		<section id="H1DAEEB884DBA48109106480F7D5145C1" section-type="section-one"><enum>1.</enum><header>Short title;
			 definitions</header>
			<subsection id="HD8EB14736BD741A4AEB7EDBFEFE9915C"><enum>(a)</enum><header>Short
			 title</header><text>This Act may be cited as the <quote><short-title>California Coastal National Monument Expansion Act of
			 2012</short-title></quote>.</text>
			</subsection><subsection id="H6F59A6A886844C769D81733320F79CDC"><enum>(b)</enum><header>Definitions</header><text>In
			 this Act:</text>
				<paragraph id="HCFAAFB2CE55C4DECAED7F12B4836A2E7"><enum>(1)</enum><header>Map</header><text display-inline="yes-display-inline">The term <term>map</term> means the map
			 created by the Bureau of Land Management, entitled <term>California Coastal
			 National Monument Addition</term> and dated September 15, 2012.</text>
				</paragraph><paragraph id="HBF37FA1967C9415C85BB4B31D1757D4C"><enum>(2)</enum><header>Monument</header><text>The
			 term <term>Monument</term> means the California Coastal National Monument
			 established by Presidential Proclamation 7264.</text>
				</paragraph><paragraph id="H3465B82A9E244001A275C23E65F5296A"><enum>(3)</enum><header>Point
			 Arena-Stornetta Public Lands</header><text display-inline="yes-display-inline">The term <term>Point Arena-Stornetta Public
			 Lands</term> means the Federal land comprising approximately 1,255 acres in
			 Mendocino County, California, as generally depicted on the map.</text>
				</paragraph><paragraph id="idC2FA09AE6B1A4D519FFCB4A2E301F329"><enum>(4)</enum><header>Presidential
			 Proclamation 7264</header><text display-inline="yes-display-inline">The term
			 <term>Presidential Proclamation 7264</term> means Presidential Proclamation
			 Number 7264, dated January 11, 2000 (65 Fed. Reg. 2821).</text>
				</paragraph><paragraph id="H4BAD455061A5463695DA254269B2C46A"><enum>(5)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior.</text>
				</paragraph></subsection></section><section id="H4C26665CE10B4208A76A97C90E63DF03"><enum>2.</enum><header>Findings;
			 purpose</header>
			<subsection id="H9251F423C1124717B46DFBD7995FECE5"><enum>(a)</enum><header>Findings</header><text>Congress
			 finds that—</text>
				<paragraph id="H7F67E65976D14B00981200EEC279964F"><enum>(1)</enum><text display-inline="yes-display-inline">the Point Arena-Stornetta Public Lands
			 contain significant natural resources, including important wildlife habitat,
			 several riparian corridors, extensive wetlands, ponds and other water sources,
			 cypress groves, meadows, and sand dunes that should be preserved for present
			 and future generations;</text>
				</paragraph><paragraph id="H10B28523C9524B0399A6B08A8470B63B"><enum>(2)</enum><text display-inline="yes-display-inline">the ocean and coastal ecosystems adjacent
			 to the Point Arena-Stornetta Public Lands are internationally recognized as
			 significant centers of coastal upwelling that support the diverse, abundant,
			 and productive marine ecosystems and wildlife underlying the local economy and
			 identity of coastal communities;</text>
				</paragraph><paragraph id="H0F69680D68FD45E592E242225E312402"><enum>(3)</enum><text display-inline="yes-display-inline">the Point Arena-Stornetta Public Lands tell
			 an important story about the coastal prehistory and history of California in
			 the context of the surrounding region and communities;</text>
				</paragraph><paragraph id="H70378BC014F643D2A557EE6821D5D28A"><enum>(4)</enum><text display-inline="yes-display-inline">the coastal area surrounding the Point
			 Arena-Stornetta Public Lands was traditionally used by Indian people, including
			 the Pomo Indian tribes;</text>
				</paragraph><paragraph id="H5280545513144E20800D0DB96C676549"><enum>(5)</enum><text display-inline="yes-display-inline">the Point Arena-Stornetta Public Lands are
			 historically associated with adjacent land managed for the enjoyment of current
			 and future generations, including the Arena Rock Marine Natural Preserve, and
			 Manchester Beach State Park;</text>
				</paragraph><paragraph id="H964B087630EB4D44B08A0348733FF6AD"><enum>(6)</enum><text display-inline="yes-display-inline">the Point Arena-Stornetta Public Lands
			 represent a model partnership where future management can be successfully
			 accomplished among the Federal Government, State of California, Mendocino
			 County, local communities, and private groups;</text>
