		<official-title>To amend the Internal Revenue Code of 1986 to require the
		  Secretary of the Treasury to provide each individual taxpayer a receipt for an
		  income tax payment which itemizes the portion of the payment which is allocable
		  to various Government spending categories. </official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Taxpayer Receipt
			 Act</short-title></quote>.</text>
		</section><section id="id0459757368384AECB3567C7B6EFEF758"><enum>2.</enum><header>Itemized Federal
			 tax receipt</header>
			<subsection id="idA0774422D58840A9A913C4336A878B3B"><enum>(a)</enum><header>In
			 general</header><text>Chapter 77 of the Internal Revenue Code of 1986 is
			 amended by adding at the end the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="id9CBBA1BBAB124231818692FA60200F7A" style="OLC">
					<section id="id3D96FD8312604C4A930CB01239748F37"><enum>7529.</enum><header>Federal tax
				receipt</header>
						<subsection id="id7676D93D0F43461B8D6B00A88C0122E0"><enum>(a)</enum><header>In
				general</header><text>The Secretary shall send to every taxpayer who files an
				individual income tax return for any taxable year an itemized Federal tax
				receipt showing a proportionate allocation (in money terms) of the taxpayer's
				total tax payment for such taxable year among major expenditure categories for
				the fiscal year ending in such taxable year. The Federal tax receipt shall also
				include 2 separate line items showing the amount of Federal debt per legal
				United States resident at the end of such fiscal year, and the amount of
				additional borrowing per legal United States resident by the Federal Government
				in such fiscal year.</text>
						</subsection><subsection id="id531EA2A43060484592BA117D125FA99A"><enum>(b)</enum><header>Total tax
				payments</header><text>For purposes of subsection (a), the total tax payment of
				a taxpayer for any taxable year is equal to the sum of—</text>
							<paragraph id="idDD196CEF978D4049A519929A485E0BA4"><enum>(1)</enum><text>the tax imposed
				by subtitle A for such taxable year (as shown on such taxpayer's return),
				plus</text>
							</paragraph><paragraph id="id08193B7191CC47E6A9E688804B6AC100"><enum>(2)</enum><text>the tax imposed
				by section 3101 on wages received by such taxpayer during such taxable
				year.</text>
							</paragraph></subsection><subsection id="id3D80A769A5FB4E60AD2E0D611F5322DC"><enum>(c)</enum><header>Determination
				of proportionate allocation of tax payment among major expenditure
				categories</header><text>For purposes of determining a proportionate allocation
				described in subsection (a), not later than 60 days after the end of any fiscal
				year, the Director of the Congressional Budget Office shall provide to the
				Secretary the percentage of Federal outlays for such fiscal year for the
				following categories and subcategories of Federal spending:</text>
							<paragraph id="ID27df2ab6ca0b41c8ae639cbd7769e495"><enum>(1)</enum><text>Social
				Security.</text>
							</paragraph><paragraph id="ID0cd0cd430d744f70bc627b475b54701f"><enum>(2)</enum><text>National
				defense:</text>
								<subparagraph id="ID928fd74abe584db188414ed03d35ea59"><enum>(A)</enum><text>Overseas combat
				operations.</text>
								</subparagraph></paragraph><paragraph id="ID54c45e9beb8c42cb9c1f7279305b3333"><enum>(3)</enum><text>Medicare.</text>
							</paragraph><paragraph id="IDa435035903504b58a063b5b59ed3f6f1"><enum>(4)</enum><text>Low-income
				assistance programs:</text>
								<subparagraph id="id51D93D28CEEA46699A559151E51A4929"><enum>(A)</enum><text>Housing
				assistance.</text>
								</subparagraph><subparagraph id="idD21D9F08CD8347FD801173D16BFD4C86"><enum>(B)</enum><text>Food stamps and
