		  wilderness, to provide for the exchange of certain Federal land and non-Federal

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Cathedral Rock and Horse Heaven
			 Wilderness Act of 2011</short-title></quote>.</text>
		</section><section id="ID3f6d14215414457499a225e1e5ca0639"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="ID8675f91bf14b414e99523589d30b6bcc"><enum>(1)</enum><header>Land exchange
			 map</header><text>The term <term>land exchange map</term> means the map
			 entitled <quote>Antone Ranch Exchanges</quote> and dated July 26, 2010.</text>
			</paragraph><paragraph id="IDd29f3cd5a8454fe39430df123fcf05d8"><enum>(2)</enum><header>Proposed
			 wilderness map</header><text>The term <term>proposed wilderness map</term>
			 means the map entitled <quote>Cathedral Rock and Horse Heaven
			 Wilderness</quote> and dated November 8, 2010.</text>
			</paragraph><paragraph id="IDd0c48b585507406a97bf5737a1d3e06c"><enum>(3)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior.</text>
			</paragraph><paragraph id="IDdf5ec5ec0f1540aba34a876db3c23262"><enum>(4)</enum><header>State</header><text>The
			 term <term>State</term> means the State of Oregon.</text>
			</paragraph></section><section id="ID31a53d682b9d47da8ad6a2690486ddb8"><enum>3.</enum><header>Land
			 exchanges</header>
			<subsection id="ID9a747d13165d40259b76f965c83ae8a7"><enum>(a)</enum><header>Authorization</header>
				<paragraph id="ID12459dd363af45f99951410682eaf613"><enum>(1)</enum><header>Smith
			 exchange</header>
					<subparagraph id="IDda0286d7d57e464c9b87e53c26b4a577"><enum>(A)</enum><header>In
			 general</header><text>Subject to subsections (b) through (e), if the owner of
			 the non-Federal land described in subparagraph (B)(i) offers to convey to the
			 United States all right, title, and interest of the owner in and to the
			 non-Federal land, the Secretary shall—</text>
						<clause id="ID2e2b7c976f8140deb9286b55871246ad"><enum>(i)</enum><text>accept the offer;
			 and</text>
						</clause><clause id="IDa5496de1a4244ede826cb19520b92e5e"><enum>(ii)</enum><text>convey to the
			 owner of the non-Federal land all right, title, and interest of the United
			 States in and to the Federal land described in subparagraph (B)(ii).</text>
						</clause></subparagraph><subparagraph id="IDc2d2dd5979c64474b7410f31aa96ba8e"><enum>(B)</enum><header>Description of
			 land</header>
						<clause id="ID62486839516149d6abbb2719f7aeaa0b"><enum>(i)</enum><header>Non-Federal
			 land</header><text>The non-Federal land referred to in subparagraph (A) is the
			 approximately 1,135 acres of non-Federal land generally depicted on the
			 proposed wilderness map as <quote>Land transfer from Smith to
			 BLM</quote>.</text>
						</clause><clause id="ID4fa42aafc03b4003b8816e3319403f77"><enum>(ii)</enum><header>Federal
			 land</header><text>The Federal land referred to in subparagraph (A)(ii) is the
			 approximately 1,195 acres of Federal land generally depicted on the proposed
			 wilderness map as <quote>Land transfer from BLM to Smith</quote>.</text>
						</clause></subparagraph></paragraph><paragraph id="ID5c8688f6774f48b8a05320c43f92830d"><enum>(2)</enum><header>Shrum
			 exchange</header>
					<subparagraph id="IDcff84fa988d24c43affb20659d5057be"><enum>(A)</enum><header>In
			 general</header><text>Subject to subsections (b) through (e), if the owner of
			 the non-Federal land described in subparagraph (B)(i) offers to convey to the
			 United States all right, title, and interest of the owner in and to the
			 non-Federal land, the Secretary shall—</text>
						<clause id="ID3198b6f7b28444b4bbd343eac56f3f5d"><enum>(i)</enum><text>accept the offer;
			 and</text>
						</clause><clause id="ID65e029739da04066b8a0259a56b4565b"><enum>(ii)</enum><text>convey to the
			 owner of the non-Federal land all right, title, and interest of the United
			 States in and to the Federal land described in subparagraph (B)(ii).</text>
