		<official-title>To provide for the conveyance of certain Bureau of Land
		  Management land in Mohave County, Arizona, to the Arizona Game and Fish
		  Commission, for use as a public shooting range.</official-title>

		<section changed="deleted" committee-id="SSEG00" id="S1" reported-display-style="strikethrough" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Mohave Valley Land Conveyance Act of
			 2011</short-title></quote>.</text>
		</section><section changed="deleted" committee-id="SSEG00" id="idCDF9B2A0309A4107806B0038BE21617A" reported-display-style="strikethrough"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are—</text>
			<paragraph id="id19B8FDFF28A348C5A0E821A2369BA6D2"><enum>(1)</enum><text display-inline="yes-display-inline">to provide a suitable location for the
			 establishment of a centralized, public, multipurpose shooting range in the
			 County; and</text>
			</paragraph><paragraph id="id4A8B08EFF3B8401497A745937FB5A887"><enum>(2)</enum><text display-inline="yes-display-inline">to provide the public with—</text>
				<subparagraph id="id4430BA86D1BF45F8859B5866BBEDDCF1"><enum>(A)</enum><text display-inline="yes-display-inline">opportunities for education and
			 recreation;</text>
				</subparagraph><subparagraph id="id2662D3335BDD48F3AB10B86326B5E97D"><enum>(B)</enum><text display-inline="yes-display-inline">a location for competitive events and
			 marksmanship training; and</text>
				</subparagraph><subparagraph id="id6B92ABD9B0BF486A98B3E6C17DFDC871"><enum>(C)</enum><text display-inline="yes-display-inline">a location for local law enforcement
			 officers to practice and improve their marksmanship skills so that the officers
			 do not have to leave the area to practice those skills.</text>
				</subparagraph></paragraph></section><section changed="deleted" committee-id="SSEG00" id="id83BB973E78024971ABD3F112032AE3C1" reported-display-style="strikethrough"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="id1BFA974C97014DB9A5A6F36FD8A7A98A"><enum>(1)</enum><header>Commission</header><text>The
			 term <term>Commission</term> means the Arizona Game and Fish Commission.</text>
			</paragraph><paragraph id="id6F3DC8430DBD41A5AF22059D0EFE9AFB"><enum>(2)</enum><header>County</header><text>The
			 term <term>County</term> means Mohave County, Arizona.</text>
			</paragraph><paragraph id="id4835247DBD0E4214BADB929B693E7794"><enum>(3)</enum><header>Federal
			 land</header><text>The term <term>Federal land</term> means the public land in
			 the County, comprising approximately 315 acres as generally depicted on the map
			 entitled <quote>Boundary Cone Road Location</quote><inline-comment>and dated
			 ___, 2011</inline-comment>.</text>
			</paragraph><paragraph id="idD5248C25142C4EEA9898E45D330E84B7"><enum>(4)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior, acting through
			 the Director of the Bureau of Land Management.</text>
			</paragraph></section><section changed="deleted" committee-id="SSEG00" id="id983DB2E87C2E4183A29CCDB9819A6EE8" reported-display-style="strikethrough"><enum>4.</enum><header>Conveyance of
			 public land in Mohave County, Arizona</header>
			<subsection id="id4A4B54D40D7B4F688D15251C30955ACB"><enum>(a)</enum><header>In
			 general</header><text>As soon as practicable after the date of enactment of
			 this Act, the Secretary shall convey to the Commission all right, title, and
			 interest of the United States in and to the Federal land for use as a public
			 shooting range.</text>
			</subsection><subsection id="id53B96F646F124825B3B86F6B171D6818"><enum>(b)</enum><header>Applicable
			 law</header>
				<paragraph id="idBECF41F22DEF459CAF1EF330118D48CD"><enum>(1)</enum><header>In
			 general</header><text>Notwithstanding any other provision of law (including
			 regulations), with respect to the conveyance under subsection (a), the Mohave