				</paragraph><paragraph id="H49A0B42C81C64F72884E8CCAC21505D2"><enum>(7)</enum><text display-inline="yes-display-inline">permanent protection of the Point
			 Arena-Stornetta Public Lands will provide important economic benefits to
			 surrounding communities, and has broad public support;</text>
				</paragraph><paragraph id="HFA7270D8660E4789922237AF22C9C5AA"><enum>(8)</enum><text display-inline="yes-display-inline">the Point Arena-Stornetta Public Lands
			 would make a significant addition to the California Coastal National Monument
			 and National Landscape Conservation System administered by the Bureau of Land
			 Management of the Department of the Interior; and</text>
				</paragraph><paragraph id="H9B35FD2096C048E7872745CD9208F9B5"><enum>(9)</enum><text display-inline="yes-display-inline">statutory protection is necessary to ensure
			 that the Point Arena-Stornetta Public Lands remain a part of the historical,
			 cultural, and natural heritage of the United States and a source of inspiration
			 for the people of the United States.</text>
				</paragraph></subsection><subsection id="HE027D06942154099AD528C2EA6A406AB"><enum>(b)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of this Act is to protect,
			 conserve, and enhance for the benefit and enjoyment of present and future
			 generations the unique and nationally important historical, natural, cultural,
			 scientific, educational, scenic, and recreational values of the Point
			 Arena-Stornetta Public Lands, while allowing certain recreational and research
			 activities to continue.</text>
			</subsection></section><section id="H87E1E8476CE34584BB92EE4A9B6A1DAA"><enum>3.</enum><header>Expansion of
			 California Coastal National Monument</header>
			<subsection id="HE11084082D4248738AC54A0BCE88A0FE"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The boundary of the
			 Monument established by Presidential Proclamation 7264 is expanded to include
			 the Federal land shown on the map.</text>
			</subsection><subsection id="H0DCFBBB1C5D04DAEA855B2D8D326A811"><enum>(b)</enum><header>Map and legal
			 description</header>
				<paragraph id="HC8D1F278CFD240178EA5BAD9A9BF4178"><enum>(1)</enum><header>In
			 general</header><text>As soon as practicable after the date of enactment of
			 this Act, the Secretary shall file with the Committee on Energy and Natural
			 Resources of the Senate and the Committee on Natural Resources of the House of
			 Representatives a map and boundary description of land added to the Monument by
			 this Act.</text>
				</paragraph><paragraph id="H80B9CC91C94D49878E83727A64026E66"><enum>(2)</enum><header>Force and
			 effect</header><text>The map and boundary description filed under paragraph (1)
			 shall have the same force and effect as if included in this Act, except that
			 the Secretary may correct any minor errors in the map and boundary
			 descriptions.</text>
				</paragraph><paragraph id="H5C523F718B0541B49EBC49AE14253FC0"><enum>(3)</enum><header>Availability of
			 map and boundary description</header><text>The map and boundary description
			 filed under paragraph (1) shall be on file and available for public inspection
			 in appropriate offices of the Bureau of Land Management.</text>
				</paragraph></subsection></section><section id="HD622CD90531B45E49680803E21573FBE"><enum>4.</enum><header>Administration</header>
			<subsection id="H724FCE492F1C4DBDA9FED8DDED744E06"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary shall
			 manage the land added to the Monument by this Act—</text>
				<paragraph id="id0FF14B560FDE4BFAB9777290BD4AD7E6"><enum>(1)</enum><text display-inline="yes-display-inline">as a part of the Monument; and</text>
				</paragraph><paragraph id="id263D83ACA93E4609A2A5604C7CD41D28"><enum>(2)</enum><text display-inline="yes-display-inline">in accordance with Presidential
			 Proclamation 7264.</text>
				</paragraph></subsection><subsection id="H17066AB30AE1482DA1FF32B77C1D5CF9"><enum>(b)</enum><header>Management
			 plan</header>
				<paragraph id="id3EA2E4E00C20474D817E977A04D070E3"><enum>(1)</enum><header>In
			 general</header><text>Not later than 2 years after the date of enactment of
			 this Act, the Secretary shall finalize an amendment to the Monument management
			 plan for the long-term protection and management of the land added to the
			 Monument by this Act.</text>
				</paragraph><paragraph id="idE1B4002D3C1E48A987A9479AEE1293C0"><enum>(2)</enum><header>Requirements</header><text>The