						</clause></subparagraph><subparagraph id="ID3af527dc61984fd687aba51cb0af1cfd"><enum>(B)</enum><header>Description of
			 land</header>
						<clause id="IDa1e76d68f2ce44c2915df9ba4983ce0a"><enum>(i)</enum><header>Non-Federal
			 land</header><text>The non-Federal land referred to in subparagraph (A) is the
			 approximately 415 acres of non-Federal land generally depicted on the proposed
			 wilderness map as <quote>Land transfer from Shrum to BLM</quote>.</text>
						</clause><clause id="ID6a935b5aa36d494b9704a9ae18458ae7"><enum>(ii)</enum><header>Federal
			 land</header><text>The Federal land referred to in subparagraph (A)(ii) is the
			 approximately 555 acres of Federal land generally depicted on the proposed
			 wilderness map as <quote>Land transfer from BLM to Shrum</quote>.</text>
						</clause></subparagraph></paragraph><paragraph id="IDbee13f0af8c844aaa134a09fd1815265"><enum>(3)</enum><header>Young life
			 exchange</header>
					<subparagraph id="ID9c5ddbe538b7468895ffecf1851dd93d"><enum>(A)</enum><header>In
			 general</header><text>Subject to subsections (b) through (e), if the owner of
			 the non-Federal land described in subparagraph (B)(i) offers to convey to the
			 United States all right, title, and interest of the owner in and to the
			 non-Federal land, the Secretary and the Secretary of Agriculture shall—</text>
						<clause id="IDf53401070dc7434ca953e49c2a110710"><enum>(i)</enum><text>accept the offer;
			 and</text>
						</clause><clause id="ID1003803a486f4a1081fa4a55ac8e67a2"><enum>(ii)</enum><text>convey to the
			 owner of the non-Federal land all right, title, and interest of the United
			 States in and to the Federal land described in subparagraph (B)(ii).</text>
						</clause></subparagraph><subparagraph id="ID46485b8788cf45608157a7aa51dfc934"><enum>(B)</enum><header>Description of
			 land</header>
						<clause id="IDdd4d3e0638594e92acd639daf1993db5"><enum>(i)</enum><header>Non-Federal
			 land</header><text>The non-Federal land referred to in subparagraph (A) is the
			 approximately 10,290 acres of non-Federal land generally depicted on the
			 proposed wilderness map as <quote>Land transfer from Young Life to
			 BLM</quote>.</text>
						</clause><clause id="ID22340bba3f014501b9b750423f43fcb2"><enum>(ii)</enum><header>Federal
			 land</header><text>The Federal land referred to in subparagraph (A)(ii)
			 is—</text>
							<subclause id="ID02711d26720e4a52b107ea321623016b"><enum>(I)</enum><text>the approximately
			 11,365 acres of Federal land generally depicted on the proposed wilderness map
			 as <quote>Land transfer from BLM to Young Life</quote>;</text>
							</subclause><subclause id="IDac8a0bd8e0d144489fa8f924d4617e2a"><enum>(II)</enum><text>the
			 approximately 645 acres of Federal land generally depicted on the land exchange
			 map as <quote>Land transfer from BLM to Young Life</quote>; and</text>
							</subclause><subclause id="ID6d88c4e6415d4b1ebfac5444cc5b7ee7"><enum>(III)</enum><text>the
			 approximately 690 acres of Federal land generally depicted on the land exchange
			 map as <quote>Land transfer from USFS to Young Life</quote>.</text>
							</subclause></clause></subparagraph></paragraph></subsection><subsection id="IDcc8fb32df22242f390abcc95c83a3d67"><enum>(b)</enum><header>Applicable
			 law</header><text>Each land exchange under subsection (a) shall be carried out
			 in accordance with section 206 of the Federal Land Policy and Management Act of
			 1976 (43 U.S.C. 1716), including the requirement that the Secretary determine
			 that the public interest will be well served by making the exchange.</text>
			</subsection><subsection id="ID5e452874458d4d28aa97c9c0d68acf2f"><enum>(c)</enum><header>Conditions</header><text>Each
			 land exchange under subsection (a) shall be subject to—</text>
				<paragraph id="ID2e7a113a847d421e81cde55f620077c9"><enum>(1)</enum><text>valid existing
			 rights;</text>
				</paragraph><paragraph id="ID78d27b53a0754f6a95cf6587325adf76"><enum>(2)</enum><text>the condition
