			 of section 1105(a) of title 31, United States Code, are amended to read as
			 follows:</text>

							<text>On or after the first Monday in
			 January but not later than the first Monday in February of each year the
			 President shall submit a budget of the United States Government for the
			 following fiscal year which shall set forth the following
			 levels:</text><subparagraph id="H9B231E43EA27414CA0B1265B35D8DF49" indent="up1"><enum>(A)</enum><text>Totals of new budget authority and
				outlays.</text>
							</subparagraph><subparagraph id="HA1624BF863694188AB9AB9F04F698872" indent="up1"><enum>(B)</enum><text>Total Federal revenues and the amount,
				if any, by which the aggregate level of Federal revenues should be increased or
				decreased by bills and resolutions to be reported by the appropriate
				committees.</text>
							</subparagraph><subparagraph id="HD99C83EDF479454BBBA5E9EF1160A867" indent="up1"><enum>(C)</enum><text display-inline="yes-display-inline">The surplus or deficit in the
				budget.</text>
							</subparagraph><subparagraph id="HB7170350F9104888A27E26512A8E607D" indent="up1"><enum>(D)</enum><text display-inline="yes-display-inline">Subtotals of new budget authority and
				outlays for nondefense discretionary spending, defense discretionary spending,
				direct spending (excluding interest), and interest, and for emergencies (for
				the reserve fund in section 317(b) and for military operations in section
				317(c)).</text>
							</subparagraph><subparagraph id="H27102F07C1424C4BAE2CF64EB177416E" indent="up1"><enum>(E)</enum><text display-inline="yes-display-inline">The public debt.</text>
							</subparagraph><quoted-block-continuation-text quoted-block-continuation-text-level="subsection">Each
				budget submission shall include a budget message and summary and supporting
				information and, as a separately delineated statement, the levels requires in
				the preceding sentence for at least each of the 4 ensuing fiscal
				years.</quoted-block-continuation-text><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph><paragraph id="H71D4B9CDA460436D952DC6360300E53A" indent="up1"><enum>(2)</enum><text>The third sentence of section 1105(a)
			 of title 31, United States Code, is amended by inserting
			 <quote>submission</quote> after <quote>budget</quote>.</text>
					</paragraph></subsection><subsection id="H1882AA8DF49845A5B74BB1B99CF2D521"><enum>(g)</enum><header>Limitation on
			 the Content of Budget Resolutions</header><text>Section 305 of the
			 Congressional Budget Act of 1974 is amended by adding at the end the following
			 new subsection:</text>

						<subsection id="H00C4D3F3EB11486F8FFD57EC850F006D"><enum>(e)</enum><header>Limitation on
				Contents</header><paragraph commented="no" display-inline="yes-display-inline" id="H85817DA1D01D41A9A5226B0E62449D00"><enum>(1)</enum><text>It shall not be in order
				in the House of Representatives or in the Senate to consider any joint
				resolution on the budget or any amendment thereto or conference report thereon
				that contains any matter referred to in paragraph (2).</text>
							</paragraph><paragraph id="HEC1698DABF9C45318114D286F2DEE723" indent="up1"><enum>(2)</enum><text>Any joint resolution on the budget or
				any amendment thereto or conference report thereon that contains any matter not
				permitted in section 301 (a) or (b) shall not be treated in the House of
				Representatives or the Senate as a budget resolution under subsection (a) or
				(b) or as a conference report on a budget resolution under subsection (c) of
				this
				section.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection></section><section id="HE56154D3F3F64EB48BB4B489AE1A52A0"><enum>104.</enum><header>Budget required
			 before spending bills may be considered</header>
				<subsection id="HBD5B8899AA1E4503A84698F4365F45B0"><enum>(a)</enum><header>Amendments to
			 Section <enum-in-header>302</enum-in-header></header><text>Section 302 of the
			 Congressional Budget Act of 1974 is amended—</text>
					<paragraph id="HB6F92E33D0494630B825D0BCFB31E27B"><enum>(1)</enum><text>in subsection (a),
			 by striking paragraph (5); and</text>
					</paragraph><paragraph id="H827658147A82409491C330E2CCCC3EA1"><enum>(2)</enum><text>in subsection
			 (f)(1)(A), by striking <quote>as reported</quote>.</text>
					</paragraph></subsection><subsection id="H9E4294F417B7409295256FED9E219CFF"><enum>(b)</enum><header>Amendments to
			 Section <enum-in-header>303</enum-in-header> and Conforming
			 Amendments</header><paragraph commented="no" display-inline="yes-display-inline" id="H9068F60852A941FAA936A4456BD6CE02"><enum>(1)</enum><text>Section 303 of the
			 Congressional Budget Act of 1974 is amended by striking “(a)
			 <header-in-text level="subsection" style="OLC">In General</header-in-text>.—”,
			 by striking <quote>has been agreed to</quote> and inserting <quote>takes effect
			 in subsection (a)</quote>, and by striking subsections (b) and (c); and</text>
					</paragraph><paragraph id="HC9FBD644CEB24CEEB77BCB983919B938" indent="up1"><enum>(2)</enum><text>by striking its section heading and
			 inserting the following new section heading: <quote><header-in-text level="section" other-style="hybrid" style="traditional">consideration of
			 budget-related legislation before budget becomes
			 law</header-in-text></quote>.</text>
					</paragraph></subsection><subsection id="HE0619B44D67149DF88609146C5AACD9C"><enum>(c)</enum><header>Expedited
			 Procedures Upon Veto of Joint Resolution on the Budget</header><paragraph commented="no" display-inline="yes-display-inline" id="HA727E3B26C1F4CF380B7B6503C9B721E"><enum>(1)</enum><text>Title III of the
			 Congressional Budget Act of 1974 is amended by adding after section 315 the
			 following new section:</text>
						<quoted-block id="H1452ADF90F6D4018A3AEE0942227A194" style="traditional">
							<section id="HA5FFF8FE9E8D4638A8D73296713E3AFF"><enum>316.</enum><header>Expedited Procedures Upon Veto of Joint Resolution on the
		  Budget</header><subsection commented="no" display-inline="yes-display-inline" id="H88B4B73D38AA4BBA8A42E10E89ED357C"><enum>(a)</enum><header>Special
				Rule</header><text>If the President vetoes a joint resolution on the budget for
				a fiscal year, the majority leader of the House of Representatives or Senate
				(or his designee) shall introduce a concurrent resolution on the budget or
				joint resolution on the budget for such fiscal year. If the Committee on the
				Budget of either House fails to report such concurrent or joint resolution
				referred to it within five calendar days (excluding Saturdays, Sundays, or
				legal holidays except when that House of Congress is in session) after the date
				of such referral, the committee shall be automatically discharged from further
				consideration of such resolution and such resolution shall be placed on the
				appropriate calendar.</text>
								</subsection><subsection id="H50C738160F3C4ED59831177CBD3085D5"><enum>(b)</enum><header>Procedure in the
				House of Representatives and the Senate</header>
									<paragraph id="H720322675B0C45DCA040EFC4D84F54EA"><enum>(1)</enum><text>Except as provided
				in paragraph (2), the provisions of section 305 for the consideration in the
				House of Representatives and in the Senate of joint resolutions on the budget
				and conference reports thereon shall also apply to the consideration of
				concurrent resolutions on the budget introduced under subsection (a) and
				conference reports thereon.</text>
									</paragraph><paragraph id="HD1F7331B36D34AC3B3D22CADA6CE68DE"><enum>(2)</enum><text>Debate in the
				Senate on any concurrent resolution on the budget or joint resolution on the
				budget introduced under subsection (a), and all amendments thereto and
				debatable motions and appeals in connection therewith, shall be limited to not
				more than 10 hours and in the House of Representatives such debate shall be
				limited to not more than 3 hours.</text>
									</paragraph></subsection><subsection id="H98472DAD56664E0E83CC1E2EED91BC02"><enum>(c)</enum><header>Contents of
				Concurrent Resolutions</header><text>Any concurrent resolution on the budget
				introduced under subsection (a) shall be in compliance with section 301.</text>
								</subsection><subsection id="HFCCA1C6B4D6245D9A5EA4FB6CD7F7E09"><enum>(d)</enum><header>Effect of
				Concurrent Resolution on the Budget</header><text>Notwithstanding any other
				provision of this title, whenever a concurrent resolution on the budget
				described in subsection (a) is agreed to, then the aggregates, allocations, and
				reconciliation directives (if any) contained in the report accompanying such
				concurrent resolution or in such concurrent resolution shall be considered to
				be the aggregates, allocations, and reconciliation directives for all purposes
				of sections 302, 303, and 311 for the applicable fiscal years and such
				concurrent resolution shall be deemed to be a joint resolution for all purposes
				of this title and the Rules of the House of Representatives and any reference
				to the date of enactment of a joint resolution on the budget shall be deemed to
				be a reference to the date agreed to when applied to such concurrent
				resolution.</text>
								</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph><paragraph id="HA861258BDD9E47B08581659CA8BABD8F" indent="up1"><enum>(2)</enum><text>The table of contents set forth in
			 section 1(b) of the Congressional Budget and Impoundment Control Act of 1974 is
			 amended by inserting after the item relating to section 315 the following new

				appropriation bill for each fiscal year in a biennium does not become law

				biennium, out of any money in the Treasury not otherwise appropriated, and out
				of applicable corporate or other revenues, receipts, and funds, excluding any
				budget authority designated as an emergency or temporary funding for projects
				or activities that are not part of ongoing operations, such sums as may be
				necessary to continue any project or activity for which funds were provided in
				the preceding fiscal year—</text>
									<subparagraph id="id627004F6F33C48D9B60333783B468B6D" indent="up1"><enum>(A)</enum><text>for defense, veterans, and homeland
				security spending—</text>
										<clause id="H5D53D53283B148B48F4703CAD2A5C5CC"><enum>(i)</enum><text>in the corresponding regular
				appropriation Act for such preceding fiscal year; or</text>
										</clause><clause id="H7A60E82B432B40C580559BD9481BAC97"><enum>(ii)</enum><text>if the corresponding regular
				appropriation bill for such preceding fiscal year did not become law, then in a
				joint resolution making continuing appropriations for such preceding fiscal
				year; and</text>
										</clause></subparagraph><subparagraph id="id34086AD275F44E08AF61306A364A4BCB" indent="up1"><enum>(B)</enum><text>for spending not described in
				subparagraph (A), total level allowable for the appropriate accounts under
				section 251 of the Balanced Budget and Emergency Deficit Control of Act of 1985
				in the same proportion of funding that such accounts received the preceding
				fiscal year.</text>
									</subparagraph></paragraph><paragraph id="HE86BC984D0F94310AF9821D8888BD1BD" indent="up1"><enum>(2)</enum><text>Appropriations and funds made
				available, and authority granted, for a project or activity for any fiscal year
				pursuant to this section shall be at a rate of operations not in excess of the
				lower of—</text>
									<subparagraph id="HD3DAA272B7804AF5A698745D9B860D8F"><enum>(A)</enum><text>the rate of operations provided for in
				the regular appropriation Act providing for such project or activity for the
				preceding fiscal year;</text>
									</subparagraph><subparagraph id="HF6A252899A094ADD9450347A1E5B248A"><enum>(B)</enum><text>in the absence of such an Act, the
				rate of operations provided for such project or activity pursuant to a joint
				resolution making continuing appropriations for such preceding fiscal
				year;</text>
									</subparagraph><subparagraph id="H2DDA75AFB55B44899C8D2AE0E591A779"><enum>(C)</enum><text>the rate of operations provided for in
				the regular appropriation bill as passed by the House of Representatives or the
				Senate for the fiscal year in question, except that the lower of these two
				versions shall be ignored for any project or activity for which there is a
				budget request if no funding is provided for that project or activity in either
				version; or</text>
									</subparagraph><subparagraph id="H1EBEB808882D48DE969941831E3C69AA"><enum>(D)</enum><text>the annualized rate of operations
				provided for in the most recently enacted joint resolution making continuing
				appropriations for part of that fiscal year or any funding levels established
				under the provisions of this Act.</text>
									</subparagraph></paragraph><paragraph id="H6208DBDE82E441FC9552A8F5B04132BD" indent="up1"><enum>(3)</enum><text>Appropriations and funds made
				available, and authority granted, for any fiscal year pursuant to this section
				for a project or activity shall be available for the period beginning with the
				first day of a lapse in appropriations and ending with the earlier of—</text>
									<subparagraph id="HE141BFFF17454283963360653FF51D5F"><enum>(A)</enum><text>the date on which the applicable
				regular appropriation bill for such fiscal year becomes law (whether or not
				such law provides for such project or activity) or a continuing resolution
				making appropriations becomes law, as the case may be; or</text>
									</subparagraph><subparagraph id="H80B31E6E3F004256BAD4A1F4ED7223A0"><enum>(B)</enum><text>the last day of such fiscal
				year.</text>
									</subparagraph></paragraph></subsection><subsection id="HAA9046DA03C54FF8A96950DBC2579307"><enum>(b)</enum><text>An appropriation
				or funds made available, or authority granted, for a project or activity for
				any fiscal year pursuant to this section shall be subject to the terms and
				conditions imposed with respect to the appropriation made or funds made
				available for the preceding fiscal year, or authority granted for such project
				or activity under current law.</text>
							</subsection><subsection id="H69820930AB2A46DAAD4399AE24B99775"><enum>(c)</enum><text>Appropriations and
				funds made available, and authority granted, for any project or activity for
				any fiscal year pursuant to this section shall cover all obligations or
				expenditures incurred for such project or activity during the portion of such
				fiscal year for which this section applies to such project or activity.</text>
							</subsection><subsection id="H990EEF1AD81949A8AABE58B0FC7B63E8"><enum>(d)</enum><text>Expenditures made
				for a project or activity for any fiscal year pursuant to this section shall be
				charged to the applicable appropriation, fund, or authorization whenever a
				regular appropriation bill or a joint resolution making continuing
				appropriations until the end of a fiscal year providing for such project or
				activity for such period becomes law.</text>
							</subsection><subsection id="H16735B6840E34CC8B7617ED908FFB7DE"><enum>(e)</enum><text>This section shall
				not apply to a project or activity during a fiscal year if any other provision
				of law (other than an authorization of appropriations)—</text>
								<paragraph id="HEA01EAB6BE0549A894D9CD29481631D6"><enum>(1)</enum><text>makes an
				appropriation, makes funds available, or grants authority for such project or
				activity to continue for such period; or</text>
								</paragraph><paragraph id="H68D70D4B76CE4BC7BBE68172E5F71326"><enum>(2)</enum><text>specifically
				provides that no appropriation shall be made, no funds shall be made available,
				or no authority shall be granted for such project or activity to continue for
				such period.</text>
								</paragraph></subsection><subsection id="HDF543A4651F643AC87627C55F19E495F"><enum>(f)</enum><text>For purposes of
				this section, the term <term>regular appropriation bill</term> means any annual
				appropriation bill making appropriations, otherwise making funds available, or
				granting authority, for any of the following categories of projects and
				activities:</text>

						</subsection><subsection id="H9FB6B435BA7D4CA2AF8C52EF9678B24B"><enum>(b)</enum><text>All Acts making
				regular appropriations for the support of the Government shall be enacted for a
				biennium and shall specify the amount of appropriations provided for each
				fiscal year in such period.</text>

				this section, the term <term>biennium</term> has the same meaning as in section

			 authorizations</header>
				<subsection id="H09A5B0B472974E7FAF93185280CADD92"><enum>(a)</enum><header>In
			 General</header><text>Title III of the Congressional Budget Act of 1974 (as
			 amended by section 115(a)) is further amended by adding at the end the
			 following new section:</text>
					<quoted-block id="H14991FE8BCD04D5DA646381AACAEC48A" style="traditional">
						<section id="H28D482825BC24C79A6DF121848DCEEF5"><enum>318.</enum><header>Multiyear authorizations of
		  appropriations</header><subsection commented="no" display-inline="yes-display-inline" id="HFF6BA2168C714358B601BD2B9A3B1DC9"><enum>(a)</enum><text>It shall not be in order
				in the House of Representatives or the Senate to consider any measure that
				contains a specific authorization of appropriations for any purpose unless the
				measure includes such a specific authorization of appropriations for that
				purpose for not less than each fiscal year in one or more bienniums.</text>
							</subsection><subsection id="HB9299955D10C44748D47679C7645A14D"><enum>(b)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H1B62EAB726454838A67E273A23BAB5C9"><enum>(1)</enum><text>For purposes of this
				section, a specific authorization of appropriations is an authorization for the
				enactment of an amount of appropriations or amounts not to exceed an amount of
				appropriations (whether stated as a sum certain, as a limit, or as such sums as
				may be necessary) for any purpose for a fiscal year.</text>
								</paragraph><paragraph id="H89854F5DA8C947E1BEECCB1EE6C5967F" indent="up1"><enum>(2)</enum><text>Subsection (a) does not apply with
				respect to an authorization of appropriations for a single fiscal year for any
				program, project, or activity if the measure containing that authorization
				includes a provision expressly stating the following: <quote>Congress finds
				that no authorization of appropriation will be required for [Insert name of
				applicable program, project, or activity] for any subsequent fiscal
				year.</quote>.</text>
								</paragraph></subsection><subsection id="H4ED99380AEBB4FECBF91C5D49EB12204"><enum>(c)</enum><text>For purposes of
				this section, the term <term>measure</term> means a bill, joint resolution,
				amendment, motion, or conference
				report.</text>