				other food programs.</text>
								</subparagraph></paragraph><paragraph id="idA784D4C154914E3AB099166B952F26C2"><enum>(5)</enum><text>Other Federal
				health programs:</text>
								<subparagraph id="id0ECDC1C0E55845D28D49A14941F1044C"><enum>(A)</enum><text>Medicaid,
				Children's Health Insurance Program, and other public health programs.</text>
								</subparagraph><subparagraph id="id2827E723E67F4C2FA4138D23B007ADCF"><enum>(B)</enum><text>National
				Institutes of Health and other health research and training programs.</text>
								</subparagraph><subparagraph id="id493E68876CB14CB89A92B67E6040D3FD"><enum>(C)</enum><text>Food and Drug
				Administration, Consumer Product Safety Commission, and other regulatory health
				and safety activities.</text>
								</subparagraph></paragraph><paragraph id="id1CBE031874994B10A276188C4C2CEDF2"><enum>(6)</enum><text>Unemployment
				benefits.</text>
							</paragraph><paragraph id="ID7ebd124b7cfe4888943745a29e8acd6f"><enum>(7)</enum><text>Net interest on
				the Federal debt.</text>
							</paragraph><paragraph id="ID2e857f1618694e3194d78ecf50f2282c"><enum>(8)</enum><text>Veterans benefits
				and services.</text>
							</paragraph><paragraph id="IDa47da03e9a2e4b1cab16ec7f5b3e8a8d"><enum>(9)</enum><text>Education:</text>
								<subparagraph id="idC30ED907D31D4AFC959517E7E4E3D4CB"><enum>(A)</enum><text>K–12 and
				vocational education.</text>
								</subparagraph><subparagraph id="idF3299F9FBD3B45B98F84E4A169270561"><enum>(B)</enum><text>Higher
				education.</text>
								</subparagraph><subparagraph id="id35F5D61E4E1A4B05B003FC45BFE3AF16"><enum>(C)</enum><text>Job training and
				assistance.</text>
								</subparagraph></paragraph><paragraph id="id852A961D91E24B02BF2A2379F81852EF"><enum>(10)</enum><text>Federal employee
				retirement and disability benefits.</text>
							</paragraph><paragraph id="id7FF98DEF27EC4047A7D27CB9400E2416"><enum>(11)</enum><text>Highway, mass
				transit, and railroad funding.</text>
							</paragraph><paragraph id="id3C9E36AC7FE242E2BD6252E0ACF8392E"><enum>(12)</enum><text>Mortgage finance
				(Federal National Mortgage Association, Federal Home Loan Mortgage Corporation,
				Federal Housing Administration, and other housing finance programs).</text>
							</paragraph><paragraph id="id15932958E3C245549E6A92F5154ABA0B"><enum>(13)</enum><text>Justice and law
				enforcement funding, including Federal Bureau of Investigation, Federal courts,
				and Federal prisons.</text>
							</paragraph><paragraph id="idDA86C01524F340499243BE94C75580E5"><enum>(14)</enum><text>Natural
				resources, land, and water management and conservation funding, including
				National Parks.</text>
							</paragraph><paragraph id="id6579203586D74EAE97C9B4B8F379EF42"><enum>(15)</enum><text>Foreign
				aid.</text>
							</paragraph><paragraph id="idB6B7D503AF0149A6BB1EBAF3891092A5"><enum>(16)</enum><text>Science and
				technology research and advancement:</text>
								<subparagraph id="id00F61824F510407AB600FDBFF0F5FF7B"><enum>(A)</enum><text>National
				Aeronautics and Space Administration.</text>
								</subparagraph></paragraph><paragraph id="idDBE55D7E89D044619102E1A51287C85E"><enum>(17)</enum><text>Air
				transportation, including Federal Aviation Administration.</text>
							</paragraph><paragraph id="id30B02953B5794D42A67E4065DF92101F"><enum>(18)</enum><text>Farm
				subsidies.</text>
							</paragraph><paragraph id="id9E1501562FF64DEAB314DFE81A6E6D48"><enum>(19)</enum><text>Energy funding,
				including renewable energy and efficiency programs, Strategic Petroleum
				Reserve, and Federal Energy Regulatory Commission.</text>