			 that the owner make the offer to convey all or part of the non-Federal land
			 during the 3-year period beginning on the date of enactment of this Act;</text>
				</paragraph><paragraph id="ID9aa83acb79e847508b85e9dc0256ca1e"><enum>(3)</enum><text>the condition
			 that the owner of the non-Federal land pay not less than 50 percent of all
			 costs relating to the land exchange, including the costs of appraisals,
			 surveys, and any necessary environmental clearances;</text>
				</paragraph><paragraph id="id570D8070DD0D443996342865C1D20540"><enum>(4)</enum><text>the condition
			 that title to the non-Federal land be acceptable to the Secretary and in
			 conformance with the title approval standards applicable to Federal land
			 acquisitions; and</text>
				</paragraph><paragraph id="ID4e6da446cfe84405909e4f2b7aaca3e8"><enum>(5)</enum><text>such terms and
			 conditions as the Secretary or the Secretary of Agriculture, as appropriate,
			 may require.</text>
				</paragraph></subsection><subsection id="ID0e76b951f8e24022895ff07a78cdef86"><enum>(d)</enum><header>Valuation,
			 appraisals, and equalization</header>
				<paragraph id="ID128f689dedf1432d8672ae0cebad95ed"><enum>(1)</enum><header>In
			 general</header><text>The value of the Federal land and the non-Federal land to
			 be conveyed in each land exchange under this section—</text>
					<subparagraph id="IDf6eea1099cc444e6a96f9b4f7fadf15a"><enum>(A)</enum><text>shall be equal,
			 as determined by appraisals conducted in accordance with paragraph (2);
			 or</text>
					</subparagraph><subparagraph id="ID63d6cb179b824d35b63ecd507771c525"><enum>(B)</enum><text>if not equal,
			 shall be equalized in accordance with paragraph (3).</text>
					</subparagraph></paragraph><paragraph id="IDbb1fe96ea4f948c7bf2fc56120682a5e"><enum>(2)</enum><header>Appraisals</header>
					<subparagraph id="IDf0b5aed99ed74f2087dfae13eef6e2b3"><enum>(A)</enum><header>In
			 general</header><text>The Federal land and the non-Federal land to be exchanged
			 under this section shall be appraised by an independent, qualified appraiser
			 that is agreed to by the Secretary or the Secretary of Agriculture, as
			 appropriate.</text>
					</subparagraph><subparagraph id="IDe95cdeb6a58e40fa81248a48ad3cd3f6"><enum>(B)</enum><header>Requirements</header><text>An
			 appraisal under subparagraph (A) shall be conducted in accordance with—</text>
						<clause id="IDcb4dbd5ec84f4458938f8a4f2ca534a9"><enum>(i)</enum><text>the
			 Uniform Appraisal Standards for Federal Land Acquisitions; and</text>
						</clause><clause id="IDfc4db1c9d6c04c9887e4bb2eabefcf4e"><enum>(ii)</enum><text>the Uniform
			 Standards of Professional Appraisal Practice.</text>
						</clause></subparagraph></paragraph><paragraph id="IDcea4c0d7c59144a993ce365c9d8b983a"><enum>(3)</enum><header>Equalization</header>
					<subparagraph id="ID5b55bae524014db1aca05a093c6b591b"><enum>(A)</enum><header>In
			 general</header><text>If the value of the Federal land and the non-Federal land
			 to be conveyed in a land exchange under this section is not equal, the value
			 may be equalized by—</text>
						<clause id="id5DB66CB0FAB048CC985651A6911D60F3"><enum>(i)</enum><text>making a cash
			 equalization payment to the Secretary or to the owner of the non-Federal land,
			 as appropriate, in accordance with section 206(b) of the Federal Land Policy
			 and Management Act of 1976 (43 U.S.C. 1716(b)); or</text>
						</clause><clause id="ID8391ce3e0e1b44eabdc6d6b71435b028"><enum>(ii)</enum><text>reducing the
			 acreage of the Federal land or the non-Federal land to be exchanged, as
			 appropriate.</text>
						</clause></subparagraph><subparagraph id="ID6844ff58dbe04fb1ac36bcc25d36b5a3"><enum>(B)</enum><header>Cash
			 equalization payments</header><text>Any cash equalization payments received by
			 the Secretary under subparagraph (A)(i) shall be—</text>
						<clause id="IDefd573f62d7d4754a87c8a5cd3bcacc9"><enum>(i)</enum><text>deposited in the
