		<section id="id1532C08319B04470BB27453D1CC99DB9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>End Abuse in Later Life Act of
			 2011</short-title></quote>.</text>
		</section><section id="IDd99eabb3967d4556b4ae52ad531281e5" section-type="subsequent-section"><enum>2.</enum><header>Enhanced training and
			 services to end abuse in later life</header>
			<subsection id="id9E1341F8F6534EE9A3769C8EE572CCEF"><enum>(a)</enum><header>In
			 general</header><text>Subtitle H of the Violence Against Women Act of 1994 (42
			 U.S.C. 14041 et seq.) is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="id2AB84FC0466D4459B15650376EA2837B" style="OLC">
					<subtitle id="id4551EF481F5E4D57B51063D6317979C5"><enum>H</enum><header>Enhanced training
				and services to end abuse later in life</header>
						<section id="id2DC5ABF512DD40F4878484B01723BDE7"><enum>40801.</enum><header>Enhanced
				training and services to end abuse in later life</header>
							<subsection id="IDca6c1aeab07a48df9626f80088d5d9bb"><enum>(a)</enum><header>Purposes</header><text>The
				purposes of this section are to—</text>
								<paragraph id="ID574f4f79b0954eed96e0f43f137d240d"><enum>(1)</enum><text>provide training,
				consultation, and information on abuse in later life, including domestic
				violence, dating violence, sexual assault, stalking, exploitation, and
				neglect;</text>
								</paragraph><paragraph id="ID657289f19b074b01a52ee6b0b6e0bb44"><enum>(2)</enum><text>create or enhance
				direct services to victims of abuse in later life, including domestic violence,
				dating violence, sexual assault, stalking, exploitation, and neglect;
				and</text>
								</paragraph><paragraph id="IDd8b3b14f8a7b49f1a780f4aa8cdc4e9b"><enum>(3)</enum><text>create or support
				coordinated community response to abuse in later life, including domestic
				violence, dating violence, sexual assault, stalking, exploitation, and
				neglect.</text>
								</paragraph></subsection><subsection id="ID109a586695384c699b93fd61fe751b73"><enum>(b)</enum><header>Definitions</header><text>In
				this section—</text>
								<paragraph id="IDde3cb5c5df4048c99b5ecebbba8710ff"><enum>(1)</enum><text>the term
				<term>exploitation</term> has the meaning given the term in the section 2011 of
				the Social Security Act (42 U.S.C. 1397j);</text>
								</paragraph><paragraph id="ID610ee40e40004304a00be735df566941"><enum>(2)</enum><text>the term
				<term>later life</term>, relating to an individual, means the individual is 50
				years of age or older; and</text>
								</paragraph><paragraph id="id2D31100D817A4888B6B7F805BAE65E8F"><enum>(3)</enum><text>the term
				<term>neglect</term> means the failure of a caregiver or fiduciary to provide
				the goods or services that are necessary to maintain the health or safety of an
				individual in later life.</text>
								</paragraph></subsection><subsection id="IDd8355878b181429ea799e8d31623209a"><enum>(c)</enum><header>Grant
				Program</header>
								<paragraph id="id0CF23FFE95234CF38056A1F136C14F61"><enum>(1)</enum><header>Grants
				authorized</header><text>The Attorney General, through the Director of the
				Office on Violence Against Women, may make grants to eligible entities to carry
				out the activities described in paragraph (2).</text>
								</paragraph><paragraph id="idE6124BF1BF6C4D1D8FD9E7C80A8EE3D2"><enum>(2)</enum><header>Mandatory and
				permissible activities</header>
									<subparagraph id="IDe6df28d2e0634882a1e9104221ac919b"><enum>(A)</enum><header>Mandatory
				activities</header><text>An eligible entity receiving a grant under this
				section shall use the funds received under the grant to—</text>
										<clause id="IDe6f08a9251fa40ffa8029fca2a8a7fd8"><enum>(i)</enum><text>provide training
				programs to assist law enforcement agencies, prosecutors, agencies of States or
				units of local government, population-specific organizations, victims service
				providers, victim advocates, and relevant officers in Federal, Tribal, State,
				Territorial, and local courts in recognizing and addressing instances of abuse
				in later life, including domestic violence, dating violence, sexual assault,
				stalking, exploitation, and neglect;</text>
										</clause><clause id="ID37e5211e86094bb58b5d0d2d043376f9"><enum>(ii)</enum><text>provide or
				enhance services for victims of abuse in later life, including domestic
				violence, dating violence, sexual assault, stalking, exploitation, and
				neglect;</text>
										</clause><clause id="IDc805284c2c85468d823ee1106f8271ff"><enum>(iii)</enum><text>establish or