			 plan amendment shall—</text>
					<subparagraph id="idAE37ADC77C5A45E69C4F90C1606818A8"><enum>(A)</enum><text>be developed with
			 an opportunity for full public participation; and</text>
					</subparagraph><subparagraph id="idD9A6C219BC414E04988F5E071641A67E"><enum>(B)</enum><text>describe the
			 appropriate uses and management of the land consistent with this Act.</text>
					</subparagraph></paragraph></subsection><subsection id="HF81B42ACC4AB415AAE4B69FDC712A628"><enum>(c)</enum><header>Motorized and
			 mechanized transport</header><text display-inline="yes-display-inline">Except
			 as needed for emergency or authorized administrative purposes, the use of
			 motorized and mechanized vehicles in the Monument shall be permitted only on
			 roads and trails designated for that use.</text>
			</subsection><subsection id="HB32D5B39A4CA43B4B2EEB1D36509E15B"><enum>(d)</enum><header>Incorporation of
			 land and interests</header>
				<paragraph id="H3CEA0D6740474CCA93EA0A365FF2D4D0"><enum>(1)</enum><header>Authority</header><text>The
			 Secretary may acquire non-Federal land or interests in land within or adjacent
			 to the land added to the Monument by this Act only through exchange, donation,
			 or purchase from a willing seller.</text>
				</paragraph><paragraph id="H8E99A184367E4D519E8347E3237C4259"><enum>(2)</enum><header>Management</header><text>Any
			 land or interests in land within or adjacent to the land added to the Monument
			 by this Act acquired by the United States after the date of enactment of this
			 Act shall be added to and administered as part of the Monument.</text>
				</paragraph></subsection><subsection id="H55B41C0519B54856AC71364E32E813D5"><enum>(e)</enum><header>Overflights</header><text>Nothing
			 in this Act—</text>
				<paragraph id="HF58D7D79A8344C24BA6B372D0D8F07FB"><enum>(1)</enum><text>restricts or
			 precludes overflights, including low-level overflights or military, commercial,
			 and general aviation overflights that can be seen or heard within the land
			 added to the Monument by this Act;</text>
				</paragraph><paragraph id="HD760397EA5014F03B2DD8EDD4F7CD7D6"><enum>(2)</enum><text>restricts or
			 precludes the designation or creation of new units of special use airspace or
			 the establishment of military flight training routes over the land added to the
			 Monument by this Act; or</text>
				</paragraph><paragraph id="HF0C58CBB463C4097BE7DEF2561AE0664"><enum>(3)</enum><text>modifies
			 regulations governing low-level overflights above the adjacent Gulf of the
			 Farallones National Marine Sanctuary.</text>
				</paragraph></subsection><subsection id="H00520F3E504D4A0496146AD56C50366E"><enum>(f)</enum><header>Law
			 enforcement</header><text display-inline="yes-display-inline">Nothing in this
			 Act effects the law enforcement authorities of the Department of Homeland
			 Security.</text>
			</subsection><subsection id="HCD9F11B17D9446F5ABBA9C644CE1E0E1"><enum>(g)</enum><header>Native American
			 uses</header><text display-inline="yes-display-inline">Nothing in this Act
			 enlarges, diminishes, or modifies the rights of any Indian tribe or Indian
			 religious community.</text>
			</subsection><subsection id="H2701D21B35854B42969FBD2670714DF9"><enum>(h)</enum><header>Buffer
			 zones</header>
				<paragraph id="H1C05AC1F364F49FD88C9A638797D99FD"><enum>(1)</enum><header>In
			 general</header><text>The expansion of the Monument is not intended to lead to
			 the establishment of protective perimeters or buffer zones around the land
			 included in the Monument by this Act.</text>
				</paragraph><paragraph id="H3C8B6E33457D4308B2A9C4EFEE87DF09"><enum>(2)</enum><header>Activities
			 outside the Monument</header><text>The fact that activities outside the
			 Monument can be seen or heard within the land added to the Monument by this Act
			 shall not, of itself, preclude those activities or uses up to the boundary of
			 the Monument.</text>
				</paragraph></subsection><subsection id="idB345CB0E6C884A8B8B03CB27F2B0BE35"><enum>(i)</enum><header>Grazing</header><text>Nothing
			 in this Act affects the grazing of livestock within the Point Arena-Stornetta
			 Public Lands.</text>
			</subsection><subsection id="H58C99B01667F435F9EBBCE0F8396438E"><enum>(j)</enum><header>National
			 landscape conservation system</header><text>The Secretary shall manage the
			 Monument as part of the National Landscape Conservation System.</text>
			</subsection></section></legis-body>
