		<section id="id9D7EB7E20E9A4628A5BB445A031EB952" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Dangerous Synthetic Drug Control Act
			 of 2011</short-title></quote> or the <quote><short-title>David Mitchell Rozga Act</short-title></quote>.</text>
		</section><section id="ID3c37cf7865d047fb96d291b6655c321b"><enum>2.</enum><header>Addition of
			 Cannabimimetic Agents to Schedule I of the Controlled Substances
			 Act</header><text display-inline="no-display-inline">Schedule I, as set forth
			 in section 202(c) of the Controlled Substances Act (21 U.S.C. 812(c)) is
			 amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="idC767D837475B44F299E71A55A4EC8509" style="OLC">
				<subsection id="IDa0e1818ecbb547b899e6b47b53f87960"><enum>(d)</enum><paragraph commented="no" display-inline="yes-display-inline" id="id63C3F63A126A4D14881AEE345908407A"><enum>(1)</enum><text>Unless specifically
				exempted or unless listed in another schedule, any material, compound, mixture,
				or preparation which contains any quantity of can­na­bi­mi­met­ic agents, their
				salts, isomers, and salts of isomers whenever the existence of such salts,
				isomers, and salts of isomers is possible within the specific chemical
				designation.</text>
					</paragraph><paragraph id="idEB8B802C462C4134B6B9D687977AD04F" indent="up1"><enum>(2)</enum><text>In paragraph (1), the term
				<term>cannabimimetic agents</term>—</text>
						<subparagraph id="id1B1BAB8D03074E3CAC3722985750B0C1"><enum>(A)</enum><text>means any substance that is a
				cannabinoid receptor type 1 (CB1 receptor) agonist as demonstrated by binding
				studies and functional assays within the following structural classes:</text>
							<clause id="idFBEDB6DCA3BC43FC972553CB93B37144"><enum>(i)</enum><text>2-(3-hydroxycyclohexyl)phenol with
				sub­sti­tu­tion at the 5-position of the phenolic ring by alkyl or alkenyl,
				whether or not substituted on the cyclohexyl ring to any extent.</text>
							</clause><clause id="idC400DB31EA48443DB0B9AE5766D970A9"><enum>(ii)</enum><text>3-(1-naphthoyl)indole or
				3-(1-naph­thyl)indole by substitution at the nitrogen atom of the indole ring,
				whether or not further substituted on the indole ring to any extent, whether or
				not substituted on the naphthoyl or naphthyl ring to any extent.</text>
							</clause><clause id="idA29F549D5C2A4DDF97E469347FBC2DEB"><enum>(iii)</enum><text>3-(1-naphthoyl)pyrrole by
				substitution at the nitrogen atom of the pyrrole ring, whether or not further
				substituted in the indole ring to any extent, whether or not substituted on the
				naphthoyl ring to any extent.</text>
							</clause><clause id="id70E109DD1DCF4CCA9EA4C4B4148482C0"><enum>(iv)</enum><text>1-(1-naphthylmethyl)indene by
				substitution of the 3-position of the indene ring, whether or not further
				substituted in the indene ring to any extent, whether or not substituted on the
				naphthyl ring to any extent.</text>
							</clause><clause id="id9FC550C01E27403CA4B36B2FF94EA326"><enum>(v)</enum><text>3-phenylacetylindole or
				3-ben­zoy­lin­dole by substitution at the nitrogen atom of the indole ring,
				whether or not further substituted in the indole ring to any extent, whether or
				not substituted on the phenyl ring to any extent.; and</text>
							</clause></subparagraph><subparagraph id="idE083359CC7734B17959D7C0A2E71C5A6"><enum>(B)</enum><text>includes—</text>
							<clause id="id2190C19BC9EF454E80E8D453EC42C8E3"><enum>(i)</enum><text>5-(1,1-dimethylheptyl)-2-[(1R,3S)-3-hydroxycyclohexyl]-phenol
				(CP–47,497);</text>
							</clause><clause id="idD505522020B44BBA992BED8565C5A4BE"><enum>(ii)</enum><text>5-(1,1-dimethyloctyl)-2-[(1R,3S)-3-hydroxycyclohexyl]-phenol
				(cannabicyclohexanol or CP–47,497 C8–homolog);</text>
							</clause><clause id="idFC800FFF96DB45F19044509A7029812A"><enum>(iii)</enum><text>1-pentyl-3-(1-naphthoyl)indole

							</clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="id330DE00F086A4B93A3B603C605604D25"><enum>3.</enum><header>Temporary
			 scheduling to avoid imminent hazards to public safety expansion</header><text display-inline="no-display-inline">Section 201(h)(2) of the Controlled
			 Substances Act (21 U.S.C. 811(h)(2)) is amended—</text>
			<paragraph id="id20341DAC73334B1C8803CE3619F1035A"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>one year</quote> and
			 inserting <quote>2 years</quote>; and</text>
			</paragraph><paragraph id="idCD91893245114FDD960CFFD2F03DE3EF"><enum>(2)</enum><text display-inline="yes-display-inline">by striking <quote>six months</quote> and
			 inserting <quote>1 year</quote>.</text>