				support multidisciplinary collaborative community responses to victims of abuse
				in later life, including domestic violence, dating violence, sexual assault,
				stalking, exploitation, and neglect; and</text>
										</clause><clause id="IDa1df86905b2e4f5d8daf52ae950839cc"><enum>(iv)</enum><text>conduct
				cross-training for law enforcement agencies, prosecutors, agencies of States or
				units of local government, attorneys, health care providers,
				population-specific organizations, faith-based advocates, victims service
				providers, and courts to better serve victims of abuse in later life, domestic
				violence, dating violence, sexual assault, stalking, exploitation, and
				neglect.</text>
										</clause></subparagraph><subparagraph id="ID9c8bdd78775b4069865d13ee8b479acc"><enum>(B)</enum><header>Permissible
				activities</header><text>An eligible entity receiving a grant under this
				section may use the funds received under the grant to—</text>
										<clause id="ID8d4bbe8c860c448b9cb26add348bfc96"><enum>(i)</enum><text>provide training
				programs to assist attorneys, health care providers, faith-based leaders, or
				other community-based organizations in recognizing and addressing instances of
				abuse in later life, including domestic violence, dating violence, sexual
				assault, stalking, exploitation, and neglect; and</text>
										</clause><clause id="IDebd93ad585cf42819091495964e8d2b4"><enum>(ii)</enum><text>conducting
				outreach activities and public awareness campaigns to ensure that victims of
				abuse in later life (including domestic violence, dating violence, sexual
				assault, stalking, exploitation, and neglect) receive appropriate
				assistance.</text>
										</clause></subparagraph><subparagraph id="idD1AD2C617A7C4B71BAA3E51021584EE0"><enum>(C)</enum><header>Limitation</header><text>An
				eligible entity receiving a grant under this section may use not more than 10
				percent of the total funds received under the grant for an activity described
				in subparagraph (B)(ii).</text>
									</subparagraph></paragraph><paragraph id="ID953fbccadeee4720b4c284f3452e9c8c"><enum>(3)</enum><header>Eligible
				entities</header><text>An entity shall be eligible to receive a grant under
				this section if—</text>
									<subparagraph id="ID6c6423a39a784680af4707103221e25b"><enum>(A)</enum><text>the entity
				is—</text>
										<clause id="IDf108620562f5417a8a7f4d42bf19a1fa"><enum>(i)</enum><text>a
				State;</text>
										</clause><clause id="IDdc4d3efbb97f42239a452bf105060a26"><enum>(ii)</enum><text>a unit of local
				government;</text>
										</clause><clause id="ID4a8be610c28b48ae9d670eed4d89100b"><enum>(iii)</enum><text>an Indian
				Tribal government or Tribal organization;</text>
										</clause><clause id="IDf7b31ebeaedd4bc7a79cbba32951787e"><enum>(iv)</enum><text>a
				population-specific organization with demonstrated experience in assisting
				individuals over 50 years of age;</text>
										</clause><clause id="IDd0a183e649a1429bac69d8a95e032198"><enum>(v)</enum><text>a
				victim service provider with demonstrated experience in addressing domestic
				violence, dating violence, sexual assault, and stalking; or</text>
										</clause><clause id="ID597917f916bf4cfa962fdc1c72f2a56b"><enum>(vi)</enum><text>a State, Tribal,
				or Territorial domestic violence or sexual assault coalition; and</text>
										</clause></subparagraph><subparagraph id="ID40cdb1942fb548019c39623df4f6de41"><enum>(B)</enum><text>the entity
				demonstrates that the entity is a part of a multidisciplinary partnership that
				includes, at a minimum—</text>
										<clause id="ID54781cddfd5442aea9d4b6de19e80fda"><enum>(i)</enum><text>a
				law enforcement agency;</text>
										</clause><clause id="ID8ed0ea35e9fa4a4782e2ea76ab6182c9"><enum>(ii)</enum><text>a prosecutor’s
				office;</text>
										</clause><clause id="ID0573134fc9be406483c77d4f64702a0f"><enum>(iii)</enum><text>a victim
				service provider; and</text>
										</clause><clause id="IDa0e3cb0a9f254d818556d4381d9c7c45"><enum>(iv)</enum><text>a nonprofit
				program or government agency with demonstrated experience in assisting
				individuals in later life.</text>
										</clause></subparagraph></paragraph><paragraph id="ID754e76d00e0a45309692a9a0792a6a8c"><enum>(4)</enum><header>Underserved
				populations</header><text>In making grants under this section, the Attorney
				General shall give priority to proposals providing population-specific services