			 Act (2 U.S.C. 632(d)) is amended by adding at the end <quote>Each committee of
			 the Senate or the House of Representatives shall review the strategic plans,
			 performance plans, and performance reports, required under section 306 of title
			 5, United States Code, and sections 1115 and 1116 of title 31, United States
			 Code, of all agencies under the jurisdiction of the committee. Each committee
			 may provide its views on such plans or reports to the Committee on the Budget
			 of the applicable House.</quote>.</text>
				</subsection><subsection id="id11FDFABE066E4D8CAB5C280D8E281B77"><enum>(h)</enum><header>Program
			 formulas in performance plans</header><text>Section 1115(b) of title 31, United
			 States Code, is amended—</text>
					<paragraph id="idB9CCAC2CFB4A4AB4A8CFCD205363C6D3"><enum>(1)</enum><text>in paragraph (9),
			 by striking <quote>and</quote> after the semicolon;</text>

			 appropriation bills</header>
				<subsection id="H164A8FD2AB604D789BBCBE36F1B878B8"><enum>(a)</enum><header>In the House of
			 Representatives</header><text>Clause 2(a) of rule XXI of the Rules of the House
			 of Representatives is amended by adding at the end the following new
			 subparagraph:</text>

				year of a biennium.</text>
							</subparagraph><subparagraph id="H6FC993A4E01B41FBB89415CF91F02461" indent="up1"><enum>(B)</enum><text>Subdivision (A) does not apply with
				respect to an appropriation for a single fiscal year for any program, project,
				or activity if the bill or amendment thereto containing that appropriation
				includes a provision expressly stating the following: <quote>Congress finds
				that no additional funding beyond one fiscal year will be required and the
				[Insert name of applicable program, project, or activity] will be completed or
				terminated after the amount provided has been expended.</quote>.</text>
							</subparagraph><subparagraph id="H1F3E3D9DD5F24EA7A0AC7CEDAFA36D4D" indent="up1"><enum>(C)</enum><text>For purposes of paragraph (b), the
				statement set forth in subdivision (B) with respect to an appropriation for a
				single fiscal year for any program, project, or activity may be included in a
				general appropriation bill or amendment
				thereto.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="HEDE7336B332643EFA39C1C55E2DD6285"><enum>(b)</enum><header>Conforming

				</subsection></section><section id="H3816E4B1E5464B6ABC709679E4616A3E"><enum>209.</enum><header>Assistance by
			 Federal agencies to standing committees of the Senate and the House of
			 Representatives</header>
				<subsection id="H7E14A4AD43E04E508B2BE5E32E301425"><enum>(a)</enum><header>Information
			 Regarding Agency Appropriations Requests</header><text>To assist each standing
			 committee of the House of Representatives and the Senate in carrying out its
			 responsibilities, the head of each Federal agency which administers the laws or
			 parts of laws under the jurisdiction of such committee shall provide to such
			 committee such studies, information, analyses, reports, and assistance as may
			 be requested by the chairman and ranking minority member of the
			 committee.</text>
				</subsection><subsection id="HCF1355AFF2BD4232B5723AEE947DC6C1"><enum>(b)</enum><header>Information
			 Regarding Agency Program Administration</header><text>To assist each standing
			 committee of the House of Representatives and the Senate in carrying out its
			 responsibilities, the head of any agency shall furnish to such committee
			 documentation, containing information received, compiled, or maintained by the
			 agency as part of the operation or administration of a program, or specifically
			 compiled pursuant to a request in support of a review of a program, as may be
			 requested by the chairman and ranking minority member of such committee.</text>
				</subsection><subsection id="H78C42B9367414744905DA554FCAFDECF"><enum>(c)</enum><header>Summaries by
			 Comptroller General</header><text>Within 30 days after the receipt of a request
			 from a chairman and ranking minority member of a standing committee having
			 jurisdiction over a program being reviewed and studied by such committee under
			 this section, the Comptroller General of the United States shall furnish to
			 such committee summaries of any audits or reviews of such program which the
			 Comptroller General has completed during the preceding 6 years.</text>
				</subsection><subsection id="HED5F65A465A640CB93BF6328317866A5"><enum>(d)</enum><header>Congressional
			 Assistance</header><text>Consistent with their duties and functions under law,
			 the Comptroller General of the United States, the Director of the Congressional
			 Budget Office, and the Director of the Congressional Research Service shall
			 continue to furnish (consistent with established protocols) to each standing
			 committee of the House of Representatives or the Senate such information,
			 studies, analyses, and reports as the chairman and ranking minority member may
			 request to assist the committee in conducting reviews and studies of programs
			 under this section.</text>
				</subsection></section></title><title id="H7CB8939ED666429BB9E4C3A94D54F447"><enum>III</enum><header>DISCRETIONARY
			 SPENDING LIMITS</header>
			<subtitle id="H2610AB4B0D9548F9B3B42CB950C5213F"><enum>A</enum><header>Spending
			 Limits</header>
				<section id="H1B4659A938634EBD8A397C23A7968B17"><enum>301.</enum><header>Discretionary
			 spending limits</header>
					<subsection id="H2C1FB4AEF6994D759FFF562F20B2C285"><enum>(a)</enum><header>Discretionary
			 Spending Limits</header><text>Section 251 of the Balanced Budget and Emergency
			 Deficit Control of Act of 1985 is amended to read as follows:</text>
						<quoted-block id="H94871CBC969048D197301DEA7D90566E" style="OLC">
							<subsection id="HBAB2031D772244B98189C8375BD17573"><enum>(a)</enum><header>Discretionary
				Spending Limits</header><text>The total level of discretionary spending for all
				non-security discretionary spending programs, projects, and activities means,
				in any fiscal year in which there is a deficit through fiscal year 2021, an
				amount of non-security discretionary spending outlays not exceeding the levels
				for fiscal year 2008 as adjusted for inflation.</text>
							</subsection><subsection id="id0C9C74A0EC0145FFBB7EA01B053A0AD9"><enum>(b)</enum><header>Non-Security
				spending</header><text>In this section, the term non-security discretionary
				spending means discretionary spending other than spending for the Department of
				Defense, the Department of Veterans Affairs, homeland security activities, and
				intelligence related activities within the Department of State.</text>
							</subsection><subsection display-inline="no-display-inline" id="H99410D8DCAB34D16A818454B0AF47D4A"><enum>(c)</enum><header>Timing of
				Sequestration Report</header><text>Within 15 calendar days after Congress
				adjourns to end a session OMB shall issue a final spending reduction report to
				reduce an excess spending amount.</text>
							</subsection><subsection id="H0578B86CF03843EC81E1CC8F7110F33D"><enum>(d)</enum><header>Spending
				Reduction Order</header><text>A spending reduction ordered pursuant to
				subsection (b) shall be implemented using the procedures set forth in section
				256.</text>

				Preview Reports</header>

				requirement</header><text>On the dates specified in subsection (a), OMB and CBO
				shall issue a preview report regarding discretionary sequestration based on
				laws enacted through those dates.</text>
								</paragraph><paragraph id="H3CD8A772BB214CB39C8F4420A0FF8AD9"><enum>(2)</enum><header>Discretionary
				spending limit sequestration report</header><text>The preview reports shall set
				forth estimates for the current year and each subsequent year through 2021 of
				the applicable discretionary spending limits and an explanation of any
				adjustments in such limits under section 251.</text>
								</paragraph><paragraph id="H85D7597425514858993988AA83B175EC"><enum>(3)</enum><header>Explanation of
				differences</header><text>The OMB reports shall explain the differences between
				OMB and CBO estimates for each item set forth in this subsection.</text>
								</paragraph></subsection><subsection id="H79B76707F7D24DC8883D642803C1BCA0"><enum>(d)</enum><header>Sequestration
				Update Reports</header><text>On the dates specified in subsection (a), OMB and
				CBO shall issue a sequestration update report, reflecting laws enacted through
				those dates, containing all of the information required in the sequestration
				preview reports.</text>
							</subsection><subsection id="HC564CD51F29F48E495224EF5717817F8"><enum>(e)</enum><header>Final
				Sequestration Reports</header>
								<paragraph id="HAEC9EF9229EE4EE3AC32EF2012B632D7"><enum>(1)</enum><header>Reporting
				requirement</header><text>On the dates specified in subsection (a), OMB and CBO
				shall issue a final sequestration report, updated to reflect laws enacted
				through those dates.</text>
								</paragraph><paragraph id="H3A000AB3D3574AD59A22060D398A3312"><enum>(2)</enum><header>Discretionary
				spending sequestration reports</header><text>The final reports shall set forth
				estimates for each of the following:</text>
									<subparagraph id="H3F34E866F3C54AAB944E59F13D1884B5"><enum>(A)</enum><text>For the current
				year and each subsequent year the applicable discretionary spending limits for
				each category and an explanation of any adjustments in such limits under
				section 251.</text>
									</subparagraph><subparagraph id="H166FBB68EA544F5083D907C6C34EFE95"><enum>(B)</enum><text>For the current
				year and the budget year the estimated new budget authority and outlays for
				each category and the breach, if any, in each category.</text>
									</subparagraph><subparagraph id="HF1BD81B5E7114D23A23DFF82B6EA1EFD"><enum>(C)</enum><text>For each category
				for which a sequestration is required, the sequestration percentages necessary
				to achieve the required reduction.</text>
									</subparagraph><subparagraph id="H9FE6642C6BD444AF93987E17379426F1"><enum>(D)</enum><text>For the budget
				year, for each account to be sequestered, estimates of the baseline level of
				budgetary resources subject to sequestration and resulting outlays and the
				amount of budgetary resources to be sequestered and resulting outlay
				reductions.</text>
									</subparagraph></paragraph><paragraph id="H11EE628BB0694E97B5E7F8CACDC51ACA"><enum>(3)</enum><header>Explanation of
				differences</header><text>The OMB report shall explain any differences between
				OMB and CBO estimates of the amount of any required sequestration percentage.
				The OMB report shall also explain differences in the amount of sequesterable
				resources for any budget account to be reduced if such difference is greater
				than $5,000,000.</text>
								</paragraph><paragraph id="HC9EE0E0978F64A4A846A70E3513C0ED8"><enum>(4)</enum><header>Presidential
				order</header><text>On the date specified in subsection (a), if in its final
				sequestration report OMB estimates that any sequestration is required, the
				President shall issue an order fully implementing without change all
				sequestrations required by the OMB calculations set forth in that report. This
				order shall be effective on issuance.</text>
								</paragraph></subsection><subsection id="HE392740D64684FE1AD663680D13EB3F9"><enum>(f)</enum><header>Within-Session
				Sequestration Reports</header><text>If an appropriation for a fiscal year in
				progress is enacted (after Congress adjourns to end the session for that budget
				year and before July 1 of that fiscal year) that causes a breach, 10 days later
				CBO shall issue a report containing the information required in subsection
				(e)(2). Fifteen days after enactment, OMB shall issue a report containing the
				information required in subsections (e)(2) and (e)(4). On the same day as the
				OMB report, the President shall issue an order fully implementing without
				change all sequestrations required by the OMB calculations set forth in that
				report. This order shall be effective on issuance.</text>
							</subsection><subsection commented="no" id="HEBCBB8D9C2844323ACABC71A01FA0F37"><enum>(g)</enum><header>GAO Compliance
				Report</header><text>Upon request of the Committee on the Budget of the House
				of Representatives or the Senate, the Comptroller General shall submit to the
				Congress and the President a report on—</text>
								<paragraph commented="no" id="H58E8397D39504FD990D65CE885830402"><enum>(1)</enum><text>the extent to
				which each order issued by the President under this section complies with all
				of the requirements contained in this part, either certifying that the order
				fully and accurately complies with such requirements or indicating the respects
				in which it does not; and</text>
								</paragraph><paragraph commented="no" id="H47967981574A452CA1D84CEC4C7944D4"><enum>(2)</enum><text>the extent to
				which each report issued by OMB or CBO under this section complies with all of
				the requirements contained in this part, either certifying that the report
				fully and accurately complies with such requirements or indicating the respects
				in which it does not.</text>
								</paragraph></subsection><subsection id="H83EBF1C000ED43F9B4C7059BB11F0517"><enum>(h)</enum><header>Low-Growth
				Report</header><text>At any time, CBO shall notify the Congress if—</text>
								<paragraph id="H326BBC3810FA4C9FB22106CC55D7B25B"><enum>(1)</enum><text>during the period
				consisting of the quarter during which such notification is given, the quarter
				preceding such notification, and the 4 quarters following such notification,
				CBO or OMB has determined that real economic growth is projected or estimated
				to be less than zero with respect to each of any 2 consecutive quarters within
				such period; or</text>
								</paragraph><paragraph id="HD0D3CE72EBF4423F8C4D8536B9D659DB"><enum>(2)</enum><text>the most recent of
				the Department of Commerce’s advance preliminary or final reports of actual
				real economic growth indicate that the rate of real economic growth for each of
				the most recently reported quarter and the immediately preceding quarter is
				less than one percent.</text>
								</paragraph></subsection><subsection id="H15661989ED7D483AB7608ECF027B01E5"><enum>(i)</enum><header>Economic and
				Technical Assumptions</header><text>In all reports required by this section,
				OMB shall use the same economic and technical assumptions as used in the most

