		<official-title>To improve and expand geographic literacy among
		  kindergarten through grade 12 students in the United States by improving
		  professional development programs for kindergarten through grade 12 teachers
		  offered through institutions of higher education.</official-title>

		<section id="id66366A5C964D4C0E9E3B0E2780BE0BED" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Teaching Geography Is Fundamental
			 Act</short-title></quote>.</text>
		</section><section id="id0C5ABA0031F5419A9535AE8DE8AD4AFE"><enum>2.</enum><header>Geography
			 education</header><text display-inline="no-display-inline">Title II of the
			 Higher Education Act of 1965 (20 U.S.C. 1021 et seq.) is amended—</text>
			<paragraph id="ID76268cdb8ec54f1287d2087f044d3661"><enum>(1)</enum><text>by redesignating
			 part C (20 U.S.C. 1041) as part D;</text>
			</paragraph><paragraph id="IDacd6befa46ad45c5af015089d9f5eda6"><enum>(2)</enum><text>by redesignating
			 section 261 (20 U.S.C. 1041) as section 291; and</text>
			</paragraph><paragraph id="ID854e6fcb713d462f932305299155d2cd"><enum>(3)</enum><text>by inserting
			 after part B (20 U.S.C. 1031 et seq.) the following:</text>
				<quoted-block display-inline="no-display-inline" id="idF463A25DA18F4D9BB29F24F5EF8D896F" style="OLC">
					<part id="id6255F12153834B52B19916A32E7A424E"><enum>C</enum><header>Geography
				education</header>
						<section id="IDf5e6483c9722420db34de09ba2380697"><enum>261.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following
				findings:</text>
							<paragraph id="ID32558c2ba3a64e3f8dee5fef79d509a3"><enum>(1)</enum><text>The economic
				stature and competitiveness of the United States requires increasingly
				sophisticated levels of geographic knowledge and mastery of geographic
				tools.</text>
							</paragraph><paragraph id="IDb4f908bec795419189496c1ad20f74d8"><enum>(2)</enum><text>It is important
				to improve and expand geography education so that students in the United States
				can attain the necessary expertise to fill and retain the more than 70,000 new
				skilled jobs that are coming available each year in the geospatial technology
				industry.</text>
							</paragraph><paragraph id="IDb2c1e719caa845228b9927bd44c52db8"><enum>(3)</enum><text>Data from the
				Department of Labor identifies geotechnology as 1 of the 3 fastest growing
				employment fields serving industries such as insurance, banking, real estate,
				forestry, and agriculture as well as Federal, State, and local
				governments.</text>
							</paragraph><paragraph id="ID0862f0a66bbb4f8991c6e8d0068d377d"><enum>(4)</enum><text>Geographic
				literacy is essential to a well prepared citizenry in the 21st century because
				geographic factors assume greater importance as the world’s economies,
				societies, and political structures grow more global in scale.</text>
							</paragraph><paragraph id="ID47f282c66f5d419b90b15140ab113736"><enum>(5)</enum><text>In a recent
				National Geographic-Roper 9 country survey of geographic literacy among young
				adults aged 18 through 24, students in the United States ranked second to last.
				Only 13 percent of young adults aged 18 through 24 in the United States were
				able to correctly identify Iraq on a map of Asia and the Middle East.</text>
							</paragraph><paragraph id="ID9256895cfa45402faca0c5293b7d63f3"><enum>(6)</enum><text>The National
				Academy of Sciences urged creation of a national program to improve the
				geographic competence of the United States general population and the school
				age population.</text>
							</paragraph><paragraph id="ID331db00392224db3a40c29c6b3716adc"><enum>(7)</enum><text>Geography is one
				of the <term>core academic subjects</term> defined under the Elementary and
				Secondary Education Act of 1965.</text>
							</paragraph><paragraph id="IDc7ffb14aaa8a4f1c838625376965c217"><enum>(8)</enum><text>A recent National
				Geographic Society survey found that all 50 States and the District of Columbia
				recognize geography in their curricula or content standards, and an increasing
				number require geography for graduation and include geography in mandated
				statewide assessments.</text>
							</paragraph><paragraph id="IDadf417333c37458aa540fa43383ca632"><enum>(9)</enum><text>Seven of 10
				educators responding to a National Geographic survey felt their professional
				development opportunities in geography were inadequate and half believed their
				schools had inadequate basic materials for teaching geography.</text>
							</paragraph><paragraph id="ID8bf7f435635942018d779d7d20a820d7"><enum>(10)</enum><text>The National
				Geographic Society has spent more than 15 years pioneering an extraordinarily
				effective national program for improving the teaching of geography by engaging
