5A3E24878AFFFEB9C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Strategic Petroleum Demand Response
			 Act of 2011</short-title></quote>.</text>
		</section><section id="S1" section-type="subsequent-section"><enum>2.</enum><header>Strategic petroleum
			 demand response plan</header>
			<subsection id="idF7F0CEC14DC94A778A84C3F83D5FACEC"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Part F of title III
			 of the Energy Policy and Conservation Act (42 U.S.C. 6361 et seq.) is amended
			 by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id4B7ADC3965484030B9B6D3851A4DC10B" style="OLC">
					<section id="idCBF21D419B5E4C1791709BD64B1E2C28"><enum>384.</enum><header>Strategic
				petroleum demand response plan</header>
						<subsection id="id69585F150B39459C8DCFAD2AF2FEAA02"><enum>(a)</enum><header>In
				general</header><text>The Secretary, in consultation with the heads of other
				applicable Federal agencies, shall develop and implement a strategic petroleum
				demand response plan to reduce the consumption of petroleum products by the
				Federal Government.</text>
						</subsection><subsection id="idA512621A82054B8B9800CB1656B25D76"><enum>(b)</enum><header>Activities</header><text>The
				strategic petroleum demand response plan may include activities such as—</text>
							<paragraph id="idD60652F49647436CBF407F8494EDD06C"><enum>(1)</enum><text>flexible work
				schedules by Federal employees to reduce congestion;</text>
							</paragraph><paragraph id="idA3B5CDE9880841619CA62B9D7A830A2C"><enum>(2)</enum><text>telecommuting by
				Federal employees;</text>
							</paragraph><paragraph id="idD1293F48B1B64711A4393F905223FC06"><enum>(3)</enum><text>suspension of
				noncritical travel by Federal employees;</text>
							</paragraph><paragraph id="idDA13BE14BA534348AA2112BBB28CD8E1"><enum>(4)</enum><text>reduction of
				consumption of oil to heat or cool Federal buildings, including the use of
				energy efficiency measures;</text>
							</paragraph><paragraph id="ID72411e1c03b447ad87581fbaef033d6b"><enum>(5)</enum><text>expanded use of
				electric or alternative fuel vehicles; and</text>
							</paragraph><paragraph id="id47CA218E66CB4B8CBE278165F69B7816"><enum>(6)</enum><text>any other
				activity that reduces the consumption of petroleum products by Federal agencies
				and employees.</text>
							</paragraph></subsection><subsection id="id06C20C382258421CAF75A9612166D31D"><enum>(c)</enum><header>Limitation</header><text>The
				strategic petroleum demand response plan shall not significantly—</text>
							<paragraph id="idC7EC52037EB94E409DB8923D48D99AB8"><enum>(1)</enum><text>affect the
				critical functions of the Federal Government; or</text>
							</paragraph><paragraph id="id0B726E970AA94BFDADD72EC93CAB4DCE"><enum>(2)</enum><text>reduce the
				national security of the United States.</text>
							</paragraph></subsection><subsection id="ID71ce82fe17ca458aad3f9292e63cd7b5"><enum>(d)</enum><header>Voluntary
				response plan</header><text>The Secretary shall develop and implement a
				voluntary response plan to encourage individual companies and State and local
				governments to reduce the consumption of petroleum products in conjunction with
				the strategic petroleum demand response plan.</text>
						</subsection><subsection id="ID82d2c0098e4e4695a422f1f27c79792a"><enum>(e)</enum><header>Use of sale
				proceeds</header><text>Notwithstanding any other provision of this Act, the
				proceeds from the sale of any petroleum products from the Strategic Petroleum
				Reserve under subtitle B of title I shall be used—</text>
							<paragraph id="idADEA01CA37E04A86902F3C77E89817B5"><enum>(1)</enum><text>to carry out the
				strategic petroleum demand response plan required by this section;</text>
							</paragraph><paragraph id="idA33644DF0392491F821A1B3BFE392D2D"><enum>(2)</enum><text>to procure
				electric vehicles for the Federal Government; or</text>
							</paragraph><paragraph id="id0668EFB004BA4AF3886CEF33C69D8E07"><enum>(3)</enum><text>to work with the
				rental car industry to expand electric vehicle options for Federal
				employees.</text>
							</paragraph></subsection><subsection id="idC528EF1AAF99474B9B54BF4239A12AAC"><enum>(f)</enum><header>Report</header><text>Not
				later than 1 year after the date of enactment of this section, the Secretary
				shall submit to the Committee on Energy and Natural Resources of the Senate and
				the Committee on Energy and Commerce of the House of Representatives—</text>
							<paragraph id="id8A8E035A11D346DB8ECE3F89FB51F257"><enum>(1)</enum><text>the strategic
				petroleum demand response plan required by this section; and</text>
							</paragraph><paragraph id="idDF86BF37203646B5BB0D96B712D0F8FF"><enum>(2)</enum><text>any
				recommendations for amendments to this section to reduce the consumption of
				petroleum products under the strategic petroleum demand response
				plan.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="idE65F6614BB32450AA17A9BF6485021FE"><enum>(b)</enum><header>Conforming
			 amendment</header><text>The table of contents in the first section of the
			 Energy Policy and Conservation Act (42 U.S.C. prec. 6201) is amended by adding
			 at the end of the items relating to part F of title III the following:</text>