							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</section><section id="HD2F70E39AFD441B2BDAF640D33368084"><enum>312.</enum><header>Spending limits
			 enforcement</header>
					<subsection id="H42C692AEF2BA4C39AD15427E437AD3AD"><enum>(a)</enum><header>Conforming
			 Amendments to Section 312</header><text display-inline="yes-display-inline">Section 312 of the Congressional Budget Act
			 of 1974 is amended—</text>
						<paragraph id="H20E91AD5466646F9B07A3C3EF5A1AA26"><enum>(1)</enum><text>by striking
			 subsection (a) and inserting the following:</text>
							<quoted-block display-inline="no-display-inline" id="H2E433FC749A04A428D26450D68DAADEB" style="OLC">
								<subsection id="H22EC06235F1D4D598F03F4A43476EE92"><enum>(a)</enum><header>Budget Committee
				Determinations</header><text display-inline="yes-display-inline">For purposes
				of this title, the levels of new budget authority, outlays, direct spending,
				deficits, revenues, and debt, or the increases or decreases of such levels for
				purpose of section 303, shall be determined on the basis of estimates made by
				the Committee on the Budget of the House of Representatives or the Senate, as
				applicable.</text>
								</subsection><after-quoted-block>;
				and</after-quoted-block></quoted-block>
						</paragraph><paragraph id="H2A3CDF568ACD40EAB3687FCB2186620B"><enum>(2)</enum><text>by striking
			 subsections (b) and (c) and redesignating subsections (d), (e), and (f) as (h),
			 (i), and (j).</text>
						</paragraph></subsection><subsection display-inline="no-display-inline" id="H9ADD91A36C824276BD93AFB7BFE4EB55"><enum>(b)</enum><header>Enforcement
			 Amendments to Section 312</header><text>Section 312 of the Congressional Budget
			 Act of 1974 is further amended by adding at the end the following new
			 subsections after subsection (a):</text>
						<quoted-block id="H7E7A058E9B55444995C8CE751C8EA71D" style="OLC">
							<subsection id="HA4028098D4E8465AA8BDC08091D6B943"><enum>(b)</enum><header>Discretionary
				Spending Limit Point of Order</header><text>It shall not be in order in the
				House of Representatives or the Senate to consider any bill, joint resolution,
				amendment, concurrent resolution, or conference report that—</text>
								<paragraph display-inline="no-display-inline" id="HC2A20EE520AA43329A6E579490482E66"><enum>(1)</enum><text>causes the
				discretionary spending limits for the budget year to be breached;</text>
								</paragraph><paragraph id="HBD52FF098F6743E8837F91FBEFFD50D8"><enum>(2)</enum><text>increases the
				discretionary spending limits for the budget year or any ensuing fiscal year;
				or</text>
								</paragraph><paragraph display-inline="no-display-inline" id="H6232F7BB092F42F7845F3BD59EEA6762"><enum>(3)</enum><text>includes any
				provision that has the effect of modifying the application of section 251 of
				the Balanced Budget and Emergency Deficit Control Act of 1985.</text>
								</paragraph></subsection><subsection id="HDE54FC7734BD47338F2EA21859D91102"><enum>(c)</enum><header>Sequestration
				Application</header><text display-inline="yes-display-inline">It shall not be
				in order in the House of Representatives or the Senate to consider any bill,
				joint resolution, amendment, concurrent resolution, or conference report
				that—</text>
								<paragraph id="H3F23E8B4A9874EF98F1B0665C673990C"><enum>(1)</enum><text>includes any
				provision that has the effect of modifying the application of section 256 of
				the Balanced Budget and Emergency Deficit Control Act of 1985 to any program
				subject to sequestration or exempt from sequestration; and</text>
								</paragraph><paragraph id="H74B39E21B17440B9974AE146C872C2DB"><enum>(2)</enum><text>includes any
				provision that has the effect of modifying the application of section 251 to
				any program subject to sequestration or exempt from sequestration.</text>
								</paragraph></subsection><subsection id="HFB817E1E71F54039888E631D8A5D6C5A"><enum>(d)</enum><header>Waiver or
				Suspension</header><text>The provisions of this section may be waived or
				suspended:</text>
								<paragraph id="H75A6E2C814AE44919E0F83CC0B49B8B7"><enum>(1)</enum><header>In the
				Senate</header><text>In the Senate only by the affirmative vote of three-fifths
				of the Members, duly chosen and sworn.</text>
								</paragraph><paragraph id="HC25429711D624F4DB7617186E816F8F2"><enum>(2)</enum><header>In the House of
				Representatives</header><text display-inline="yes-display-inline">In the House
				of Representatives:</text>
									<subparagraph id="H2CBDACD170B746FFBE9A48EC3B8E2B8F"><enum>(A)</enum><text>Only by a rule or
				order proposing only to waive such provisions by an affirmative vote of
				two-thirds of the Members, duly chosen and sworn.</text>
									</subparagraph><subparagraph id="HAB3D19D7EF51446E9AA7B565C38BCCDE"><enum>(B)</enum><text>It shall not be in
				order to consider a rule or order that waives the application of subparagraph
				(A).</text>
									</subparagraph><subparagraph id="H29D822D64D6E44F3B0F7D003D218EB0B"><enum>(C)</enum><text>It shall not be in
				order for the Speaker to entertain a motion to suspend the application of this
				section under clause 1 of rule XV of the Rules of the House of
				Representatives.</text>
									</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection></section><section id="HBDD2E8CDC3924F888E8C6E2305FB5C97"><enum>313.</enum><header>Spending
			 reduction order</header>
					<subsection id="H546B899F977E493B839E8B2CB66A9191"><enum>(a)</enum><header>In
			 General</header><text>Section 256 of the Balanced Budget and Emergency Deficit
			 Control Act of 1985 is amended to read as follows:</text>
						<quoted-block id="H1C20B53570C44AAF828E02F556D1664D" style="OLC">
							<section id="H33D793DA9B854C549E6665F827709341"><enum>256.</enum><header>Spending
				Reduction Order</header>
								<subsection id="HCAF6C123D9AE4CF5B0BE6587FDE6D019"><enum>(a)</enum><header>Application</header><text display-inline="yes-display-inline">A spending reduction order issued pursuant
				to this part shall apply to eliminate breaches of the limits set forth in
				sections 251 (discretionary spending limits).</text>
								</subsection><subsection id="H48C5A3DE5C654976BA5BB4FF4D815686"><enum>(b)</enum><header>General
				Rules</header><text>OMB shall include in its final spending sequestration
				report a requirement that each nonexempt spending account shall be reduced by
				an amount of budget authority calculated by multiplying the baseline level of
				budgetary resources in that account at that time by the uniform percentage
				necessary to reduce outlays sufficient to eliminate an excess spending
				amount.</text>
								</subsection><subsection id="HE830D3A4C8DA411998156EB84BC6306E"><enum>(c)</enum><header>Discretionary
				Spending Sequestration</header>
									<paragraph id="HDF414AFA39B94C2BB83FDC3ABC1369D3"><enum>(1)</enum><header>Eliminating a
				breach</header><text>Each nonexempt account shall be reduced by an amount of
				budget authority calculated by multiplying the baseline level of budgetary
				resources subject to sequestration in that account at that time by the uniform
				percentage necessary to eliminate a breach by—</text>
										<subparagraph id="H04522FC9B6964CB29B09754D0C9C32EA"><enum>(A)</enum><text>first, calculating
				the uniform percentage necessary to eliminate a breach in new budget authority,
				if any, and</text>
										</subparagraph><subparagraph id="H1B53E0D870E44C30B1433B972CB832EE"><enum>(B)</enum><text>second, if any
				breach in outlays remains, increasing the uniform percentage to a level
				sufficient to eliminate that breach.</text>
										</subparagraph></paragraph><paragraph id="H017FBE009F44479E89EA9BF7C656DF54"><enum>(2)</enum><header>Emergency
				spending above the reserve fund</header><text display-inline="yes-display-inline">An amount of budget authority and the
				outlays flowing therefrom designated in statute as an emergency that is above
				level in the emergency reserve fund as calculated in Section 317(b) of the
				Congressional Budget Act of 1974 shall count toward the discretionary spending
				limits.</text>
									</paragraph><paragraph id="H77589102989E4A77A05F8F37B372A305"><enum>(3)</enum><header>Part-year
				appropriations</header><text>If, on the date specified in paragraph (1), there
				is in effect an Act making or continuing appropriations for part of a fiscal
				year for any budget account, then the dollar sequestration calculated for that
				account under paragraph (2) shall be subtracted from—(A) the annualized amount
				otherwise available by law in that account under that or a subsequent part-year
				appropriation; and (B) when a full-year appropriation for that account is
				enacted, from the amount otherwise provided by the full year
				appropriation.</text>
									</paragraph><paragraph id="H747590CC7FF04EE5AD66BF8AFF825ED2"><enum>(4)</enum><header>Look-back</header><text>If,
				after June 30, an appropriation for the fiscal year in progress is enacted that
				causes a breach for that year, the discretionary spending limits for the next
				fiscal year shall be reduced by the amount of the breach.</text>
									</paragraph><paragraph id="H0B407C1A3C704B5F8520329CE05CA5BB"><enum>(5)</enum><header>Within-session
				sequestration</header><text>If an appropriation for a fiscal year in progress
				is enacted (after Congress adjourns to end the session for that budget year and
				before July 1 of that fiscal year) that causes a breach for that year (after
				taking into account any prior sequestration of amounts), 15 days later there
				shall be a sequestration to eliminate that breach following the procedures set
				forth in paragraphs (2) through (3).</text>
									</paragraph><paragraph id="H1E1B2597B9EF4CCAA8C78B9B93BD79C5"><enum>(6)</enum><header>Estimates</header>
										<subparagraph id="H44C299E9E17A4A91AC1729D06BC6E1DA"><enum>(A)</enum><header>CBO
				estimates</header><text>As soon as practicable after Congress completes action
				on any discretionary appropriation, CBO, after consultation with the Committees
				on the Budget of the House of Representatives and the Senate, shall provide OMB
				with an estimate of the amount of discretionary new budget authority and
				outlays for the current year (if any) and the budget year provided by that
				legislation.</text>
										</subparagraph><subparagraph id="H0DBD668EEE0445D9AAA603A6043A821A"><enum>(B)</enum><header>OMB
				estimates</header><text>Not later than seven calendar days (excluding
				Saturdays, Sundays, and legal holidays) after the date of enactment of any
				discretionary appropriation, OMB shall transmit a report to the House of
				Representatives and to the Senate containing the CBO estimate of that
				legislation, an OMB estimate of the amount of discretionary new budget
				authority and outlays for the current year (if any) and the budget year
				provided by that legislation, and an explanation of any difference between the
				two estimates.</text>
										</subparagraph><subparagraph id="H59DCAD2807384DE7ABE8F40D00910740"><enum>(C)</enum><header>Explanation of
				differences between OMB and CBO estimates</header><text>If OMB determines that
				there is a significant difference between OMB and CBO reports prepared pursuant
				to subparagraph (A) and (B), OMB shall consult with the Committees on the
				Budget of the House of Representatives and the Senate regarding that difference
				and that consultation shall include, to extent practicable, written
				communication to those committees that affords such committees the opportunity
				to comment before the issuance of the report.</text>
										</subparagraph><subparagraph id="H36F8E67421734F75A69525F93273F6FB"><enum>(D)</enum><header>Assumptions and
				guidelines</header><text>OMB estimates under this paragraph shall be made using
				current economic and technical assumptions. OMB shall use the OMB estimates
				transmitted to the Congress under this paragraph. OMB and CBO shall prepare
				estimates under this paragraph in conformance with scorekeeping guidelines
				determined after consultation among the House of Representatives and Senate
				Committees on the Budget, CBO, and OMB.</text>
										</subparagraph><subparagraph id="H0732DA7347FD4168AD0DC0CA76CB3E49"><enum>(E)</enum><header>Annual
				appropriations</header><text>For purposes of this paragraph, amounts provided
				by annual appropriations shall include any new budget authority and outlays for
				the current year (if any) and the budget year in accounts for which funding is
				provided in that legislation that result from previously enacted
				legislation.</text>
										</subparagraph></paragraph></subsection><subsection id="IDd3ac2e63a5af48abacdebf41eba1bef5"><enum>(d)</enum><header>Discretionary
				sequestration limitation</header><text>If appropriations for a fiscal year do
				not require a sequester pursuant to the discretionary spending limits set forth
				in this Act, discretionary accounts shall not be subject to sequestration under
				sections 252A, 252B, or 253.</text>
								</subsection><subsection id="id4D5CFF8DF52F4A3E929E98E880866074"><enum>(e)</enum><header>Expedited
				consideration of spending reduction bill</header>
									<paragraph id="IDa0242e7caaf548169f9e0f18aeceebc5"><enum>(1)</enum><header>Introduction</header>
										<subparagraph id="ID1ec8ea86f28f416195aa6eca77cd7594"><enum>(A)</enum><header>Reconvening</header>
											<clause id="ID1404da06c1624c30a542417d6e98a96a"><enum>(i)</enum><header>In the House of
				Representatives</header><text>Upon receipt of a spending reduction bill
				(referred to in this section as a <quote>spending reduction bill</quote>) under
				section 252A(b), the Speaker, if the House would otherwise be adjourned, shall
				notify the Members of the House that, pursuant to this subsection, the House
				shall convene not later than two weeks after the receipt of the spending
				reduction bill.</text>
											</clause><clause id="ID4d6e7687e8004eb7a56a13a976446633"><enum>(ii)</enum><header>In the