				university faculty geographers and highly trained teachers in State Geographic
				Alliances dedicated to providing high-quality professional development
				opportunities for kindergarten through grade 12 teachers.</text>
							</paragraph><paragraph id="IDafe85c5061f34830bd13caddaf350275"><enum>(11)</enum><text>More than 60
				colleges and universities in all 50 States have received grants from the
				National Geographic Society to support State Geographic Alliances and their
				professional development programs. Alliance-trained kindergarten through grade
				12 teachers and their higher education partners conduct workshops, develop
				localized teaching materials, and facilitate communication among thousands of
				teachers whose responsibilities include teaching of geography in various
				formats and grade levels.</text>
							</paragraph><paragraph id="ID73ce3654f3fd4967836406bbce3d5094"><enum>(12)</enum><text>A study by
				Mid-continent Research for Education and Learning that assessed student
				academic achievement in geography on the National Assessment of Educational
				Progress showed that students taught by Alliance-trained teachers outperformed
				other students by almost 10 percent.</text>
							</paragraph></section><section id="ID28e14163844e4100abf95ece510a0495"><enum>262.</enum><header>Purpose and
				objectives</header>
							<subsection id="ID3c8ab3ad3192474dbccfdfc3e0440056"><enum>(a)</enum><header>Purpose</header><text>The
				purpose of this part is to—</text>
								<paragraph id="idDB11ED97F7634857B64F9ACE6220AC04"><enum>(1)</enum><text>promote
				geographic literacy and improved understanding of global cultures among
				kindergarten through grade 12 students by expanding programs that employ the
				geographic knowledge and expertise of faculty members in institutions of higher
				education for the benefit of kindergarten through grade 12 teachers; and</text>
								</paragraph><paragraph id="id4C3C2C95E8224CA8A7013BF6B23B838B"><enum>(2)</enum><text>otherwise advance
				geographic literacy.</text>
								</paragraph></subsection><subsection id="ID10ce73d305ae467689e89bcef048b568"><enum>(b)</enum><header>Objectives</header><text>The
				objectives of this part are the following:</text>
								<paragraph id="IDac052485a54a4dcaabe480949aa1966e"><enum>(1)</enum><text>To increase
				students’ knowledge of, and achievement in, standards-based geography to enable
				the students to become better informed and more productive citizens.</text>
								</paragraph><paragraph id="ID64268f9739c54e8985154944d5239fe4"><enum>(2)</enum><text>To increase the
				number of highly qualified teachers of United States and world geography and to
				enable the teachers—</text>
									<subparagraph id="ID80849041517c4899b1cdd332683db203"><enum>(A)</enum><text>to improve
				student mastery of geographic principles; and</text>
									</subparagraph><subparagraph id="ID2ed0e836e5ad4cbcb0e89c220345ecf0"><enum>(B)</enum><text>to increase
				practical applications of those principles.</text>
									</subparagraph></paragraph><paragraph id="ID0a415c7ec62b44988fb82bd775554ffb"><enum>(3)</enum><text>To encourage
				geographic education research, to develop and disseminate effective
				instructional materials, and to promote replication of best practices and
				exemplary programs that foster geographic literacy.</text>
								</paragraph><paragraph id="IDe8fbc838d53048118a5951297762da9a"><enum>(4)</enum><text>To assist States
				in measuring the impact of education in geography.</text>
								</paragraph><paragraph id="ID5aa4b46b82844ec6ab63cad099b94b38"><enum>(5)</enum><text>To leverage and
				expand private and public support for geography education partnerships at
				national, State, and local levels.</text>
								</paragraph></subsection></section><section id="ID5ec56c6362cc4421bb72e2a721bc35ec"><enum>263.</enum><header>Grant program
				authorized</header>
							<subsection id="id8BD77CBD1AC44CDA8B2655FD56DDCF10"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Secretary is
				authorized to award a grant to a national nonprofit education organization or a
				consortium of national nonprofit education organizations (referred to in this
				part as an <term>eligible entity</term>) that has as its primary purpose the
				improvement of the quality of student understanding of geography through
				effective teaching of geography in the Nation’s classrooms.</text>
							</subsection><subsection id="idEB00EB9C691B4166A7CA661AACE1B108"><enum>(b)</enum><header>Application</header><text>An
				eligible entity that desires a grant under this part shall submit an
				application to the Secretary at such time, in such manner, and accompanied by
				such information as the Secretary may require.</text>
