		<official-title display="yes">To authorize the Secretary of Agriculture
		  and the Secretary of the Interior to enter into cooperative agreements with
		  State foresters authorizing State foresters to provide certain forest,
		  rangeland, and watershed restoration and protection services.</official-title>

		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Good Neighbor Forestry
			 Act</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="idBC3A17453A864878B62266465FDB7644" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="ID747696af11b9465b8cf1ff5fbd0f98da"><enum>(1)</enum><header display-inline="yes-display-inline">Eligible
			 State</header><text display-inline="yes-display-inline">The term <term>eligible
			 State</term> means a State that contains National Forest System land or Bureau
			 of Land Management land located west of the 100th meridian.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idDE10D4412169442A8043436765AD5FC4"><enum>(2)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term>
			 means—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="idC188A1436AA34DFFAC3FD27D6F8AC0C0"><enum>(A)</enum><text display-inline="yes-display-inline">the Secretary of Agriculture, with respect
			 to National Forest System land; or</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4C5469B9C4CC45AABDCF79998794E582"><enum>(B)</enum><text display-inline="yes-display-inline">the Secretary of the Interior, with respect
			 to Bureau of Land Management land.</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC647C51E7980485C8E68842E9464FFCC"><enum>(3)</enum><header display-inline="yes-display-inline">State
			 forester</header><text display-inline="yes-display-inline">The term <term>State
			 forester</term> means the head of a State agency with jurisdiction over State
			 forestry programs in an eligible State.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="ID8de0775bd4f647a590fb9809a39f79c0" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Cooperative agreements and
			 contracts</header>
			<subsection commented="no" display-inline="no-display-inline" id="id346C280C9AD246C6B92A4D1791645B96"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary may enter into a cooperative
			 agreement or contract (including a sole source contract) with a State forester
			 to authorize the State forester to provide the forest, rangeland, and watershed
			 restoration and protection services described in subsection (b) on National
			 Forest System land or Bureau of Land Management land, as applicable, in the
			 eligible State.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id53D1FE03A13C44D7ABD101846DF5EB9C"><enum>(b)</enum><header display-inline="yes-display-inline">Authorized services</header><text display-inline="yes-display-inline">The forest, rangeland, and watershed
			 restoration and protection services referred to in subsection (a) include the
			 conduct of—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="idD0DDC8829F9344609F13FF45D997AB9E"><enum>(1)</enum><text display-inline="yes-display-inline">activities to treat insect infected
			 trees;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idDB241FCC42AF40E48A00031FA785EE3A"><enum>(2)</enum><text display-inline="yes-display-inline">activities to reduce hazardous fuels;
			 and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6BE2CF49E5494205BD67FE08398A4F36"><enum>(3)</enum><text display-inline="yes-display-inline">any other activities to restore or improve
			 forest, rangeland, and watershed health, including fish and wildlife
			 habitat.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID63bc23e1555747839675c3a019d90c67"><enum>(c)</enum><header display-inline="yes-display-inline">State
			 as agent</header><text display-inline="yes-display-inline">Except as provided
			 in subsection (f), a cooperative agreement or contract entered into under
			 subsection (a) may authorize the State forester to serve as the agent for the
			 Secretary in providing the restoration and protection services authorized under
			 subsection (a).</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idC211A4F3678C426ABA22639277256938"><enum>(d)</enum><header display-inline="yes-display-inline">Subcontracts</header><text display-inline="yes-display-inline">In accordance with applicable contract
			 procedures for the eligible State, a State forester may enter into subcontracts
			 to provide the restoration and protection services authorized under a
			 cooperative agreement or contract entered into under subsection (a).</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idFB391908EFB843C69DADA6873E6326A0"><enum>(e)</enum><header display-inline="yes-display-inline">Timber sales</header><text display-inline="yes-display-inline">Subsections (d) and (g) of section 14 of
			 the National Forest Management Act of 1976 (16 U.S.C. 472a) shall not apply to
			 services performed under a cooperative agreement or contract entered into under
			 subsection (a).</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDcfb88f7f011f413b9698dfb3a26df26f"><enum>(f)</enum><header display-inline="yes-display-inline">Retention of NEPA
			 responsibilities</header><text display-inline="yes-display-inline">Any decision
			 required to be made under the National Environmental Policy Act of 1969 (42
			 U.S.C. 4321 et seq.) with respect to any restoration and protection services to
			 be provided under this Act by a State forester on National Forest System land
			 or Bureau of Land Management land, as applicable, shall not be delegated to a
			 State forester or any other officer or employee of the eligible State.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id3F3A60C814804386A680549EF9A27ABB"><enum>(g)</enum><header display-inline="yes-display-inline">Applicable
			 law</header><text display-inline="yes-display-inline">The restoration and
			 protection services to be provided under this Act shall be carried out on a
			 project-to-project basis under existing authorities of the Forest Service or
			 Bureau of Land Management, as applicable.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="id6822F5553F104E9FB7E54BC1F5FEC991" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Termination of effectiveness</header>
			<subsection commented="no" display-inline="no-display-inline" id="idE6B984C2750341C4B5ED2D5613CB158D"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The authority of the Secretary to enter
			 into cooperative agreements and contracts under this Act terminates on
			 September 30, 2019.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID3e36c360d76242c2a7750146952035ee"><enum>(b)</enum><header display-inline="yes-display-inline">Contract date</header><text display-inline="yes-display-inline">The termination date of a cooperative
			 agreement or contract entered into under this Act shall not extend beyond
			 September 30, 2020.</text>