				Senate</header>
												<subclause id="IDbf1838dc7d1647fb82a68326cef47619"><enum>(I)</enum><header>Convening</header><text>Upon
				receipt of a spending reduction bill, if the Senate has adjourned or recessed
				for more than 2 days, the majority leader of the Senate, after consultation
				with the minority leader of the Senate, shall notify the Members of the Senate
				that, pursuant to this section, the Senate shall convene not later two weeks
				after receipt of the spending reduction bill.</text>
												</subclause><subclause id="ID7ff9f25c41e44394885f587dcc6d93ef"><enum>(II)</enum><header>Adjourning</header><text>No
				concurrent resolution adjourning the Senate for more than 3 days shall be in
				order until the Senate votes on passage of the spending reduction bill.</text>
												</subclause></clause></subparagraph><subparagraph id="ID00c0079ea41a4c7494f8604846bd5739"><enum>(B)</enum><header>Introduction of
				spending reduction bill</header><text>The spending reduction bill, upon receipt
				by the Congress, shall be introduced not later two weeks after the receipt of
				the spending reduction bill, in the Senate and in the House of Representatives
				by the majority leader of each House of Congress, for himself, the minority
				leader of each House of Congress, for himself, or any member of the House
				designated by the majority leader or minority leader. If the spending reduction
				bill is not introduced in accordance with the preceding sentence in either
				House of Congress, then any Member of that House may introduce the spending
				reduction bill on any day thereafter. Upon introduction, the spending reduction
				bill shall be referred to the appropriate committees under subparagraph
				(C).</text>
										</subparagraph><subparagraph id="ID96282b45ef3448da80e4372121be9818"><enum>(C)</enum><header>Committee
				consideration</header><text>A spending reduction bill introduced in either
				House of Congress shall be jointly referred to the committee or committees of
				jurisdiction and the Committee on the Budget of that House, which committees
				shall report the bill without any revision and with a favorable recommendation,
				an unfavorable recommendation, or without recommendation, not later than 7
				calendar days after the date of introduction of the bill in that House, or the
				first day thereafter on which that House is in session. If any committee fails
				to report the bill within that period, that committee shall be automatically
				discharged from consideration of the bill, and the bill shall be placed on the
				appropriate calendar.</text>
										</subparagraph></paragraph><paragraph id="ID4f03c06007684687a085d05bb07ba155"><enum>(2)</enum><header>Expedited
				procedures</header>
										<subparagraph id="IDe543d2a239c84169a896b71e6b464912"><enum>(A)</enum><header>Fast track
				consideration in House of Representatives</header>
											<clause id="IDcca7ff2a036248f1bf7a1e1570435777"><enum>(i)</enum><header>Proceeding to
				consideration</header><text>It shall be in order, not later than 2 days of
				session after the date on which a spending reduction bill is reported or
				discharged from all committees to which it was referred, for the majority
				leader of the House of Representatives or the majority leader's designee, to
				move to proceed to the consideration of the spending reduction bills. It shall
				also be in order for any Member of the House of Representatives to move to
				proceed to the consideration of the spending reduction bills at any time after
				the conclusion of such 2-day period. All points of order against the motion are
				waived. Such a motion shall not be in order after the House has disposed of a
				motion to proceed on the spending reduction bills. The previous question shall
				be considered as ordered on the motion to its adoption without intervening
				motion. The motion shall not be debatable. A motion to reconsider the vote by
				which the motion is disposed of shall not be in order.</text>
											</clause><clause id="IDb7942d9cbd3e47d8814f613b4d7564ae"><enum>(ii)</enum><header>Consideration</header><text>A
				spending reduction bill shall be considered as read. All points of order
				against a spending reduction bill and against its consideration are waived. The
				previous question shall be considered as ordered on a spending reduction bill
				to its passage without intervening motion except 100 hours of debate equally
				divided and controlled by the proponent and an opponent, and any motion to
				limit debate. A motion to reconsider the vote on passage of a spending
				reduction bill shall not be in order.</text>
											</clause><clause id="ID95c150bb22524f5e845721887ede4595"><enum>(iii)</enum><header>Appeals</header><text>Appeals
				from decisions of the chair relating to the application of the Rules of the
				House of Representatives to the procedure relating to a spending reduction bill
				shall be decided without debate.</text>
											</clause><clause id="IDbdc4ed61e53145159ccd39118f984c98"><enum>(iv)</enum><header>Application of
				house rules</header><text>Except to the extent specifically provided in
				paragraph (2)(A), consideration of a spending reduction bill shall be governed
				by the Rules of the House of Representatives. It shall not be in order in the
				House of Representatives to consider any spending reduction bill introduced
				pursuant to the provisions of this subsection under a suspension of the rules
				pursuant to Clause 1 of House Rule XV, or under a special rule reported by the
				House Committee on Rules.</text>
											</clause><clause id="ID2765c2ba360543d6976225956a9c841f"><enum>(v)</enum><header>No
				amendments</header><text>No amendment to a spending reduction bill shall be in
				order in the House of Representatives.</text>
											</clause><clause id="IDa9d298d6e2a748d6b81384a6158d8b8e"><enum>(vi)</enum><header>Vote on
				passage</header><text>Immediately following the conclusion of consideration of
				a spending reduction bill, the vote on passage of a spending reduction bill
				shall occur without any intervening action or motion, requiring an affirmative
				vote of the majority of the Members, duly chosen and sworn. If the spending
				reduction bill is passed, the Clerk of the House of Representatives shall cause
				the bill to be transmitted to the Senate before the close of the next day of
				session of the House. The vote on passage on both spending reduction bills
				shall occur not later than 1 month after the date on which a spending reduction
				bill is reported or discharged from all committees to which it was
				referred.</text>
											</clause><clause id="ID895afb6800d442d3a125a12ce9899c4a"><enum>(vii)</enum><header>Vote</header><text>The
				House Committee on Rules may not report a rule or order that would have the
				effect of causing a spending reduction bill to be approved by a vote of less
				than the majority of the Members, duly chosen and sworn.</text>
											</clause></subparagraph><subparagraph id="IDabce2d3fb4424da285bef1b6b0763bc2"><enum>(B)</enum><header>Fast track
				consideration in Senate</header>
											<clause id="IDbd618fdd37ce4b68810f617300982ea3"><enum>(i)</enum><header>In
				general</header><text>Notwithstanding Rule XXII of the Standing Rules of the
				Senate, it is in order, not later than 2 days of session after the date on
				which a spending reduction bill is reported or discharged from all committees
				to which it was referred, for the majority leader of the Senate or the majority
				leader's designee to move to proceed to the consideration of a spending
				reduction bill. It shall also be in order for any Member of the Senate to move
				to proceed to the consideration of a spending reduction bill at any time after
				the conclusion of such 2-day period. A motion to proceed is in order even
				though a previous motion to the same effect has been disagreed to. All points
				of order against the motion to proceed to a spending reduction bill are waived.
				The motion to proceed is not debatable. The motion is not subject to a motion
				to postpone. A motion to reconsider the vote by which the motion is agreed to
				or disagreed to shall not be in order. If a motion to proceed to the
				consideration of a spending reduction bill is agreed to, the spending reduction
				bill shall remain the unfinished business until disposed of.</text>
											</clause><clause id="IDaceb8c8724b4406b8c3d8807a45cfa58"><enum>(ii)</enum><header>Debate</header><text>All
				points of order against a spending reduction bill and against consideration of
				a spending reduction bill are waived. Consideration of a spending reduction
				bill and of all debatable motions and appeals in connection therewith shall not
				exceed a total of 100 hours. Debate shall be divided equally between the
				majority and minority leaders or their designees. A motion further to limit
				debate on a spending reduction bill is in order, shall require an affirmative
				vote of the majority of the Members duly chosen and sworn, and is not
				debatable. Any debatable motion or appeal is debatable for not to exceed 1
				hour, to be divided equally between those favoring and those opposing the
				motion or appeal. All time used for consideration of a spending reduction bill,
				including time used for quorum calls and voting, shall be counted against the
				total 100 hours of consideration.</text>
											</clause><clause id="ID21c038ceb6aa45f1bcc9dc54e8a4ef15"><enum>(iii)</enum><header>No
				amendments</header><text>An amendment to a spending reduction bill, or a motion
				to postpone, or a motion to proceed to the consideration of other business, or
				a motion to recommit the spending reduction bill, is not in order.</text>
											</clause><clause id="ID6e6c2e48a62c42a5a7e31002c186ce2b"><enum>(iv)</enum><header>Vote on
				passage</header><text>The vote on passage shall occur immediately following the
				conclusion of the debate on a spending reduction bill, and a single quorum call
				at the conclusion of the debate if requested. Passage shall require an
				affirmative vote of the majority of the Members, duly chosen and sworn. The
				vote on passage shall of both spending reduction bills shall occur not later
				than 1 month after the date on which a spending reduction bill is reported or
				discharged from all committees to which it was referred.</text>
											</clause><clause id="ID790ad88ce9a74d9e958f22c73546d381"><enum>(v)</enum><header>Adjournment</header><text>If,
				after 1 month from the date on which a spending reduction bill is reported or
				discharged from all committees to which it was referred, either House has
				failed to adopt a motion to proceed to the spending reduction bill, paragraph
				(1)(A)(ii)(II) shall not apply.</text>
											</clause><clause id="ID1c6ac210e2e9401289caad9f945683b7"><enum>(vi)</enum><header>Rulings of the
				chair on procedure</header><text>Appeals from the decisions of the Chair
				relating to the application of the rules of the Senate, as the case may be, to
				the procedure relating to a spending reduction bill shall be decided without
				debate.</text>
											</clause></subparagraph><subparagraph id="IDe96071f8415d4a278aaa1d5f1aa107c1"><enum>(C)</enum><header>Rules to
				coordinate action with other house</header>
											<clause id="IDceb9dd71577d4898acdebe8d23566fb2"><enum>(i)</enum><header>Referral</header><text>If,
				before the passage by 1 House of a spending reduction bill of that House, that
				House receives from the other House a spending reduction bill, then the
				spending reduction bill of the other House shall not be referred to a committee
				and shall immediately be placed on the calendar.</text>
											</clause><clause id="ID517b37adb8cc4bebad2a3c1522572c93"><enum>(ii)</enum><header>Procedure</header><text>If
				the Senate receives the spending reduction bill passed by the House of
				Representatives before the Senate has voted on passage of the spending
				reduction bill—</text>
												<subclause id="ID723483575a4d46229d3cec44eaae14e5"><enum>(I)</enum><text>the procedure in
				the Senate shall be the same as if no spending reduction bill had been received
				from House of Representatives; and</text>
												</subclause><subclause id="ID0e17c7491755452aa4c8c1ac334997e7"><enum>(II)</enum><text>the vote on
				passage in the Senate shall be on the spending reduction bill of the House of
				Representatives.</text>
												</subclause></clause><clause id="ID16c279693d4748d7a50319570cf78510"><enum>(iii)</enum><header>Treatment of
				spending reduction bill of other house</header><text>If 1 House fails to
				introduce or consider a spending reduction bill under this section, the
				spending reduction bill of the other House shall be entitled to expedited floor
				procedures under this section.</text>
											</clause><clause id="ID18830ae1c2e645cb90cb847fcf7ef196"><enum>(iv)</enum><header>Treatment of
				companion measures in the Senate</header><text>If following passage of the
				spending reduction bill in the Senate, the Senate then receives the spending
				reduction bill from the House of Representatives, the House-passed spending
				reduction bill shall not be debatable. The vote on passage of the spending
				reduction bill in the Senate shall be considered to be the vote on passage of
				the spending reduction bill received from the House of Representatives.</text>
											</clause><clause id="IDb56a9c22308b498b803e2e4409590a4b"><enum>(v)</enum><header>Vetoes</header><text>If
				the President vetoes the spending reduction bill, debate on a veto message in
				the Senate under this section shall be 1 hour equally divided between the
				majority and minority leaders or their designees.</text>
											</clause></subparagraph></paragraph><paragraph id="ID4d7af82b53d44f1b94f0c5f0a57deddb"><enum>(3)</enum><header>Suspension</header><text>No
				motion to suspend the application of this subsection shall be in order in the
				Senate or in the House of
				Representatives.</text>