							</subsection></section><section id="IDf18b4c1ac32a4d86b22716e86eec7073"><enum>264.</enum><header>Use of
				funds</header>
							<subsection id="ID5a675b325b4a45f2b045d8be20feff5b"><enum>(a)</enum><header>Direct
				activities</header><text>An eligible entity that receives a grant under this
				part shall use not more than 25 percent of the funds made available through the
				grant for a fiscal year to—</text>
								<paragraph id="IDc848740308ea461895e64b2c23d144b7"><enum>(1)</enum><text>strengthen and
				expand the eligible entity’s relationships with institutions of higher
				education and with State and local agencies and other public and private
				organizations with a commitment to geography education and the benefits of
				geography education;</text>
								</paragraph><paragraph id="ID0a709bd4c348485d9db4e80ecb573fe0"><enum>(2)</enum><text>support and
				promote research-based training of teachers of geography and related
				disciplines in kindergarten through grade 12 as a means of broadening student
				knowledge of the world, including the dissemination of information on effective
				practices and research findings concerning the teaching of geography;</text>
								</paragraph><paragraph id="IDdac38fb3937a4096bc0f9f9a046f8144"><enum>(3)</enum><text>support research
				on effective geography teaching practices and the development of assessment
				instruments and strategies to document student understanding of
				geography;</text>
								</paragraph><paragraph id="ID36d5dbc3138e4ed8a6cebd2bebb39a18"><enum>(4)</enum><text>convene national
				conferences on geography education to assess the current State of geographic
				literacy and to identify strategies for improvement; and</text>
								</paragraph><paragraph id="ID9e78c2fa03cd4aff83f2dfd0839d7e6b"><enum>(5)</enum><text>develop and
				disseminate appropriate research-based materials to foster geographic
				literacy.</text>
								</paragraph></subsection><subsection id="IDfe8957cc77b140678ec3465f29868401"><enum>(b)</enum><header>Subgrants</header>
								<paragraph id="IDf470d6cca62b4c30b2a8fe3ffbe57df4"><enum>(1)</enum><header>In
				general</header><text>An eligible entity that receives a grant under this part
				shall use not more than 75 percent of the funds made available through the
				grant for a fiscal year to award subgrants to eligible recipients.</text>
								</paragraph><paragraph id="ID7edca0f709f345f7adb21a50ac329c37"><enum>(2)</enum><header>Eligible
				recipient defined</header><text>In this part, the term <term>eligible
				recipient</term> means an institution of higher education associated
				with—</text>
									<subparagraph id="ID8132775c9fbe4735a2a284c2446e4296"><enum>(A)</enum><text>a State
				geographic alliance;</text>
									</subparagraph><subparagraph id="ID79348854db494fffb73d5ceed7a65039"><enum>(B)</enum><text>a nonprofit
				educational organization;</text>
									</subparagraph><subparagraph id="ID3c7c743aa48a4517b99d76d220b253ad"><enum>(C)</enum><text>a State
				educational agency or local educational agency; or</text>
									</subparagraph><subparagraph id="IDf38531cab7a0475680add24b210a4d78"><enum>(D)</enum><text>a partnership
				between or among an alliance, organization, or agency described in subparagraph
				(A), (B) or (C).</text>
									</subparagraph></paragraph><paragraph id="ID85044a2fd46249968b7f6b6708a91d66"><enum>(3)</enum><header>Eligible
				recipient applications</header>
									<subparagraph id="IDf1b5c8b8496f49dc8015f6c57339d3dd"><enum>(A)</enum><header>Submission</header><text>An
				eligible recipient that desires to receive a subgrant under this part shall
				submit an application to the eligible entity at such time, in such manner, and
				accompanied by such information as the eligible entity may require.</text>
									</subparagraph><subparagraph id="IDbd89916faf72462ba83c57f535f1090c"><enum>(B)</enum><header>Review</header>
										<clause id="IDfb430117ca114dd1a51c0bfdd56eb573"><enum>(i)</enum><header>In
				general</header><text>The eligible entity shall invite individuals described in
				clause (ii) to review all applications from eligible recipients for a subgrant
				under this part and to make recommendations to the eligible entity regarding
				the approval of the applications.</text>
										</clause><clause id="ID0240fcab7fac435996108a7da0c91c63"><enum>(ii)</enum><header>Reviewers</header><text>The
				individuals the eligible entity shall invite to review applications are the
				following:</text>
											<subclause id="IDa18da1234b4d462baff9d6a185a579a8"><enum>(I)</enum><text>Leaders in the
				field of geography education.</text>
											</subclause><subclause id="IDfb0420328712430f885ed831c2396b81"><enum>(II)</enum><text>Such other
