		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Fiscal Responsibility and Spending
			 Control Act</short-title></quote>.</text>
		</section><section id="id010EEDA85AE145BAA52256A14D5CEE8A"><enum>2.</enum><header>Sense of the
			 Senate</header><text display-inline="no-display-inline">It is the sense of the
			 Senate that Congress should—</text>
			<paragraph id="id5EFCAC8D55674233A2B526DD479D9192"><enum>(1)</enum><text>address the
			 growing public concern about our rising national debt and long-term fiscal
			 challenges through a bipartisan agreement that—</text>
				<subparagraph id="id68BD0BAEDF314FEBAA4200273AA4D91D"><enum>(A)</enum><text>significantly
			 corrects our Nation's long-term fiscal imbalances and closes the gap between
			 projected revenues and expenditures;</text>
				</subparagraph><subparagraph id="id943DBFB77E144EE6A6501A5F18075D5B"><enum>(B)</enum><text>ensures the
			 economic security of the United States; and</text>
				</subparagraph><subparagraph id="idF14BB7FFD098472EBB166971BA56E3D7"><enum>(C)</enum><text>enhances future
			 prosperity and growth for all Americans;</text>
				</subparagraph></paragraph><paragraph id="id793D228D47BF48E093C27D6DB16BD084"><enum>(2)</enum><text>reduce the
			 Federal deficit and stabilize the national debt without damaging the economic
			 recovery;</text>
			</paragraph><paragraph id="id78B8000FDC094BA1801A125A4574D088"><enum>(3)</enum><text>consider deficit
			 reduction proposals recently developed by leading budget experts, including
			 various members of the National Commission on Fiscal Responsibility and Reform,
			 and establish a plan that can attract broad bipartisan support;</text>
			</paragraph><paragraph id="idB1749554FD4F4B47B9A57D3218E1B797"><enum>(4)</enum><text>ensure that any
			 plan to address our Nation's long-term fiscal problems is balanced and provides
			 fundamental reform of the Federal tax code along with prudent controls on
			 spending;</text>
			</paragraph><paragraph id="id55BBF546B0E449AC8E27C8F8BB97B02C"><enum>(5)</enum><text>lower tax rates
			 and raise Federal revenues by eliminating tax expenditures that only serve
			 special interests, as well as take aggressive measures to close the tax gap and
			 stop cheating;</text>
			</paragraph><paragraph id="idC8D030BAFDA74A5D870D96E29F3B54FB"><enum>(6)</enum><text>ensure that the
			 Federal tax code fairly distributes the tax burden and helps American
			 businesses compete in the global marketplace;</text>
			</paragraph><paragraph id="id86B2B22A3C344DAE9D537AEC5147A292"><enum>(7)</enum><text>extend the
			 solvency of Social Security for its own sake and ensure that no savings are
			 used to meet deficit reduction goals in the remainder of the budget;</text>
			</paragraph><paragraph id="id9CEB9A3B9F9B4F988C49C8FAB7560FC8"><enum>(8)</enum><text>achieve savings
			 through the elimination or consolidation of duplicative Federal programs and
			 activities while also modernizing Federal procurement practices in order to
			 reduce waste and leverage better value out of every dollar spent by the Federal
			 Government; and</text>
			</paragraph><paragraph id="idD3B0CF0CE0ED4BA1A446DEF32BF53226"><enum>(9)</enum><text>reject efforts to
			 exempt tax breaks for millionaires and special interests from strong
			 pay-as-you-go budgetary rules.</text>
