		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>School Safety Enhancements Act of
			 2012</short-title></quote>.</text>
		</section><section id="idffe1975de0db4a0f9336c94d4ff752a0"><enum>2.</enum><header>Grant program
			 for school security</header><text display-inline="no-display-inline">Section
			 2701 of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (42
			 U.S.C. 3797a) is amended—</text>
			<paragraph id="ide16802eff130454490ab9c483ccd9233"><enum>(1)</enum><text>in subsection
			 (b)—</text>
				<subparagraph id="id2096e96935a043ea9e6862e6f278f017"><enum>(A)</enum><text>in paragraph
			 (1)—</text>
					<clause id="idd4b573b16c30491b8b782a668eb9f075"><enum>(i)</enum><text>by
			 striking <quote>Placement</quote> and inserting <quote>Installation</quote>;
			 and</text>
					</clause><clause id="idf3459a683d9c4b2d908a66eccb2a6904"><enum>(ii)</enum><text>by
			 inserting <quote>surveillance equipment,</quote> after
			 <quote>detectors,</quote>;</text>
					</clause></subparagraph><subparagraph id="id1ad269249e9a4218af0795ad10e0ac24"><enum>(B)</enum><text>by redesignating
			 paragraph (5) as paragraph (6); and</text>
				</subparagraph><subparagraph id="id574c3d3447f342ecba10254b8c1a2d93"><enum>(C)</enum><text>by inserting
			 after paragraph (4) the following:</text>
					<quoted-block display-inline="no-display-inline" id="id147B12C5698548D0B0CE2159610D9408" style="OLC">
						<paragraph id="id8c0b03af91784eb1b45a096a6ad2b577"><enum>(5)</enum><text>Establishment of
				hotlines or tiplines for the reporting of potentially dangerous students and
				situations.</text>
						</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="id733ce860bce442d79c37cb4c1f628f07"><enum>(2)</enum><text>in subsection
			 (d), by striking paragraph (1) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="idE060DC9BCBF34CCE8C50A850E4E14C09" style="OLC">
					<paragraph id="idea1f4b4e037d4f0da667dbd7ec03ce5e"><enum>(1)</enum><text>The Federal share
				of the costs of a program provided by a grant under subsection (a) shall be not
				more than 80 percent of the total of such
				costs.</text>
					</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="id1da6a0ea44124fe8a3f63dcf31b0afe6"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id7568EA4618B94101B7CE248026810498" style="OLC">
					<subsection id="id677eb5f8ee184d17a23ac1d7b7991d94"><enum>(g)</enum><header>Interagency
				task force</header>
						<paragraph id="idA62D547523D6406598D17A37CE54E52D"><enum>(1)</enum><header>Establishment</header><text>Not
				later than 60 days after the date of enactment of the
				<short-title>School Safety Enhancements Act of
				2012</short-title>, the Director and the Secretary of Education, or the
				designee of the Secretary, shall establish an interagency task force to develop
				and promulgate a set of advisory school safety guidelines.</text>
						</paragraph><paragraph id="idE0954C70560B47AE842C5E683C3C1A93"><enum>(2)</enum><header>Publication of
				guidelines</header><text>Not later than 1 year after the date of enactment of
				the <short-title>School Safety Enhancements Act of
				2012</short-title>, the advisory school safety guidelines promulgated by the
				interagency task force shall be published in the Federal Register.</text>
						</paragraph><paragraph id="id92E809B3A18445AE901EC1CF4FBFC82E"><enum>(3)</enum><header>Required
				consultation</header><text>In developing the final advisory school safety
				guidelines under this subsection, the interagency task force shall consult with
				stakeholders and interested parties, including parents, teachers, and
				agencies.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="idc484f8bb96c642d09ab72c23f1ec35d0"><enum>3.</enum><header>Applications</header><text display-inline="no-display-inline">Section 2702(a)(2) of title I of the Omnibus
			 Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3797b(a)(2)) is amended
			 to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="idDF823A613A354A38B4EF6ECF67D7F3AC" style="OLC">
				<paragraph id="idF34B4877887A47848018A093EB0F5588"><enum>(2)</enum><text display-inline="yes-display-inline">be accompanied by a report—</text>
					<subparagraph id="id7C3CA05F046144EE898618DA8E32846F"><enum>(A)</enum><text display-inline="yes-display-inline">signed by the heads of each law enforcement
				agency and school district with jurisdiction over the schools where the safety
				improvements will be implemented; and</text>
					</subparagraph><subparagraph id="id68C7497174C14D36B91D28C3A48E703C"><enum>(B)</enum><text display-inline="yes-display-inline">demonstrating that each proposed use of the
				grant funds will be—</text>
						<clause id="idE32D641C8B91404EBBA2A391546E9582"><enum>(i)</enum><text display-inline="yes-display-inline">an effective means for improving the safety
				of 1 or more schools;</text>
						</clause><clause id="id94A6B00042124DFBA87B77B4FDFE8753"><enum>(ii)</enum><text display-inline="yes-display-inline">consistent with a comprehensive approach to
				preventing school violence; and</text>
						</clause><clause id="id525B536267D6488781393C60CDF16ED0"><enum>(iii)</enum><text display-inline="yes-display-inline">individualized to the needs of each school
				at which those improvements are to be
				made.</text>
						</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="id24ac7ceb17d24f0fa484477eca8ab0a8"><enum>4.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">Section 2705 of
			 title I of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C.
			 3797e) is amended—</text>
			<paragraph id="id43AA4BBF00A741E587132AA899526120"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>$30,000,000</quote> and
			 inserting <quote>$50,000,000</quote>; and</text>
			</paragraph><paragraph id="idD20E22974A6D4F69911C20CE23AB74EC"><enum>(2)</enum><text>by striking
			 <quote>2001 through 2009</quote> and inserting <quote>2013, 2014, and
			 2015</quote>.</text>