			 Amendment</header><text display-inline="yes-display-inline">Amend section

			 line-item veto</header>
				<subsection id="id414AB0C3BEAF4341A1733CDA1CEB16DD"><enum>(a)</enum><header>In
			 General</header><text>Title X of the Congressional Budget and Impoundment
			 Control Act of 1974 (2 U.S.C. 621 et seq.) is amended by striking all of part B
			 (except for sections 1016 and 1013, which are redesignated as sections 1020 and
			 1021, respectively) and part C and inserting the following:</text>

							<section id="H480E63CE315E49B5A5F823CC4D9FE6DB"><enum>1011.</enum><header>Line-item veto authority</header><subsection commented="no" display-inline="yes-display-inline" id="HEC80A40C2A0747ACA6D63256EB269160"><enum>(a)</enum><header>Proposed
				Cancellations</header><text display-inline="yes-display-inline">Within 45
				calendar days after the enactment of any bill or joint resolution providing any
				discretionary budget authority, item of direct spending, limited tariff
				benefit, or targeted tax benefit, the President may propose, in the manner
				provided in subsection (b), the cancellation of any dollar amount of such
				discretionary budget authority, item of direct spending, or targeted tax
				benefit. If the 45 calendar-day period expires during a period where either
				House of Congress stands adjourned sine die at the end of a Congress or for a
				period greater than 45 calendar days, the President may propose a cancellation
				under this section and transmit a special message under subsection (b) on the
				first calendar day of session following such a period of adjournment.</text>
								</subsection><subsection id="H4E9DEF2283C546F9A1772E7EB20E715E"><enum>(b)</enum><header>Transmittal of
				Special Message</header>
									<paragraph id="HA9FF08FED89A400B9DEE1BE3857D2AE3"><enum>(1)</enum><header>Special
				message</header>
										<subparagraph id="H0E51DB64FE2E494F932AC181D8757473"><enum>(A)</enum><header>In
				general</header><text>The President may transmit to the Congress a special
				message proposing to cancel any dollar amounts of discretionary budget
				authority, items of direct spending, limited tariff benefits, or targeted tax
				benefits.</text>
										</subparagraph><subparagraph id="H0D7402BB0F49470E8B63504909A415A3"><enum>(B)</enum><header>Contents of
				special message</header><text>Each special message shall specify, with respect
				to the discretionary budget authority, items of direct spending proposed,
				limited tariff benefits, or targeted tax benefits to be canceled—</text>
											<clause id="HCCDDB4349CD34AE29C9F341CDE07FB59"><enum>(i)</enum><text>the dollar amount
				of discretionary budget authority, the specific item of direct spending (that
				OMB, after consultation with CBO, estimates to increase budget authority or
				outlays as required by section 1017(9)), the limited tariff benefit, or the
				targeted tax benefit that the President proposes be canceled;</text>
											</clause><clause id="H20E06EE99035447EB96F58072AC3E7E5"><enum>(ii)</enum><text>any account,
				department, or establishment of the Government to which such discretionary
				budget authority is available for obligation, and the specific project or
				governmental functions involved;</text>
											</clause><clause id="H27DE4BD0FF07452DB7E87520BAE0C120"><enum>(iii)</enum><text>the reasons why
				such discretionary budget authority, item of direct spending, limited tariff
				benefit, or targeted tax benefit should be canceled;</text>
											</clause><clause id="HD6D1E00286404D85B850C1261D337212"><enum>(iv)</enum><text>to the maximum
				extent practicable, the estimated fiscal, economic, and budgetary effect
				(including the effect on outlays and receipts in each fiscal year) of the
				proposed cancellation;</text>
											</clause><clause id="H00CB917F70234B7D9D054E888BD34E60"><enum>(v)</enum><text>to
				the maximum extent practicable, all facts, circumstances, and considerations
				relating to or bearing upon the proposed cancellation and the decision to
				propose the cancellation, and the estimated effect of the proposed cancellation
				upon the objects, purposes, or programs for which the discretionary budget
				authority, item of direct spending, limited tariff benefit, or the targeted tax
				benefit is provided;</text>
											</clause><clause id="HF6CD4318F5EC4ADA97D0B34AC07C9AEB"><enum>(vi)</enum><text>a
				numbered list of cancellations to be included in an approval bill that, if
				enacted, cancels discretionary budget authority, items of direct spending,
				limited tariff benefit, or targeted tax benefits proposed in that special
				message; and</text>
											</clause><clause id="H784A97E9A3F648F690BAAEE7EC61EECC"><enum>(vii)</enum><text>if the special
				message is transmitted subsequent to or at the same time as another special
				message, a detailed explanation why the proposed cancellations are not
				substantially similar to any other proposed cancellation in such other
				message.</text>
											</clause></subparagraph><subparagraph id="H171B6CB096E54C1AA5FA2D3F88767A99"><enum>(C)</enum><header>Duplicative
				proposals prohibited</header><text>The President may not propose to cancel the
				same or substantially similar discretionary budget authority, item of direct
				spending, limited tariff benefit, or targeted tax benefit more than one time
				under this Act.</text>
										</subparagraph><subparagraph id="HBC088C068DDF48A5AE26BA94BCEA9CEA"><enum>(D)</enum><header>Maximum number
				of special messages</header><text>The President may not transmit to the
				Congress more than 5 special messages under this subsection related to any bill
				or joint resolution described in subsection (a), but may transmit not more than
				10 special messages for any omnibus budget reconciliation or appropriation
				measure.</text>
										</subparagraph></paragraph><paragraph id="H418C7EFE323747FCA2824F72CDA48522"><enum>(2)</enum><header>Enactment of
				approval bill</header>
										<subparagraph id="HAE5C90B3704A4E078D440D1C7CFDE68D"><enum>(A)</enum><header>Deficit
				reduction</header><text>Amounts of budget authority, items of direct spending,
				limited tariff benefit, or targeted tax benefits which are canceled pursuant to
				enactment of a bill as provided under this section shall be dedicated only to
				reducing the deficit or increasing the surplus.</text>
										</subparagraph><subparagraph id="H19B4FCFF7D83487186F083DC43F1B063"><enum>(B)</enum><header>Adjustment of
				levels in the joint resolution on the budget</header><text>Not later than 5
				days after the date of enactment of an approval bill as provided under this
				section, the chairs of the Committees on the Budget of the Senate and the House
				of Representatives shall revise allocations and aggregates and other
				appropriate levels under the appropriate joint resolution on the budget to
				reflect the cancellation, and the applicable committees shall report revised
				suballocations pursuant to section 302(b), as appropriate.</text>
										</subparagraph><subparagraph id="H3B10637799E046CC93BD19717F94BED4"><enum>(C)</enum><header>Adjustments to
				statutory limits</header><text>After enactment of an approval bill as provided
				under this section, the Office of Management and Budget shall revise applicable
				limits under the Balanced Budget and Emergency Deficit Control Act of 1985, as
				appropriate.</text>
										</subparagraph><subparagraph id="H756E629802034478A1AC1C9B6DF6E2EE"><enum>(D)</enum><header>Trust funds and
				special funds</header><text>Notwithstanding subparagraph (A), nothing in this
				part shall be construed to require or allow the deposit of amounts derived from
				a trust fund or special fund which are canceled pursuant to enactment of a bill
				as provided under this section to any other fund.</text>
										</subparagraph></paragraph></subsection></section><section id="HDC814D0502F347469B2943152F46B687"><enum>1012.</enum><header>Procedures for expedited
		  consideration</header><subsection commented="no" display-inline="yes-display-inline" id="HD0E0EFEF0C1344DEB3E778B8B2DD147A"><enum>(a)</enum><header>Expedited
				Consideration</header>
									<paragraph id="H60C94BA9B1DE4C2495D0E54FF76DC966"><enum>(1)</enum><header>In
				general</header><text>The majority leader or minority leader of each House or
				his designee shall (by request) introduce an approval bill as defined in
				section 1017 not later than the third day of session of that House after the
				date of receipt of a special message transmitted to the Congress under section
				1011(b). If the bill is not introduced as provided in the preceding sentence in
				either House, then, on the fourth day of session of that House after the date
				of receipt of the special message, any Member of that House may introduce the
				bill.</text>
									</paragraph><paragraph id="H8554ADB3D94648268D9C5C53E810C981"><enum>(2)</enum><header>Consideration in
				the House of Representatives</header>
										<subparagraph id="H2AAFDC09D70F42B5AAB2FDDED2D45737"><enum>(A)</enum><header>Referral and
				reporting</header><text>Any committee of the House of Representatives to which
				an approval bill is referred shall report it to the House of Representatives
				without amendment not later than the seventh legislative day after the date of
				its introduction. If a committee fails to report the bill within that period or
				the House of Representatives has adopted a joint resolution providing for
				adjournment sine die at the end of a Congress, such committee shall be
				automatically discharged from further consideration of the bill and it shall be
				placed on the appropriate calendar.</text>
										</subparagraph><subparagraph id="H9051FF0068B64D5DADA6E4984F790C79"><enum>(B)</enum><header>Proceeding to
				consideration</header><text>After an approval bill is reported by or discharged
				from committee or the House of Representatives has adopted a joint resolution
				providing for adjournment sine die at the end of a Congress, it shall be in
				order to move to proceed to consider the approval bill in the House of
				Representatives within two legislative days after the day on which the
				proponent announces his intention to offer the motion. Such a motion shall not
				be in order after the House of Representatives has disposed of a motion to
				proceed with respect to that special message. The previous question shall be
				considered as ordered on the motion to its adoption without intervening motion.
				A motion to reconsider the vote by which the motion is disposed of shall not be
				in order.</text>
										</subparagraph><subparagraph id="HE67C46D24349478692758FD2FD7407D5"><enum>(C)</enum><header>Consideration</header><text>The
				approval bill shall be considered as read. All points of order against an
				approval bill and against its consideration are waived. The previous question
				shall be considered as ordered on an approval bill to its passage without
				intervening motion except five hours of debate equally divided and controlled
				by the proponent and an opponent and one motion to limit debate on the bill. A
				motion to reconsider the vote on passage of the bill shall not be in
				order.</text>
										</subparagraph><subparagraph id="HB4EA62948059489B899C62170B412C45"><enum>(D)</enum><header>Senate
				bill</header><text>An approval bill received from the Senate shall not be
				referred to committee.</text>
										</subparagraph></paragraph><paragraph id="HF0DEF4B35AA3446BAD879B0FA33778F6"><enum>(3)</enum><header>Consideration in
				the Senate</header>
										<subparagraph id="HC6FBA407DC574C678CB60794A0F308DA"><enum>(A)</enum><header>Motion to
				proceed to consideration</header><text>A motion to proceed to the consideration
				of a bill under this subsection in the Senate shall not be debatable. It shall
				not be in order to move to reconsider the vote by which the motion to proceed
				is agreed to or disagreed to.</text>
										</subparagraph><subparagraph id="HD093336748F94D1C9B895B80245BC7A7"><enum>(B)</enum><header>Limits on
				debate</header><text>Debate in the Senate on a bill under this subsection, and
				all debatable motions and appeals in connection therewith (including debate
				pursuant to subparagraph (D)), shall not exceed 10 hours, equally divided and
				controlled in the usual form.</text>
										</subparagraph><subparagraph id="HCEA4AF3107F74A31963945FE35E6E09C"><enum>(C)</enum><header>Appeals</header><text>Debate
				in the Senate on any debatable motion or appeal in connection with a bill under
				this subsection shall be limited to not more than 1 hour, to be equally divided
				and controlled in the usual form.</text>
										</subparagraph><subparagraph id="H50E861D53ADF4A8CADD9CF454A47ADCE"><enum>(D)</enum><header>Motion to limit
				debate</header><text>A motion in the Senate to further limit debate on a bill
				under this subsection is not debatable.</text>
										</subparagraph><subparagraph id="H9394141823A94BDE8B8144920BD31AEE"><enum>(E)</enum><header>Motion to
				recommit</header><text>A motion to recommit a bill under this subsection is not
				in order.</text>
										</subparagraph><subparagraph id="H74C661DBA96545EAA6C4AE868CEE9781"><enum>(F)</enum><header>Consideration of
				the House of Representatives bill</header>
											<clause id="H1E31C92AEB21461B8FF41BA13D043332"><enum>(i)</enum><header>In
				general</header><text>If the Senate has received the House of Representatives
				companion bill to the bill introduced in the Senate prior to the vote required
				under paragraph (1)(C), then the Senate may consider, and the vote under
				paragraph (1)(c) may occur on, the House of Representatives companion
				bill.</text>
											</clause><clause id="H5728BF02ADD64DD5A80DF382DD261F13"><enum>(ii)</enum><header>Procedure after
				vote on senate bill</header><text>If the Senate votes, pursuant to paragraph
				(1)(C), on the bill introduced in the Senate, then immediately following that
				vote, or upon receipt of the House of Representatives companion bill, the House
				of Representatives bill shall be deemed to be considered, read the third time,
				and the vote on passage of the Senate bill shall be considered to be the vote
				on the bill received from the House of Representatives.</text>
											</clause></subparagraph></paragraph></subsection><subsection id="HED3A4410A25F468FA4575C1A877BACA7"><enum>(b)</enum><header>Amendments
				Prohibited</header><text display-inline="yes-display-inline">No amendment to,
				or motion to strike a provision from, a bill considered under this section
				shall be in order in either the Senate or the House of Representatives.</text>
								</subsection></section><section display-inline="no-display-inline" id="H7D0D0695DBBB4103A41EC7A825401442" section-type="subsequent-section"><enum>1013.</enum><header>Presidential deferral
		  authority</header><subsection commented="no" display-inline="yes-display-inline" id="H551A68FC8D5C4A05981AF5C2ACDC8129"><enum>(a)</enum><header>Temporary Presidential
				Authority To Withhold Discretionary Budget Authority</header>
									<paragraph id="HC1EAC53A12C8414E87F4242ED8C793EB"><enum>(1)</enum><header>In
				general</header><text>At the same time as the President transmits to the
				Congress a special message pursuant to section 1011(b), the President may
				direct that any dollar amount of discretionary budget authority to be canceled
				in that special message shall not be made available for obligation for a period
				not to exceed 45 calendar days from the date the President transmits the
				special message to the Congress.</text>
									</paragraph><paragraph id="H6879B3B55F854F91B60C2356997A5222"><enum>(2)</enum><header>Early
				availability</header><text>The President shall make any dollar amount of
				discretionary budget authority deferred pursuant to paragraph (1) available at
				a time earlier than the time specified if he determines that continuation of
				the deferral not further the purposes of this Act.</text>
									</paragraph></subsection><subsection id="H73B2A92DF4314887962EF572E94313C2"><enum>(b)</enum><header>Temporary
				Presidential Authority To Suspend Direct Spending</header>
									<paragraph id="H43446145ED5943F8B5266CE0F8AED8AF"><enum>(1)</enum><header>In
				general</header><text>At the same time as the President transmits to the
				Congress a special message pursuant to section 1011(b), the President may
				suspend the implementation of any item of direct spending proposed to be
				canceled in that special message for a period not to exceed 45 calendar days
				from the date the President transmits the special message to the
				Congress.</text>
									</paragraph><paragraph id="H67B1A41A61094E41A66308185104BE3C"><enum>(2)</enum><header>Early
				availability</header><text>The President shall terminate the suspension of any
				item of direct spending at a time earlier than the time specified if he
				determines that continuation of the suspension will not further the purposes of
				this Act.</text>
									</paragraph></subsection><subsection id="H7A409AFCA65D43688581D3EE2917B7DF"><enum>(c)</enum><header>Temporary
				Presidential Authority To Suspend a Limited Tariff Benefit</header>
									<paragraph id="H172ACB94FED849C28E6C0D108AAFBB34"><enum>(1)</enum><header>In
				general</header><text>At the same time as the President transmits to the
				Congress a special message pursuant to section 1011(b), the President may
				suspend the implementation of any limited tariff benefit proposed to be
				canceled in that special message for a period not to exceed 45 calendar days
				from the date the President transmits the special message to the
				Congress.</text>
									</paragraph><paragraph id="HE55A5AD717374430A81792C628FAF259"><enum>(2)</enum><header>Early
				availability</header><text>The President shall terminate the suspension of any
				limited tariff benefit at a time earlier than the time specified if he
				determines that continuation of the suspension will not further the purposes of
				this Act.</text>
									</paragraph></subsection><subsection id="HC28A05CBF2774DB3A957E238F2A3C045"><enum>(d)</enum><header>Temporary
				Presidential Authority To Suspend a Targeted Tax Benefit</header>
									<paragraph id="H757C19BAB9A14E9ABD624C65DF48FEF3"><enum>(1)</enum><header>In
				general</header><text>At the same time as the President transmits to the
				Congress a special message pursuant to section 1011(b), the President may
				suspend the implementation of any targeted tax benefit proposed to be repealed
				in that special message for a period not to exceed 45 calendar days from the
				date the President transmits the special message to the Congress.</text>
									</paragraph><paragraph id="H1A4AF239F0934D37869F126764410397"><enum>(2)</enum><header>Early
				availability</header><text>The President shall terminate the suspension of any
				targeted tax benefit at a time earlier than the time specified if he determines
				that continuation of the suspension will not further the purposes of this
				Act.</text>
									</paragraph></subsection><subsection id="HDE09A83F4036460097AF92A914311C89"><enum>(e)</enum><header>Extension of
				45-Day Period</header><text>The President may transmit to the Congress not more
				than one supplemental special message to extend the period to suspend the
				implementation of any discretionary budget authority, item of direct spending,
				limited tariff benefit, or targeted tax benefit, as applicable, by an
				additional 45 calendar days. Any such supplemental message may not be
				transmitted to the Congress before the 40th day of the 45-day period set forth
				in the preceding message or later than the last day of such period.</text>
								</subsection></section><section display-inline="no-display-inline" id="H731B760F22B94809A3544578A7BC0904" section-type="subsequent-section"><enum>1014.</enum><header>Identification of targeted tax
		  benefits</header><subsection commented="no" display-inline="yes-display-inline" id="HD51615123CED4306A1C040EFCDFE858A"><enum>(a)</enum><header>Statement</header><text display-inline="yes-display-inline">The chairman of the Committee on Ways and
				Means of the House of Representatives and the chairman of the Committee on
				Finance of the Senate acting jointly (hereafter in this subsection referred to
				as the <term>chairmen</term>) shall review any revenue or reconciliation bill
				or joint resolution which includes any amendment to the Internal Revenue Code
				of 1986 that is being prepared for filing by a committee of conference of the
				two Houses, and shall identify whether such bill or joint resolution contains
				any targeted tax benefits. The chairmen shall provide to the committee of
				conference a statement identifying any such targeted tax benefits or declaring
				that the bill or joint resolution does not contain any targeted tax benefits.
				Any such statement shall be made available to any Member of Congress by the