				individuals as the eligible entity may determine are necessary or
				desirable.</text>
											</subclause></clause></subparagraph></paragraph><paragraph id="ID37957c6e0fc64f9dbb02730188e68a0f"><enum>(4)</enum><header>Subgrant uses
				of funds</header><text>An eligible recipient that receives a subgrant under
				this part shall use the subgrant funds for 1 or more of the following
				activities:</text>
									<subparagraph id="ID9e876d03dbaa4c8980b5dedc3d36086d"><enum>(A)</enum><text>Conducting
				teacher training programs that use effective and research-based approaches to
				the teaching of geography at the kindergarten through grade 12 level.</text>
									</subparagraph><subparagraph id="ID78a79a81ed3e4ec88e3d3e9ffc776af5"><enum>(B)</enum><text>Applying
				Geographic Information System (GIS) or other geographic technological tools to
				the teaching of geography.</text>
									</subparagraph><subparagraph id="ID27ccd3475b624aa0ab93d0a9acd91fe6"><enum>(C)</enum><text>Applying Internet
				and other distance learning technology to the teaching of geography or to the
				continuing education of teachers.</text>
									</subparagraph><subparagraph id="ID9bcfc656848246a0a5c796650bccc1ee"><enum>(D)</enum><text>Promoting
				rigorous academic standards and assessment techniques to guide and measure
				student performance in geography.</text>
									</subparagraph><subparagraph id="ID23ca219eefd14fec9d93970fef8ee8ca"><enum>(E)</enum><text>Promoting
				research in geography education, emphasizing research that leads to improving
				student achievement.</text>
									</subparagraph><subparagraph id="ID6ddaaca9809d4a48822f9d522acf1ac9"><enum>(F)</enum><text>Carrying out
				local, field-based activities for teachers and students to improve their
				knowledge of the concepts and tools of geography while enhancing understanding
				of their home region.</text>
									</subparagraph><subparagraph id="ID0df54137edf34ea0ac80b44cde6034e3"><enum>(G)</enum><text>Promoting
				comparative studies of world cultures, economies, and environments.</text>
									</subparagraph><subparagraph id="IDcb221382ecc64f798b7cd176a15537e8"><enum>(H)</enum><text>Encouraging
				replication of best practices and model programs to promote geographic
				literacy.</text>
									</subparagraph><subparagraph id="ID231df23e36f04ab187ec90ac59bc4058"><enum>(I)</enum><text>Developing and
				disseminating effective, research-based geography learning materials.</text>
									</subparagraph><subparagraph id="ID1e2d3a4044004c1a8dc9d9df4f10544d"><enum>(J)</enum><text>Convening
				State-based conferences to assess the state of geographic literacy and to
				identify strategies for improvement.</text>
									</subparagraph></paragraph><paragraph id="ID3016f15411744a25a2983a809dd4113e"><enum>(5)</enum><header>Matching
				requirements</header>
									<subparagraph id="IDcac6fa373c644307a7657c51c7d93cb1"><enum>(A)</enum><header>In
				general</header><text>In order to be eligible to receive a subgrant under this
				part, an eligible recipient shall provide assurances in the application
				submitted under paragraph (3) to provide matching funds as described in
				subparagraph (B) towards the costs of the activities assisted under the
				subgrant.</text>
									</subparagraph><subparagraph id="ID064a260d104d40aba2f3abcb293691a4"><enum>(B)</enum><header>Amount</header><text>An
				eligible recipient shall provide matching funds in an amount equal to 20
				percent of the subgrant funds received under this part for the second and each
				succeeding fiscal year for which subgrant funds are received.</text>
									</subparagraph><subparagraph id="ID523c32c35ef64d03b2564eaaffcfc2ae"><enum>(C)</enum><header>Source of
				matching funds</header><text>Matching funds may be provided in cash or in kind,
				fairly evaluated, including facilities, staffing salaries, and educational
				materials.</text>
									</subparagraph></paragraph></subsection></section><section id="ID4857c910d8f347fda3ff277068fb20d8"><enum>265.</enum><header>Administrative
				costs</header><text display-inline="no-display-inline">An eligible entity that
				receives a grant under this part for a fiscal year, and each eligible recipient
				receiving a subgrant under this part for a fiscal year, may use not more than
				15 percent of the funds made available through the grant or subgrant,
				respectively, for administrative costs.</text>
						</section><section id="ID081e5506fb7b43cdbaf58b40bf092ca9"><enum>266.</enum><header>Authorization
				of appropriations</header><text display-inline="no-display-inline">There are
				authorized to be appropriated to carry out this part $15,000,000 for fiscal
				year 2012 and each of the 4 succeeding fiscal
				years.</text>