			 Federal Land Disposal Account established by section 206(a) of the Federal Land
			 Transaction Facilitation Act (43 U.S.C. 2305(a)); and</text>
						</clause><clause id="ID228add6fa6fb48078e0b3e6b61b2587d"><enum>(ii)</enum><text>used in
			 accordance with that Act.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="IDf3786f573cc341298a8dfe7128834e0b"><enum>(e)</enum><header>Surveys</header><text>The
			 exact acreage and legal description of the Federal land and non-Federal land to
			 be exchanged under subsection (a) shall be determined by surveys approved by
			 the Secretary.</text>
			</subsection><subsection id="ID41506f9e998e4a8fa2abb486a7907c7a"><enum>(f)</enum><header>Completion of
			 land exchange</header><text>It is the intent of Congress that the land
			 exchanges under this section be completed not later than 5 years after the date
			 of enactment of this Act.</text>
			</subsection><subsection id="ID24ce0482250e438ba2fdb07022ab1e02"><enum>(g)</enum><header>Transfer of
			 administrative jurisdiction</header>
				<paragraph id="ID9d357362569b4ccea058fcafeaf8721e"><enum>(1)</enum><header>In
			 general</header><text>Administrative jurisdiction over the approximately 750
			 acres of Federal land managed by the Bureau of Land Management generally
			 depicted on the land exchange map as <quote>Land transfer from BLM to
			 USFS</quote> is transferred from the Bureau of Land Management to the Forest
			 Service.</text>
				</paragraph><paragraph id="IDb001f4b566744bb78822917fd939013e"><enum>(2)</enum><header>Administration</header><text>The
			 Secretary of Agriculture shall administer the transferred land in accordance
			 with—</text>
					<subparagraph id="ID54e5deeced90423d84889b8f60296c37"><enum>(A)</enum><text>the Act of March
			 1, 1911 (commonly known as the <quote>Weeks Act</quote>) (16 U.S.C. 480 et
			 seq.); and</text>
					</subparagraph><subparagraph id="ID910e7c13fd604be8acdf8849f3e8ff04"><enum>(B)</enum><text>the laws
			 (including regulations) applicable to the National Forest System.</text>
					</subparagraph></paragraph><paragraph id="ID045fbf15b21a41efb02c2c5c7791c262"><enum>(3)</enum><header>Costs</header><text>Any
			 costs relating to the transfer under paragraph (1), including any costs for
			 surveys and other administrative costs, shall be paid by the Secretary of
			 Agriculture.</text>
				</paragraph></subsection></section><section id="IDaf9fa6ef27f04587b03a0933793a3d60"><enum>4.</enum><header>Potential
			 wilderness areas</header>
			<subsection id="ID3c3b9baccc5f4af5a1e3ab1946f59a66"><enum>(a)</enum><header>Designation of
			 potential wilderness</header>
				<paragraph id="ID8671aa64cd2747cb93fdb1f8b0a822d9"><enum>(1)</enum><header>In
			 general</header><text>In furtherance of the purposes of the Wilderness Act (16
			 U.S.C. 1131 et seq.), the following areas of Federal land managed by the Bureau
			 of Land Management in the State are designated as potential wilderness areas
			 until the date described in paragraph (2):</text>
					<subparagraph id="ID1328683f0b8042ac83db4df6f3793357"><enum>(A)</enum><header>Cathedral
			 rock</header><text>Certain land comprising approximately 4,560 acres generally
			 depicted on the proposed wilderness map as <quote>Proposed Cathedral Rock
			 Wilderness</quote>.</text>
					</subparagraph><subparagraph id="IDf4e1a88780bd4317929f5a09b2d9e81b"><enum>(B)</enum><header>Horse
			 heaven</header><text>Certain land comprising approximately 2,815 acres
			 generally depicted on the proposed wilderness map as <quote>Proposed Horse
			 Heaven Wilderness</quote>.</text>
					</subparagraph></paragraph><paragraph id="ID8b28f7d78656428da1bca7c24a5077cf"><enum>(2)</enum><header>Interim
			 management</header><text>Each potential wilderness area shall be managed in a
			 manner that maintains or improves the wilderness character of the potential
			 wilderness area and suitability of the potential wilderness area for
			 designation in accordance with the Wilderness Act (16 U.S.C. 1131 et seq.)