				chairmen immediately upon request.</text>
								</subsection><subsection id="H46A986EB6BF14E0CB877A67EFE3E5F4B"><enum>(b)</enum><header>Statement
				Included in Legislation</header>
									<paragraph id="H37E4C2CE991640D884E389625475D308"><enum>(1)</enum><header>In
				general</header><text>Notwithstanding any other rule of the House of
				Representatives or any rule or precedent of the Senate, any revenue or
				reconciliation bill or joint resolution which includes any amendment to the
				Internal Revenue Code of 1986 reported by a committee of conference of the two
				Houses may include, as a separate section of such bill or joint resolution, the
				information contained in the statement of the chairmen, but only in the manner
				set forth in paragraph (2).</text>
									</paragraph><paragraph id="H727117101481405CB42DBE14B283D792"><enum>(2)</enum><header>Applicability</header><text>The
				separate section permitted under subparagraph (A) shall read as follows:
				<quote>Section 1021 of the Congressional Budget and Impoundment Control Act of
				1974 shall ______ apply to ________.</quote>, with the blank spaces being
				filled in with—</text>
										<subparagraph id="H7C6BC5FA7CE24A68A29517D07606ACE7"><enum>(A)</enum><text>in any case in
				which the chairmen identify targeted tax benefits in the statement required
				under subsection (a), the word <quote>only</quote> in the first blank space and
				a list of all of the specific provisions of the bill or joint resolution in the
				second blank space; or</text>
										</subparagraph><subparagraph id="HAC7A9CCD7B264BD18AF4A63CC8B4AD3B"><enum>(B)</enum><text>in any case in
				which the chairmen declare that there are no targeted tax benefits in the
				statement required under subsection (a), the word <quote>not</quote> in the
				first blank space and the phrase <quote>any provision of this Act</quote> in
				the second blank space.</text>
										</subparagraph></paragraph></subsection><subsection id="H96F8373337F344358EDF9771DB7FC0BA"><enum>(c)</enum><header>Identification
				in Revenue Estimate</header><text>With respect to any revenue or reconciliation
				bill or joint resolution with respect to which the chairmen provide a statement
				under subsection (a), the Joint Committee on Taxation shall—</text>
									<paragraph id="H062F5932B6A14B57A50BDD6DB9655B89"><enum>(1)</enum><text>in the case of a
				statement described in subsection (b)(2)(A), list the targeted tax benefits in
				any revenue estimate prepared by the Joint Committee on Taxation for any
				conference report which accompanies such bill or joint resolution, or</text>
									</paragraph><paragraph id="H6F659298F51B420FB362B683E964C403"><enum>(2)</enum><text>in the case of a
				statement described in 13 subsection (b)(2)(B), indicate in such revenue
				estimate that no provision in such bill or joint resolution has been identified
				as a targeted tax benefit.</text>
									</paragraph></subsection><subsection id="H8DA75EEAE5324DB982FF28D1C8627935"><enum>(d)</enum><header>President’s
				Authority</header><text>If any revenue or reconciliation bill or joint
				resolution is signed into law—</text>
									<paragraph id="HA9D7DA849EB1427FBADB43AE4B08E530"><enum>(1)</enum><text>with a separate
				section described in subsection (b)(2), then the President may use the
				authority granted in this section only with respect to any targeted tax benefit
				in that law, if any, identified in such separate section; or</text>
									</paragraph><paragraph id="HC96B34C41CED48D6B18A062ADD132E50"><enum>(2)</enum><text>without a separate
				section described in subsection (b)(2), then the President may use the
				authority granted in this section with respect to any targeted tax benefit in
				that law.</text>
									</paragraph></subsection></section><section id="H0AA254E2808442DB8F5FBD7D10246BC6"><enum>1015.</enum><header>Treatment of
		  cancellations</header><text display-inline="yes-display-inline">The cancellation of any dollar amount of
				discretionary budget authority, item of direct spending, limited tariff
				benefit, or targeted tax benefit shall take effect only upon enactment of the
				applicable approval bill. If an approval bill is not enacted into law before
				the end of the applicable period under section 1013, then all proposed
				cancellations contained in that bill shall be null and void and any such dollar
				amount of discretionary budget authority, item of direct spending, limited
				tariff benefit, or targeted tax benefit shall be effective as of the original
				date provided in the law to which the proposed cancellations applied.</text>
							</section><section id="HAFAE49DFFD1743F9BDE7668CCDDC87A9"><enum>1016.</enum><header>Reports by Comptroller
		  General</header><text display-inline="yes-display-inline">With respect to each special message under
				this part, the Comptroller General shall issue to the Congress a report
				determining whether any discretionary budget authority is not made available
				for obligation or item of direct spending, limited tariff benefit, or targeted
				tax benefit continues to be suspended after the deferral authority set forth in
				section 1013 of the President has expired.</text>
							</section><section id="H0ACD4B8F47224D14A51D0F80C9B98024"><enum>1017.</enum><header>Definitions</header><text display-inline="yes-display-inline">As used in this part:</text>
								<paragraph id="H7675D25F672B4B608A5A745BE5F7762E"><enum>(1)</enum><header>Appropriation
				law</header><text>The term <term>appropriation law</term> means an Act referred
				to in section 105 of title 1, United States Code, including any general or
				special appropriation Act, or any Act making supplemental, deficiency, or
				continuing appropriations, that has been signed into law pursuant to article I,
				section 7, of the Constitution of the United States.</text>
								</paragraph><paragraph id="HA7472761A1E7408BA9D83CE8E4103733"><enum>(2)</enum><header>Approval
				bill</header><text>The term <term>approval bill</term> means a bill or joint
				resolution which only approves proposed cancellations of dollar amounts of
				discretionary budget authority, items of new direct spending, limited tariff
				benefits, or targeted tax benefits in a special message transmitted by the
				President under this part and—</text>
									<subparagraph id="H3EFD5CFAFE334069998FBF61810E35D6"><enum>(A)</enum><text>the title of which
				is as follows: <quote>A bill approving the proposed cancellations transmitted
				by the President on ___</quote>, the blank space being filled in with the date
				of transmission of the relevant special message and the public law number to
				which the message relates;</text>
									</subparagraph><subparagraph id="H4F2E9607E33C49F68159AE4EC0DD1B01"><enum>(B)</enum><text>which does not
				have a preamble; and</text>
									</subparagraph><subparagraph id="H9A73B3A982D14CE2943375DCC694F4B7"><enum>(C)</enum><text>which provides
				only the following after the enacting clause: <quote>That the Congress approves
				of proposed cancellations ___</quote>, the blank space being filled in with a
				list of the cancellations contained in the President’s special message,
				<quote>as transmitted by the President in a special message on ____</quote>,
				the blank space being filled in with the appropriate date, <quote>regarding
				____.</quote>, the blank space being filled in with the public law number to
				which the special message relates;</text>
									</subparagraph><subparagraph id="H1C5838CC92E44410B989023FCD4EFC99"><enum>(D)</enum><text>which only
				includes proposed cancellations that are estimated by CBO to meet the
				definition of discretionary budgetary authority or items of direct spending, or
				limited tariff benefits, or that are identified as targeted tax benefits
				pursuant to section 1014;</text>
									</subparagraph><subparagraph id="H6760FDC96016486B995764236328DFD3"><enum>(E)</enum><text display-inline="yes-display-inline">if any proposed cancellation other than
				discretionary budget authority or targeted tax benefits is estimated by CBO to
				not meet the definition of item of direct spending, then the approval bill
				shall include at the end: <quote>The President shall cease the suspension of
				the implementation of the following under section 1013 of the Impoundment
				Control Act of 1974: _____</quote>, the blank space being filled in with the
				list of such proposed cancellations; and</text>
									</subparagraph><subparagraph id="HFA51FFEE2BCC45D2AAB66A02B5B48517"><enum>(F)</enum><text>if no CBO estimate
				is available, then the entire list of legislative provisions proposed by the
				President is inserted in the second blank space in subparagraph (C).</text>
									</subparagraph></paragraph><paragraph id="H5A76952888B441CE848DB9312B3944AA"><enum>(3)</enum><header>Calendar
				day</header><text>The term <term>calendar day</term> means a standard 24-hour
				period beginning at midnight.</text>
								</paragraph><paragraph id="H89B0D132C15B41538FBB9B24C766C1AA"><enum>(4)</enum><header>Cancel or
				cancellation</header><text>The terms <term>cancel</term> or
				<term>cancellation</term> means to prevent—</text>
									<subparagraph id="HBEC3219FEE0D4F4F8CC81DE273C1643C"><enum>(A)</enum><text>budget authority
				from having legal force or effect;</text>
									</subparagraph><subparagraph id="H4546DAE58F18472382052A9D940269D4"><enum>(B)</enum><text>in the case of
				entitlement authority, to prevent the specific legal obligation of the United
				States from having legal force or effect;</text>
									</subparagraph><subparagraph id="H9757BB0E03A14EDD99CDCCCF3834C1A8"><enum>(C)</enum><text>in the case of the
				food stamp program, to prevent the specific provision of law that provides such
				benefit from having legal force or effect; or</text>
									</subparagraph><subparagraph id="HF04F38A0E2FE454786977215C8FDC52D"><enum>(D)</enum><text>a limited tariff
				benefit from having legal force or effect, and to make any necessary,
				conforming statutory change to ensure that such limited tariff benefit is not
				implemented; or</text>
									</subparagraph><subparagraph id="H9816B4342DB44C63B6AB79FE85A195D4"><enum>(E)</enum><text>a targeted tax
				benefit from having legal force or effect, and to make any necessary,
				conforming statutory change to ensure that such targeted tax benefit is not
				implemented and that any budgetary resources are appropriately canceled.</text>
									</subparagraph></paragraph><paragraph id="H10415F5EF4BA4A7DB30C00C625FD7311"><enum>(5)</enum><header>Congressional
				Budget Office</header><text>The term <term>CBO</term> means the Director of the
				Congressional Budget Office.</text>
								</paragraph><paragraph id="HF4602A519E584465AC9B38637B8EE6B7"><enum>(6)</enum><header>Direct
				spending</header><text>The term <term>direct spending</term> means—</text>
									<subparagraph id="HF41CA8A8405746FBAD80602666AF1327"><enum>(A)</enum><text>budget authority
				provided by law (other than an appropriation law);</text>
									</subparagraph><subparagraph id="H6EAF516D29E74C73B084C53BA1297E78"><enum>(B)</enum><text>entitlement
				authority; and</text>
									</subparagraph><subparagraph id="HBCBB8EB0401347E3B633867BB8F6D046"><enum>(C)</enum><text>the food stamp
				program.</text>
									</subparagraph></paragraph><paragraph id="HC4184CB7516C4E23B6871149C73F49D5"><enum>(7)</enum><header>Amount of
				discretionary budget authority</header><subparagraph commented="no" display-inline="yes-display-inline" id="HF3D6AF46BCE9436384D57329BEA1D5F7"><enum>(A)</enum><text>Except as provided in
				subparagraph (B), the term <term>dollar amount of discretionary budget
				authority</term> means the entire dollar amount of budget authority—</text>
										<clause id="HC8304C5FB5F44CE9B523B9A13F22672B"><enum>(i)</enum><text>specified in an
				appropriation law, or the entire dollar amount of budget authority or
				obligation limitation required to be allocated by a specific proviso in an
				appropriation law for which a specific dollar figure was not included;</text>
										</clause><clause id="H59766AB4564446DBA1AEEF400EFD6923"><enum>(ii)</enum><text>represented
				separately in any table, chart, or explanatory text included in the statement
				of managers or the governing committee report accompanying such law;</text>
										</clause><clause id="H72A48747A5434079A729130A6E8FC258"><enum>(iii)</enum><text>required to be
				allocated for a specific program, project, or activity in a law (other than an
				appropriation law) that mandates the expenditure of budget authority from
				accounts, programs, projects, or activities for which budget authority is
				provided in an appropriation law;</text>
										</clause><clause id="H5C2816DB84494745B6CA6E7B6C6C4D84"><enum>(iv)</enum><text>represented by
				the product of the estimated procurement cost and the total quantity of items
				specified in an appropriation law or included in the statement of managers or
				the governing committee report accompanying such law; or</text>
										</clause><clause id="H7813E13AC5FD4C3892F123E1D7217CCB"><enum>(v)</enum><text>represented by the
				product of the estimated procurement cost and the total quantity of items
				required to be provided in a law (other than an appropriation law) that
				mandates the expenditure of budget authority from accounts, programs, projects,
				or activities for which budget authority is provided in an appropriation
				law.</text>
										</clause></subparagraph><subparagraph id="H7EE3D3436A3E460184CBEE3ACBD60729"><enum>(B)</enum><text>The term
				<term>dollar amount of discretionary budget authority</term> does not
				include—</text>
										<clause id="HE73B244588D24C7CBEFAADF09033CA34"><enum>(i)</enum><text>direct
				spending;</text>
										</clause><clause id="H4B5DB9035EE14E50B8F79021EC7F8562"><enum>(ii)</enum><text>budget authority
				in an appropriation law which funds direct spending provided for in other
				law;</text>
										</clause><clause id="HFEF80437EB2741FA9D3093ED4A5B5672"><enum>(iii)</enum><text>any existing
				budget authority canceled in an appropriation law; or</text>
										</clause><clause id="H6B3662297BAA47DE9049F7A485CD87CC"><enum>(iv)</enum><text>any restriction,
				condition, or limitation in an appropriation law or the accompanying statement
				of managers or committee reports on the expenditure of budget authority for an
				account, program, project, or activity, or on activities involving such
				expenditure.</text>
										</clause></subparagraph></paragraph><paragraph id="H0B099DFE98BC4DC98428B5692EE93E5E"><enum>(8)</enum><header>Item of direct
				spending</header><text>The term <term>item of direct spending</term> means any
				provision of law that results in an increase in budget authority or outlays for
				direct spending relative to the most recent levels calculated consistent with
				the methodology used to calculate a baseline under section 257 of the Balanced
				Budget and Emergency Deficit Control Act of 1985 and included with a budget
				submission under section 1105(a) of title 31, United States Code, in the first
				year or the 5-year period for which the item is effective. However, such item
				does not include an extension or reauthorization of existing direct spending,
				but instead only refers to provisions of law that increase such direct
				spending.</text>
								</paragraph><paragraph id="HDF78B779608E4E888B86B75BB1916E78"><enum>(9)</enum><header>Limited tariff
				benefit</header><text>The term <term>limited tariff benefit</term> means any
				provision of law that modifies the Harmonized Tariff Schedule of the United
				States in a manner that benefits 10 or fewer entities (as defined in paragraph
				(12)(B)).</text>
								</paragraph><paragraph id="H9ABE6CA567964D169C8D2F44EA68CBF9"><enum>(10)</enum><header>OMB</header><text>The
				term <term>OMB</term> means the Director of the Office of Management and
				Budget.</text>
								</paragraph><paragraph id="HA8A8B55BC885453E9765879CD30E6ED2"><enum>(11)</enum><header>Omnibus
				reconciliation or appropriation measure</header><text>The term <term>omnibus
				reconciliation or appropriation measure</term> means—</text>
									<subparagraph id="H96D0F244EC514F9AB9C01E1DF72D9DE7"><enum>(A)</enum><text>in the case of a
				reconciliation bill, any such bill that is reported to its House by the
				Committee on the Budget; or</text>
									</subparagraph><subparagraph id="H86CA69AC827B4BD8809868CD1F9C4811"><enum>(B)</enum><text>in the case of an
				appropriation measure, any such measure that provides appropriations for
				programs, projects, or activities falling within 2 or more section 302(b)
				suballocations.</text>
									</subparagraph></paragraph><paragraph id="H3EEE1E69597C42C6B58AF17A0F7E863C"><enum>(12)</enum><header>Targeted tax
				benefit</header><subparagraph commented="no" display-inline="yes-display-inline" id="H7A25B5D0D41348E98CD62B34BF57D48B"><enum>(A)</enum><text>The term <term>targeted
				tax benefit</term> means any revenue-losing provision that provides a Federal
				tax deduction, credit, exclusion, or preference to ten or fewer beneficiaries
				(determined with respect to either present law or any provision of which the
				provision is a part) under the Internal Revenue Code of 1986 in any year for
				which the provision is in effect;</text>
									</subparagraph><subparagraph id="H9F46F133EF7E411E819D9890A5C60212"><enum>(B)</enum><text>for purposes of
				subparagraph (A)—</text>
										<clause id="HDCB391B3F17E45B6AFAF5777BFA474C1"><enum>(i)</enum><text>all businesses and
				associations that are members of the same controlled group of corporations (as
				defined in section 1563(a) of the Internal Revenue Code of 1986) shall be
				treated as a single beneficiary;</text>
										</clause><clause id="H9B4FF1CF788645AF816D3794EB9D87E2"><enum>(ii)</enum><text>all shareholders,
				partners, members, or beneficiaries of a corporation, partnership, association,
				or trust or estate, respectively, shall be treated as a single
				beneficiary;</text>
										</clause><clause id="H8C488D64E31F4BC886D42552DE828865"><enum>(iii)</enum><text>all employees of
				an employer shall be treated as a single beneficiary;</text>
										</clause><clause id="H1FB62A9A07094A32ABC8D2C2A946E6C9"><enum>(iv)</enum><text>all qualified
				plans of an employer shall be treated as a single beneficiary;</text>
										</clause><clause id="H09B5FA4587A74AC894D9D88E8ECA78E8"><enum>(v)</enum><text>all beneficiaries
				of a qualified plan shall be treated as a single beneficiary;</text>
										</clause><clause id="H5CD3410D776D487FA5267A69623B6A89"><enum>(vi)</enum><text>all contributors
				to a charitable organization shall be treated as a single beneficiary;</text>
										</clause><clause id="H056190CFE61641DF8348AFB8E6A3AC2C"><enum>(vii)</enum><text>all holders of
				the same bond issue shall be treated as a single beneficiary; and</text>
										</clause><clause id="HA1F637C3AF0C49C7B4F9F6F678A7A568"><enum>(viii)</enum><text>if a
				corporation, partnership, association, trust or estate is the beneficiary of a
				provision, the shareholders of the corporation, the partners of the
				partnership, the members of the association, or the beneficiaries of the trust
				or estate shall not also be treated as beneficiaries of such provision;</text>
										</clause></subparagraph><subparagraph id="HB00FAFC460D24C40BF87B68FA1C8F08A"><enum>(C)</enum><text>for the purpose of
				this paragraph, the term <term>revenue-losing provision</term> means any
				provision that is estimated to result in a reduction in Federal tax revenues
				(determined with respect to either present law or any provision of which the
				provision is a part) for any one of the two following periods—</text>
										<clause id="H83DBF6FC7A374699B0B7723C96E8851F"><enum>(i)</enum><text>the first fiscal
				year for which the provision is effective; or</text>
										</clause><clause id="H78D19A8C37FD45268FECB0C5DDFE3418"><enum>(ii)</enum><text>the period of the
				five fiscal years beginning with the first fiscal year for which the provision
				is effective;</text>
										</clause></subparagraph><subparagraph id="HF336126B3F4F460281F7509D617D26C8"><enum>(D)</enum><text>the term
				<term>targeted tax benefit</term> does not include any provision which applies
				uniformly to an entire industry; and</text>
									</subparagraph><subparagraph id="H2A022BDAEB164EB6A45196F0EC4EB337"><enum>(E)</enum><text>the terms used in
				this paragraph shall have the same meaning as those terms have generally in the
				Internal Revenue Code of 1986, unless otherwise expressly provided.</text>
									</subparagraph></paragraph></section><section id="HC1BD59394757470FBEEE572A9CF12A3F"><enum>1018.</enum><header>Expiration</header><text display-inline="yes-display-inline">This title shall have no force or effect on
				or after October 1, 2021.</text>