			 Valley Shooting Range Environmental Assessment/Plan Amendment Record of
			 Decision dated February 8, 2010, is final and determined to be legally
			 sufficient for the purposes of, but not limited to—</text>
					<subparagraph id="idA5B9E53654164A9EA6D369BC123C0E44"><enum>(A)</enum><text>the
			 <act-name parsable-cite="NEPA69">National Environmental Policy Act of
			 1969</act-name> (42 U.S.C. 4321 et seq.); and</text>
					</subparagraph><subparagraph id="id29D9BC6787344234B02AD54C51FCDEFD"><enum>(B)</enum><text>the National
			 Historic Preservation Act (16 U.S.C. 470 et seq.).</text>
					</subparagraph></paragraph><paragraph id="IDac5a9df2a2374afab257f8f0eeacddf3"><enum>(2)</enum><header>Treatment of
			 record</header><text>The record of decision referred to in paragraph (1) shall
			 not be subject to judicial review by any court of the United States.</text>
				</paragraph></subsection><subsection id="id4D50BB41AD3C45FB9D09B434DB203A1C"><enum>(c)</enum><header>Administrative
			 costs</header><text>If the Commission accepts the conveyance of the Federal
			 land, the Commission shall be responsible for paying all administrative costs
			 necessary for the preparation and completion of any patents of and transfer of
			 title to the Federal land under subsection (a).</text>
			</subsection><subsection id="idEFA4F9D6381D4AE18D63C559C33BF684"><enum>(d)</enum><header>Requirement</header><text>The
			 land conveyed under subsection (a) shall be managed by the Commission for
			 recreation or other public purposes, consistent with the Act of June 14, 1926
			 (commonly known as the <term>Recreation and Public Purposes Act</term>) (43
			 U.S.C. 869 et seq.).</text>
			</subsection><subsection id="id1205CA84E3634DE1A99FCCEE58555798"><enum>(e)</enum><header>Reversion</header><text>If
			 the Federal land ceases to be used for public purposes, the Federal land shall,
			 at the option of the Secretary, revert to the United States.</text>
			</subsection><subsection id="ID497b6b8e4ed44f24b8c8476af0ad74ec"><enum>(f)</enum><header>Correction of
			 map errors</header><text>The Secretary may correct any clerical or
			 typographical error in the map referred to in section 3(3).</text>
			</subsection></section></legis-body>
	<legis-body display-enacting-clause="no-display-enacting-clause">

			 <quote><short-title>Mohave Valley Land Conveyance Act of
			 2011</short-title></quote>.</text>
		</section><section changed="added" committee-id="SSEG00" id="id478e3a6a-8ce7-48ba-851a-f2cb90792709" reported-display-style="italic"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="id1229ba83-606f-4db5-b1bd-d5d8eaa5b365"><enum>(1)</enum><header>Commission</header><text>The
			 term <term>Commission</term> means the Arizona Game and Fish Commission.</text>
			</paragraph><paragraph id="idcdcf553b-6fed-4252-b211-feb2784f9653"><enum>(2)</enum><header>County</header><text>The
			 term <term>County</term> means Mohave County, Arizona.</text>
			</paragraph><paragraph id="id79896157-d3b2-462e-a8b7-af691ed7727b"><enum>(3)</enum><header>Federal
			 land</header><text>The term <term>Federal land</term> means the public land in
			 the County, comprising approximately 315 acres as generally depicted on the map
			 entitled <quote>Boundary Cone Road Location</quote> and dated November 7,
			 2011.</text>
			</paragraph><paragraph id="idb93eed26-d8bb-4324-bdb8-854e9fa7846a"><enum>(4)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior, acting through
			 the Director of the Bureau of Land Management.</text>
			</paragraph></section><section changed="added" committee-id="SSEG00" id="id3e5f246c-f00e-47f7-9bd7-4ad2359f1be0" reported-display-style="italic"><enum>3.</enum><header>Conveyance of public
			 land in Mohave County, Arizona</header>
