		<section id="idE0534CB2E30C4EC38C745390A41AEAAE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>National
			 Volcano Early Warning and Monitoring Program Act</quote>.</text>
		</section><section id="idA279FCF61D72453B9EABFE1D2FE6B182"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="ID6ec27e3633d74c63af11287a92609312"><enum>(1)</enum><header>Program</header><text>The
			 term <quote>program</quote> means the National Volcano Early Warning and
			 Monitoring Program established under section 3(a).</text>
			</paragraph><paragraph id="IDe4fc6fe6c7304eb39d6bff1032273fac"><enum>(2)</enum><header>Secretary</header><text>The
			 term <quote>Secretary</quote> means the Secretary of the Interior.</text>
			</paragraph></section><section id="idE9C62EF400F7403DAE6748DEC4ACCC39"><enum>3.</enum><header>National volcano
			 early warning and monitoring program</header>
			<subsection id="IDd83a7705b74a444e917f12c2654624b8"><enum>(a)</enum><header>Establishment</header><text>The
			 Secretary shall establish within the United States Geological Survey a program
			 to be known as the <quote>National Volcano Early Warning and Monitoring
			 Program</quote>.</text>
			</subsection><subsection id="ID0b796b982b5e467abbaa432ea6a0b515"><enum>(b)</enum><header>Components</header><text>The
			 program shall consist of a national volcano watch office and data center, which
			 shall oversee and coordinate the activities of United States Geological Survey
			 regional volcano watch and data centers.</text>
			</subsection><subsection id="IDf403ec536fda40deb24840d071383a0f"><enum>(c)</enum><header>Purposes</header><text>The
			 purposes of the program are—</text>
				<paragraph id="IDab24005e39ae43ca8baf22064657a964"><enum>(1)</enum><text>to monitor and
			 study volcanoes and volcanic activity throughout the United States at a level
			 commensurate with the threat posed by each volcano; and</text>
				</paragraph><paragraph id="ID9c7638622bae4e67854512a7a22836aa"><enum>(2)</enum><text>to warn and
			 protect people and property from undue and avoidable harm from volcanic
			 activity.</text>
				</paragraph></subsection></section><section id="ID2469446e607745c18263d11989699392"><enum>4.</enum><header>Management</header>
			<subsection id="ID8bff9f1f6ab94a7c94fcde20bfbc2246"><enum>(a)</enum><header>Management
			 plan</header>
				<paragraph id="id23862D8D49CD4456803078F4E280B55F"><enum>(1)</enum><header>In
			 general</header><text>Not later than 1 year after the date of enactment of this
			 Act, the Secretary shall prepare a management plan for establishing and
			 operating the program.</text>
				</paragraph><paragraph id="IDc4656d6af64748149829280afc263088"><enum>(2)</enum><header>Inclusions</header><text>The
			 management plan shall include—</text>
					<subparagraph id="IDb95f1cd070ca49a5849176fde4c1e892"><enum>(A)</enum><text>annual cost
			 estimates of—</text>
						<clause id="id71E1E57375BE4311A71AEAE615B5152A"><enum>(i)</enum><text>operating the
			 program; and</text>
						</clause><clause id="id57451DFE2C5D4750868721B83E00F412"><enum>(ii)</enum><text>updating the
			 data collection, monitoring, and analysis systems;</text>
						</clause></subparagraph><subparagraph id="ID6ca0656ef6834887843a90303aa7e312"><enum>(B)</enum><text>annual standards
			 and performance goals; and</text>
					</subparagraph><subparagraph id="ID5bbcca225d024bdf9bf4ab1f5f18a87c"><enum>(C)</enum><text>recommendations
			 for establishing new, or enhancing existing, partnerships with State agencies
			 or universities.</text>
					</subparagraph></paragraph></subsection><subsection id="ID3fc99dd5353c48789affae54e9fcc69c"><enum>(b)</enum><header>Partnerships</header><text>The
			 Secretary may enter into cooperative agreements or partnerships with State
			 agencies and universities, under which the Secretary may designate the agency
			 or university as volcano observatory partners for the program.</text>
			</subsection><subsection id="ID6ddc04028dc742a08300620457f8b731"><enum>(c)</enum><header>Coordination
			 with other Federal agencies</header><text>The Secretary shall coordinate
			 activities authorized under this Act with the heads of relevant Federal
			 agencies including—</text>
				<paragraph id="ID72f581f8e0a24699a46d4c3db0538e83"><enum>(1)</enum><text>the Secretary of
			 Transportation;</text>
				</paragraph><paragraph id="IDc386809efe224105911e8e60c5bcf959"><enum>(2)</enum><text>the Secretary of
			 Commerce;</text>
				</paragraph><paragraph id="ID8f1aa8e9d26f49a0bf26b4cf7d88648e"><enum>(3)</enum><text>the Administrator
			 of the Federal Aviation Administration; and</text>
				</paragraph><paragraph id="IDd9dc54bd7a6a462986d45e05b9de498d"><enum>(4)</enum><text>the Director of
			 the Federal Emergency Management Administration.</text>
				</paragraph></subsection><subsection id="IDf3d6a0e52f974a60bbe04bb6ac0fa34b"><enum>(d)</enum><header>Grant
			 program</header>
				<paragraph id="idC5F21A36152C4972A4903DCC60F3CDA8"><enum>(1)</enum><header>In
			 general</header><text>The Secretary may establish a competitive grant program
			 to support research and monitoring of volcanic activities in furtherance of
			 this Act.</text>
				</paragraph><paragraph id="IDfb97282a9ca0412b911ee5cc6b3da572"><enum>(2)</enum><header>Cost-sharing
			 requirement</header><text>The non-Federal share of the total cost of an
			 activity provided assistance under this subsection shall be 25 percent.</text>
				</paragraph></subsection><subsection id="ID2da1372b39dc4dcc83b87fa9d17e7f88"><enum>(e)</enum><header>Annual
			 report</header><text>The Secretary shall annually submit to Congress a report
			 that describes the activities undertaken during the previous year to carry out
			 this Act.</text>
			</subsection></section><section id="ID95b78b1fc8974d2faeef012025ae465d"><enum>5.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated to carry out this Act $15,000,000 for each of
			 fiscal years 2012 through 2022.</text>