			 <quote>(b)</quote>, by redesignating subparagraphs (1) through (6) as
			 subdivisions (A) through (F), respectively, and by adding at the end the
			 following:</text>
					<quoted-block id="HB9181D8098B744F1AE81CA9521A4132B" style="OLC">
						<paragraph id="H47220B25B3544819B0961E99C8009221" indent="up1"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H0268D0B54D1A43228CBF3F6A79D95C4A"><enum>(A)</enum><text>Whenever a rescission
				bill passes the House of Representatives, the Committee on the Budget shall
				immediately reduce the applicable allocations under section 302(a) of the
				Congressional Budget Act of 1974 by the total amount of reductions in budget
				authority and in outlays resulting from such rescission bill.</text>
							</subparagraph><subparagraph id="HC1AE6F9FF2CD437A9DFAD6AEEF61F56D" indent="up1"><enum>(B)</enum><text>As used in this subparagraph, the
				term <term>rescission bill</term> means a bill or joint resolution which only
				rescinds, in whole or in part, budget authority and which includes only titles
				corresponding to the most recently enacted appropriation bills that continue to
				include unobligated
				balances.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="HA787855EDB724D34B424701DA43BCABB"><enum>(c)</enum><header>Privileged
			 Discharge Resolutions</header><text>Rule XIII of the Rules of the House of
			 Representatives is amended by adding at the end the following new
			 clause:</text>
					<quoted-block id="HB0895A53B0CC4358AA52DB200DB5D393" style="OLC">
						<subsection id="H9803979CE382439E9F9F6A3C372474B6"><enum>8. (a)
				</enum><text>By February 1, May 1, July 30, and November 11 of each session,
				the majority leader shall introduce a rescission bill. If such bill is not
				introduced by that date, then whenever a rescission bill is introduced during a
				session on or after that date, a motion to discharge the committee from its
				consideration shall be privileged after the 10-legislative day period beginning
				on that date for the first 5 such bills.</text>
						</subsection><subsection id="H1CB74C6843064F9D9555170718326E1E"><enum>(b)</enum><text>It shall not be in
				order to offer any amendment to a rescission bill except an amendment that
				increases the amount of budget authority that such bill rescinds.</text>
						</subsection><subsection id="H7A3D2E600B1E4CE4A260EA870F406C94"><enum>(c)</enum><text>As used in this
				clause and in clause 6, the term <term>rescission bill</term> has the meaning
				given such term in clause 4(b)(2)(B) of rule
				X.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="HB79E3618245E47578E56B0ECE4C87D8D"><enum>(d)</enum><header>Point of
			 Order</header><text>Rule XXI of the Rules of the House of Representatives (as
			 amended by subsection (d)) is further amended by adding at the end the
			 following new clause:</text>
					<quoted-block id="H178A173B919441609DD01F04CDF0D554" style="OLC">
						<subsection id="H1B88C7D1257D458E8B294EFA6BD63080"><enum></enum><text>9. It shall
				not be in order to consider any rescission bill, or conference report thereon
				or amendment thereto, unless—</text>
							<paragraph id="H30186A3F2ED54AC1AFCC36DC01013A2B"><enum>(1)</enum><text>in the case of
				such bill or conference report thereon, it is made available to Members and the
				general public on the Internet for at least 48 hours before its consideration;
				or</text>
							</paragraph><paragraph id="H2B3583972F2840DE828394D0B390C885"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H1298FA619D064F46A895E04AAF6FF9F4"><enum>(A)</enum><text>in the case of an
				amendment to such rescission bill made in order by a rule, it is made available
				to Members and the general public on the Internet within one hour after the
				rule is filed; or</text>
								</subparagraph><subparagraph id="HE26D9BB2674D4C03BA3FA0BDC1FCA95B" indent="up1"><enum>(B)</enum><text>in the case of an amendment under an
				open rule, it is made available to Members and the general public on the
				Internet immediately after being offered; in a format that is searchable and
				sortable.</text>
								</subparagraph></paragraph><paragraph id="H85FC53F211BB4F5D8194869B94CC5E0F"><enum>(3)</enum><text>No amendment to an
				amendment to a rescission bill shall be in order unless germane to the
				amendment to which it is
				offered.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection></section></title><title id="idE8C95CD26ADA47DB943EFB8BE4CBCF70"><enum>V</enum><header>Biennial Budget
			 Deficit Reduction </header>
			<section id="id11899D7B27B54EB4A6EDAA5F33291FB7"><enum>501.</enum><header>Joint
			 Committee on Deficit Reduction</header>
				<subsection id="ID1590422c057940899c08744a815ae507"><enum>(a)</enum><header>Establishment
			 and composition</header>
					<paragraph id="idE11E3478A8C044CEAF3280E66247C6F6"><enum>(1)</enum><header>In
			 general</header><text>There is established a Joint Committee on Deficit
			 Reduction (referred to in this Act as the <quote>joint committee</quote>) to be
			 composed of 20 members as follows:</text>
						<subparagraph id="ID7b5d979c82cc4f5aba2d94dc1577adbe"><enum>(A)</enum><text>Ten members of
			 the House of Representatives, including 5 members appointed from the majority
			 party by the Speaker of the House and 5 members from the minority party to be
			 appointed by the minority leader.</text>
						</subparagraph><subparagraph id="ID6fb3812a9df4400faeec1af14c43cf2e"><enum>(B)</enum><text>Ten members of
			 the Senate, including 5 members appointed from the majority party by the
			 majority leader of the Senate and 5 members from the minority party to be
			 appointed by the minority leader.</text>
						</subparagraph></paragraph><paragraph id="IDfc1c652fffe141319fe5994d4968cdad"><enum>(2)</enum><header>Vacancy</header><text>A
			 vacancy in the joint committee shall not affect the power of the remaining
			 members to execute the functions of the joint committee, and shall be filled in
			 the same manner as the original selection.</text>
					</paragraph><paragraph id="id5846786E5BE249FC8A4FA646CDAD00A5"><enum>(3)</enum><header>Agreement</header><text>No
			 recommendation shall be made by the joint committee except upon the majority
			 vote of the members from each House, respectively.</text>
					</paragraph><paragraph id="IDeb91e40fb5e0443b9d62d607ccc3cbd0"><enum>(4)</enum><header>Public
			 meetings</header><text>The joint committee shall hold not fewer than 5 public
			 hearings in preparing legislation as required under section 502.</text>
					</paragraph></subsection><subsection id="IDe0d8aed906684ab88bb14ce2761f68d1"><enum>(b)</enum><header>Duties</header><text>The
			 joint committee shall be responsible for reporting biennial legislation as
			 provided in section 502.</text>
				</subsection><subsection id="IDff25c61ae71c47fc857e9ac564971b76"><enum>(c)</enum><header>Resources</header><text>The
			 joint committee may utilize the resources of the House and Senate.</text>
				</subsection></section><section id="idB3F6A07FE3504DB9B78C7EF3EB679A4C"><enum>502.</enum><header>Biennial
			 budget deficit reduction legislation</header>
				<subsection id="id1A86B63B73BC4F8D94239137C80DC7E4"><enum>(a)</enum><header>Agency
			 reports</header><text display-inline="yes-display-inline">Not later than June
			 1st of each odd numbered year, the Government Accountability Office and
			 Congressional Budget Office shall report to the joint committee—</text>
					<paragraph id="idEC92514D9C7C49DD89E29206079EB396"><enum>(1)</enum><text display-inline="yes-display-inline">recommendations for eliminating waste,
			 fraud, abuse, and ineffective, duplicative, or outdated Government programs and
			 recommendations for streamlining, consolidating, or eliminating wasteful
			 Government programs; and</text>
					</paragraph><paragraph id="idF98FFD2A361D4D23AFD49896FE195279"><enum>(2)</enum><text display-inline="yes-display-inline">the projected savings of the
			 recommendations over the 2-year period of the current budget cycle.</text>
					</paragraph></subsection><subsection commented="no" id="id88326F7CA557430E89A0834D9F55CA0C"><enum>(b)</enum><header>Deficit
			 reduction target</header><text display-inline="yes-display-inline">In this
			 section, the term <quote>deficit reduction target</quote> means savings over
			 the 2-year period of the current budget cycle of 10 percent of the 2 preceding
			 years' budget deficit but not exceeding 10 percent of the preceding year’s
			 outlays and not less than 1 percent of the preceding year’s outlays.</text>
				</subsection><subsection id="id94BA6E2F1AED44E59730BC3C2F361562"><enum>(c)</enum><header>Legislation</header>
					<paragraph id="id242D98EC8B1F4D078C2098537875A833"><enum>(1)</enum><header>Introduction</header><text display-inline="yes-display-inline">Not later than July 15th of each odd
			 numbered year, the chairman or ranking member of the joint committee or their
			 designees shall introduce legislation (referred to in this Act as the
			 <quote>legislation</quote>) which shall be referred to the joint
			 committee—</text>
						<subparagraph id="idE2E19E47C25847B49B9B5153B1906E3B"><enum>(A)</enum><text display-inline="yes-display-inline">to eliminate or reduce spending on
			 wasteful, fraudulent, abusive, ineffective, duplicative, or outdated Government
			 programs; and</text>
						</subparagraph><subparagraph id="id26C672A28D8D4A3B9AA991F2B2FCB7BD"><enum>(B)</enum><text display-inline="yes-display-inline">that achieves a savings equal to or greater
			 than the deficit reduction target.</text>
						</subparagraph></paragraph><paragraph id="idCFD2431115F942C799691AA626222549"><enum>(2)</enum><header>Discharge</header><text display-inline="yes-display-inline">After the legislation is introduced and
			 made public for at least 72 hours, the joint committee shall discharge the
			 legislation not later than 2 weeks after introduction to the House and the
			 Senate and report the legislation with a favorable recommendation, unfavorable
			 recommendation, or no recommendation.</text>
					</paragraph><paragraph id="id31FDB73695F948DCBB08661CB89FCDC0"><enum>(3)</enum><header>Consideration</header><text display-inline="yes-display-inline">Once the legislation is discharged from the
			 joint committee, it shall be in order in the House or the Senate, as
			 appropriate, to move to the legislation not later than September 15th of the
			 year of introduction. The legislation shall not be subject to amendment or
			 points of order. Debate on the legislation shall be limited to 20 hours in the
			 Senate and 3 hours in the House.</text>
					</paragraph><paragraph id="id8E75B63164944FDDBA66583127A6210B"><enum>(4)</enum><header>Other
			 House</header><text display-inline="yes-display-inline">Upon passage of
			 legislation in the House or the Senate under paragraph (3), it shall be in
			 order for the other house to move to the respective bill not later than
			 September 25th with the same rules of debate.</text>
					</paragraph><paragraph id="id0A9C4EA569C940F2BED7384F37FCC486"><enum>(5)</enum><header>Veto</header><text display-inline="yes-display-inline">If the legislation is vetoed, both the
			 House and the Senate shall vote on whether override the veto not later than 1
			 week after the veto.</text>
					</paragraph></subsection><subsection id="idA6594896B9B6493BB6C51F1F99E3B183"><enum>(d)</enum><header>Adjustment of
			 budget caps</header><text>If legislation is enacted pursuant to this title, the
			 Chairmen of the House and Senate Committees on the Budget shall reduce the
			 appropriate budgetary allocations and levels in the most recently enacted
			 budget resolution to reflect the reductions achieved by such legislation,
			 including the discretionary spending caps established in title III.</text>
				</subsection></section><section id="idBFB9566FF9B8495CB8B3EA8C0618E1DB"><enum>503.</enum><header>Debt buyback
			 fund</header>
				<subsection id="id29CDC0CAD8C54D69AFA03F742922A3E0"><enum>(a)</enum><header>Establishment</header><text>There
			 is established in the Treasury of the United States a trust fund to be known as
			 the <quote>Debt Buyback Fund</quote> (in this section referred to as the
			 <quote>Trust Fund</quote>).</text>
				</subsection><subsection id="ID75b390297c6d4bd8a614acc802db485e"><enum>(b)</enum><header>Savings</header><text>There
			 is appropriated to the Trust Fund amounts equivalent to the reductions in
			 Federal spending, as estimated by the Secretary of the Treasury from time to
			 time, as a result of the laws enacted pursuant to this title.</text>
				</subsection><subsection id="ID732539a44d4448c0a43bffe921621efa"><enum>(c)</enum><header>Use of
			 funds</header><text>The Secretary of the Treasury shall use the moneys in the
			 Trust Fund solely to pay at maturity, or to redeem or buy before maturity, an
			 obligation of the Government included in the public debt.</text>
				</subsection><subsection id="ID709f34053956485e883ce187aaa84741"><enum>(d)</enum><header>Prohibition on
			 reissuing debt</header><text>Any obligation of the Government which is paid,
			 redeemed, or bought with money from the Trust Fund shall be canceled and
			 retired and may not be reissued.</text>
				</subsection></section></title><title id="id4FAD9D0915834B01B4CC8936FF21F7B7"><enum>VI</enum><header>Paygo honesty
			 with respect to trust funds and emergency designations</header>
			<section id="id150C4F40E7954A6E9CF641331641A670"><enum>601.</enum><header>PAYGO and
			 trust funds</header>
				<subsection id="id20706B577AF54693890AD5242AFBBA65"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Any increase in
			 revenues or reduced spending in a Federal trust fund resulting from a bill,
			 amendment, resolution, motion, or conference report shall—</text>
					<paragraph id="id274289C9C23B4A108B221289D6A4F110"><enum>(1)</enum><text display-inline="yes-display-inline">not be counted for purposes of offsetting
			 revenues, receipts, or discretionary spending under the Congressional Budget
			 Act of 1974 or the Statutory Pay-As-You-Go Act of 2010; and</text>
					</paragraph><paragraph id="id833E6E08D04644C9A4DCE4125999468E"><enum>(2)</enum><text display-inline="yes-display-inline">only be used for the purposes of the
			 Federal trust as provided by law.</text>
					</paragraph></subsection><subsection id="id173CABE6CE0C4E4AACB4B7089A9D0B6E"><enum>(b)</enum><header>Intergovernmental
			 transfers</header><text display-inline="yes-display-inline">Nothing in this
			 section shall impact intergovernmental lending from a Federal trust fund to
			 annual government operations.</text>
				</subsection></section><section id="idEB79125EE99A4970A957467594FD6337"><enum>602.</enum><header>Emergency
			 designations</header><text display-inline="no-display-inline">Section 4(g)(3)
			 of the Statutory Pay-As-You-Go Act of 2010 (Public Law 111–139) is amended to
			 read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="id6D34317EC3E3462FB5CE0873ED822667" style="OLC">
					<paragraph id="id2106AF8D62EF4D25B395EF064B2BA362"><enum>(3)</enum><header>Procedure in
				the Senate and vote requirement</header>
						<subparagraph id="idEEDC3EEF204B49A2981DEDD1EBE468C4"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">When the Senate is
				considering a PAYGO Act, any provision making an emergency designation shall be
				stricken from the measure and may not be offered as an amendment from the floor
				unless a waiver is offered and agreed to.</text>
						</subparagraph><subparagraph id="id9EEFECD7B65B4D5D887FA384239C237D"><enum>(B)</enum><header>Supermajority
				waiver and appeals</header>
							<clause id="id3C557F0217F1455C9DF469E598D6A745"><enum>(i)</enum><header>Waiver</header><text display-inline="yes-display-inline">Subparagraph (A) may be waived or suspended
				in the Senate only by an affirmative vote of two-thirds of the Members, duly
				chosen and sworn.</text>
							</clause><clause id="idDF9F8E07989B4901B8A23CC56F06C0C5"><enum>(ii)</enum><header>Appeals</header><text display-inline="yes-display-inline">Appeals in the Senate from the decisions of
				the Chair relating to any provision of this subsection shall be limited to 1
				hour, to be equally divided between, and controlled by, the appellant and the
				manager of the bill or joint resolution, as the case may be. An affirmative
				vote of two-thirds of the Members of the Senate, duly chosen and sworn, shall
				be required to sustain an appeal of the ruling of the Chair on a point of order
				raised under this subsection.</text>
							</clause></subparagraph><subparagraph id="id4407249E5287433E8304B58D1ECC3915"><enum>(C)</enum><header>Waiver
				petition</header><text>Prior to making a motion to waive under this paragraph,
				a Senator shall file a petition—</text>
							<clause id="id58099FCC53404A3188F1AC4867E89106"><enum>(i)</enum><text>signed by 16
				members requesting the waiver;</text>
							</clause><clause id="ID89e5d18b186147359291da266bbe086f"><enum>(ii)</enum><text>with a Member of
				both the majority and minority signing; and</text>
							</clause><clause id="ID57b6a62996ab40eba29dfed347035ce0"><enum>(iii)</enum><text>stating that
				the spending is an emergency as described in subparagraph (D).</text>
							</clause></subparagraph><subparagraph id="idE7286412A15244ACB1E462D48AFBD81E"><enum>(D)</enum><header>Emergency
				spending</header>
							<clause id="id092866F83C8B4104AD01E22369E4590F"><enum>(i)</enum><header>In
				general</header><text>For purposes of this subparagraph, spending is emergency
				spending if the spending is—</text>
								<subclause id="id799B8BE9C7C44B658D63EE50B50543A9"><enum>(I)</enum><text>necessary,
				essential, or vital (not merely useful or beneficial);</text>
								</subclause><subclause id="idF627A382EC5544D39B0CE38A3883099F"><enum>(II)</enum><text>sudden, quickly
				coming into being, and not building up over time;</text>
								</subclause><subclause id="id29473C93C8E94B4FBE8CA1BE36D46A92"><enum>(III)</enum><text>an urgent,
				pressing, and compelling need requiring immediate action;</text>
								</subclause><subclause id="idDB200704381847E2888591DEEA26E100"><enum>(IV)</enum><text>subject to
				clause (ii), unforeseen, unpredictable, and unanticipated; and</text>
								</subclause><subclause id="id8E78C94EDC434290B776CA37BA6B5A69"><enum>(V)</enum><text>not permanent,
				temporary in nature.</text>
								</subclause></clause><clause id="idF965BD0D59404912A64A2F26400C7397"><enum>(ii)</enum><header>Unforseen</header><text>An
				emergency that is part of an aggregate level of anticipated emergencies,
				particularly when normally estimated in advance, is not
				unforeseen.</text>
							</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</section></title><title id="id002ADD0AA2DA4017A94D8EE6F509A27F"><enum>VII</enum><header>Credit
			 reform</header>
			<section id="id0F567A01A45248EEA6C246785C70E3BA"><enum>701.</enum><header>Credit Reform
			 Act treatment of the purchase of private stock, equity, or
			 capital</header><text display-inline="no-display-inline">Section 502(5) of the
			 Federal Credit Reform Act of 1990 (2 U.S.C. 661a(5)) is amended by inserting at
			 the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id7561F4D44D374355BA27B46C4C2828DC" style="OLC">
					<subparagraph id="id931F7F9FD16748A88FE5F0AA8AB340B6" indent="up1"><enum>(G)</enum><text>The cost of the purchase of stock,
				equity, capital, or debt instruments, or the option to purchase any such
				assets, of a private or publicly-traded company or any enterprise under the
				conservatorship of the Federal Government shall be determined on a fair value
				basis according to Financial Accounting Standards No. 157 of the Financial
				Accounting Standards
				Board.</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</section></title><title id="id41761F0742DA4C4BAAC8DE3C8AFE389D"><enum>VIII</enum><header>Responsible
			 health care budgeting limits</header>
			<subtitle id="ID0529B684BB2D42CAA9D46624EFE7E5BA"><enum>A</enum><header>Cost containment
			 of the CLASS Program</header>
				<section id="ID8C637613DA1049BDB5F32E41BE1B4C34"><enum>801.</enum><header>CLASS funding
			 warning</header><text display-inline="no-display-inline">For purposes of
			 section 1105(i) of title 31, United States Code, and this subtitle, a
			 determination in 2 consecutive annual reports of the Board of Trustees of the
			 CLASS Independence Fund established under section 3206 of the Public Health
			 Service Act (42 U.S.C. 300ll–5) that the CLASS Independence Fund is not
			 projected to be actuarially sound over the 75-year period addressed in each
			 such report shall be treated as a CLASS funding warning in the year in which
			 the second such report is made.</text>
				</section><section id="ID96CE129175694D3C9B7B6115A23107E5"><enum>802.</enum><header>Presidential
			 submission of legislation</header>
					<subsection id="ID52AF9BD9002E4BDFAD56DD3C050020F0"><enum>(a)</enum><header>In
			 general</header><text>Section 1105 of title 31, United States Code, is amended
			 by adding at the end the following new subsection:</text>
						<quoted-block display-inline="no-display-inline" id="id87A8A9FA103B4097ABB141427A4B1B5D" style="OLC">
							<subsection id="ID1ac4414858464ec58572641c19a4319f"><enum>(i)</enum><paragraph commented="no" display-inline="yes-display-inline" id="idD3B6D5DC334E4AFCA190EC5331513A0B"><enum>(1)</enum><text>If a CLASS funding
				warning under section 801 of the Deficit Reduction and Budget Reform Act of
				2011 is made in a year, the President shall submit to Congress, within the
				15-day period beginning on the date of the budget submission to Congress under
				subsection (a) for the succeeding year, proposed legislation to respond to such
				warning.</text>
								</paragraph><paragraph id="id781AB4364E2344B99DE5B903039848D3" indent="up1"><enum>(2)</enum><text>Paragraph (1) does not apply if,
				during the year in which the warning is made, legislation is enacted which
