		<official-title>To amend the Older Americans Act of 1965 to provide for a
		  Seniors' Financial Bill of Rights, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Seniors' Financial Bill of Rights
			 Act</short-title></quote>.</text>
		</section><section id="idBCF9EB8AB5EA424C8C7F0169C1391465"><enum>2.</enum><header>Financial
			 counseling and legal assistance by Aging and Disability Resource
			 Centers</header>
			<subsection id="idEB28F4841B864FCCB83E62857FF754CA"><enum>(a)</enum><header>Definition</header><text>Section
			 102(4) of the Older Americans Act of 1965 (42 U.S.C. 3002(4)) is
			 amended—</text>
				<paragraph id="id7EA4C4D90F4C4D4B81EB0BA018AD6CA9"><enum>(1)</enum><text>in subparagraph
			 (B), by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="id1DD714CF0D874BF9B7163AA0D266AFB2"><enum>(2)</enum><text>in subparagraph
			 (C), by striking the period and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="id2770E799B95D46D1AE50F89965C0B854"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idCF5AEDD288564E9784A8344D9F368273" style="OLC">
						<subparagraph id="id212DD9A32E49455AAB79D407B6A4815D"><enum>(D)</enum><text>financial
				counseling and legal assistance described in section
				202(b)(8).</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="idD57587A141F74264AC0D4E2179AC4AFF"><enum>(b)</enum><header>Duties</header><text>Section
			 202(b)(8) of the Older Americans Act of 1965 (42 U.S.C. 3012(b)(8)) is
			 amended—</text>
				<paragraph id="id81431006724A43E5BC4669218DA4F7FE"><enum>(1)</enum><text>in subparagraph
			 (D), by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="id65A77A2B6A184956BEA33E83DD3FDC22"><enum>(2)</enum><text>in subparagraph
			 (E), by adding <quote>and</quote> at the end; and</text>
				</paragraph><paragraph id="id837D7B8E734C4EA0BC233174A9B5A96A"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idF9BF79F7A87A4A1E8B28FF80EE0344EC" style="OLC">
						<subparagraph id="id9A42F64D4A364236BD9020CB0DB41494"><enum>(F)</enum><text>to provide
				financial counseling and legal assistance, particularly with regard to powers
				of attorney and the duties of agents or attorneys under a power of attorney,
				and of
				fiduciaries.</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="id5180768576B84F6CB153E5BF9C1C55F9"><enum>3.</enum><header>Coordination</header><text display-inline="no-display-inline">Section 201(e)(2) of the Older Americans Act
			 of 1965 (42 U.S.C. 3011(e)(2)) is amended—</text>
			<paragraph id="idB3F7FABCD25340519F4083C5F6B2E113"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking
			 <quote>and</quote> at the end;</text>
			</paragraph><paragraph id="idE1752C6F1A2649BCB21EE10A1514A0C7"><enum>(2)</enum><text>in subparagraph
			 (B), by striking the period at the end and inserting <quote>; and</quote>;
			 and</text>
			</paragraph><paragraph id="id56C6F00AD78849C6BAECC2760CFF530C"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="idEEC1BF00C65240239B512F5094A325C8" style="OLC">
					<subparagraph id="id523C80BD0C6442BDBD21F95E5CE5F47D" indent="up1"><enum>(C)</enum><clause commented="no" display-inline="yes-display-inline" id="id5D277459A07D4E9B970F131BE55A7BA0"><enum>(i)</enum><text>to coordinate, with
				other Federal agencies including the Office of Older Americans of the Consumer
				Financial Protection Bureau and the President's Advisory Council on Financial
				Capability of the Department of the Treasury, activities and research related
				to the economic security and financial exploitation of older individuals;
				and</text>
						</clause><clause id="id90FF49D7E66D49E6A5F3E5A728C9E6BE" indent="up1"><enum>(ii)</enum><text>to use the coordinated activities and
				research to make available to States and local organizations resources,
				technical assistance, and information for the purpose of carrying out the State
				Seniors' Financial Bills of Rights described in section 307(a)(31), preventing
				and responding to the financial exploitation of older individuals, establishing
				a geographically based measure of economic security, and providing the services
				and supports needed for the economic security of older
				individuals.</text>
						</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="id8D943B9FC68C4D5CA20E2ADDB188FD42"><enum>4.</enum><header>Seniors'
			 Financial Bill of Rights</header><text display-inline="no-display-inline">Section 307(a) of the Older Americans Act of
			 1965 (42 U.S.C. 3027(a)) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="id18E4AABA40CC4BF5B3F00146CFE090DA" style="OLC">
				<paragraph id="id02818A04845243B78C3462F3DD38FE2E"><enum>(31)</enum><text>The plan shall
				include an assurance that the State will establish—</text>
					<subparagraph id="id9EAF10B0F83148F59BA085649F20DDED"><enum>(A)</enum><text>a State Seniors'
				Financial Bill of Rights that—</text>
						<clause id="idDC69D10ECDEB488E85DE8BD6C7AB3B8E"><enum>(i)</enum><text>addresses access
				by older individuals to—</text>
							<subclause id="idCD1E28F05FF74BBFA1DE7EB067DD1B86"><enum>(I)</enum><text>sufficient
				information about their financial rights, specifically rights with regard to
				powers of attorney and the duties of their agents or attorneys under a power of
				attorney, and of fiduciaries;</text>
							</subclause><subclause id="idEA23130B8EC04F19818E72B2CCAA34B9"><enum>(II)</enum><text>financial
				counseling resources to make informed financial choices;</text>
							</subclause><subclause id="id1730D0F92B5E433FA48CDC286281B3DD"><enum>(III)</enum><text>legal
				assistance to protect their financial rights; and</text>
							</subclause><subclause id="id80FEA39563D9473FBB0128E599D65528"><enum>(IV)</enum><text>adult protective
				services and appropriate law enforcement and regulatory authorities, in
				situations in which financial exploitation is alleged or suspected; and</text>
							</subclause></clause><clause id="idB91BDA5B32D34F11BCCC895547BA8E0E"><enum>(ii)</enum><text>assures that
				agents or attorneys under a power of attorney, fiduciaries, staff that provide
				long-term care, financial institutions, and law enforcement agencies have
				sufficient information about the financial rights of, and signs of financial
				exploitation of, older individuals; and</text>
						</clause></subparagraph><subparagraph id="idEE77BF71D16B4C6C80EC333BF79996CB"><enum>(B)</enum><text>means for older
				individuals, and individuals and entities described in subparagraph (A)(ii), to
				obtain those rights to information, resources, and assistance, as the case may
				be.</text>