							</paragraph><paragraph id="id3230065510FE43ADB0E41DA70CD5B308"><enum>(20)</enum><text>Disaster relief
				and insurance, including Federal Emergency Management Administration.</text>
							</paragraph><paragraph id="id7F085D515AAF48FB81FE04E17BD286F9"><enum>(21)</enum><text>Diplomacy and
				embassies.</text>
							</paragraph><paragraph id="id30047EC0B43E4C5AA756869EA1D75D0C"><enum>(22)</enum><text>Environmental
				Protection Agency and pollution control programs.</text>
							</paragraph><paragraph id="id2B4B01A7D1F8488D945996DF924EDEDE"><enum>(23)</enum><text>Internal Revenue
				Service and United States Treasury operations.</text>
							</paragraph><paragraph id="idCF3AE5D2D6C94AA283FDFDAC2320D7C9"><enum>(24)</enum><text>Coast Guard and
				maritime programs.</text>
							</paragraph><paragraph id="id7766C2DAC326435E9D66F3347E9B066E"><enum>(25)</enum><text>Community
				Development Block Grants.</text>
							</paragraph><paragraph id="idC0FAD05B43334D0BAD4CA8144416BBCB"><enum>(26)</enum><text>Congress and
				legislative branch activities.</text>
							</paragraph><paragraph id="id9F6C257F10F448BAAACC6D4D40ED69D8"><enum>(27)</enum><text>United States
				Postal Service.</text>
							</paragraph><paragraph id="id148CF1885A9D45F4BAEA9CFE56B70750"><enum>(28)</enum><text>Executive Office
				of the President.</text>
							</paragraph><paragraph id="id1A1F74815BD147099ACDAA1BADCCDE33"><enum>(29)</enum><text>Other Federal
				spending.</text>
							</paragraph></subsection><subsection id="idA5AFCA604B7749E1955FBED5E5F1EF0C"><enum>(d)</enum><header>Additional
				major expenditure categories</header><text>With respect to each fiscal year,
				the Director of the Congressional Budget Office shall include additional
				categories and subcategories of Federal spending for purposes of subsection
				(c), but only if, and only for so long as, each such additional category or
				subcategory exceeds 3 percent of total Federal outlays for the fiscal
				year.</text>
						</subsection><subsection id="id83FBD70067B645D99635C2D647D7AC80"><enum>(e)</enum><header>Timing of
				Federal tax receipt</header><text>A Federal tax receipt shall be made available
				to each taxpayer as soon as practicable upon the processing of that taxpayer's
				income tax return by the Internal Revenue Service.</text>
						</subsection><subsection id="idCAA6E13E971149AC8BF5AA5A9FC0DC25"><enum>(f)</enum><header>Use of
				technologies</header><text>The Internal Revenue Service is encouraged to
				utilize modern technologies such as electronic mail and the Internet to
				minimize the cost of sending Federal tax receipts to taxpayers. The Internal
				Revenue Service shall establish an interactive program on its Internet Web site
				to allow taxpayers to generate Federal tax receipts on their own.</text>
						</subsection><subsection id="id01D258020B8C4C29B7A153FF492FCB5E"><enum>(g)</enum><header>Cost</header><text>No
				charge shall be imposed to cover any cost associated with the production or
				distribution of the Federal tax receipt.</text>
						</subsection><subsection id="idCC7A053CC66046E28EEB1AA0FC068E79"><enum>(h)</enum><header>Regulations</header><text>The
				Secretary may prescribe such regulations as may be necessary to carry out this
				section.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id1839F89C0C844A7F9BDB875DE84311A5"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections for chapter 77 of the Internal
			 Revenue Code of 1986 is amended by adding at the end the following new
			 item:</text>

			</subsection><subsection id="id7B46C3008C894283B2B401E924BC1C0E"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to taxable
			 years beginning after the date of the enactment of this Act.</text>