			<subsection id="ID5f26a6ed6455410cbb93c5d9741088ce"><enum>(a)</enum><header>In
			 general</header><text>On the request of the Commission submitted to the
			 Secretary by the date that is not later than 1 year after the date of enactment
			 of this Act and subject to the provisions of this Act, the Secretary shall
			 convey to the Commission all right, title, and interest of the United States in
			 and to the Federal land for use as a public shooting range.</text>
			</subsection><subsection id="IDffb781f5a67e4e439737566a860e861a"><enum>(b)</enum><header>Conditions</header><text>The
			 conveyance under subsection (a) shall be—</text>
				<paragraph id="IDe4e4885cf9954b9fafdd2186e30f7f7c"><enum>(1)</enum><text>by quitclaim deed;
			 and</text>
				</paragraph><paragraph id="IDcaf1e318d57e4d139e929e7ae7d58b02"><enum>(2)</enum><text>subject to—</text>
					<subparagraph id="ID2facf142240a47dfb7bbb77d297e6e4c"><enum>(A)</enum><text>valid existing rights;
			 and</text>
					</subparagraph><subparagraph id="ID17ded0febf8f49f280121323c8c91944"><enum>(B)</enum><text>such terms and conditions
			 as the Secretary may require, including appropriate conditions to address the
			 impact of the shooting range on cultural resources.</text>
					</subparagraph></paragraph></subsection><subsection id="ID95989c9a9d47433dad5b97d274f67b35"><enum>(c)</enum><header>Costs</header><text>If
			 the Commission accepts the conveyance of the Federal land, the Commission shall
			 be responsible for paying—</text>
				<paragraph id="IDf42e2cdd67af47ce825e252bc7c2ae0c"><enum>(1)</enum><text>consideration to the
			 Secretary for the Federal land in an amount that is consistent with conveyances
			 to governmental entities for recreational purposes under the Act of June 14,
			 1926 (commonly known as the <quote>Recreation and Public Purposes Act</quote>)
			 (43 U.S.C. 869 et seq.); and</text>
				</paragraph><paragraph id="ID850dda41f1714853a5400e3dc552d328"><enum>(2)</enum><text>the reasonable
			 administrative costs associated with the conveyance.</text>
				</paragraph></subsection><subsection id="ID603e75206bc445259e2e9108b99256a0"><enum>(d)</enum><header>Requirement</header><text>The
			 land conveyed under subsection (a) shall be managed by the Commission—</text>
				<paragraph id="ID860877c1dd294eb8b35110d005234a12"><enum>(1)</enum><text>as a public shooting
			 range; and</text>
				</paragraph><paragraph id="ID4a2569afe85946db9ac901e63e78dfaf"><enum>(2)</enum><text>for recreation and other
			 public purposes, consistent with the Act of June 14, 1926 (commonly known as
			 the <quote>Recreation and Public Purposes Act</quote>) (43 U.S.C. 869 et
			 seq.).</text>
				</paragraph></subsection><subsection id="IDa3995212a9174264b0ef2f04a6ea025f"><enum>(e)</enum><header>Reversion</header>
				<paragraph id="ID1af3a5fd605749b9bcdc7c68136ff3fb"><enum>(1)</enum><header>In
			 general</header><text>If the Federal land ceases to be used for the purposes
			 described in subsection (d), the Federal land shall, at the option of the
			 Secretary, revert to the United States.</text>
				</paragraph><paragraph id="ID319b3b7d575b457ea417771e031291fc"><enum>(2)</enum><header>Responsibility of local
			 governmental entity</header><text>If the Secretary determines pursuant to
			 paragraph (1) that the land should revert to the United States, and if the
			 Secretary determines that the land is contaminated with hazardous waste, the
			 local governmental entity to which the land was conveyed shall be responsible
			 for remediation of the contamination.</text>
				</paragraph></subsection><subsection id="id0cdcb63d-1fd1-4b95-9d2d-9c395a0d59bb"><enum>(f)</enum><header>Correction of map
			 errors</header><text>The Secretary may correct any clerical or typographical
			 error in the map described in section 2(3).</text>