			 until the earlier of—</text>
					<subparagraph id="IDab7b22afe2ff4a13968991cf63833c7c"><enum>(A)</enum><text>the date on which
			 the potential wilderness area is designated as wilderness under subsection (b);
			 or</text>
					</subparagraph><subparagraph id="ID5f9384d910df4053b4f8164551cea7f9"><enum>(B)</enum><text>the date that is
			 10 years after the date of enactment of this Act.</text>
					</subparagraph></paragraph></subsection><subsection id="ID83ef400c92d24a0498a75925c4804f46"><enum>(b)</enum><header>Designation of
			 wilderness</header>
				<paragraph id="ID7a4fd520dd164d13b2511c436a01f842"><enum>(1)</enum><header>Cathedral rock
			 wilderness</header><text>The Federal land within the boundaries of the area
			 generally depicted on the proposed wilderness map as <quote>Proposed Cathedral
			 Rock Wilderness</quote> shall be designated as wilderness and as a component of
			 the National Wilderness Preservation System, to be known as the
			 <quote>Cathedral Rock Wilderness</quote>, on the earlier of—</text>
					<subparagraph id="IDcee787cb8b6648f382a2742bdba9bb2a"><enum>(A)</enum><text>the date on which
			 the Secretary publishes in the Federal Register notice that sufficient
			 inholdings within the boundaries of the Proposed Cathedral Rock Wilderness have
			 been acquired to establish a manageable wilderness unit; or</text>
					</subparagraph><subparagraph id="IDfd9d023919cc42b4bcf5ae499806842b"><enum>(B)</enum><text>the date on which
			 the Secretary acquires secs. 2, 11, and 23 in T. 9 S, R. 19 E.</text>
					</subparagraph></paragraph><paragraph id="ID324ad4715655474cb2b3f4c1ebedb265"><enum>(2)</enum><header>Horse heaven
			 wilderness</header><text>The Federal land within the boundaries of the area
			 generally depicted on the proposed wilderness map as <quote>Proposed Horse
			 Heaven Wilderness</quote> shall be designated as wilderness and as a component
			 of the National Wilderness Preservation System, to be known as the <quote>Horse
			 Heaven Wilderness</quote>, on the earlier of—</text>
					<subparagraph id="IDb0f7e1b050004418b1d9d4705d2854b0"><enum>(A)</enum><text>the date on which
			 the Secretary publishes in the Federal Register notice that sufficient
			 inholdings within the boundaries of the Proposed Horse Heaven Wilderness have
			 been acquired to establish a manageable wilderness unit; or</text>
					</subparagraph><subparagraph id="ID10e1cc36c8b043868a8c58db7bb9773e"><enum>(B)</enum><text>the date on which
			 the Secretary acquires those portions of secs. 11, 12, 13, 23, and 24 in T. 10
			 S, R. 18 E. that are generally depicted as within the boundaries of the
			 <quote>Proposed Horse Heaven Wilderness</quote> on the proposed wilderness
			 map.</text>
					</subparagraph></paragraph><paragraph id="IDe2051537ce8a43a7ae6e206c31704bf4"><enum>(3)</enum><header>Maps; legal
			 descriptions</header>
					<subparagraph id="IDcee1dcfc71be46db9871539dda83f4c0"><enum>(A)</enum><header>In
			 general</header><text>As soon as practicable after the date on which a
			 wilderness area is designated under paragraph (1) or (2), the Secretary shall
			 file a map and legal description of the wilderness area with—</text>
						<clause id="ID0095d65e8f344c87af33afb517fde13c"><enum>(i)</enum><text>the
			 Committee on Natural Resources of the House of Representatives; and</text>
						</clause><clause id="ID7ba56210fde143239caa18d19c332376"><enum>(ii)</enum><text>the Committee on
			 Energy and Natural Resources of the Senate.</text>
						</clause></subparagraph><subparagraph id="ID71668e40113242afb7faa428a144fde1"><enum>(B)</enum><header>Force of
			 law</header><text>The maps and legal descriptions filed under subparagraph (A)
			 shall have the same force and effect as if included in this Act, except that
			 the Secretary may correct minor errors in the maps and legal
			 descriptions.</text>
					</subparagraph><subparagraph id="ID1dba820b7c29421cac686dc1ec14c013"><enum>(C)</enum><header>Availability</header><text>The
			 maps and legal descriptions filed under subparagraph (A) shall be on file and
			 available for public inspection in the appropriate offices of the Bureau of
			 Land Management.</text>