				to racial and ethnic minorities and other underserved populations.</text>
								</paragraph><paragraph id="id3E90CDA819B94902886265087DC81D3E"><enum>(5)</enum><header>Authorization
				of appropriations</header>
									<subparagraph id="idB7A0F546BC5F47EBB5965D3BE9C4EB85"><enum>(A)</enum><header>In
				general</header><text>There are authorized to be appropriated to carry out this
				subsection $10,000,000 for each of fiscal years 2012 through 2016.</text>
									</subparagraph><subparagraph id="idE54D9FEDC1F34FB8956B30D5C7FC436B"><enum>(B)</enum><header>Requirement</header><text>Amounts
				appropriated pursuant to subparagraph (A) shall remain available until expended
				and may only be used for the activities described in this subsection.</text>
									</subparagraph><subparagraph id="ID8aaf218b67344a30aa42bad25bfb0ad3"><enum>(C)</enum><header>Allocation of
				funds</header>
										<clause id="ID889d687c927c4d0d893cfbc0b089987e"><enum>(i)</enum><header>Administrative
				costs</header><text>Of the amount appropriated pursuant to subparagraph (A) in
				each fiscal year, the Attorney General may use not more than 2.5 percent for
				administration and monitoring of grants made under this subsection.</text>
										</clause><clause id="IDb6314272795d49b6a873804b0448461d"><enum>(ii)</enum><header>Evaluation</header><text>Of
				the amount appropriated pursuant to subparagraph (A) in each fiscal year the
				Attorney General may use not more than 5 percent for contracts or cooperative
				agreements with entities with demonstrated expertise in program evaluation, to
				evaluate programs under this subsection.</text>
										</clause></subparagraph></paragraph></subsection><subsection id="ID987b8c6dc4fc409b9745f238021ac082"><enum>(d)</enum><header>Research</header>
								<paragraph id="idFF8D2600D19845969F69919822AAE2AC"><enum>(1)</enum><header>In
				general</header><text>The Attorney General, in consultation with the Secretary
				of Health and Human Services, shall conduct research to promote understanding
				of, prevention of, and response to abuse in later life, including domestic
				violence, sexual abuse, dating violence, stalking, exploitation, and
				neglect.</text>
								</paragraph><paragraph id="ID44726af4c4044e6ca1ede0887d5691dc"><enum>(2)</enum><header>Authorization
				of appropriations</header><text>There are authorized to be appropriated to
				carry out paragraph (1) $3,000,000 for each of fiscal years 2012 through
				2016.</text>
								</paragraph></subsection></section></subtitle><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="idBEC221585C874EEEA2375005B0D28897"><enum>(b)</enum><header>Definition</header><text>Section
			 40002(a) of the Violence Against Women Act of 1994 (42 U.S.C. 13925(a)) is
			 amended—</text>
				<paragraph id="id250AE4BD58284C16810557F778ABE6FE"><enum>(1)</enum><text>by striking
			 paragraph (9);</text>
				</paragraph><paragraph id="id6F48D01545B24330862B669497822039"><enum>(2)</enum><text>by redesignating
			 paragraphs (1) through (8) as paragraphs (2) through (9), respectively;
			 and</text>
				</paragraph><paragraph id="id573BC79E0C6943FBA62D19B124824799"><enum>(3)</enum><text>by inserting
			 before paragraph (2), as redesignated, the following:</text>
					<quoted-block display-inline="no-display-inline" id="idFC2E0D4B4887409DB3DF70A3EB4E6B3B" style="OLC">
						<paragraph id="idEDBF3476DC9A4B569A674EB31E61D179"><enum>(1)</enum><header>Abuse in later
				life</header><text>The term <term>abuse in later life</term> means any action
				against a person who is 50 years of age or older that constitutes the
				willful—</text>
							<subparagraph id="ID68B85F5AE8084F3E863769C7D52C7608"><enum>(A)</enum><text>infliction of
				injury, unreasonable confinement, intimidation, or cruel punishment with
				resulting physical harm, pain, or mental anguish; or</text>
							</subparagraph><subparagraph id="ID5376F93A84004CDBB58E6710723E46E6"><enum>(B)</enum><text>deprivation by a
				person, including a caregiver, of goods or services with intent to cause
				physical harm, mental anguish, or mental
				illness.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="idD45483CFDDA344BFB8221A70EC1BBAE5"><enum>(c)</enum><header>Technical and
			 conforming correction</header><text>The table of contents in section 2 of the
			 Violent Crime Control and Law Enforcement Act of 1994 (Public Law 103–322; 108
			 Stat. 1796) is amended in the table of contents by inserting after the item
			 relating to section 40703 the following:</text>