				makes the CLASS Independence Fund established under section 3206 of the Public
				Health Service Act (42 U.S.C. 300ll–5) actuarially sound for the 75-year period
				that begins in such year not later than 30 days after the date of the enactment
				of such
				legislation.</text>
								</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="IDC8A6D3FA2C164336A9BD42E3F6C3E044"><enum>(b)</enum><header>Sense of
			 Congress</header><text>It is the sense of Congress that legislation submitted
			 pursuant to section 1105(i) of title 31, United States Code, in a year should
			 be designed to make the CLASS Independence Fund established under section 3206
			 of the Public Health Service Act (42 U.S.C. 300ll–5) actuarially sound for the
			 75-year period that begins in such year.</text>
					</subsection></section><section id="ID70DAF4E6BBAA4E3595B4DB3F1FA7D944"><enum>803.</enum><header>Procedures in
			 the House of Representatives</header>
					<subsection id="IDDF7E4356CF084F978F50E28E958FFB73"><enum>(a)</enum><header>Introduction
			 and referral of President’s legislative proposal</header>
						<paragraph id="IDF70B117D71C6495EB99D01152E714F78"><enum>(1)</enum><header>Introduction</header><text>In
			 the case of a legislative proposal submitted by the President pursuant to
			 section 1105(i) of title 31, United States Code, within the 15-day period
			 specified in paragraph (1) of such section, the majority leader of the House of
			 Representatives (or his designee) and the Minority Leader of the House of
			 Representatives (or his designee) shall introduce such proposal (by request),
			 the title of which is as follows: <quote>A bill to respond to a CLASS funding
			 warning.</quote> Such bill shall be introduced within 3 legislative days after
			 Congress receives such proposal.</text>
						</paragraph><paragraph id="IDF8449413EA474E15BB439930F69CD6DA"><enum>(2)</enum><header>Referral</header><text>Any
			 legislation introduced pursuant to paragraph (1) shall be referred to the
			 appropriate committees of the House of Representatives.</text>
						</paragraph></subsection><subsection id="ID09DAE45ED0EB466C8B00C4155EA7F745"><enum>(b)</enum><header>Direction to
			 the appropriate House committees</header>
						<paragraph id="IDC6AE7EEF91FE4EB4B8C8897DBAB71DDF"><enum>(1)</enum><header>In
			 general</header><text>In the House, in any year during which the President is
			 required to submit proposed legislation to Congress under section 1105(i) of
			 title 31, United States Code, the appropriate committees shall report CLASS
			 funding legislation by not later than June 30 of such year.</text>
						</paragraph><paragraph id="ID0A0CE00BD32947DCBA8DD4061F42AEFF"><enum>(2)</enum><header>CLASS funding
			 legislation</header><text>For purposes of this section, the term <term>CLASS
			 funding legislation</term> means—</text>
							<subparagraph id="IDA0FA6EBC091A402AAAC0A206655D209C"><enum>(A)</enum><text>legislation
			 introduced pursuant to subsection (a)(1), but only if the legislative proposal
			 upon which the legislation is based was submitted within the 15-day period
			 referred to in such subsection; or</text>
							</subparagraph><subparagraph id="IDA00F4D9BCA6347D3A572573057E1E0FB"><enum>(B)</enum><text>any bill the
			 title of which is as follows: <quote>A bill to respond to a CLASS funding
			 warning.</quote>.</text>
							</subparagraph></paragraph><paragraph id="ID47267BAA32B64EE4B2050678791E44C5"><enum>(3)</enum><header>Certification</header><text>With
			 respect to any CLASS funding legislation or any amendment to such legislation
			 to respond to a CLASS funding warning, the chairman of the Committee on the
			 Budget of the House shall certify—</text>
							<subparagraph id="ID03B12F7805E644AB9CB8A8624D289E3B"><enum>(A)</enum><text>whether or not
			 such legislation makes the CLASS Independence Fund established under section
			 3206 of the Public Health Service Act (42 U.S.C. 300ll–5) actuarially sound for
			 the 75-year period that begins with the year in which the legislation is
			 introduced; and</text>
							</subparagraph><subparagraph id="ID708ECFE11669402D9FEB781DBE01ABFB"><enum>(B)</enum><text>with respect to
			 such an amendment, whether the legislation, as amended, would make the CLASS
			 Independence Fund established under section 3206 of the Public Health Service
			 Act (42 U.S.C. 300ll–5) actuarially sound for the 75-year period that begins
			 with the year in which the amendment is offered.</text>
							</subparagraph></paragraph><paragraph id="id1C0F95B28B8244818C72F0F9CDB6FF8D"><enum>(4)</enum><header>Amendments</header><text>During
			 any committee consideration of any CLASS funding legislation, only an amendment
			 to such legislation that is germane and for which there is an affirmative
			 certification under paragraph (3)(B) shall be in order.</text>
						</paragraph></subsection><subsection id="ID3E4062930BAC4A14967665C43E34E6DA"><enum>(c)</enum><header>Fallback
			 procedure for floor consideration if the House fails To vote on final passage
			 by July 30</header>
						<paragraph id="IDB9A30B469E944E4B84EC7548ECE8CD06"><enum>(1)</enum><text>After July 30 of
			 any year during which the President is required to submit proposed legislation
			 to Congress under section 1105(i) of title 31, United States Code, unless the
			 House of Representatives has voted on final passage of any CLASS funding
			 legislation for which there is an affirmative certification under subsection
			 (b)(3)(A), then, after the expiration of not less than 30 calendar days (and
			 concurrently 5 legislative days), it is in order to move to discharge any
			 committee to which CLASS funding legislation which has such a certification and
			 which has been referred to such committee for 30 calendar days from further
			 consideration of the legislation.</text>
						</paragraph><paragraph id="ID5C4AE42E083846D8A7EEF7372852063B"><enum>(2)</enum><text>A motion to
			 discharge may be made only by an individual favoring the legislation, may be
			 made only if supported by one-fifth of the total membership of the House (a
			 quorum being present), and is highly privileged in the House. Debate thereon
			 shall be limited to not more than one hour, the time to be divided in the House
			 equally between those favoring and those opposing the motion. An amendment to
			 the motion is not in order, and it is not in order to move to reconsider the
			 vote by which the motion is agreed to or disagreed to.</text>
						</paragraph><paragraph id="ID3E45E74EF13949AD94E650F86BE2616E"><enum>(3)</enum><text>Notwithstanding
			 paragraph (1), it shall not be in order to move to discharge a committee from
			 further consideration of CLASS funding legislation pursuant to this subsection
			 during a session of a Congress if, during the previous session of the Congress,
			 the House passed CLASS funding legislation for which there is an affirmative
			 certification under subsection (b)(3)(A).</text>
						</paragraph></subsection><subsection id="ID1E17D1E4181C43C8B0B95F8FEFDCE0A9"><enum>(d)</enum><header>Floor
			 consideration in the House of discharged legislation</header>
						<paragraph id="ID04D5B80BB9B5479BBAAB9860BFB1FAF1"><enum>(1)</enum><text>In the House, not
			 later than 3 legislative days after any committee has been discharged from
			 further consideration of legislation under subsection (c), the Speaker shall
			 resolve the House into the Committee of the Whole for consideration of the
			 legislation.</text>
						</paragraph><paragraph id="ID7D4ACF7E10D2455E9982CD00E5A0D1EC"><enum>(2)</enum><text>The first reading
			 of the legislation shall be dispensed with. All points of order against
			 consideration of the legislation are waived. General debate shall be confined
			 to the legislation and shall not exceed five hours, which shall be divided
			 equally between those favoring and those opposing the legislation. After
			 general debate the legislation shall be considered for amendment under the
			 five-minute rule. During consideration of the legislation, no amendments shall
			 be in order in the House or in the Committee of the Whole except those which
			 are germane and for which there has been an affirmative certification under
			 subsection (b)(3)(B). All points of order against consideration of any such
			 amendment in the Committee of the Whole are waived. The legislation, together
			 with any amendments which shall be in order, shall be considered as read.
			 During the consideration of the bill for amendment, the Chairman of the
			 Committee of the Whole may accord priority in recognition on the basis of
			 whether the Member offering an amendment has caused it to be printed in the
			 portion of the Congressional Record designated for that purpose in clause 8 of
			 Rule XVIII of the Rules of the House of Representatives. Debate on any
			 amendment shall not exceed one hour, which shall be divided equally between
			 those favoring and those opposing the amendment, and no pro forma amendments
			 shall be offered during the debate. The total time for debate on all amendments
			 shall not exceed 10 hours. At the conclusion of consideration of the
			 legislation for amendment, the Committee shall rise and report the legislation
			 to the House with such amendments as may have been adopted. The previous
			 question shall be considered as ordered on the legislation and amendments
			 thereto to final passage without intervening motion except one motion to
			 recommit with or without instructions. If the Committee of the Whole rises and
			 reports that it has come to no resolution on the bill, then on the next
			 legislative day the House shall, immediately after the third daily order of
			 business under clause 1 of Rule XIV of the Rules of the House of
			 Representatives, resolve into the Committee of the Whole for further
			 consideration of the bill.</text>
						</paragraph><paragraph id="IDD6322D9F1059497DAA39B7F954193055"><enum>(3)</enum><text>All appeals from
			 the decisions of the Chair relating to the application of the Rules of the
			 House of Representatives to the procedure relating to any such legislation
			 shall be decided without debate.</text>
						</paragraph><paragraph id="ID01F244619B12496B8C62009D64D60087"><enum>(4)</enum><text>Except to the
			 extent specifically provided in the preceding provisions of this subsection,
			 consideration of any such legislation and amendments thereto (or any conference
			 report thereon) shall be governed by the Rules of the House of Representatives
			 applicable to other bills and resolutions, amendments, and conference reports
			 in similar circumstances.</text>
						</paragraph></subsection><subsection id="ID0D933B35A72C496D8F317EE4C28C58AA"><enum>(e)</enum><header>Legislative day
			 defined</header><text>As used in this section, the term <term>legislative
			 day</term> means a day on which the House of Representatives is in
			 session.</text>
					</subsection><subsection id="IDAD7A80FB1FF74FFCA0E4D9D4CC394EA3"><enum>(f)</enum><header>Restriction on
			 waiver</header><text>In the House, the provisions of this section may be waived
			 only by a rule or order proposing only to waive such provisions.</text>
					</subsection><subsection id="ID22A478F9965A4479B05D331627FC3620"><enum>(g)</enum><header>Rulemaking
			 power</header><text>The provisions of this section are enacted by the
			 Congress—</text>
						<paragraph id="IDE4BD5F039B89461A9137643F5B90F796"><enum>(1)</enum><text>as an exercise of
			 the rulemaking power of the House of Representatives and, as such, shall be
			 considered as part of the rules of that House and shall supersede other rules
			 only to the extent that they are inconsistent therewith; and</text>
						</paragraph><paragraph id="ID2CD5B6EF93E04CF18C80BDDD8E077FAF"><enum>(2)</enum><text>with full
			 recognition of the constitutional right of that House to change the rules (so
			 far as they relate to the procedures of that House) at any time, in the same
			 manner, and to the same extent as in the case of any other rule of that
			 House.</text>
						</paragraph></subsection></section><section id="ID2F8D815FAC3942B09D3C8DC236003F69"><enum>804.</enum><header>Procedures in
			 the Senate</header>
					<subsection id="ID34048A51910C43339075C1487526BF44"><enum>(a)</enum><header>Introduction
			 and referral of President’s legislative proposal</header>
						<paragraph id="ID135A096D8B1B45C5A3268D7523AA8C59"><enum>(1)</enum><header>Introduction</header><text>In
			 the case of a legislative proposal submitted by the President pursuant to
			 section 1105(i) of title 31, United States Code, within the 15-day period
			 specified in paragraph (1) of such section, the majority leader and minority
			 leader of the Senate (or their designees) shall introduce such proposal (by
			 request), the title of which is as follows: <quote>A bill to respond to a CLASS
			 funding warning.</quote> Such bill shall be introduced within 3 days of session
			 after Congress receives such proposal.</text>
						</paragraph><paragraph id="IDD3F91E0424BF41349EDEB4D0DE4955EC"><enum>(2)</enum><header>Referral</header><text>Any
			 legislation introduced pursuant to paragraph (1) shall be referred to the
			 Committee on Health, Education, Labor, and Pensions.</text>
						</paragraph></subsection><subsection id="ID628313FD60EA4CBABCF93986B651155B"><enum>(b)</enum><header>CLASS funding
			 legislation</header><text>For purposes of this section, the term <term>CLASS
			 funding legislation</term> means—</text>
						<paragraph id="IDCA5CD29D8C264688871E4FA025BEAAB5"><enum>(1)</enum><text>legislation
			 introduced pursuant to subsection (a)(1), but only if the legislative proposal
			 upon which the legislation is based was submitted within the 15-day period
			 referred to in such subsection; or</text>
						</paragraph><paragraph id="ID3326C7A94C2745F1A19B5B008B6630DA"><enum>(2)</enum><text>any bill the
			 title of which is as follows: <quote>A bill to respond to a CLASS funding
			 warning.</quote>.</text>
						</paragraph></subsection><subsection id="IDC72AF4A55A41489DB19464DB4371FFDD"><enum>(c)</enum><header>Qualification
			 for special procedures</header>
						<paragraph id="ID4621BC5D7CA54298A2D4C9FAD74E65F0"><enum>(1)</enum><header>In
			 general</header><text>The special procedures set forth in subsections (d), (e),
			 and (f) shall apply to CLASS funding legislation, as described in subsection
			 (b), only if the legislation—</text>
							<subparagraph id="ID280EE6FC9ABD4C58AD101090D5E87E36"><enum>(A)</enum><text>is CLASS funding
			 legislation that is passed by the House of Representatives; or</text>
							</subparagraph><subparagraph id="ID671C5D22848046CF8FE4C6D2C4AF1D69"><enum>(B)</enum><text>contains matter
			 within the jurisdiction of the Committee on Health, Education, Labor, and
			 Pensions in the Senate.</text>
							</subparagraph></paragraph><paragraph id="ID61F82A930DF74210007695D269717F16"><enum>(2)</enum><header>Failure to
			 qualify for special procedures</header><text>If the CLASS funding legislation
			 does not satisfy paragraph (1), then the legislation shall be considered under
			 the ordinary procedures of the Standing Rules of the Senate.</text>
						</paragraph></subsection><subsection id="ID8A6C4EC1C1B344CF9BA2E745545BB251"><enum>(d)</enum><header>Discharge</header>
						<paragraph id="ID9EF7D1056D96481DBD62F45742A65B71"><enum>(1)</enum><header>In
			 general</header><text>If the Committee on Health, Education, Labor, and
			 Pensions has not reported CLASS funding legislation described in subsection
			 (c)(1) by June 30 of a year in which the President is required to submit CLASS
			 funding legislation to Congress under section 1105(i) of title 31, United
			 States Code, then any Senator may move to discharge the Committee of any single
			 CLASS funding legislation measure.</text>
						</paragraph><paragraph id="IDFAF572787C7D43F5812000B91CEC777D"><enum>(2)</enum><header>Debate
			 limits</header><text>Debate in the Senate on any such motion to discharge, and
			 all appeals in connection therewith, shall be limited to not more than 2 hours.
			 The time shall be equally divided between, and controlled by, the maker of the
			 motion and the majority leader, or their designees, except that in the event
			 the majority leader is in favor of such motion, the time in opposition thereto
			 shall be controlled by the minority leader or the minority leader’s designee. A
			 point of order under this subsection may be made at any time. It is not in
			 order to move to proceed to another measure or matter while such motion (or the
			 motion to reconsider such motion) is pending.</text>
						</paragraph><paragraph id="ID6CCA8748278640D5A7931CEB8E166B60"><enum>(3)</enum><header>Amendments</header><text>No
			 amendment to the motion to discharge shall be in order.</text>
						</paragraph><paragraph id="IDEDAC7C7E70184C5992006855C26D8C8D"><enum>(4)</enum><header>Exception if
			 certified legislation enacted</header><text>Notwithstanding paragraph (1), it
			 shall not be in order to discharge the Committee from further consideration of
			 CLASS funding legislation pursuant to this subsection during a session of a
			 Congress if the chairman of the Committee on the Budget of the Senate certifies
			 that CLASS funding legislation has been enacted that makes the CLASS
			 Independence Fund established under section 3206 of the Public Health Service
			 Act (42 U.S.C. 300ll–5) actuarially sound for the 75-year period that begins
			 with the year in which the legislation is enacted.</text>
						</paragraph></subsection><subsection id="ID31D5EB2E03694DD1956522C982B101B9"><enum>(e)</enum><header>Consideration</header>
						<paragraph id="id141BAEFBB61D45798A96C6BD50AE6A65"><enum>(1)</enum><header>Motion to
			 proceed</header><text>After the date on which the Committee on Health,
			 Education, Labor, and Pensions has reported CLASS funding legislation described
			 in subsection (c)(1), or has been discharged (under subsection (d)) from
			 further consideration of, such legislation, it is in order (even though a
			 previous motion to the same effect has been disagreed to) for any Member of the
			 Senate to move to proceed to the consideration of such legislation. Adoption of
			 the motion shall require an affirmative vote of the majority of the Members,
			 duly chosen and sworn.</text>
						</paragraph><paragraph id="ID86c1a3493564493db2431bc41ed2faa3"><enum>(2)</enum><header>Debate</header><text>All
			 points of order against a CLASS funding legislation and against consideration
			 of a CLASS funding legislation are waived. Consideration of a spending
			 reduction bill and of all debatable motions and appeals in connection therewith
			 shall not exceed a total of 30 hours. Debate shall be divided equally between
			 the majority and minority leaders or their designees. A motion further to limit
			 debate on a CLASS funding legislation is in order, shall require an affirmative
			 vote of the majority of the Members duly chosen and sworn, and is not
			 debatable. Any debatable motion or appeal is debatable for not to exceed 1
			 hour, to be divided equally between those favoring and those opposing the
			 motion or appeal. All time used for consideration of a CLASS funding
			 legislation, including time used for quorum calls and voting, shall be counted
			 against the total 30 hours of consideration.</text>
						</paragraph></subsection><subsection id="id7DF6C3DC552B4D1CBF3F8B8804F13696"><enum>(f)</enum><header>Only germane,
			 actuarially sound amendments permitted</header><text>During any committee or
			 floor consideration of any CLASS funding legislation, only an amendment to such
			 legislation that is germane and for which there has been an affirmative
			 certification under subsection (d)(4) shall be in order.</text>
					</subsection><subsection id="ID6E60318F7EDD49F18FB5C3475C2CD826"><enum>(g)</enum><header>Rules of the
			 Senate</header><text>This section is enacted by the Senate—</text>
						<paragraph id="IDC4886E92645240A48FA969FC6F96BB00"><enum>(1)</enum><text>as an exercise of
			 the rulemaking power of the Senate and as such it is deemed a part of the rules
			 of the Senate, but applicable only with respect to the procedure to be followed
			 in the Senate in the case of a bill described in this paragraph, and it
			 supersedes other rules only to the extent that it is inconsistent with such
			 rules; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID41DD4EEAC62E466FAC97C8E223A58E96"><enum>(2)</enum><text>with full
			 recognition of the constitutional right of the Senate to change the rules (so
			 far as relating to the procedure of the Senate) at any time, in the same
			 manner, and to the same extent as in the case of any other rule of the
			 Senate.</text>
						</paragraph></subsection></section></subtitle><subtitle id="id265B05CF86BE42D393D6D685BEB80D25"><enum>B</enum><header>Modification of
			 Medicare cost containment trigger</header>
				<section id="id523B22851E964B008EAD61D7BDEEB252"><enum>811.</enum><header>Modification
			 of Medicare cost containment trigger</header><text display-inline="no-display-inline">Section 801(a) of the Medicare Prescription
			 Drug, Improvement, and Modernization Act of 2003 (42 U.S.C. 1395i note) is
			 amended by adding at the end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="id891ACFF38ABE4246AC515BAE4229A55F" style="OLC">
						<paragraph id="id74A01ED736AA4298BB29072EB2D139DA"><enum>(4)</enum><header>Disregard of
				PPACA</header><text>On and after the date of the enactment of this paragraph,
				any determination under subparagraph (A) (with respect to compiling
				information) or subparagraph (B) of paragraph (1) shall be made as if the
				provisions of, and amendments made by, the Patient Protection and Affordable
				Care Act (Public Law 111–148) and the Health Care and Education Reconciliation
				Act of 2010 (Public Law 11–152), had not been
				enacted.</text>
