		<official-title>To authorize the Secretary of Commerce to convey property
		  of the National Oceanic and Atmospheric Administration to the City of
		  Pascagoula, Mississippi, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Exchange of National Oceanic
			 and Atmospheric Administration property in Pascagoula, Mississippi</header>
			<subsection id="IDa9868c2ffbf24a9984aa4c7de2f3a671"><enum>(a)</enum><header>In
			 general</header><text>Notwithstanding any other provision of law, if the
			 Secretary of Commerce determines that it is in the best interest of the
			 National Oceanic and Atmospheric Administration and the Federal Government to
			 do so, the Secretary may convey to the City of Pascagoula, Mississippi, by
			 standard quitclaim deed, real property consisting of parcels, or portions of
			 parcels, under the administrative jurisdiction of the Under Secretary for
			 Oceans and Atmosphere, including land and improvements thereon, within a tract
			 roughly bounded by—</text>
				<paragraph id="idA6C7938400904055AB53EDC93C59C1CA"><enum>(1)</enum><text>Delmas Avenue to
			 the south;</text>
				</paragraph><paragraph id="id5B87D74DA20A4AD0A477AF324234709D"><enum>(2)</enum><text>Pascagoula River
			 to the west;</text>
				</paragraph><paragraph id="id563FE7F5E8034F53A0A3E537B173C2FA"><enum>(3)</enum><text>Pol Street to the
			 north; and</text>
				</paragraph><paragraph id="idEE5B982D0EC242F3AF450FF63009DB27"><enum>(4)</enum><text>real property
			 owned by the City of Pascagoula to the east.</text>
				</paragraph></subsection><subsection id="ID08f19f4b5b254c078e8d1984e9f6a65b"><enum>(b)</enum><header>Consideration</header>
				<paragraph id="ID0cb1c106c8b74e13ae80f75a714bb633"><enum>(1)</enum><header>In
			 general</header><text>For a conveyance under subsection (a), the Secretary
			 shall require that the United States receive consideration of not less than the
			 fair market value of the property or rights conveyed.</text>
				</paragraph><paragraph id="ID5e0b212f6e0f490da73a9e7884bb34aa"><enum>(2)</enum><header>Form</header><text>Consideration
			 under this subsection may include any combination of—</text>
					<subparagraph id="ID2cbdf08f8ccd49a894e07084bccff659"><enum>(A)</enum><text>property (either
			 real or personal), including tracts of real property and buildings, owned by
			 the City of Pascagoula, that are located in such city south of Delmas Avenue,
			 as well as a contiguous portion of the street known as Delmas Avenue adjacent
			 to real property under the administrative jurisdiction of the Under Secretary
			 for Oceans and Atmosphere;</text>
					</subparagraph><subparagraph id="ID41d0b58684f8449a9cb18051a80be193"><enum>(B)</enum><text>cash or cash
			 equivalents; and</text>
					</subparagraph><subparagraph id="IDba548f87b39c405e995715abf63aa986"><enum>(C)</enum><text>consideration
			 in-kind, including—</text>
						<clause id="IDc90cd6912653471b849694fb16943c6a"><enum>(i)</enum><text>provision of
			 space, goods, or services of benefit, including construction, repair,
			 remodeling, or other physical improvements;</text>
						</clause><clause id="IDd19b0f7c680d489cb999044bfb3e4fd2"><enum>(ii)</enum><text>maintenance of
			 property;</text>
						</clause><clause id="ID1e5aefbbdddc46a082bd032cf6be9838"><enum>(iii)</enum><text>provision of
			 office, storage, or other useable space; or</text>
						</clause><clause id="ID2b4e0fc0bdb541f880fc2514a147f6df"><enum>(iv)</enum><text>relocation
			 services associated with conveyance of property under this section.</text>
						</clause></subparagraph></paragraph><paragraph id="IDc5429c5149e54d4d9608e7535920e68b"><enum>(3)</enum><header>Determination
			 of fair market value</header><text>The Secretary shall determine fair market
			 value for purposes of paragraph (1) based on a highest- and best-use appraisal
			 of the properties conveyed under subsection (a) conducted in conformance with
			 the Uniform Appraisal Standards for Professional Appraisal Practice.</text>
				</paragraph></subsection><subsection id="ID591017e282794021a1235f4d87788660"><enum>(c)</enum><header>Use of
			 proceeds</header><text>Any amounts received under subsection (b)(2)(A) by the
			 United States as proceeds of any conveyance under this section shall be
			 available to the Secretary, subject to appropriation, for—</text>
				<paragraph id="ID91402c3c6b394cd2b4044df7917bb80f"><enum>(1)</enum><text>activities
			 related to the operations of, or capital improvements, to property of the
			 Administration; or</text>
				</paragraph><paragraph id="IDa3223e2021904bef84847dd84a773bdb"><enum>(2)</enum><text>relocation and
			 other costs associated with the sale or exchange.</text>
				</paragraph></subsection><subsection id="ID3b0c7a8c997b4e658f97895ad0971d2a"><enum>(d)</enum><header>Additional
			 terms and conditions</header>
				<paragraph id="ID8da67438ae2443799234c3bdb4d5ff0e"><enum>(1)</enum><header>In
			 general</header><text>The Secretary may require such additional terms and
			 conditions with the exchange of property by the United States under subsection
			 (a) as the Secretary considers appropriate to protect the interest of the
			 United States.</text>
				</paragraph><paragraph id="ID6c8b70bb94ac4277b47c4b7b66f26c7a"><enum>(2)</enum><header>Easements or
			 rights of way</header><text>The Secretary may grant or convey to the City of
			 Pascagoula a right of way or easement if the Secretary determines such grant or
			 conveyance is in the best interest of the Administration and the Federal
			 Government.</text>