					</subparagraph></paragraph><paragraph id="IDdf3511c50fe74af7944dc1d959510b38"><enum>(4)</enum><header>Administration
			 of wilderness</header>
					<subparagraph id="ID76e9f6b713e34726a7873f94f0abd209"><enum>(A)</enum><header>In
			 general</header><text>Subject to valid existing rights, each area designated as
			 wilderness under paragraph (1) or (2) shall be administered by the Secretary in
			 accordance with the Wilderness Act (16 U.S.C. 1131 et seq.), except
			 that—</text>
						<clause id="ID9b543c336f8944e2b3e92f6ce48ef3ab"><enum>(i)</enum><text>any
			 reference in the Wilderness Act to the effective date of that Act shall be
			 considered to be a reference to the date of enactment of this Act; and</text>
						</clause><clause id="IDd80f31f6d707487b998fb46c83baf43a"><enum>(ii)</enum><text>any reference in
			 the Wilderness Act to the Secretary of Agriculture shall be considered to be a
			 reference to the Secretary of the Interior.</text>
						</clause></subparagraph><subparagraph id="IDb1d6a3e224bb49a38873dd6905caae8b"><enum>(B)</enum><header>Grazing</header><text>The
			 grazing of livestock in a wilderness area designated under paragraph (1) or
			 (2), if established before the date of enactment of this Act, shall be
			 permitted to continue subject to such reasonable regulations as are considered
			 necessary by the Secretary, in accordance with—</text>
						<clause id="IDa7026d1d54b74344ab574687b0962e17"><enum>(i)</enum><text>section 4(d)(4)
			 of the Wilderness Act (16 U.S.C. 1133(d)(4)); and</text>
						</clause><clause id="ID3c925d14559e436981f30d8cb6f5d605"><enum>(ii)</enum><text>the guidelines
			 set forth in Appendix A of the report of the Committee on Interior and Insular
			 Affairs of the House of Representatives accompanying H.R. 2570 of the 101st
			 Congress (H. Rept. 101–405).</text>
						</clause></subparagraph><subparagraph id="ID7587a3cc1e9b4aff92d6f8da0f0a469e"><enum>(C)</enum><header>Tribal
			 rights</header><text>Nothing in this section alters, modifies, enlarges,
			 diminishes, or abrogates the treaty rights of any Indian tribe, including the
			 off-reservation reserved rights secured by the Treaty with the Tribes and Bands
			 of Middle Oregon of June 25, 1855 (12 Stat. 963).</text>
					</subparagraph></paragraph></subsection><subsection id="ID920f3582e1724a4c9da4dbd2a0edb67b"><enum>(c)</enum><header>Incorporation
			 of acquired land and interests</header><text>Any land or interest in land that
			 is acquired by the United States within the boundaries generally depicted on
			 the proposed wilderness map as <quote>Proposed Cathedral Rock
			 Wilderness</quote> and <quote>Proposed Horse Heaven Wilderness</quote>
			 shall—</text>
				<paragraph id="IDfe39b787b828473d920263c3d344744f"><enum>(1)</enum><text>become part of
			 the potential wilderness area or wilderness area, as applicable; and</text>
				</paragraph><paragraph id="IDcc595150cb47446dafe857ff4b5db41b"><enum>(2)</enum><text>be managed in
			 accordance with—</text>
					<subparagraph id="IDb300ca4e2e6e4a2aa55489e9a03c7997"><enum>(A)</enum><text>this section;
			 and</text>
					</subparagraph><subparagraph id="ID18e951663af749758132be55be3ed8e9"><enum>(B)</enum><text>any other
			 applicable laws.</text>
					</subparagraph></paragraph></subsection><subsection id="IDf1a1d9a3c64d4f18bb3121b227ece6af"><enum>(d)</enum><header>Withdrawal</header><text>Subject
			 to valid existing rights, within the boundaries generally depicted on the
			 proposed wilderness map as <quote>Proposed Cathedral Rock Wilderness</quote>
			 and <quote>Proposed Horse Heaven Wilderness</quote>, the Federal land and any
			 land or interest in land that is acquired by the United States is withdrawn
			 from all forms of—</text>
				<paragraph id="IDfb373c34697944e1977318eda20c24e9"><enum>(1)</enum><text>entry,
			 appropriation, and disposal under the public land laws;</text>
				</paragraph><paragraph id="IDf8076ada7850492cbe226c8aa63b7389"><enum>(2)</enum><text>location, entry,
			 and patent under the mining laws; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDac3e88daea604696855683082d8e89aa"><enum>(3)</enum><text>operation of the
			 mineral leasing, mineral materials, and geothermal leasing laws.</text>
